Boking dangles P100-M more IRA in campaign for cityhood

MABALACAT, Pampanga – This town’s Mayor Marino Morales dangled P100-million additional internal revenue allotment (IRA) to lure local voters to vote for cityhood in a plebiscite expected to be held here next month.

Following Pres. Aquino’s signing of Republic Act 10164 declaring this town as component city, Morales also assured his constituents of a five-year tax moratorium once Mabalacat becomes a city.

While the law was signed by the President last May 15, it could take effect only once a simple majority of those who would cast their votes in a plebiscite would approve cityhood.

This, even as 1st district Rep. Carmelo Lazatin, author of the Mabalacat cityhood bill in the House, urged local leaders to start an early campaign for cityhood.

In a press conference here, Morales said that cityhood would mean an increase in the local government’s IRA share from P200 million to P300 million.

“So we will have P300 million on top of the P500 million budget we plan for 2013,” Morales said.

The Commission on Elections (COMELEC) still has to decide on when the plebiscite would be held after Pres. Aquino signed last week Republic Act 10164 declaring this town as Pampanga’s third city, after Angeles and San Fernando.

But both Morales and Lazatin said they expected the plebiscite by late next month after the holding of an information drive on the cityhood issue, as a last step for the official declaration of this 300-year-old town as a city.

Morales said the local government has allocated P14 million to be used by the Comelec for the plebiscite.

He said cityhood would boost the capability of the local government to deliver more basic services to local folk, as he cited as among his priorities the construction of a five-story and another two-story buildings at the Mabalacat College which was founded during his administration.

Morales urged his constituents to vote for cityhood during the plebiscite. This town had about 97,000 voters during the 2007 polls.

He assured his constituents that even after the five-year tax moratorium, no increase in local taxes nor new taxes can be imposed automatically unless any such legislation is passed by the city council.

OCA WELCOMES MABALACAT

League of Cities of the Philippines (LCP) president and this city’s Mayor Oscar Rodriguez has welcomed Mabalacat as its new member after President Benigno “Noynoy” Aquino signed House Bill 2509/4735 converting the town into a component city.

“Welcome to the club. Welcome to the club of cities in the Philippines,” Rodriguez said.

The mayor said he is happy to hear and realize that Mabalacat will be part of LCP before his term ends as president.

A plebiscite is expected to be held to ask Mabalakeños pulse in turning their town to a city. If majority of the population agrees, the conversion will push through.

Olongapo residents benefit from P50-M filtration facility

OLONGAPO CITY—Residents from the northern half of this city will experience increased water pressure and wider service coverage with the formal commissioning of the new filtration facility of Subic Water and Sewerage Company Inc. (SUBICWATER), the private utility serving this area and the Subic Bay Freeport.

SUBICWATER Chairman Herbert Consunji, who led the inauguration rites yesterday, said the P50-million project has increased the water treatment capacity of the Mabayuan Water Treatment Plant (MWTP) by36-percent or ten million liters per day (MLD), and can now operate on a maximum capacity of 38 MLD.

The MWTP supplies water to more than 18,200 households and business establishments in the northern part of this city, which comprises barangays Kalaklan, Mabayuan, East and West Bajac-bajac, Sta. Rita, Gordon Heights, and Old Cabalan.

“With more water in the distribution network, pressure inside the pipes will increase.

This allows SUBICWATER to reach more households and establishments in MWTP’s service area of seven barangays, which are mountainous for the most part,” Consunji said during the simple ceremony held at the MWTP compound.

Attendees included Olongapo City Mayor James “Bong” Gordon Jr. together with First Lady and Subic Bay Metropolitan Authority (SBMA) Director Anne Gordon, Castillejos Mayor Jose Angelo Dominguez, other SUBICWATER top brass, officials of the Subic Bay Water Regulatory Board (SBWRB) led by Executive Regulator Marcelino Arreola, and staff of Barangay Mabayuan led by Hon. Robert Ferrer.

“The facilities that we build are not just mere mechanical structures. We in SUBICWATER see these in a completely different way— we see these as monuments that honor our pledge— our commitment— to provide safe, clean, abundant, and affordable water to the people of Olongapo andSubic Bay Freeport,” Consunji declared.

The newly-commissioned facility, according to SUBICWATER General Manager Edna Canlas, is a flagship project constructed under the company’sP164-million capital expenditure program in 2011, along with aP50.4-million sewage treatment plant (STP) that was put up inside Subic Bay Freeport.

It features fully-automated controls that can be operated by one person only, as opposed to manual controls before that take two to three persons to handle. The filter also has a dewatering system to treat the sludge generated from the filtration process, added Canlas.

This capex project, which sits on a 425-square meter lot inside the MWTP compound, replaced the 9-MLD filter which served Olongapo City since the 1940s.

“Sadly, we had to demolish the ‘historic’ filter for this project since MWTP’s11,140-square meter space has already been occupied by our mixing tank, two 19-MLD clarifiers, two 19-MLD filters, storage facilities, and office quarters, among others,” she said.

Even with limited space, SUBICWATER was able to upgrade the MWTP’s water production capability using modern technology, according to Canlas.

“SUBICWATER is always looking ahead, always making sure that we can produce water that Olongapo City’s robust economy demands,” she said.

SUBICWATER implemented the first built-operate-and-transfer (BOT) scheme for a water and sewerage system in Asia when it took over the water supply and sewerage system of the Subic Bay Freeport and Olongapo City in April 1997.

The firm, which was formed by a joint-venture agreement in 1996, is owned by Filipino construction firm DM Consunji Inc. (DMCI), Singaporean water specialist Sembcorp. Industries Ltd. (Sembcorp), SBMA, and the City Government of Olongapo.

Immigration officials reshuffled

THE Bureau of Immigration (BI) has reshuffled its field officials assigned in various ports in the provinces, including immigration officers assigned at the international airport in Clark Field, Pampanga to re-energize the agency, official said on Tuesday.
BI Commissioner Ricardo David Jr. said he issued last week the personnel orders reassigning several employees to various posts after implementing a similar revamp of some key officials at the bureau’s main office in Intramuros, Manila.
“These personnel changes are part of our continuing efforts to re-energize and inject dynamism in our organization as well to professionalize and harness the potentials of our employees,” David said in a statement.
He added that more personnel will be reassigned in the coming days as the BI management undertakes a continuing review and assessment of the performance of employees holding key positions in the agency.
Among the employees who were reassigned was Ma. Rhodora Abrazaldo, who was named head immigration supervisor of the Diosdao Macapagal International Airport in (DMIA) in Angeles City.
Three immigration officers assigned at the Ninoy Aquino International Airport (NAIA) were transferred to the DMIA in lieu of three of their colleagues who were recalled to their mother units in Manila.
Roseo Isabelo Manguiat and Jhoann Catalla were named acting alien control officer (ACO) of Batangas and Lucena cities, respectively.
The port of Boac, Marinduque is now headed by acting ACO Carlos de Peralta and Jocelyn Barleta was named acting ACO of San Jose, Mindoro. Thelma Guiritan was named head of the BI satellite office in Sta. Rosa, Laguna.
David said he abolished the offices of regional immigration supervisors in Central Luzon and Central Visayas and recalled to Manila the employees previously assigned to the posts.
He also said that lawyer Vicente Uncad was appointed as head of the BI task force on special visa for employment generation, vice lawyer Cris Villalobos who now heads the bureau’s student desk.

Councilor eyeing Congress in 2013

CITY OF SAN FERNANDO — Councilor Alex Patio revealed Monday he is looking at joining a party-list as a passport to Congress in 2013.
Patio, majority floor leader of the Fourth City Council and author of breakthrough legislation and ordinances like the parallel service roads among others, confided to Sun.Star Pampanga that a party-list group had invited him to join them in 2013.
Though not disclosing the name of the party-list, Patio said: “The invitation has been extended to me and we are now formalizing paper works and documents. Definitely, I am looking at this for my 2013 aspirations.”
Patio is on his last term as councilor and said he wants to continue serving Kapampangans and Fernandinos in an expanded front.
“As we leave the City Council with I hope our legacy legislation, my wish and hope is to continue serving our fellowmen, especially Fernandinos and Kapampangans, maybe in a bigger front if given the opportunity. In due time I will make public my decision and the party list I will join,” Patio said.

Mayor warns stores selling cigarettes, liquor to minors

ANGELES CITY – Store owners caught selling cigarettes and liquor to minors in this city will face stern sanctions and possible imprisonment, Mayor Edgardo Pamintuan said.
Pamintuan said the City Government will employ stringent measures against vices to save the youths.
At the same time, the mayor is also set to certify a proposed ordinance prohibiting the selling and consumption of cigarettes and liquor to minors.
The ordinance would amend Section 4A.42.1 of City Ordinance No. 303, Series 2011 otherwise known as the Gender and Development (GAD) Code.
He said based on Chapter IV, Article 4 of the GAD Code under the Child Welfare Code, the sale of any brand of cigarettes or any kind of liquor or intoxicating drinks to persons below 18 years old is strictly prohibited.
“Any person, whether manufacturer, wholesaler, or retailer, found to be selling cigarettes or liquor to minors shall be held liable; the same with the person found sending a minor on an errand to buy any of the prohibited articles,” Pamintuan said.
Pamintuan said the City Government has received reports that some high school students were engaged in “pot and drinking sessions” where they mix illegal drug substances with alcoholic drinks.
“It is but essential for the City Government to take further steps in ensuring the protection of minors by implementing a comprehensive program on the prohibition of selling cigarettes and liquor to children,” the mayor said.
The mayor called the attention of barangay officials and the Angeles City Police Office (ACPO) for them to put more teeth into the city’s ordinance prohibiting the sale of cigarettes and liquor to minors.
If approved, penalties for violation of the ordinance (for the manufacturer, wholesaler or retailer) are as follows: first offense, a fine of P1,000 and/or imprisonment of five days to a maximum of ten days; second offense, a fine of P5,000 with imprisonment of 11 days to 20 days; and third offense, automatic cancellation or revocation of business permits or licenses along with the immediate closure of the business establishment with imprisonment of 21 days to 30 days.
Parents of minors found violating the provision of the said ordinance shall be penalized with a fine not exceeding P1,000 or imprisonment of not more than five days.
Penalties for minors found violating the provision of the proposed ordinance: first offense, stern warning and reminder of legal consequences of succeeding violations; second offense, attendance by the minor and his parents or legal guardian of seminars at the City Social Welfare and Development Office and third and succeeding offenses: a fine of P1,000 or detention of not more than 30 days in the CSWDO Holding Center for minors.

Mayor denies existence of open dumpsite

CITY OF SAN FERNANDO – The City Government assured its constituents that there is no open dumpsite in Lara village here, where the Spectrum Blue Steel Biosphere or waste-to-energy plant is located.
“It is not an open dumpsite but a materials recovery facility (MRF) where residuals are being processed,” said Mayor Oscar Rodriguez.
Rodriguez said representatives from different sectors will be invited to inspect the MRF.
He also said they have discussed with officials and legal officers of Spectrum Blue Steel that the City Government will not agree on continuous pelleting procedures if interventions are not immediately made.
“We found that the residuals, even if these were already treated, are in danger of leeching and burning because of accumulated methane gas. The continuous piling of residuals there, which observers found was due to their undersized shredder with just a capacity of ten tons which should be at least forty tons,” the mayor disclosed.
He added that considerations like hauling the waste to a sanitary landfill were taken up.
“Nevertheless, we have given them three weeks to make interventions. Rest assured, we are not sleeping on the job regarding solid waste management,” said Rodriguez.

Pampanga town gets ready for cityhood plebiscite

MABALACAT town is getting ready for the conduct of a plebiscite that will guarantee the full implementation of a law recently signed by President Benigno Aquino III that converts the town into a component city.
Mayor Marino Morales said the Municipal Government would set aside P14 million to be used by the Commission on Elections (Comelec) for the conduct of the plebiscite.
Representative Carmelo Lazatin said Monday that majority of the constituents here support the town’s cityhood bid. Mabalacat has a more than 200,000 voting population at present.
Lazatin issued the statement during a press conference Monday where Morales formally announced that President Aquino has signed last May 15 Republic Act 10164 converting the first-class town into a component city.
However, the lawmaker said RA 10164 will not be fully implemented unless the people vote in favor of the cityhood proposal through a referendum, which will be held within a month.
Lazatin, author of the Mabalacat cityhood bill, said the town will get more funds once it becomes a city.
Morales, meanwhile, said more infrastructure projects will be implemented once the town becomes a city.
The town’s projects include the Mabalacat public market, a Triple A slaughterhouse, lighting of major roadways, construction of additional classrooms at Mabalacat Community College and a central business district.
“With this projected structures, Mabalacat will become the center of trade in Pampanga because it will play a major role in the development of the Clark International Airport. Also, more hotels will be built in Mabalacat to accommodate the influx of tourists,” said Morales.
He said more classrooms will also be constructed at the Mabalacat College. “We want to provide quality education for our children,” Morales said.
On the tax issue, Morales said the law prohibits a newly converted city to implement a tax increase within five years.
After five years, the tax increase is not automatic, said Morales, adding that the City Council will still determine if the city needs to adjust its tax rates.
Morales expressed his gratitude to the President for approving the Mabalacat City law, as well as to Governor Lilia Pineda and the Provincial Board for their support.
He also thanked Lazatin for his effort to convert town, the home of Clark Freeport, as the third city of Pampanga. He also earlier thanked Senators Lito Lapid, Ferdinand Marcos, Tito Soto, Franklin Drilon, Jinggoy Estrada and Lazatin for their full support in sponsoring the “Mabalacat Cityhood Bill.”
The Mabalacat town is expected to become a full-fledge city by 2013, the same year the town will celebrate its 300th founding anniversary.

Workers not happy with new wage order

CITY OF SAN FERNANDO — Members of the Nagkaisa, a new coalition of big labor centers and workers’ organizations in Central Luzon, are not happy with new wage order granting Metro Manila workers a P30 daily cost of living allowance (Cola).
“The increase clearly indicates the government and employers’ token concern to the workers. This little Cola satisfies only a third of the petition and brings the workers no nearer to enjoying a family living wage mandated by the Constitution,” said Nagkaisa in a statement.
On March 16, lawyer Democrito Mendoza, president of the Trade Union Congress of the Philippines (TUCP), filed a 90-peso wage increase petition before the NCR wage board.
More than 45 trade union and labor organizations under Nagkaisa supported the petition of TUCP.
Nagkaisa maintained that even with the new wage order, employers still owe workers in Metro Manila with P537 in basic minimum pay.
Records from the government’s National Wages and Productivity Commission (NWPC) showed that by the end of 2011, the minimum family living wage (FLW) is P993 while current daily minimum pay is P426 or a gap of 57 percent.
In 2001, the FLW was estimated at P509, while the basic minimum pay was pegged at P265 or a gap of 244 pesos, or 52 percent.
FLW is defined as the minimum amount needed for a family of six members to meet their food and non-food needs plus 10 percent allocation for savings. The FLW include expenses for food, house rental, electricity, water, and transportation.
Nagkaisa also finds as insulting the way the new Cola will have to be dispensed in two tranches in between two quarters.
“The wage boards have really mastered the art of promoting a ‘sachet economy’ by doling out wage grants into small packages. This reinforces our position that the mandate of regional wage boards needs a serious review and reconsideration since for the last 20 years, they have put more premium on employer’s ‘capacity to pay’ rather than on a worker’s ‘capacity to buy,’” the coalition said.
Aside from the 90-peso wage petition at the regional wage board, Nagkaisa is also supporting all legislated wage measures filed in Congress as well as proposals to enact a new wage fixing mechanism in place of wage boards.

Government, Moro rebels peace panels vow transparency

MIDSAYAP, North Cotabato – Officials of the Philippine Government and the Moro Islamic Liberation Front (MILF) vowed to be transparent on the proposed final peace agreement before the signing is done.
“No final peace agreement will be signed without the government making it known to the people first,” said Teresita Quintos Deles, Secretary of the Office Presidential Adviser on the Peace Process (Opapp).
MILF spokesperson Von Al Haq, for his part, also said the Moro rebels will continue its advocacy for transparency with the Bangsamoro people.
“Every development [in the peace process], we always bring it to the ground for consultation with our stakeholders,” Al Haq said Sunday.
“There are no hidden agenda when it comes to the government’s negotiations with the MILF or with any group, for that matter,” Deles told civil society organizations during a forum in Zamboanga City.
“The promise of the government is that before there is an initialing of a document that is to be signed, it is going to be publicized,” she stressed.
The two sides have reached a significant stride in the 15-year-old peace talks in April with the signing of the Decision Points on Principles, which shall serve as the framework in the discussion and formulation of the comprehensive peace compact.
Amity talks are slated to resume this month with the discussion expected to focus on the crucial issues of power and wealth sharing.
Both sides have since separately conducted consultations regarding the breakthrough in parts of Mindanao.
During the forum, aside from giving an update to members of civil society on the latest developments on the peace process, Deles also clarified other issues.
“We want to come out with a plan that addresses the concerns of the party we are talking to. Likewise, it should be something that can be accepted not just by the group we are negotiating with, but by the Filipino people, something to be internationally seen as the best the government can offer under the circumstances,” Deles said.
She quashed worries and concerns from sectors that fear of a negative impact from a possible peace agreement with the MILF.
Deles said that they are working based on the principle of “consent of the governed,” which is a legacy of democracy passed on to President Benigno Aquino III by his parents.
She said the President gives high value to this principle to ensure that any peace agreement entered into by the government will have the support of the people.
Aquino has also instructed the government peace panel to learn from the lessons of the past, Deles said, referring to the botched 2008 Memorandum of Agreement on Ancestral Domain.
The Supreme Court, because of the lack of public consultations, ruled the homeland deal unconstitutional, she added.
Another instruction and guiding principle is for the government’s ability to deliver on the commitments made and agreed upon. It should be politically, economically, socially, and culturally acceptable, said Deles.
“Our commitment is to come out with the best settlement the government has to offer. One that is reasonable and doable,” she added.
