“Congratulations to Jessica Sanchez for making it to the American Idol finale. Once again, she has brought great pride to Filipinos,” the Vice President said.
“Congratulations as well to her parents who have supported her all the way. Your daughter’s achievement is likewise your own,” he added.
The 16-year-old Sanchez is of Mexican-Filipino ancestry. Her mother, Editha, hails from Samal, Bataan, while her father is a Texan with Mexican roots.
The teen’s spot in the finale is the highest an American Idol finalist of Filipino descent has earned on the show since Hawaii-born Jasmine Trias’ third place finish in 2004.
Other Filipino-Americans who reached the Top 13 were Camille Velasco (9th place, 2004), Ramiele Malubay (9th place, 2007) and Thia Megia (11th place, 2011).
Binay, the Presidential Adviser on Overseas Filipino Workers (OFW) Concerns, also thanked the Filipinos in the United States who voted for Sanchez.
“The overwhelming support you have shown is proof that with the spirit of bayanihan that is innate in us Filipinos, nothing is impossible,” he said.
The Vice President said he was looking forward to the singing sensation’s performance in the Idol finale next week, adding that he was confident that Sanchez will be the next American Idol.
“Jessica’s star is just beginning to shine. Someone as talented as her is destined for greater things,” he said.

MABALACAT — Mayor Marino Morales announced Friday that President Benigno Aquino III has signed a law converting this first-class town into a component city.
The President signed on Wednesday Republic Act 10164, declaring Mabalacat as the third city of Pampanga.
Morales said a plebiscite will be held within a month to know if the people will accept or refuse the cityhood proposal.
Morales earlier thanked Senators Lito Lapid, Ferdinand “Bongbong” Marcos, Tito Soto, Franklin Drilon, Jinggoy Estrada and Representative Carmelo Lazatin for their full support in sponsoring the “Mabalacat Cityhood Bill.”
Morales had already embarked on a beautification plan for Mabalacat town expected to become a full-fledge city by 2013, the same year the town will celebrate its 300th founding anniversary.
“After 300 years, Mabalacat will be a component city complete with an international airport, a freeport and modern expressways,” said Morales.
Morales said a stimulus funding of P500 million was already allocated for the development of major infrastructure projects to complement the turning of Mabalacat town into a component city.
The projects include the Mabalacat public market, a “Triple A” slaughterhouse, lighting of major roadways, construction of additional classrooms at Mabalacat Community College and a central business district.
“With this projected structures, Mabalacat will become the center of trade in Pampanga because it will play a major role in the development of the Clark International Airport. Also, more hotels will be built in Mabalacat to accommodate the influx of tourists,” said Morales.

CITY OF SAN FERNANDO — The Department of Labor and Employment (Dole) in Central Luzon called on all companies in the region not to transact with “fly-by-night” contractors and subcontractors.
Regional Director Raymundo Agravante said the Dole is fully and strictly implementing Department Order (DO) 18-A, otherwise known as the “Rules Implementing Articles 106 to 109 of the Labor Code, as amended.”
He said the DO strictly defines primarily where the practice of contracting and subcontracting are considered legitimate or not, and it regulates companies to foster responsible and ethical subcontracting.
“We are strictly enforcing the new DO as a response to our union representatives’ call to put a halt to subcontractors [that] are practicing ‘labor only’ contracting and also to ensure that all workers employed by these contractors and subcontractors be given their equal rights and protection at work. This is one of the major issues raised during the breakfast forum held on Labor Day,” said Agaravante.
He said he personally instructed the Technical Support and Services Division (TSSD) for Labor Relations and Labor Standards to update the master list of contractors and subcontractors registered in the regional office.
“We have looked into our master list of DO 18-A registered companies in the regional office and have already identified which of them are expired and which are about to expire,” added Agravante.
As of May 2012, he said the Dole-Central Luzon office noted 105 companies in the region whose registration have either already expired or about to expire, based on the Notice of Expired and Expiring Certificate of Registration under DO 18-A, which was posted on the May 12, 2012 issue of Sun.Star Pampanga.
“We will continuously monitor and update our master list and regularly post similar notices on local news publications of these companies whose DO 18-A, which have either already expired or about to expire, in order to effectively send our message to the general public that the Dole means business in enforcing this amended law,” said Agaravante.

CLARK FREEPORT – Agriculture Sec. Proceso Alcala expressed yesterday confidence that the country would jump from being the world’s number one rice importer to being self-sufficient and even rice exporter by 2013.

“There is a big chance of achieving self-sufficiency next year as our target irrigated areas are on track to be finished by the end of 2012 in addition to the simultaneous interventions we have implemented since the assumption of Pres. Aquino into power such as improving the quality of rice seeds, provision of post-harvest facilities and farm mechanization,” Alcala said in his keynote speech during National Rice Summit here last Wednesday.

Despite such expectation, Alcala said agencies under the Department of Agriculture (DA) are now running several campaigns that to “educate the public on the proper consumption of rice and encourage them to try other staples like corn.”

“What makes us different from the past administration is that we directly listen to the pleas of farmers and we think of long term solutions to our problem such as building dams and not simply be satisfied with importing rice.

No less than the Food and Agriculture Organization of the United Nations cited our reforms,” he said.

Alcala said that the country might even export starting next year “some of our rice varieties specifically the basmati which is in demand in Middle East countries.”

Around 500 rice farming practitioners, researchers, scientists, advocates and enthusiasts from Luzon, Visayas and Mindanao attended the National Rice Summit up to yesterday.

It was organized by the Nueva Ecija University of Science and Technology in partnership with DA, Commission on Higher Education, Department of Agrarian Reform, Department of Science and Technology, Philippine Rice Research Institute, National Irrigation Administration and Central Luzon State University.

The participants tackled the state of rice production in the country and identified factors affecting production as part of the effort of the government to achieve rice self sufficiency next year.

The topics discussed during the summit included global and national rice situations, effects of climate change on rice production, land use and conversion and the impact on rice sufficiency, production technology development on rice security, infrastructure development updates, state of farm mechanization and post harvest facilities, rice procurement and marketing assistance, credit and cooperative support, and extension and information services.
