ANGELES CITY – Noting Bataan peninsula’s location on the western coast of Luzon makes Bataan prone to “ecological hazards”, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has started to install automated rain gauges in the province in the face of the rainy season.

PAGASA said in a statement that Bataan is prone to such ecological hazards especially in the midst of forecast that stronger typhoons are expected in the country this year.

“The geographic location of Bataan as a peninsula is prone to different kinds of disaster and calamities. It is a must and in due time for all of us to be aware of the situation and be prepared to any eventualities that may occur,” said PAGASA.

PAGASA installed this week Bataan’s first gauge in Balanga City today and another at the Bataan Peninsula State University campus in Orani town.

Catalina Cruz, science research specialist of the Department of Science and Technology in Bataan, the rain gauges “would aid local disaster risk reduction and management councils on reading the volume of rainwater to serve as basis for predicting flood.”

“Bataan is a sea-bound province that is often abraded by typhoons coming from Southern Luzon as they exit to the West Philippine Sea,” she noted.

Cruz said the public can also view the readings from the gauges in the website named PREDICT which stands for Philippines Relative Environment Data Acquisition and Interpretation for Climate-Related Tragedy.

The specific website, she noted, is http://202.90.144.66/predict/stations.php.

CITY OF SAN FERNANDO – Gov. Lilia Pineda has assured farmers in Pampanga that her government will put up trading stations at strategic locations in the province, allowing them to earn more and highlight their produce.

Pineda disclosed that the first trading post will rise along the Olongapo-Gapan road in Lubao town.

She added that this will serve the purpose of farmers and fisherfolk in the province’s second district. It’s composed of Lubao, Guagua, Porac, Floridablanca, Sasmuan and Sta Rita.

Fidel David, a farmer-leader in Sta. Rita, earlier urged Pineda to put up a trading station “for them to earn more than middle men.”

Pineda said she and Provincial Administrator Andres Pangilinan Jr. will also work for the creation of trading centers in the province’s three other districts.

The first-term governor wants to establish a trading post in Bacolor, which is part of the third district.

Pineda expressed optimism that the trading posts will succeed due to “top quality Pampanga agriculture and fish products.”

“Our fish yield at Lubao coastal areas, duck eggs of San Luis, vegetables of Sta. Rita and Floridablanca, fruits of Candaba and many other produce will be sold at our trading posts. Mind you, they are superbly delicious and affordable,” said Pineda in the dialect.

LUNGSOD NG MALOLOS – “Idemanda na natin ang mga local government units!”

Ito ang payo ni Obispo Pablo David sa mga lumahok sa dalawang araw na Ora Mismo Regional Summit for the academe and the environment na isinagawa sa Barasoain Center for Innovative Education (BarCIE) sa La Consolacion University-Philippines (LaCUP) sa lungsod na ito noong Mayo 15 hanggang 16.

Ito ay dahil sa hindi pagpapatupad sa Republic Act 9003 ng mga pamahalaang lokal sa Gitnang Luzon, bukod pa sa direktang paglabag ng mga ito sa nasabing batas na kilala rin bilang “Ecological Solid Waste Management Act of 2000.

Ang payo ng obispo ay kaugnay ng mas naunang pahayag ni Direktor Lormelyn Claudio ng Environmental Management Bureau (EMB) sa rehiyon na hindi siya pabor na idemanda ang mga pamahalaang lokal dahil umano “partner namin sila sa solid waste management.”

Ngunit hindi kumbinsido si David sa pahayag ni Claudio.

“Kung partner sila at wala silang ginagawa, bukod pa sa lumalabag sa batas, partners in crime iyan,” ani David na nagsisilbing auxiliary bishop ng Diyosesis ng SanFernando sa Pampanga.

Sa kanyang presentasyon sa mga lumahok sa dalawang araw napagtitipon, nagpahayag ng kalungkutan ni David sa pahayag ni Claudio, ngunit iginiit din niya na nauunawaan niya ang kalagayan ni Claudio.

“I think, NGOs are in a better position to file charges. Let us file charges against local government units,” ani ng Obispo at sinabing lumalabas na wala ng pag-asa ang mga Pilipino sa pagpapatupad ng batas.

Ipinaliwanag niya na ang RA 9003 ay noon pang taong 2000 napagtibay at sinundan pa ng isang circular mula sa Department of Environment and Natural Resources (DENR) kung saan ay itinakda sa taong 2006 ang pagsasara ng lahat ng open at controlled dumpsite upang palitan ng mga sanitary landfill.

Ngunit ayon sa Obispo, ang itinakdang deadline para sa pagtupad ay nawalan ng halaga.

Sinabi niya na karaniwan sa mga pamahalaang bayan, lungsod at panlalawigan sa Gitnang Luzon ay hindi sumusunod sa itinakda ng batas.

Bukod dito, maraming pamahalaang lokal ang nagpapatapon ng maruming tubig sa mga sapat at ilog dahil sa kawalan ng sewerage facilities.

“Pollution is not only caused by the private sector, but by the government itself, because they don’t have sewerage facilities,” ani David.

Kinumpirma naman ito ni Claudio na nagsabing ang mga pamahalaang lokal ang may responsibilidad sa pagpapatayo ng mga katulad napasilidad.

Sa mas naunang pahayag, sinabi ni Claudio na 88 sa 130 bayan at lungsod sa Gitnang Luzon ang nagpahiwatig ng intension para ipatupad ang solid waste management.

Ito ay nangangahulugan na 42 bayan at lungsod pa sa rehiyon ang di tumutugon at tumutupad.

Ang pagtugon ng 88 ay kaugnay ng pagsusumite ng EMB-III ng resulta ng imbestigasyon sa National Solid Waste Commission (NSC).

Ito ay sinundan naman ng NSC ng pagsasampa ng kaso sa Ombudsman laban sa mga nasabing pamahalaang lokal.

“It was the NSC that file charges before the Ombudsman, but as for me, I rather not file charges because LGUs are our partners,” ani Claudio.

Ang dalawang araw na summit ay nilahukan ng mga guro at mga kinatawan mula sa ibat-ibang pamantasan at pamahalaang lokal sa sa Gitnang Luzon.

Sa isinagawaang summit, kapansin-pansin na iisang halal na opisyal sa Bulacan ang lumahok sa dalawang araw na pagtitipon.

CITY OF SAN FERNANDO — The Provincial Board on Wednesday urged various Kapampangan groups in the United Stated of America to be united to further advance the interest of the province.
Jess Española, a representative of the USA Pampanga Day Celebration Commission, visited the Board Members on Wednesday.
Senior Board Member Cris Garbo, acting as presiding officer, welcomed Española during session.
Garbo told the latter that the Provincial Government is thankful as their group in USA has successfully celebrated the founding anniversary of the province of Pampanga last year.
However, the board member noted that instead of only one celebration, the delegation of the Provincial Government attended two different occasions both for the Pampanga Day Celebration.
Board Member Ricardo Yabut asked Española if there are already talks among the Kapampangan groups abroad to settle down their differences and stand for a common Pampanga Day celebration.
With this, Espanola promised that the concern of the Provincial Board will be taken into consideration.

CITY OF SAN FERNANDO — Clark Development Corporation (CDC) officer-in-charge Eduardo Oban Jr. paid a courtesy call on Governor Lilia Pineda on Wednesday for the first time.
Oban’s visit to Pineda was marked by talks of various issues at the Capitol.
The cordial dialogue at the Executive House was more than enough to break the ice between CDC’s new administration and the Pineda-led governance team, said both parties.
Much was taken up during the courtesy call, including the status of the Philippine Science High School where the CDC offered a site for the institution at Lily Hill, proposed infrastructure at the Freeport, to discussions on probable taxes sharing and future projects seen to further boost the economic zone.
The former Armed Forces chief of staff came with key people of CDC and was similarly welcomed by the Provincial Board just before the start of its regular session.
