CITY OF SAN FERNANDO – City officials here has asked the Spectrum Bluesteel Corporation, the reported proponent of Biosphere or the waste-to-energy facility in Barangay Lara, where an alleged open dumpsite is located, to “clear and move out” the piles of garbage there.
Recently, the site was visited by environmentalists led by Auxiliary Bishop Pablo Virgilio David and found it to be an “open dumpsite” contrary to what Environmental Management Bureau Central Luzon director Lormelyn Claudio claimed as a “controlled dumpsite.”
Earlier, the facility was reported to have conducted its “dry run” and produced the first of “green energy pellets.”
But over the weekend, the 4th City Council’s Committee on Environment chairman Councilor Reden Halili said Spectrum Bluesteel has started hauling out the garbage to Kalangitan.
“As we speak, they have started hauling out the garbage there after our dialogue with them. The concern was immediately brought to us by our environmentalist-friends. Spectrum said the garbage was already treated but still, the issue has to be resolved without delay. We are attending to it. That’s an assurance,” Halili told Sun.Star Pampanga.
He added that the hauling costs are being shouldered by Spectrum Bluesteel.

Former President and current Pampanga Rep. Gloria Macapagal-Arroyo, who was suffering from a mineral deficiency in her bones arising from two corrective surgeries last September, wanted to seek alternative stem cell therapy abroad.
However, she was barred from leaving the country last November after Justice Secretary Leila de Lima refused to honor the temporary restraining order issued by the high court on the inclusion of Arroyo and her husband Jose Miguel “Mike” Arroyo in the immigration bureau’s watch list.
In the wake of Arroyo’s supposed plan to try the radical technology at stem cell centers abroad to cure what her doctors here described as a rare bone disease, a province mate and a colleague of the former President filed a bill to put up a stem cell center in the country.
Pampanga Rep. Carmelo F. Lazatin, a member of the minority bloc in Congress, has filed House Bill No. 5287 mandating the establishment of a research facility to explore the benefits of stem cell technology as a potential cure for incurable diseases.
Blank cells
Stem cells, the foundation of every organ, tissue and cell within the human body, are like blank cells that do not yet have a specific physiological function, according to Harvard Stem Cell Institute (HSCI).
But when proper conditions in the body or in the laboratory occur, stem cells develop into specialized tissues and organs, HSCI explains in its website, adding that there are two sources of stem cells used in research: the adult stem cells and embryonic stem cells.
Adult stem cells are found in differentiated tissues and organs throughout the body while embryonic stem cells are obtained from the inner cell mass of a blastocyst, the ball of cells formed when the fertilized egg or zygote divides and forms two cells, then again to form four and so on, HSCI said.
In 2008, the Vatican issued a sweeping document on bioethical issues titled “Dignitas Personae” or “The Dignity of the Person,” taking into account recent developments in biomedical technology and reinforcing the Church’s opposition to embryonic stem cell research, in vitro fertilization, human cloning and genetic testing on embryos before implantation.

The Vatican said these techniques violate the principles that every human life—even an embryo—is sacred, and that babies should be conceived only through intercourse by a married couple.
Despite the Vatican’s opposition, US President Barack Obama in 2009 lifted an eight-year restriction on scientific research involving human embryonic stem cells.
“For the past eight years, the authority of the Department of Health and Human Services, including the National Institutes of Health (NIH), to fund and conduct human embryonic stem cell research has been limited by presidential actions,” an executive order released by the White House in March 2009 stated.
“The purpose of this order is to remove these limitations on scientific inquiry, to expand NIH support for the exploration of human stem cell research, and in so doing to enhance the contribution of America’s scientists to important new discoveries and new therapies for the benefit of humankind,” it added.

The Commission on Elections (Comelec) Tuesday said it would challenge in court former President Gloria Macapagal-Arroyo’s fresh bid to seek medical treatment abroad, citing her tendency to “amplify” her health condition.
Comelec Chair Sixto Brillantes Jr. stressed that it was “too risky” for Arroyo, who is currently detained at Veterans Memorial Medical Center on charges of electoral sabotage, to be allowed to leave the country.
“We don’t want to allow her again this time because she used to say that before and it turned out that she can be treated by our doctors here,” Brillantes told reporters in a phone interview Tuesday.
He was referring to Arroyo’s previous attempt to leave the country purportedly for treatment of a rare bone disease.
Brillantes said electoral sabotage was a capital offense so Arroyo could not just be allowed to simply leave the country. He said foreign doctors should instead be brought to the country to examine her.
While conceding that the Pasay City Regional Trial Court trying the case against Arroyo has the final say on the issue, he said the Comelec would “ask for verification and check up on her true condition.”
Earlier, a source close to the Arroyo family said that the former President, who is now a representative of her hometown in Pampanga, was facing a “life-threatening condition” due to complications arising from her earlier surgery to treat her neck ailment.
On Thursday, Arroyo decided to undergo the Quantum electrochemistry examination at Makati Medical Center after experiencing choking sensations and shortness of breath.
A doctor present during the examination has said that a corrective surgery had to be done abroad as “no doctor would touch her here because of her delicate medical situation.”
House Minority Leader Danilo Suarez, a close Arroyo ally, said the former President had to seek medical treatment abroad because no Filipino doctor was willing to perform surgery on her.
“They are hesitant because they are afraid that this might lead to her death. They know that she has a very rare ailment,” Suarez said in an interview with reporters.
He said Arroyo had identified medical experts abroad who were willing to perform the delicate surgery. He said the minority bloc would file a resolution appealing to President Aquino to allow Arroyo to leave.
He said the minority would use as a precedent the decision of then President Ferdinand Marcos to allow Benigno “Ninoy” Aquino, the current President’s father who was under detention, to seek medical treatment abroad for his heart ailment.
“Why was Ninoy allowed to get treatment in the US when there are heart specialists in the country?” asked Suarez. “I think the President will consider our request because his only condition was if GMA (Arroyo) would return to which we have no doubts.”

SUBIC BAY FREEPROT – Korean shipbuilding industry leader Hanjin Heavy Industries and Construction- Philippines, Inc. (HHIC-Phil, Inc.) announced that it will hire thousands of workers to its shipyard here this year.

Since its first vessel delivery in 2008, Hanjin has accumulated worth P125-billion in annual export sales at the end of 2011, making the company the consistent top exporter in the country’s premier freeport.

Jin Kyu Ahn, president of the Hanjin, said that their recent vessel deliveries highlighted the competitiveness of HHIC-Phil’s Subic shipyard which produced the state-of-the-art commercial vessels.

The vessels, namely: M/T Brightway, a DWT 160,000 Crude Oil Tanker ordered by a Liberian company Modmal Shipping Limited and M/V FMG Matilda, a DWT 205,000 Bulk Carrier owned by Bocimar Hong Kong Ltd. based in Belgium. Both ship owners are engaged in international shipping and maritime solutions.

Ahn said that as operations in the Subic shipyard expand, “we will require more employees to join the Hanjin workforce, creating employment opportunities for residents in the surrounding area of the freeport zone, including the provinces of Bataan, Zambales, and the city of Olongapo”.

Ahn said that, once targets for ship orders are reached this year, Hanjin could add over 10,000 workers which “would clearly benefit the Philippine economy, and bring opportunities to Filipino entrepreneurs and skilled workers, and much needed revenue to the Philippine government”.

Since 2006, HHIC-Phil has operated two state-of-the-art Skill Development Centers – one located at SBFZ’s Industrial Park and other in Cagayan de Oro City to fully equip Hanjin Filipino workforce with skills in shipbuilding, which has enabled its workforce to attain global competitiveness.

These training facilities, which serve as the catalyst for developing skills required in the shipyard, have already mentored more than 30,000 trainees and will continue to hone and develop Hanjin’s workforce to keep them globally competitive, Ahn said.

To date, Hanjin’s Subic shipyard currently employs nearly 20,000 local employees and continues to generate more indirect job and business opportunities in the surrounding communities.

Maximizing its assets and capabilities, President Ahn said that the presence of the Subic shipyard at the Freeport has been positively contributing to the growth of the Philippine economy since 2006 and will continue to make significant contributions in the Philippine maritime industry in the years ahead.

The Philippines currently ranks as the world’s 4th largest shipbuilding countries as per record of the Maritime Industry Authority (MARINA), an agency under the Department of Transportation and Communications (DOTC).

Ahn said that the presence of the Subic shipyard at the Freeport has been positively contributing to the growth of the Philippine economy since 2006 and will continue to make significant contribution in the Philippine maritime industry in the years ahead.
