PORAC — Farmers in Barangay Pio in this town said they want Malele Creek in neighboring Barangay Planas desilted and rid of boulders and stones to provide proper irrigation to their farms.
But a farmers group, the Nagkakaisang Mamamayan para sa Agrikultura at Kalikasan, in a letter to Governor Lilia Pineda said desilting the river would reduce irrigation in Planas and Pio and will endanger the Subic-Clark-Tarlac Expressway.
The group asked the governor not to renew the permit of Clarkstone Corporation, which would desilt the river.
The firm is owned by Calantas village chief Gilbert Baking.
“Walang katotohanan ang mga iyon. Dapat nga maisaayos ang ilog, matanggal ang mga bato, maprotektahan at malinis upang magkaroon ng wastong irigasyon patungo sa aming mga dayat. Iyung sinasabi nilang tulay sa highway, eh, malayo iyun at hind manganganib,” a farmer in Barangay Pio said.
The farmers’ pleas were corroborated by Ramir Sese, owner and permitee of the private land where desilting was stopped.
“Kami po mismo ang lumapit kay Kapitan Baking upang maalis na ang mga naglalakihang bato dito at makapagtanim na kami ulit. Ngayon po ay nahinto dahil expired nga daw iyung permit ng Clarkstone,” Sese said.
A copy of the joint resolution dated January 17, 2012 and signed by village chiefs Alfer Nacu (Planas), Jack Rubi (Pio) and Eddie Santos (Diaz) and their respective barangay councils was obtained by Sun.Star Pampanga.
It sought approval from the governor for the construction of an irrigation dam and desilting the bank of the Malele River traversing the three barangays, citing that farmers from the villages depend on it for steady supply of water for their crops.
The joint resolution was also endorsed by Porac Mayor Condralito Dela Cruz in a letter dated March 7, 2012.
“First, the river is in my jurisdiction. If it’s desilted, the value of lands here will increase. Our farmers would also be able to plant,” Nacu said.
Rubi agreed with Nacu and attested to the memorandum of agreement forged between Baking’s Clarkstone and the barangay.
Baking said they immediately stopped their desilting and dredging activities as soon as their permit expired last May 6.
“But we have applied for a renewal last April and from what I gathered, it is now being processed. Nonetheless, we stopped the desilting and dredging of the river in compliance with the law. We will wait for the permit,” he said.

CITY OF SAN FERNANDO — The Pampanga Chamber of Commerce and Industry (PamCham) has appealed to the Land Transportation Office (LTO) to reconsider its policy involving over-speeding motorists in the North Luzon Expressway (NLEx) and the Subic-Clark-Tarlac Expressway (SCTEx).
In a letter to Assistant Secretary Virginia P. Torres, PamCham chairman Levy P. Laus and PamCham president Marco Antonio Jimenez appealed the LTO policy of requiring over-speeding violators in the NLEx and SCTEx to retrieve their confiscated licenses from the LTO main office in Quezon City.
Instead, PamCham officials proposed that erring motorists be given the option to claim their confiscated licenses and pay the corresponding penalty from either the LTO main office or the LTO regional office here.
The NLEx and SCTEx are both located in Central Luzon and, for this reason, it is presumed that a substantial number of apprehended over-speeding violators are from the region.
“The current policy has caused and is causing considerable inconvenience, additional expense and unnecessary time expenditure on the part of erring motorists, particularly those from Central and North Luzon,” the officials said in a statement.
The PamCham officials said the current policy is more favorable to erring motorists from Metro Manila because of their proximity to the LTO main office in Quezon City.
They added that for violators in Central Luzon, the more reasonable and practical policy is to allow them to retrieve their confiscated licenses from the LTO regional office here in this city.
“We believe that is the basic rationale for our regional government agencies, and that is to bring the government and its services as close as possible to the public, particularly in the countryside,” the officials said.
PamCham, one of the most active chapters of the Philippine Chamber of Commerce and Industry, aims to serve as catalyst for countryside growth and development in Central Luzon.
