Guv’s proposed trike repair seminar lauded

CANDABA — A group of tricycle drivers here lauded Governor Lilia Pineda’s plan to sponsor a motorcycle trouble-shooting seminar.
The proposed project is aimed at providing the drivers an alternative source of income.
Pineda earlier called for the mobilization of various Tricycle Operators Drivers Association in the province to give the tricycle drivers with technical skills involving motorcycle repair and maintenance.
The group said they are glad that the Provincial Government is giving importance to drivers like them.
“Sana matuloy po ito. Malaking tulong kung matutuhan ng mga tulad naming ang pagkumpuni sa tricycle para kung sakali man at magkaproblema ay kami na mismo ang gagawa makakatipid pa kami ng upa sa gawa,” said Amador Galang, a tricycle driver here.
Galang said their group is happy because despite the busy schedule of the governor, she still finds way to help and improve their lives by making them productive through livelihood program.
“Ngayon lang kami nabibigyan ng ganitong pansin. Ilang gobernador na rin ang dumaan sa probinsya,” another tricycle driver said.
After the proposed seminar on motorcycle repair and maintenance, the Provincial Government vowed to provide the necessary support, particularly with the provision of tools and other equipments.

Board member league visits Nabuclod park

FLORIDABLANCA — The Provincial Board Members League of the Philippines (PBMLP)-Central Luzon chapter recently blazed Nabuclod Eco-Tourism Adventure Park as part of moves to strengthen tourism in the region.
Pampanga Board Member Tarcicio DC Halili, PBMLP regional chairman, told Sun.Star Pampanga that the activity was part of the legislators’ quest to promote tourism in Central Luzon.
“We were there just to appreciate and promote local tourism like Governor Lilia Pineda does. Hundreds came to the gathering,” Halili said.
He added the gathering was a “no hassles occasion,” in which board members from as far as Bulacan, Bataan, Nueva Ecija, Tarlac and Pampanga convene in Nabuclod prior to the PBMLP national convention in Boracay on June 6, 2012.
“Our ultimate goal in Nabuclod was to make it an example of many exciting things in Pampanga. Through that, I hope the region would pay attention to Pampanga tourism sites,” said Halili.

City intensifies village info network

ANGELES CITY — The local government here, through its City Information Office (CIO), has intensified its information network in the barangay level.
In line with this, an information and communication seminar was conducted recently at Shanghai Restaurant here that was participated in by barangay information officers.
With the theme: “Empowering the People through Information and Communications,” the comprehensive workshop signals the city’s preparation for a systemized information domain for Angeles City.

Archimedes Reyes, city information officer, said the city enjoins barangays to participate in all aspects of governance, including information, education and communication (IEC).

“We will include the 33 barangays of Angeles in research and communication storage in order to give flesh to the city’s information networking,” Reyes said.

The workshop dwelled on the importance of a city-barangay partnership in information dissemination and how the barangay units can utilize social media in feeding information to their respective communities.

“Because of the internet and other innovations, information transfer is undoubtedly faster than before. We must take advantage of this by feeding constructive information to Angelenos,” Mayor Edgardo Pamintuan said during the workshop.

“This workshop is essential because we have been extending the hands of the City Government to our constituents. With the inclusion of our barangay information officers in this goal, the programs and the services that are available to the Angelenos will be easily and effectively delivered to them,” Pamintuan added.

The workshop also magnified the role of each information officer in the Department of the Interior and Local Government’s (DILG) Barangay Governance and Performance Management System (BGPMS).

“If our barangay officers are well equipped with the skills, all the needed data as per the Full Disclosure Report in observance to the BGPMS will be readily available,” DILG City Director Myrvi Apostol-Fabia said.

“With this, we will effectively deliver efficient and prompt information-and-communications-related services to Angelenos and research communities,” she added.

Parents oppose K+12 implementation

SAN LUIS — A group of parents here has expressed disagreement with the impending implementation of the K+12 basic education curriculum (BEC) by the Department of Education (DepEd) in June.
The group said the additional two years in high school and another year for kindergarten, as prerequisite before entering elementary education, would mean extra burden for every poor families in the localities.
“Pinaunlad na lamang sana nila ang paraan ng pagtuturo. Sana ay dinagdagan ang bilang ng classrooms para mabawasan ang bilang ng mga estudyante sa bawat klase,” said Teresita Viray, a mother of an incoming Grade 1 pupil.
She said the competitiveness of Filipino graduates could not be measured on the number of years they spend in school.
“Reporma sa sistema ng edukasyon ang kailangan natin at hindi na dapat pahabain pa ang taon ng pagaaral. Matatalino tayong mga Pilipino [pero] may mali lang sa sistema natin,” Viray added.
Veronica Santos, a resident in Barangay Sta. Monica and mother of three students, said most of the public schools in Pampanga are currently experiencing shortage of teachers and classrooms.
With this, she questioned the readiness of DepEd in terms of manpower and infrastructure intervention.
“Kulang na tayo sa classrooms at teachers nagdagdag pa sila ng may tatlong taon sa pag aaral,” she stated.
A public school teacher, who requested not to be identified, told Sun.Star Pampanga that in her classroom, she has more than 60 students.
K+12 aims to address deficiencies in elementary education, as well as enhance the competitiveness of the high school curriculum.
The country’s current 10-year basic education, covering six years of elementary and four years of high school, will stretch to 12 years –- six years of elementary, four years of junior high school (Grade 7 to 10), and two years of senior high school.

Mayor Oca supports ‘K to 12’

CITY OF SAN FERNANDO — Mayor Oscar S. Rodriguez expressed support for the newly implemented ‘K to 12’ curriculum of the Department of Education (DepEd) in line with the first item in his city government’s agenda, “Edukasyong Abot Kamay, Kinabukasang Abot Tanaw”.

Under the K to 12 system, children aged 5 years old should now go through kindergarten before enrolling in Grade 1. All school children will undergo the usual Grade 1-6, after which they will advance to Grade 7 to Grade 10, or the Junior High School stage.

Students will then move to Grade 11 and Grade 12, or Senior High School.

At the end of this educational training, the students should be graduating at age 18.

The ‘K to 12’ curriculum is also a program where students will have more flexible schedules so they may engage in extracurricular activities.

These details surfaced during the Usapang Bayan segment of Magsilbi Tamu, a television program of city government that had as panelists Dr. May B. Eclar, superintendent of the City Schools Division of the DepEd, and Ms. Edwina Arceo, vice president of the Association of Private Schools Administrators and school director of Proverbsville School, Inc.

The two discussed the benefits of the ‘K to 12’ program and DepEd’s initiatives in pursuing it.

Mayor Oca, for his part, expressed optimism about the program. He said this innovation in the education system is “for the benefit of the country’s youth.”

The city government, which remains supportive of programs that will advance education particularly among the poor, has funded the construction of eight two-storey buildings with four-six classrooms each in barangays Telabastagan, San Isidro, Del Pilar, Maimpis, Northville, San Nicolas and San Agustin in time for the new school year.

STO.TOMAS Pampanga – Barely two years as top local chief executive of the province, Gov. Lilia Pineda was described as “best governor Pampanga ever had.”

Former 4th District Congressman Juan Pablo “Rimpy” Bondoc said he had wanted to take the opportunity to praise Pineda “as this might be the only time they could be together in an event.” He joined the first-term governor during the inauguration of the Rural Health Unit (RHU) here on Wednesday.

Bondoc said he had been told that Pineda starts works and meetings as early as 4:00 p.m.

“Even I could not have done that,” added Bondoc, brother of incumbent 4th District Rep. Anna York Bondoc-Sagum.

In her speech after Bondoc spoke, Pineda said “we had wanted to serve as public servant and so we must work.”

Pineda jokingly added that Bondoc could be her campaign manager.

Bondoc was a two-term congressman who ran but lost in the 2007 gubernatorial election.

50 kids, 8 adults downed by food poisoning

BALANGA CITY – A total of 58 villagers, 50 of them children, were downed before noon Wednesday by food poisoning after eating ice cream peddled on board a tricycle in Barangay Cabog-Cabog in Balanga City .

Among the 50 children was an eight-month-old baby. “Pinatikim lang ng kapatid ng sorbetes,” the mother said.

Dr. Noel Lacsamana, attending physician at the Bataan General Hospital, said the victims complained of vomiting, stomach ache and frequent loose bowel movement.

“Because they came from the same barangay and have the same history of taking in ice cream, we consider this as food-borne infection that might have been caused by the milk content of the product,” the doctor said.

Lacsama said they have confined all the victims and administered hydration by using suwero. “We have reported the matter to the City Health Office so it can do the necessary investigation on what really caused the infection,” he said.

An employee from the Provincial Health Office said they have coordinated with the Department of Health in Region 3 that will conduct rectal swab on the patients.

Cabog-Cabog Barangay Captain Efren Zarraga said the vendor parked the tricycle in front of the elementary school and sold ice cream to the children with some of their mothers who were undertaking Brigada Eskwela.

Barangay Kagawad Tony Asilo said the vendor peddles ice cream to different upland villages in the area.

Engineer: Lara is recycling plant, former dumpsite

CITY OF SAN FERNANDO—The head engineer of the company that handles pelletization of residual wastes in this city said Barangay Lara shares the site of their recycling plant and the city’s former dumpsite.

“Barangay Lara is where you can find Spectrum Blue Steel’s (SBS) pelletizing plant. The plant is close to the city’s former open dumpsite,” Engineer Esteban Callo Jr., chief engineer of True Green Energy Corporation (TGEG), said.

SBS, which sorts out residual waste for pelletization, is the subsidiary of TGEG.

Callo, however, clarified that the city does not throw away garbage anymore to their former open dumpsite in the said village.

“Unfortunately, we had problems in shredding residual wastes when our machine malfunctioned which forced us to pile up ready to shred residual wastes outside the plant,” Callo said.

The malfunctioning of their shredding machine, Callo said, started in the first month of their operation.

“The shredder’s blade got sluggish after two to three hours of usage so we had to stop until the blade is sharp again. Later on, the blade gave up. We cannot use the machine anymore,” he said.

Around 700 tons of residuals piled up outside SBS’ facility are soaked in water whenever there is rain.

Mayor Oscar Rodriguez has ordered SBS to shred all remaining residuals within three weeks or if they can’t, residuals should be brought to the sanitary landfill in Capas, Tarlac. He made the order after Auxiliary Bishop Pablo Virgilio David and environmentalists led by Sonny Dobles visited the area and called it an “open dumpsite.”

However, Engineer Callo said their new and bigger shredding machines have not yet arrived.

“As of now, all we can do is sort out residuals being sent to our plant. We cannot yet press together or pelletize these residuals because we’re still waiting for our bigger machines,” Callo said.

Callo added that TGEG top officials have heard of the problem but have not given any responses yet. He said company officials are in Thailand.

DOH, Pineda to tap RHUs in fight vs. Tuberculosis
STO. TOMAS, Pampanga – The Department of Health (DOH) regional office will utilize Rural Health Units (RHU) in effectively detecting tuberculosis (TB) cases in Pampanga.

DOH Regional Director Dr. Leonita Gorgolon said her office and the provincial government will closely work together for the implementation of the National Tuberculosis Program (NTP).

The NTP, she added, aimed to detect the affected residents and eventually cure them.

Gorgolon disclosed that “generally, 95 percent of the total population of the country are potential victims of tuberculosis.”

She added that “our tropical climate and the crowded homes of Filipinos” are the reasons for the alarming percentage of people that could be affected by TB.

Gorgolon said the DOH and Gov. Lilia Pineda have teamed up to rehabilitate at least 19 RHUs, most of which are at the province’s fourth district.

The RHUs will be used to detect the cases of TB in 20 towns and the City of San Fernando.

“We will just train people on the detection of TB. Then the province and respective town will do the work,” said Gorgolon.

She stressed that “it’s wonderful to work with a hardworking and supportive governor” in the fight against TB.

Pineda recently launched a province-wide campaign to “detect and cure” TB cases in Pampanga. She had utilized nurses to help in detecting the cases of disease.

Junkshop owners in Pampanga form coop

Some 150 owners and operators of junkshops in various municipalities of Pampanga have organized themselves into a credit cooperative as they completed a one-day pre-membership educational seminar on cooperativism.

Provincial Cooperative and Entrepreneurial Development Officer (PCEDO) Mamerto Gatus said that the junkshop owners were oriented on the importance, principles, success factors, structures and other pertinent information on the organization and establishment of a registered provincial cooperative.

This developed only a week after the heads of junkshop owners associations in the municipal level went to PCEDO and asked its assistance in organizing themselves into a provincial credit cooperative, Winston Cruz, senior cooperative development specialist narrated.

Cruz, together with Cooperative Development Authority (CDA) Provincial Manager Carol Miguel, provided the participants with the needed inputs on how to organize and maintain a successful cooperative in the seminar held at the Benigno Aquino Memorial Hall.

Cooperatives enjoy benefits and privileges such as securing low-interest rate loans from lending institutions and given priority in project contract bidding with their members receiving regular dividends from interest earned from paid-up capital and patronage refund.

Cooperative development is one of the priority thrusts of PCEDO as it continuously conducts capability building and empowerment activities for the members of the various organizations including maintaining and strengthening linkages with national government agencies and non-government organizations with cooperative programs.

PCEDO reports show that the province has more than 200 registered cooperatives comprised of 43,678 members with more than P1.7 billion pesos of total assets.

These cooperatives have P678 million pesos paid-up capital and P394 million member savings deposits.

Cruz said that one of the highlights of the seminar was the election of the group’s provincial officers who later took their oath of office before Governor Lilia G. Pineda at the provincial capitol.

Elected officers were: Jesus dela Cruz of the City of San Fernando, chairman; Ronald Domingo of Lubao, vice-chairman; Alan Ocampo of Sta. Rita, secretary; and Ma. Nenita Roman of Guagua, treasurer.

BALANGA City – This component city of Bataan still considered Jessica Sanchez as Bataan’s Ambassadress to the World despite her failing to win the American Idol title in the finale Thursday.

City Mayor Jose Enrique Garcia III even invited Jessica to do her first concert in Bataan, preferably on top of historic Mt. Samat, when she comes to the Philippines.

“She will not only be performing in front of her kababayan but she is the Ambassadress of Bataan to the World,” the mayor said. “We in Balanga City are very proud of you Jessica,” he added.

Garcia said Jessica is considered as the best singer in AI Season 11.

The Balanga City mayor congratulated the Filipino-Mexican singing sensation. Garcia said it was a popularity contest and losing in it does not mean that she will not be successful. “Good luck Jessica,” he said.

The city government of Balanga is the first local government unit in Bataan to give tribute to Jessica when she was still among the Top 7. The city is 10 kilometers away from Samal, hometown of Jessica’s mother EdithaBugay Sanchez.

Viewers of the American Idol finale in Balanga City like on cue shouted “ay” when they heard the announcement that Phillip Phillips was the winner.

Some remained motionless for a few seconds as if pondering why their 16-year old kababayan did not win when expectations were so high.

Arrest warrant out for Delfin Lee

SAN FERNANDO, Pampanga—A local court has ordered the arrest of developer Delfin Lee, his son and three officers of Lee’s Globe Asiatique Realty Holdings Corp. for syndicated estafa in connection with the P7-billion “ghost borrowers” housing loan scandal.
The Lee father and son, Christina Sagun, Cristina Salagan and lawyer Alex Alvarez were ordered arrested by Judge Maria Amifaith Fider-Reyes of the Regional Trial Court (RTC) Branch 42 after the judge found probable cause in a syndicated estafa case filed against them in connection with Globe Asiatique’s Xevera housing projects in Bacolor and Mabalacat towns in Pampanga.
Reyes did not recommend any bail for the Globe Asiatique officers who were sued by several home buyers and the state-run Home Development Mutual Fund (Pag-Ibig Fund) for allegedly conspiring in the irregular use of P7.03 billion worth of housing loans obtained by unqualified Pag-Ibig Fund members between 2008 and 2010, the so-called “ghost borrowers” who bought homes in Globe Asiatique’s Pampanga housing projects.
The decision came more than a month after the Department of Justice (DOJ), with approval from the Court of Appeals, filed the case for syndicated estafa at the RTC here. It was raffled off to Reyes who received six boxes of documents relating to the case.
Pag-Ibig president
The DOJ task force on securities and business scams, which recommended the filing of syndicated estafa charges against Lee et al, also referred to the Office of the Ombudsman for “appropriate investigation” complaints against Marikina Representative Romero Quimbo, who was the Pag-Ibig president at the time of the Globe Asiatique loan takeouts, Jaime Fabian, Tessie Gonzales, Rafael Albano and Vilma Flores for possible violation of the Anti-Graft and Corrupt Practices Law.
In late April, Lee went to the Supreme Court to stop the DOJ from filing the syndicated estafa charges against him.
“To allow the continuation of the criminal cases against him would undoubtedly cause serious and irreparable injury and damage to petitioner—damage which he or his business may no longer recover from,” Lee’s petition for review read.
About two years ago, several Pag-Ibig Fund employees blew the lid on the housing loan scam allegedly perpetrated by Globe Asiatique. They said Lee’s company allegedly paid people to enroll themselves as Pag-Ibig Fund members under the so-called Special Working Group program to avail of housing loans.
Documents obtained by the Philippine Daily Inquirer showed that Globe Asiatique took out P7.031 billion for 9,951 housing loan accounts from the Pag-Ibig Fund from March 2008 to August 2010. The amount exceeded the P500-million annual cap that Pag-Ibig grants accredited developers.
The houses, it turned out, were not in the names of the “special buyers,” or the people who were paid to take out the loans. The contracts and titles were supposed to be amended to bear the name of the real buyers.
This scheme was reportedly hidden because it was Globe Asiatique that collected the amortization supposedly paid by the buyers. The scam was uncovered when many of the houses were found not to be occupied or were being used by other people and not the legitimate buyers.
Double selling
“The issuance of the warrants of arrest against Delfin Lee and his co-accused just shows that the law is on the side of the ordinary workers duped by Globe Asiatique,” said Vice President Jejomar Binay, chairman of the Housing and Urban Development Coordinating Council who also chairs the Pag-Ibig board.
“Globe Asiatique defrauded the ordinary workers who are contributors of Pag-Ibig Fund. The company defrauded hardworking citizens of Pampanga by selling property they already purchased legitimately to other buyers, a practice known as double selling,” Binay said.

Respect impeachment court verdict: Supreme Court told

HOUSE prosecutors hope that Supreme Court would honor whatever verdict the impeachment court will render on Chief Justice Renato Corona next week.
Senate President Juan Ponce Enrile said last Wednesday that the tribunal might render judgment on the complaint after the oral arguments of both the prosecution and the defense on Monday.
“We plead that this will not end up in another TRO (temporary restraining order). That would be TRO diplomacy,” House Deputy Majority Leader Miro Quimbo, a spokesperson for the prosecution panel, said.
The Supreme Court earlier issued a TRO preventing the impeachment tribunal from looking into the dollar accounts of the chief magistrate.
Corona has a petition pending before the Supreme Court seeking to stop the impeachment proceedings and nullify the articles of impeachment he is accused of.
“This would be a wonderful opportunity for the court to show that they respect the Constitution, that they are not biased and that they don’t take sides,” Quimbo said.
He said that on the part of the House prosecution team, they recognize that the impeachment court has the final say in the complaint filed against Corona and that they would accept the Senate’s verdict – whether conviction or acquittal.
“That is not subject to review. It is non-appealable,” Quimbo, who is also a lawyer, said.
Another prosecution spokesperson, House Deputy Speaker Erin Tanada, believes the Supreme Court will not issue a TRO if it is to be conscious of the public’s opinion on the Judiciary.
“If they will issue a TRO, the Filipino people might say that the SC helped their own Chief Justice,” Tanada said.
