LUNGSOD NG MALOLOS—Naghanda na ng P200,000 pabuya ang pamahalaang lungsod ng Malolos para sa ikadarakip ng mga salarin sa pamamaslang sa isang abogado at pulis sa lungsod na ito noong Huwebes, Mayo 17.

Ang pabuya ay inialok ni Mayor Christian Natividad noong Biyernes o isang araw matapos pagbabarilin at mapatay sina PO2 Ronnel Coquia at Abogado Lysandro Sanchez sa kahabaan ng Mac Arthur Highway sa Barangay Tikay ng lungsod na ito bandang 10:45 ng umaga noong Huwebes.

Ang dalawang biktima ay galing sa Regional Trial Court (RTC) Branch 78 kung saan ay dumalo sila sa pagdinig sa kasong robbery na isinampa laban kay Coquia.

Ayon kay Natividad, dapat ng mapigil ang pamamaslang, at mabigyan ng hustisya ang mga biktima.

Ito ay bilang tugon sa serye ng pamamaslang sa lungsod na ito na may kaugnayan sa mga taong nagsampa o sinampahan ng kaso sa korte.

Noong Enero 25, binaril at napatay habang sakay ng isang jeepney sa kahabaaan ng McArthur Highway di kalayuan sa kapitolyo si Cristina Roxas, isang negosyante mula sa bayan ng Paombong.

Ang pamamaslang kay Roxas ay naganap ilang minuto matapos niyang lisanin ang RTC sa loob ng bakuran ng kapitolyo. Siya ay pinaslang bandang alas-11:00 ng umaga.

Una rito, isa pang biktima ang pinaslang rin habang nakasakay sa isang jeepney di kalayuan sa city hall ng Malolos noong Nobyembre.

Ang biktima ay galing naman sa pagdinig ng kaso sa Municipal Trial Court (MTC) ng Malolos.

Matatandaan na nitong Marso ay ipinatawag ni Gob. Wilhelmino Alvarado ang pulong para sa peace and order council ng Bulacan upang tugunan ang mga insidente ng kriminalidad sa lalawigan.

Batay sa ulat ng panlalawigang pulisya sa pangunguna ni Senior Supt. Fernando Mendez, mas mababa ang insidente ng kriminalidad sa Bulacan sa taong ito kumpara noong nakaraang taon.

Inayunan ito ni Alvarado, ngunit nagpahayag siya ng pangamba sa pagiging mapangahas ng mga kriminal sa lalawigan.

Ito ay dahil sa kahit tanghaling tapat ay nagsasagawa ang mga ito ng pamamaslang.

Para kay Alvarado, isang insulto sa pamahalaan ang mga pamamaslang at mapapangahas na insidente ng kriminal sa lalawigan.

Dahil dito, inatasan niya ang panlalawigang pulisya na tugisin ang mga kriminal upang mapanatili ang kaayusan at katahimikan sa lalawigan.

ANGELES CITY – An environmentalist here has urged City of San Fernando Mayor Oscar Rodriguez’s to clean up first the “controlled dumpsite” in Barangay Lara before inviting anyone.

“He should assure us first that their area is clean before he invites Auxiliary Bishop Pablo Virgilio David and other environmentalists,” said Alliance for the Development of Central Luzon (ADCL) President Sonny Dobles.

“Ali kami maniwalang controlled dump ya ita (We do not believe that it is a controlled dumpsite),” said Dobles, who was one of the environmentalists who paid a surprise visit to Barangay Lara last week along with Bishop David and other groups.

ADCL and David said the area is an open dumpsite as opposed by Rodriguez who insists that it operates as a materials recovery facility (MRF).

“He should clean up and rehabilitate that area first. Everybody sees that as an open dumpsite. It is not a materials recovery facility,” Dobles stressed.

“Ing tawung ena akakit ing keng paligid na, ala yang panimanman. Ing tawung ena akakit ing tutu, ala yang kaladwa (A person who does not see his surroundings, does not have a vision. A person who does not see the truth, does not have a soul),” he said.

Dobles also urged Rodriguez to use the three-week ultimatum he gave to Spectrum Blue Steel Corp. (SBS) “to solve the garbage problem in his own way.”

“Don’t pass on the problem to SBS because that’s your problem,” Dobles said.

Earlier, Rodriguez earlier said what the group of environmentalists saw were residuals about to be pelletized.

He has invited the same group to pay another visit to the area to show them the pelletization process.

PRESIDENT Benigno Aquino III has given the green light for the release of P2.01 billion funds for installation of road safety devices and preventive maintenance of national roads in the country.
Budget Secretary Florencio Abad said timing for road improvements is perfect since the opening of classes draws near.
“The fund release will go a long way in improving road conditions for motorists. The continued implementation of infrastructure and road projects is even more crucial now, especially because the reopening of schools and the rainy season are just a month away,” Abad said in a statement issued Wednesday.
Of the P2.01 billion released to the Department of Public Works and Highways (DPWH), a total of P1.81 billion will cover the preventive maintenance of 474.14 kilometers of national roads.
The funds will be charged against the Special Road Support Fund under the Motor Vehicle User’s Charge (MVUC) Act.
The remaining P206 million will be used for the installation, application, and construction of road safety devices along national roads, chargeable against the Special Road Safety Fund under the MVUC Act.
“The Aquino administration’s active implementation of road maintenance projects will help bring immediate and long-term benefits to our country’s road users, many of whom need to have better and easier access to schools, hospitals, market centers, tourism spots, and other strategic places of activity,” Abad said.
“At the same time, we cannot deny the devastating social and economic impact effected by road accidents, including the loss of life and damage to public and private property. The road safety devices that will be put in place will certainly minimize the likelihood of road accidents for our motorists,” he added.
Abad confirmed that the DPWH will continue to prioritize road asset preservation programs, traffic decongestion initiatives in Metro Manila and other urban areas this year.
He added the government will enhance infrastructure support for tourism destinations and other access points, as well as flood control and convergence programs with the National Irrigation Agency and Department of Agriculture.
Completion of ongoing or unfinished projects, as well as the reinforcement and upgrading of all national bridges, and the replacement of temporary bridges with permanent structures are also part of the priorities of the administration.

CHIEF Justice Renato Corona was still a young college student in 1968 when he said he started investing in foreign currency deposits.
According to his profile posted on the Supreme Court (SC) website, Corona finished his Bachelor of Arts degree from the Ateneo de Manila University in 1970. He completed his Bachelor of Laws at the Ateneo Law School in 1974.
In his opening speech before the impeachment court Tuesday, Corona said he started converting all his savings to dollars back in 1968 when the exchange rate was still P2 to a dollar.
Defense spokesperson Tranquil Salvador III said that Corona “was then working, so most of his earnings were invested.”
But one of the prosecution spokespersons, Aurora Representative Sonny Angara, has noticed some “inconsistencies” in Corona’s testimony.
“The late ’60s and 1970s is a different time table. Anyway, like what one of the senators said, it would all depend on credibility,” he said.
Angara noted that the testimony of Ombudsman Conchita Carpio-Morales revealing Corona’s alleged 82 dollar accounts amounting to $10 million to $12 million is based on a document provided by the Anti-Money Laundering Council (AMLC).
Corona, in same speech, disputed Morales’s accusations, saying he only has four accounts since December 2011. His lawyers also said that the AMLC report was unauthenticated.
Angara, meantime, said that with Corona’s testimony, “the unbiased observers can already see whose evidence is stronger.”

CITY OF SAN FERNADO — Top officials of the province of Surigao del Norte will meet with Governor Lilia Pineda today, Thursday, hoping to learn from the province’s best practices in its quarry collection and management.
Surigao del Norte Governor Sol Matugas, Vice Governor Arturo Egay Jr. and the board members and department heads of the Provincial Government of Surigao Del Norte will hold a benchmarking activity with the Province of Pampanga at the Executive House on the sand and gravel resources of the province.
Pineda, in an exclusive interview with Sun.Star Pampanga, said the activity is in recognition of the province’s competent and effective quarry management system that has been yielding enormous income for the province.
Recently, a Bukidnon delegation, led by Board Members Alfeo Baguio, chair of the environment committee and Ranulfo Pepito, chair of the committee on appropriations and ways and means lauded Pampanga for its effective quarry management.
The delegation had just finished benchmarking the best practices of the quarry industry here, particularly on collection that is now on the average of P20 million per month.
Pineda said the Province of Surigao del Norte wishes to learn management tips from Pampanga.
“They said that they also have their own quarry industry there but it has not been yielding enough income the way we do here in Pampanga. Aside from that, they would also like to learn how we manage our system of collection and how we weed out possible problems,” Pineda said.
Pineda said she will be meeting with the officials and have instructed all personnel involved in the quarry collection and management to prepare resource materials for the guests.
Pineda said that there will also be a short tour of the province’s district hospitals for possible benchmarking.
