CAMP OLIVAS, Pampanga—A house helper died after he was sideswiped by a truck along MacArthur Highway in Bocaue, Bulacan over the weekend.
The victim was identified as Jonee Garcia, 44, a resident of Barangay Antipona, Bocaue, Bulacan.
The suspect, identified as Ryan Ducena, 25,of Barangay Kataasan, Dinalupihan, Bataan, was arrested.
Police said Garcia was riding his bicycle along the shoulder of Macarthur Highway in Barangay Wakas, Bocaue when he was hit by an Isuzu Cargo Aluminum truck at about 3:45 p.m.
Due to the impact, police said, the victim suffered head injuries.
Garcia was brought to the Doctor Yanga Hospital also located in Barangay Wakas but was declared dead on arrival by the attending physician. He was taken to the Flavel Funeral homes for autopsy.
Ducena is now detained at the Bocaue Municipal jail pending the filing of a case of Reckless Imprudence Resulting to Homicide against him. •Froilan E. Magtoto

ANGELES CITY–A councilor here assured that the city government’s 2013 budget was scrutinized by correcting some irregula-rities.
Councilor Maricel Morales, also chairwoman of the city’s finance appropriation, said the P1.311 billion city budget for 2013 was thoroughly studied.
“So, it doesn’t appear that the council is a puppet of the mayor, the budget was scrutinized. We saw some irregularities and we corrected them,” Morales said.
Some of the irregularities seen during the three day budget hearing were funds for gas and other vehicle maintenance products even if the department does not have a government issued vehicle yet.
“When departments create their budget, they anticipate what they will be needing. We decided that we cannot program budgets for vehicle maintenance materials if we do not have the vehicle yet,” Morales said.
Aside from assumptions, Morales said other irregularities include typographical errors.
“There was an overestimated budget of P115 million but we have corrected that,” Morales said.
The P1.311 billion budget for 2013 was higher compared to the P1.2 billion budget for 2012.
Morales assured that the city is not bankrupted and has enough budget to deliver basic services to Angeleños. ●Charlene Cayabyab

CITY OF SAN FERNANDO – The Department of Labor and Employment (Dole) in Central Luzon has placed an estimated 9,000 students in the region under its Special Program for the Employment of Students (Spes).
The program successfully bridged more youth employment opportunities for poor but deserving students, who wish to pursue and finish their studies through Spes, said Regional Director Raymundo Agravante.
Agravante reported to Labor Secretary Rosalinda Dimapilis-Baldoz that Dole-Central Luzon has placed 9,332 working youths in 2012, under its whole-year round youth employment program via the Spes.
In his report, Agravante said: “We are pleased to inform you Madame Secretary that, this year, we’ve achieved a 119 percent accomplishment rate on the implementation of our Spes Program, surpassing our annual target of 7,850, with the 9,332 students we placed in 2012.”
Agravante added that this year, the Dole utilized 82 percent or P23,326,296 of its allotted budget, representing the Labor department’s 40 percent share on the salaries of the working students, while the remaining 60 percent was sourced from its partners like local government units and private companies where the students rendered their services.
Each student received a salary in accordance to the existing daily minimum wage provided by law.
He said that in Pampanga, 3,846 were enrolled under the Spes, followed by Nueva Ecija (1,355); Zambales (1,306); Bulacan (1,190); Bataan (925); Aurora (842); and Tarlac (218).
Republic Act No. 7323, otherwise known as the “Special Program for the Employment of Students Act” is a program of the Dole, which aims to help poor but deserving students pursue their education by encouraging them to work during their summer or holiday vacation, through incentives granted to employers, allowing them to pay only sixty percent of their salaries or wages while forty percent, through education vouchers, will be paid by the government.

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez announced Monday during the flag ceremonies the P25,000 performance enhancement incentive (PEI) each for the 870 employees of the City Government.
Rodriguez’s announcement was met with thunderous applause and cheers from the 483 permanent and 387 casual employees who said that they were surprised with the Christmas bonus.
The employees said “we were surprised by the announcement as much as we were excited about Mayor Oca pulling magic from his Christmas bag.”
Rodriguez, who played Santa Claus, also said that the 708 labor payroll (LPs) employees would similarly receive their PEI worth P10,000 each.
“We are saying we have savings of over P700 million, most of which have already been allotted for our major projects and programs. But because of your commitment and dedication in serving the city and Fernandinos, you rightfully deserve all the benefits due you in the spirit of sharing this Christmas Season,” he said.
Other employees who have not met the November 30, 2012 cut for the PEI, he said, will receive the cash gift in a pro-rated basis.
“We understand your predicament. That is why we want every employee of City Hall to be happy this Christmas being my last here before I move to Congress. I am particularly keen on our LPs who have been at the frontline in delivering services even in times of calamities. This is for all of you to share as we have a lot to thank for at year-end 2012,” Rodriguez added.
The PEI would be given in cash by the City Treasurer and not through automated teller machines (ATMs), he said.
“You do not have to worry at all because the allocation and release of your incentives are all under the law. This is the product of your labor and service for the city and its citizens. We just want you to have a merry Christmas and a happy New Year,” Rodriguez said.

ANGELES CITY – Barangay Lourdes Northwest council member William David told Mayor Edgardo Pamintuan on Wednesday to sue him if the allegations on the ghost employees of Pamintuan’s administration are not true.
David’s challenge was made after the Pamintuan camp threatened to sue him and other barangay officials who spoke up about the inclusion of the names of their friends and relatives in the list of job order (JO) employees without their knowledge.
David said, “Kung pinipilit nila na kami ang nagsisinungaling at hindi totoo ang mga dokumento na hawak namin, idemanda nila kami,” adding “Maganda nga na makarating sa korte ang usaping ito para makita talaga kung sino ang nagsasabi ng totoo.”
David also advised Pamintuan to address the issue by presenting all 2,506 JO employees.

The Pamintuan camp vehemently denied the accusations of the barangay officials, which they referred as “black propaganda” initiated by their political opponents, and claimed that the documents being presented by the barangay officials as evidence could have been easily forged.
David, however, stands by the authenticity of the documents in his possession which shows the list of job order appointments of the City Government under the PhilHealth program of the Office of the Mayor and bears the signature of Secretary to the Mayor Leonardo Galanza and Pamintuan.
In the said document, David’s wife, Irene David, is included in the payroll of job order employees even when she has never worked for and has never received any salary from the City Government.
This is also the case for several other barangay officials, which includes Barangay Cutcut Kagawad and CLAC vice president Roy Ogurida and Barangay Salapungan Kagawad Renato Coronel, who also denied any knowledge about the inclusion of their relative’s names in the job order payroll.
