CITY OF SAN FERNANDO – The Armed Forces of the Philippines (AFP) enjoins all AFP units in all levels of command to support the Department of Education (DepEd) in the annual National Schools Maintenance Week or “Brigada Eskwela,” which will kick off today, Monday, and will run until May 26.
In a statement sent to the reporter, the AFP said this participation is an annual undertaking by the AFP in collaboration with other stakeholders wherein military personnel will assist the DepEd in its manpower requirements on different elementary and secondary public schools all over the country.
Soldiers will be aiding the department and other volunteers in painting, repairing, cleaning, and sanitizing school facilities and classrooms nationwide for the students to have a clean and safe environment conducive to learning.
The AFP Chief of Staff General Jessie D. Dellosa said “the AFP’s participation in this year’s Brigada Eskwela is another opportunity for the military to prove to the public their enduring commitment to the multi-stakeholder, whole-of-nation principles embodied in the AFP Internal Peace and Security Plan Bayanihan.”
According to DepEd, the 2012 Brigada Eskwela will focus on sanitation which includes the improvement of toilets and wash facilities to give emphasis on the importance of school sanitation and hygiene.
This year’s repair and cleanup activities will also help improve the schools of indigenous communities.
Brigada Eskwela mobilizes parents, teachers, students, civic and business groups, local government units, non-government units, and other community residents in repairing and sprucing up of schools two weeks before the opening of classes on June 4.
It also enjoins participants to donate construction and cleaning materials or serve as volunteers for the two-week activity.
All of the 45,000 public elementary and secondary schools nationwide are expected to take part in the Brigada Eskwela week.
In support of this year’s Brigada Eskwela of the DepEd, the National Capital Region Command (NCRCOM) is mobilizing up to 1,000 active and reserve forces under its command to help in preparing schools in Metro Manila for the coming school year.
The NCRCOM will be utilizing the following OPCON units in the launching of the Brigada Eskwela tomorrow in Metro Manila: CMO Battalion of the Philippine Army, CMO Group of the Philippine Navy, Special Operations Wing of the Philippine Air Force, and the 7th Civil Relations Group of the AFP.
Last year, the AFP through the NCRCOM deployed and mobilized about 900 of its personnel as well as reservists under its command to help 200 different high schools and elementary schools all over NCR. The AFP NCRCOM provided the needed manpower assistance to DepEd to ensure the smooth run of Brigada Eskwela 2011.
“The Armed Forces of the Philippines is always ready to lend its helping hand especially in addressing the needs of the society. As classes will soon start, we will see to it that our young people have access to a clean and safe environment conducive to learning. Our soldiers are not only tasked to defend the country’s territory and sovereignty but are also expected to contribute to the uplifting of living conditions and learning environment of all Filipinos,” Dellosa said.
“Part of our training as soldiers is to help the construction of facilities imperative to the existence of our society. Our support to this project allows us to make use of this training for the benefit of our students and educators,” Dellosa said.

GUIDELINES for the issuance of additional daily allowance for minimum wage earners in Metro Manila will be released in 60 days, the National Wages and Productivity Commission (NWPC) said Sunday.
“Within 60 days from issuance by the NWPC of guidelines on the implementation of the two-tiered wage system, the Regional Tripartite Wages and Productivity Board – National Capital Region (RTWPB-NCR) shall issue an advisory on the second tier of the performance-based pay, which shall serve as guidelines for establishments on the range of productivity bonus,” the NWPC said.
The productivity bonus, according to Labor Secretary Rosalinda Baldoz, refers to the wage rate adjustment attributed to workers’ and employees’ productivity or performance, value of the job, cost of living, business growth, financial capacity, and competitiveness of the enterprise.
The criteria of the PBP will be determined and agreed upon by both labor and management at the establishment level.
Last week, the RTWPB-NCR had issued Wage Order no. NCR-17, which provides for an additional P30 daily cost of living allowance for minimum wage earners in the private sector.
It shall be payable in two tranches with the first tranche of P20 to be given upon effectivity of the wage order, while the second tranche of P10 shall be paid on November 1.
This means the basic wage rate for workers in the capital region will soon increase to P446 and then to P456 on November 1.
Meantime, business organizations including foreign chambers of commerce maintained their opposition to any wage hike.
Led by Employers Confederation of the Philippines, the Philippine Chamber of Commerce and Industry, the Joint Foreign Chambers of Commerce and Industry and the Makati Business Club, the groups said the Philippines is losing out to neighbors like China and Vietnam owing to relatively high basic pay.
They also said that increases in fuel and other commodities so far do not warrant any wage adjustment.
Moreover, wage hikes do not benefit everyone since only one out of every 10 workers will get the privilege. The rest of the 38.89 million Filipinos of working age will not get anything from this, the groups said.
Excluded from the wage hike coverage will be micro, small and medium enterprises with less than 10 workers which constitute the country’s biggest employers with 27.34 million in their payroll.
Also not covered are over three million government workers and 2.85 million unemployed simply because they have no employers.
Among the 5.6 million employed in the formal sector or firms with 10 to thousands of employees, only about three million are minimum wage earners, the only beneficiaries of the wage hike.

STA. ANA – A high ranking official from Guam Army National Guard disclosed on Saturday that the United States of America and the Philippines have an existing partnership program to jumpstart development in Central Luzon.
Major General Benny Paulino, Guam adjutant general, said the friendship between the Philippines and their country started long before during the war period.
“We have worked together many times. Our friendship has already been tested by war in the past. Now, we will work together for development,” Paulino told the residents and local officials here.
A group of 10 soldiers from the Guam Army National Guard’s 1224th Engineer Support Company together with some members of the Armed Forces of the Philippines (AFP) earlier spearheaded the construction of a school library in an elementary school in this town.
The library was built for the students of San Isidro Elementary School, which has a total of at least 750 students housed in some 19 classrooms.
Paulino led the turnover ceremony of the school library in a simple ceremony held over the weekend witnessed by the local officials, parents, school authorities and ranking officials from the AFP.
“Inasmuch as I remained as the adjutant of the Guam Army National Guard, expect many more to come,” Paulino assured those who attended the ceremony.
They also provided sports equipments and donated volleyball and badminton sets for the students.
It was learned that the school’s badminton team is the town’s current school badminton league champion.
The Guam Army National Guard and the AFP also conducted a joint medical and dental mission benefiting not less than one thousand residents from various barangays in this town.
The mission was held in Central Elementary School in Barangay Sta. Lucia.
They likewise offered free circumcision for the children and eye check-up for adults.
