Defense can’t confirm veracity of dollar accounts

A LAWYER of Chief Justice Renato Corona refused to confirm if the Supreme Court official really owns dollar accounts, some which were supposedly withdrawn days after he was impeached by the House of Representatives.
During clarificatory questioning by Senator Franklin Drilon, defense lawyer Dennis Manalo said one of the 82 dollar accounts disclosed by Ombudsman Conchita Carpio-Morales at the impeachment court remains to be a subject of testimony from witnesses they have yet to present.
“Are you insisting that these accounts, which no less than the PSBank (Philippine Savings Bank) president admitted are fictitious? If you’re saying that these accounts are fictitious, why go to the Supreme Court and ask for a restraining order?” Drilon asked Manalo.
The senator said that one of the dollar accounts detailed by Morales before the tribunal where Corona allegedly withdrew US$768,733.96 on December 15, 2011 was confirmed by the bank president himself.
During the prosecution’s presentation of evidence, PSBank president Pascual Garcia III admitted before the court that dollar accounts under the name of the chief magistrate exists.
“There are actually three accounts stated in the AMLC report which the PSBank president himself has earlier confirmed,” prosecution spokesperson and Aurora Representative Sonny Angara told reporters in a press briefing, referring to the Anti-Money Laundering Council report submitted to Ombudsman Morales detailing the dollar accounts of Corona.
Manalo said he is not in the position to answer if the alleged dollar accounts in the PSBank, which are subject of a temporary restraining order by the Supreme Court, exists or not.
The defense panel earlier told the impeachment court that Corona will personally answer the allegations against him, including the dollar accounts, under oath.
But Angara said that after all that has been revealed in the trial, it will be difficult for Corona to deny that he has dollar accounts under this name.

Likely senatorial bet escapes grilling from senator-judge

SENATOR Miriam Defensor-Santiago declined to quiz former Akbayan party-list Representative Risa Hontiveros on the $10 million supposedly owned by Chief Justice Renato Corona because of her support to the controversial reproductive health (RH) bill, a measure sponsored by the feisty lawmaker.
Santiago, known for berating witnesses and lawyers in the trial for fudging answers, also waived her questions to Hontiveros because there is a “possibility she might join the Senate.”
While still with the House of Representatives, Hontiveros was one of the advocates of the RH bill, which provides paid leaves for pre-natal consultations and Philippine Health Insurance Corp. (PhilHealth) coverage of family planning services and commodities, among others.
During the trial, Hontiveros admitted that she has no personal knowledge of the multi-million dollar accounts since their letter to Ombudsman Conchita Carpio-Morales did not contain any reference to, much less any specific allegation regarding foreign denominated deposits.
Responding to a question by Senator Panfilo Lacson, Hontiveros also denied that she was influenced by powerful individuals to file the complaint regarding Corona’s unexplained wealth with the Office of the Ombudsman.
Besides Morales and Hontiveros, three others including Akbayan Representative Walden Bello, civil society leader Harvey Keh and Emmanuel Santos were subpoenaed by the impeachment court as hostile witnesses for the defense.
Unlike Hontiveros, Santiago went ballistic after Keh got hold of documents allegedly containing the bank transactions of Corona’s dollar accounts.
Aside from being an “incompetent” complainant, Santiago questioned Keh’s way of advocating good governance when he allegedly violated the bank secrecy law for floating the said documents.
“You filed a complaint with the Ombudsman that you don’t even have sufficient knowledge? You are now in jeopardy of being charged criminally,” Santiago told Keh.
Keh earlier submitted to the office of Senate President Juan Ponce-Enrile the documents in a sealed brown envelope, saying he left the decision to the impeachment court if they are going to touch on these.
“All evidence against the Chief Justice are grossly exaggerated, fabricated, coming from illegal sources and can’t stand legal scrutiny, and do not support conviction,” defense lawyer Dennis Manalo said.

Councilor donates trikes to 33 villages

ANGELES CITY — Councilor Jesus Sangil recently led the turnover and distribution of tricycle patrol units to 33 barangays here.
“Dapat tuloy tuloy at walang barikada ang pagseserbisyo sa ating mga kababayan, no political color mapa yellow, green, red, orange, blue o white wala po tayong pinipili,” Sangil said.
He added that “projects like this should benefit all our constituents.”
Cutcut barangay captain Cecille Nepomuceno, who was one of the recipients of the tricycle units, thanked Sangil.
Sangil distributed on Friday, May 11, 10 additional trike patrol units. He earlier distributed 12 units.
Aside from the 33 barangays, he also intends to donate additional units to various groups.
“Services to my constituents should not be sacrificed just because of political barriers,” he stressed.
The barangay leaders lauded Sangil’s project dubbed as “Trike para sa Payapa at Tahimik na Barangay.”
They said the tricycles will be very useful in their daily operations especially at night.
“Maliliit kasi ang mga daan sa mga barangay kaya makakapasok ang mga patrol units na ito sa mga eskenita. Malaking tipid din ito sa konsumo sa gasolina,” one of the barangay leaders said.

Women entrepreneurs get more training

CITY OF SAN FERNANDO — Some 216 women entrepreneurs on Tuesday got additional training for their respective small and medium businesses.
The training were conducted by the Technical Education and Skills Development Authority, Department of Trade and Industry and Department of Labor and Employment (Dole), courtesy of Capitol’s Provincial Cooperative and Entrepreneurial Development Office (PCEDO).
PCEDO’s Winston Cruz told Sun.Star Pampanga that the training program, in line with the Labor Day celebration of women in the informal sector, is for the businesswomen to learn more of the “ins and outs” of entrepreneurship, much that most of their businesses are home based.
“The participants are actually the recipients of the P1 million grant from Dole which was processed under the Provincial Government’s loans for entrepreneurs. Each were granted P4,629.60,” said Cruz.
He added that the women entrepreneurs in the training program are those who pay their loans on time and have shown potentials of growth.
“These are those who are into simple businesses like e-loading, food processing, apparel dealership and other home based businesses. We hope that after this training, they would be able to enhance and improve their enterprises,” Cruz said.

Residents to file raps vs Mabalacat official

MABALACAT — A group of residents in Barangay Bundagul is reportedly planning to file technical malversation of public funds against Vice Mayor Noelito Castro in connection with the purchase of a lot when he was still a village chief.
The residents found out that the 534-square-meter open basketball court is registered in the Register of Deeds under Castro’s name.
Bundagul treasurer Elisa Cunanan said he was asked by Castro and other members of the village council in 1999 to pay for the lot, where a basketball court sits.
According to Cunanan, the P115,000 used in the purchase of the lot came from the barangay funds.
The residents are also calling the National Bureau of Investigation (NBI) to conduct an investigation on the case.
Mayor Marino Morales said the residents learned about the irregularity when the barangay council was asked to submit documents including proof of ownership over the property because Senator Ramon “Bong” Revilla wanted to fund the construction of a P3.5 million covered court in the area.
The residents claimed that the lot should be named after Bundagul and not to an individual person before Revilla could fund the construction of a covered court using his Priority Development Assistance Fund (PDAF).
Based on documents, Castro and a certain Concepcion couple entered into an amicable settlement under Civil Case 1420 in 1999.
The Concepcions agreed to sell the property to Castro for P115,000.
In a transfer of certificate of title 537888, it showed that Castro was the owner of the property used by the village for sports and other activities.
Another document showed that Castro had wanted to donate the property to the Bundagul village council on May 7, 2012.
Castro was a barangay chairman of Bundagul from 1997 to 2004.

Report politically motivated: Vice mayor

MABALACAT — Vice Mayor Noelito Castro described as “politically motivated” a report linking him to the irregular acquisition of a lot used as basketball court in Barangay Bundagul in 1999.
Castro, who was then the chairman of said village, denied reports that the P115,000 money used in acquiring the property came from the barangay coffers.
“Pera ko reta. (Those are my money),” he said.
Castro even dared Bundagul treasurer Elisa Cunanan to produce documents that will show the funds came from the barangay. “Palto yang ebidensya na bat la keng barangay retang pera.”
The vice mayor said the owner of the property, Joacquin Concepcion, filed a civil case against him in connection with the public use of the lot.
Castro said he was then advised to just settle the case, pay the lot owner, and eventually donate the property to the barangay.
“Aku ng memye, aku pang mipakarok,” he said.
According to Castro, he already executed a deed of donation last week, adding the residents are not complaining about it.

Guv Leads 1st Fluvial Procession in Pampanga River

CANDABA — Governor Lilia “Nanay” G. Pineda led the first fluvial procession along the stretch of Pampanga River from this town traversing the towns of San Luis, San Simon to Apalit in commemoration of the 60th founding anniversary of the Crusade of Penance and Charity.
Devotees of Virgen delos Remedios and Sto. Cristo del Perdon from various parishes throughout the province gathered in this town to participate in this momentous event and they were fetched by 52 motorized banca.
“This is the first time that we will hold a fluvial procession which will cover the towns of Candaba, San Luis, San Simon, and Apalit,” Candaba Mayor Jerry Pelayo proudly declared.
Archbishop Paciano Aniceto also graced the festivities and reminded the people of the true meaning of being a ’Kapampangan’.
“Ing ‘Kapampangan’ ibat ya king ‘pampang’. Itamu kapampangan tamu, mikagli ta king danum, mibait ta king danum, anya luguran taya ing danum. Uling ing danum, biye ya,” Archbishop Aniceto shared.
Meanwhile, Governor Pineda urged the people to participate in the activity and ask for the Blessed Mother’s protection during the times of calamities and flooding.
However, the governor also reminded that prayers should also be complimented with action.
“Panalangin tamu kang Virgen delos Remedios a sana pu etana dadanasan ing malalam a albug. At sana pu gawan tamu rin ing kaburyan ning birhen a luguran taya at ingatan ing buong stretch ning Pampanga river bankanita pu makapagkabiyayan tamu at sumanting ya ing Pampanga,” the governor ended.
The fluvial procession was also graced by 4th District Board Members Ric Yabut and Nestor Tolentino, 2nd District Board Members Fritzie David-Dizon and Salvador Dimson Jr., and 3rd District Board Members Trina Dizon and Monz Laus, along with other barangay officials. Bishop Bobet Mallari and various parish priests also participated in this event.

Capitol Trains KALAM for Deputation on Anti-Overloading Law

In a bid to effectively and efficiently intensify its implementation of Republic Act No. 8794, the provincial government conducted a one-day seminar on the deputation of concerned personnel of Kapampangan a Lulugud at Matapat (KALAM), the implementing arm of quarry operations in the province on the anti-overloading law.
Environment and Natural Resources Officer (ENRO) Arthur Punzalan said that the activity aimed to provide the participants with adequate knowledge on the anti-overloading law.
He added that close coordination with the Land Transportation Office (LTO) and the Department of Public Works and Highways (DPWH) are being undertaken by the province to ensure that all pertinent angles in the law implementation are sufficiently covered.
Earlier, the provincial capitol purchased six weighing scales to facilitate the implementation of the anti-overloading law in Pampanga.
Danilo Flores, officer-in-charge of KALAM’s weighing scale operations, said that about 45 location shift supervisors, checkers and drivers stationed in barangays Cangatba and Upper in Porac, Dolores in Mabalacat, Dau in Lubao and Villa del Sol in the City of San Fernando attended the seminar held at Benigno Aquino Memorial Hall, Capitol compound.
“These participants will be deputized by LTO relative to the implementation of anti-overloading law as soon as the necessary requirements are completed,” Flores said.
In a related development, he reported that KALAM personnel stationed in the various location sites have been conducting registration of quarry trucks since last week.
“Of the almost 600 trucks registered, we have noted that 70 to 80 percent are overloaded,” Flores said as he added that they hope to complete the registration of the targeted 3,000 quarry trucks at the end of this month.
The allowable load is 13.5 tons per axle load which is equivalent to 13,500 kilograms per axle load.
Flores said that the once the registration is completed, they will then submit their findings to the Provincial Administrator and the governor for appropriate action.
Ronald Dabu, LTO chief of office for Bataan province, discussed with the participants the do’s and dont’s in apprehending the violators and stressed that such task is a very big responsibility and must be done with utmost seriousness and professionalism.
“Bear in mind that you are representing the provincial government and the LTO as deputies, so do your duties well as what you do would benefit the entire province and its populace,” Dabu said.
He also lauded the governor and the provincial government for their wholehearted support and commitment in the implementation of the anti-overloading law.

(UPDATE 3) Young male ‘lovers’ critical in SM Pampanga shooting

MANILA, Philippines – Two minors, both male, were critically injured in a shooting incident inside SM City in San Fernando town, Pampanga province, before noon today.
Superintendent Wilson Santos, Mexico municipal police chief, said that the victims are aged 13 and 17. One victim is a resident of Bulacan and the other one was a native of Pampanga.
Santos said that the two victims, who are reportedly lovers, both sustained gunshot wounds in the head. They are under observation in separate hospitals, contrary to earlier radio and television news reports that the victims have already died.
The town police chief said that the two victims were found wounded on the SM City mall’s ground floor, in front of the Astrovision store, after two gunshots were heard by security guards and mall goers. The gunshots were heard between 11:40 a.m. and 11:50 a.m., he said.
He said that the shooting incident happened inside Building 3 of the mall.
Santos also denied an earlier report that a third person, supposedly the shooter, was involved in the incident.
He said that a .22 caliber revolver was recovered near one of the victims, who is supposedly gay.
“Apparently [one of them] is gay,” he said in a radio interview. “Apparently lovers’ quarrel.”
Santos said that crime scene investigators recovered a “suicide note” from one of the victims, where he stated that “he is willing to die together” with the other victim.

Mall shock: Boy shoots friend, then himself

CITY OF SAN FERNANDO—A 13-year-old boy shot himself in the head seconds after he shot an older male friend inside a mall here in a case that mall owners in a statement said they deplored.
The boy, armed with a .22 cal. gun, and his 16-year-old friend were taken to separate hospitals here where they were declared in critical condition.
The incident happened between 11:45 and 11:50 a.m. as the two walked out of the Congo Grill in Building 3 of SM shopping mall. No shopper was hurt, police said.
Supt. Wilson Santos, police chief of Mexico town, said investigators found a suicide note in one of the pockets of the boy, a resident of Olongapo City.
“I’m willing to die together with (name of his friend),” the boy’s note said.
Another source, who read the note, said the boy also wrote: “I’m happy to kill you. No one else would own you.”
The boy’s friend is a native of Bulacan. He was shot in the back of the head.
In a statement, SM management said it was cooperating with police in the investigation.
It said police officials told management that while security at SM had been “constantly vigilant,” the gun was “very difficult to detect as this was so small.”
“We apologize for whatever inconvenience or anxiety we may have caused our customers and wish to let them know that the situation in the mall is back to normal,” the statement said. Police said the gun had three bullets.
