CITY OF SAN FERNANDO — A detainee was arrested for allegedly concealing illegal drugs and planning to smuggle the items inside the Pampanga Provincial Jail.
The arrest came after operatives of the Pampanga Provincial Intelligence Branch received a report that a certain detainee who is about to be committed at the provincial jail will try to smuggle illegal drugs inside the jail.
Police operatives coordinated with provincial jail Warden Edwin Mangaliman, along with a team from Pampanga Provincial Police Office and Pampanga Provincial Jail led by Senior Inspector John Bernard Tacdoy under the overall supervision of Superintendent Madzgani Mukaran.
Detainee Albert David Yaya was requested by the inspecting team to open his pillow for a routine inspection.
Police discovered two medium-sized and two small-sized heat-sealed transparent sachets containing white crystalline substance suspected to be shabu, one improvised glass pipe, and other drug paraphernalia.
The suspected shabu and paraphernalia were confiscated for examination. The suspect was immediately placed under arrest for possessing the said illegal items.
A case of violation of Section 11 of Republic Act 9165 or the Comprehensive Dangerous Drug Act of 2002 is being prepared against the suspect for filing.

ANGELES CITY – The construction of the P15-billion Balog-Balog megadam (BBM) in Tarlac, a project initiated way back during the term of Pres. Aquino’s mother former Pres. Corazon Aquino, will finally start this July, the National Irrigation Authority (NIA) has announced.

Balog-Balog Multipurpose Project (BBMP) Manager Vicente Vicmudo said the “rock-fill dam” would be 113.5 meters from the riverbed to the crest and would have a water storage capacity of 625 million cubic meters.

Once fully operational by 2016, the BBM is projected to boost rice crop yield by 116.7 thousand metric tons per year with an estimated value of $34.72 million and 94,000 metric tons of tilapia per year, worth P506 million.

Vicmundo said that the BBM project would also include a reservoir of around 150 hectares for tilapia production.

The Peasant Alliance of Central Luzon (PACL) said, however, that the government has yet to make a clear stand on the fate of some 500 families, mostly Aberlin Aetas, as well as other Aeta sub-groups in 27 communities which would be displaced by the project.

PACL noted that the BBM “has been on the government drawing board since 1988, under the (Cory) Aquino government, which signed a deal with the government of Italy to build the dam. It was shelved after the 1990 killer earthquake that destroyed large infrastructures in Central and North Luzon.”

The group recalled that the project was resurrected in 1999, with a price tag of P12 billion.

Former Pres. Estrada visited Tarlac in 2000 to launch the Balog-Balog project. After Estrada was deposed, former Pres. Arroyo submitted the project anew for Japanese government funding.

PACL said that the project would catch water from three big rivers, namely the Tangan-Tangan, Boboy and Malilit Rivers, flowing down from the mountains.

“It would inundate 14 sitios and communities along the three rivers in Barangay Maamot, San Jose and Buboy River in Capas, Tarlac,” the group also noted.

Vicmundo said that apart from irrigation and fishery components, the BBM project would also include a hydro-electric power plant with a total installed capacity of 43.5 megawatts that can supply the present power requirements of Tarlac city or four medium-sized towns with an aggregate population of about 250,000.

The P1.608 billion power plant will be funded through the Pubic-Private Partnership of the Aquino administration, he said, but did not say which private group would be involved.

Meanwhile, PACL noted that markers have already been put in place on the Tarlac-Zambales mountain ranges to pave the way for BBM.

“The military has also been deployed, putting up markers for their shooting range right in the areas being claimed by the Aetas as their ancestral domain.

The military has been setting up checkpoints and patrolling the area so that Aetas are routinely searched by soldiers in case they were carrying items purportedly from the New Peoples’ Army,” PACL reported.

CITY OF SAN FERNANDO — Some 216 women entrepreneurs on Tuesday got additional training for their respective small and medium businesses.
The training were conducted by the Technical Education and Skills Development Authority, Department of Trade and Industry and Department of Labor and Employment (Dole), courtesy of Capitol’s Provincial Cooperative and Entrepreneurial Development Office (PCEDO).
PCEDO’s Winston Cruz told Sun.Star Pampanga that the training program, in line with the Labor Day celebration of women in the informal sector, is for the businesswomen to learn more of the “ins and outs” of entrepreneurship, much that most of their businesses are home based.
“The participants are actually the recipients of the P1 million grant from Dole which was processed under the Provincial Government’s loans for entrepreneurs. Each were granted P4,629.60,” said Cruz.
He added that the women entrepreneurs in the training program are those who pay their loans on time and have shown potentials of growth.
“These are those who are into simple businesses like e-loading, food processing, apparel dealership and other home based businesses. We hope that after this training, they would be able to enhance and improve their enterprises,” Cruz said.

FOREIGN Affairs Secretary Albert del Rosario said Wednesday that while the Philippines values China as a trading partner, there is a huge gap in terms of investments poured by businessmen from one country to the other.
Speaking before members of the Makati Business Club, del Rosario told foreign and local businessmen that he hopes for a breakthrough to end the tense maritime standoff in the shoal so that both countries can resume normal relations.
Del Rosario noted that at present, the Philippines investments in the China have reached $3 billion, but China’s investments in the country are even less than half of that.
This is a far cry from the $60-billion aggregate trade and investments that both China and the Philippines pledged to infuse in one another’s country within a period of five years. The agreement was reached during President Benigno Aquino III’s visit to China in September last year.
“We have a long-standing friendship with China, with incredible historical people to people links. China is our third largest trading partner. We benefit from our relations with China, just as China benefits from its relationship with us, but Philippine investments in China amount to nearly $3 billion while China’s investments in the Philippines amount to less than $1.5 billion,” he said in his keynote speech.
During the President’s visit to China, del Rosario also said that both the Philippines and China also committed to work bilaterally in terms of trade, while areas of contention such as the issue on the West Philippine Sea would be abstracted and dealt with separately.
China-Philippines trade amounted to $27.7 billion in 2010, making China the third largest trading partner of the Philippines. For 2011, total trade rose to $32.2 billion.
However, he claimed that during his recent visit to Washington, D.C., for the “2-Plus-2” meeting with US Secretary of State Hilary Clinton, there was no mention of the current impasse with China over Scarborough shoal, which the Philippines calls Panatag shoal of Bajo de Masinloc.
“There was no discussion in containing China as we are of the belief that a thriving China is good for the US, just as a thriving US is good for China. Furthermore, we are of the belief that a thriving US and a thriving China would be good for all of us,” he said.
The Philippines and China are locked in a maritime standoff since April 10 after a Chinese surveillance ship blocked the arrest of fishermen aboard eight fishing vessels who had been caught illegally poaching from the lagoon. Since then, the two countries have not left the area and this became a cause for an escalation of tension.
Manila is pursuing a three-track resolution to end the stalemate – political track via the Asean; legal track via the United Nations Convention on the Law of the Sea (Unclos); and diplomatic track via continuing talks with Beijing. China has rejected the Philippines’ bid to bring the territorial dispute before the Unclos, saying the matter would best be resolved bilaterally.
As a result of the naval confrontation, Chinese officials tightened the importation rules for certain Philippine agricultural products like bananas while Chinese tour operators have stopped offering vacation trips to the Philippines, fueling speculation that Beijing was exerting economic pressure on Manila.
Del Rosario, however, said the news reports of economic sanctions allegedly being imposed by China on the Philippines were “inaccurate,” but added a decision by Beijing’s flag carrier, China Southern Airlines, to reduce its flights to the Philippines is “unfortunate.”
More recently, China and the Philippines announced that they are separately imposing fishing bans in the contested shoal, in a move seen by many could lead to the conclusion of the impasse.
For his part, Ramon del Rosario, MBC president, said the soonest that the territorial row over the oil- and gas-rich atoll would be resolved, the better for investors. He said that the issue is an important one for the local business community.
“As investors we would like to see lasting peace and stability in the region. For those of us who are citizens of this country, we would certainly like to see the Philippines to be accorded the respect due all independent and sovereign nations that we have come to expect in the modern world. Thus, it is most disconcerting to see what we believe as valid territorial claims being brushed aside with the transigence and disregard. This issue is also important to us because it is about securing our country’s economic interests,” he said.
