Pampanga teachers conduct outreach program

CITY OF SAN FERNANDO — Teachers from the Pampanga High School (PHS) recently spearheaded a community outreach program benefiting members of the indigenous cultural community in Porac town.
Leonard Lobo, Values Education Department head, said that some 230 individuals received assorted grocery packs.
He said the beneficiaries came from Barangay Sapang Uwak in Porac town, where most residents are Aetas.
Lobo added that other beneficiaries were from the Christian Joy Foundation and Bahay Pag-ibig.
Rosalinda Guiao, a values education teacher, told Sun.Star Pampanga that this activity is an annual tradition by their department as a gesture of concern and love to Kapampangans who are in need of help, particularly during seasons like this.
“Nagtulong tulong po ang lahat ng mga nasa department namin kasama ng mga teachers at mga estudyante. Nagbibigay sila ng kanya kanyang donasyon hanggang sa makalikom kami ng sapat para sa grocery packs,” Guiao said.

AC council nominee in 2012 Local Legislative Award

ANGELES CITY — The City Council here will be included in the roster of nominees for the 2012 Local Legislative Award by the Department of Interior and Local Government (DILG).
The said award recognizes the exemplary performance of councils of cities and municipalities in legislating measures that help build the foundation of meaningful local administration and development.
Vice Mayor Vicky Vega-Cabigting, who also sits as presiding officer of the council, the city’s nomination for the said award is a manifestation of carrying out a proper and sound legislative process in the city.
“This recognition is only proof of the city council’s steadfast commitment to serve the public through its active passage, implementation and administration of laws that benefit our constituents,” Vega-Cabigting said.
She associates the nomination of the City Council to the good working relationship of the legislative and executive branches of the city, wherein they focused on a common direction guided by the Legislative Executive Development Advisory Council (Ledac) and the forging of the Executive-Legislative Agenda (ELA)–both of which ensure the cooperation of the said local government branches in preparing a comprehensive development plan that outlines a set of programs and policies towards a sustainable socio-economic environment in the city.
Vega-Cabigting recalls that, with the ELA, significant legislative codes were enacted and passed by the present council. These codes are: Market, Revenue, Investment, Gender & Development, Traffic and the Environment Code.
The aforementioned codes were also instrumental in the city’s acceptance of the Seal of Good Housekeeping and the citation by DILG as Angeles City, the most consistent local government unit in good governance and transparency in the country this year.
“I am also proud to say that, for the first time in a long time, both the majority and minority members of the City Council are working hand-in-hand toward a common goal. Among these is the establishment of the City College of Angeles, the Angeles City Renal Care Unit and other programs and projects which the Angeleños can take advantage of,” added the vice mayor.
For his part, Mayor Edgardo Pamintuan expressed confidence and is optimistic that the City Council will emerge as winner in the highly urbanized city category.
“This will prove to be another milestone in local governance here in Angeles, where we can clearly see that the administration has achieved a smooth working relationship with the legislative branch in efficiently carrying out the promises we made to our constituents through the Contract with the Angeleños,” Pamintuan said.
In her statement, Vega-Cabigting also said that the nomination will inspire the City Council to fulfill its responsibility and mandate as a local legislative body.
“We assure the citizens of Angeles that our commitment to public service will not end here; we will not rest on our laurels. We will continue improving the City Council and we have started doing so with the computerization of codes for convenience and accessibility through the internet,” the vice mayor assured.
After submitting the proper documents for the city’s nomination, the DILG’s National Awards Committee and the National Board of Judges will review the documents from January 2-31, 2013.
The national winners will be announced on February 15, 2013.

Village official hits Pamintuan camp

ANGELES CITY — A village official here has assailed the camp of Mayor Edgardo Pamintuan for questioning the credibility of barangay leaders in connection with the job order employees issue.
“Napakababa ng tingin nila sa aming mga barangay official,” said Barangay Lourdes Northwest kagawad and Councilmen’s League of Angeles City (CLAC) Vice President for External Affairs William David.
The Pamintuan administration has included the relatives of several barangay officials in the list of job order employees without their knowledge, according to David.
“Tinatawag nila kaming sinungaling at kinekwestiyon ang aming kredibilidad,” David said, “Ano ba ang ibig sabihin ng ‘kredibilidad’ para sa kanila? Yun lang bang mayayaman na tulad nila ang mayroong kredibilidad o ang mga mahihirap na tapat na nagseserbisyo sa publiko?”
Earlier, David, along with several other barangay officials, aired their complaints regarding the inclusion of their relatives in the payroll of the Pamintuan administration’s job order employees, even when their relatives had no knowledge about it and have never received any salary from the City Government.
Pamintuan’s camp has previously denied such allegations and claimed that the documents containing the job order appointments, in which the names of the barangay officials’ relatives are listed, may have been forged.
“Nagbabanta pa sila sa radyo na idedemanda kaming mga kagawad,” David said, “Ang hamon ko sa kanila, kung talagang totoo ang sinasabi nila at kami ang nagsisinungaling, bakit hindi pa sila magdemanda ng tuluyan. Hindi na nila kailangang ulit-ulitin sa radyo ang pagbabanta nila.”
David challenged the Pamintuan camp to explain how all 40 names of the job order employees under the Philhealth Program of the Office of the Mayor ended up being names of relatives and friends of barangay officials, none of whom knew about their inclusion in the job order appointments.
“Kung isang pangalan lang yun, pwede pang sabihin na kapangalan lang ng asawa o kapatid ng kagawad,” said David, “Pero kung lahat ng pangalan sa listahan ay kamag-anak ng kagawad na hindi naman alam na nakalista pala sila bilang JO, siguro naman hindi na natin masasabing nagkataon lang ito.”
“Mali ba na magkomento at ilaban ng mga kagawad ang kanilang Karapatan ngayong ginagamit sa katiwalian ang pangalan namin at ng aming mga kamag-anak?” David said.
Earlier, Barangay Cutcut kagawad and CLAC Vice President Roy Ogurida and Barangay Salapungan Kagawad Renato Coronel also released a statement denying any knowledge about the inclusion of the names of their sister and wife, respectively, in the list of job order employees.

ABE party to councilman: Issue sworn statement

ANGELES CITY — The Partido Abe Kapampangan challenged Barangay Northwest councilman William David and wife, Irene David, to issue affidavits swearing to their statements relative to the issue of Angeles City Government Job Orders (JOs) “if they really believe on their information.”
“Nakakatawa naman talaga si kagawad William David at ang kanyang asawa. Puro lang sila salita pero wala naman silang pinapakitang dokumento nila na nagsasabing pinanumpaan nila ang kanilang mga alegasyon. Ang katotohanan ay walang tinatayuang ligal na batayan ang kanilang mga sinasabi. Maski ang kanilang mga dokumento ay puro photocopies o Xerox lamang at alam natin na ito ay mahahalintulad lamang sa isang pirasong papel na pwedeng ipambalot ng tinapa,” said William Aguilar, ABE deputy secretary general.
“Malinaw naman po na ang kanilang ginagawa ay bahagi lamang ng isang sistematikong plano ni Congressman Carmelo ‘Tarzan’ Lazatin upang manira at magsagawa ng iba’t-ibang uri ng black propaganda kabilang na ang pagsisinungaling upang mapagtakpan ang tunay nilang anyo. Niloloko nila ang mga Angelenyo,” Aguilar added.
The ABE party also branded as “ridiculous” the challenge of Councilman David to Mayor Edgardo Pamintuan to present all 2,506 job order personnel at Plaza Miranda.
“Wala na pong matinong sinasabi ang kanilang kampo. Salita na lang ng salita na halatang hindi na pinag-isipang mabuti. Ang mga job order personnel ng city government ay mga taong may dignidad at naaasahan sa paglilingkod sa mamamayan ng Angeles City. Hindi sila mga bilanggong convicted ng krimen na ipapahilera na lamang sa isang lugar upang bilangin dahil lamang sa kagustuhan ni Kagawad David o ng kanyang boss na si Tarzan Lazatin,” Aguilar said.
The ABE party advised David and three other councilmen to “contemplate on the issue at hand by finding out if the documents presented to them are true or merely forged papers.”
“They should examine the documents presented to them. Then they should be direct in their sworn statements. Likewise, they should be ready to face the consequences of their actions. Let us not forget that perjury or forswearing is not allowed, and is a criminal offense,” Aguilar said.
Perjury is defined as the willful act of swearing a false oath or affirmation to tell the truth, whether spoken or in writing, concerning matters material to a judicial proceeding.
That is, the witness falsely promises to tell the truth about matters which affect the outcome of the case. It is considered as a serious offense.

Laus cites media’s role in countryside development

CITY OF SAN FERNANDO — Top businessman and Pampanga Chamber of Commerce and Industry Inc. Chairman Emeritus Levy Laus cited Thursday the vital role local media plays in countryside development and nation building as a whole.
During a Christmas lunch at Gracelane Hotel hosted by Laus, who is also the chairman and chief executive officer of auto dealership conglomerate Laus Group of Companies and the trimedia network dwRW 95.1 FM, CLTV 36 and Sun.Star Pampanga, he lauded members of the local media for their professionalism, responsible reporting and for “keeping the sanity” in Pampanga and Central Luzon as part of its mandate.
“Media plays a very important role in shaping Pampanga and the whole country in particular. There are many things that are altered and need to be corrected from time to time but media, as part of its mandate, has helped keep sanity in the province because of what is being rightfully reported, ultimately making Pampanga known as a nice, peaceful and conducive place for investment and business,” said Laus.

JICA formula for Subic, Batangas growth pushed

SUBIC FREEPORT — The Subic-Clark Alliance Development Council (SCADC) has supported a new set of policy proposals aimed at decongesting traffic to and from the Manila ports.
The SCADC stated that such policy mix will give a major boost to the underutilized Subic and Batangas ports to where spillover container cargoes would be rerouted.
The proposed policy mix is contained in a study funded by Japan
International Cooperation Agency (JICA) and includes, among others, new pricing strategies such as reduced wharfage, berthing fees and
vessel-related charges in Batangas and Subic ports; and a six-year delay in capacity-expansion investments at the South Harbor and Manila International Container Terminal (MICP).
“The JICA-funded study validates what we have been saying all along that we should learn from Laem Chabang experience and that the already congested Manila ports should stop accommodating more shipments and allow the active use of both Subic and Batangas ports,” Felicito Payumo, SCADC Council chairman, said.
Manila is equidistant at 110 kilometers from both Subic up north and
Batangas down south, nearly the same distance between Laem Chabang and
Bangkok.
“By way of comparison, the Laem Chabang port in Thailand was built to
decongest the Bangkok river port — the same reason we built Subic port to decongest Manila. Both Bangkok and Manila ports were doing two million TEUs (twenty-footer equivalent units) then. Now, Laem Chabang with six berths is going three million TEUs while Bangkok is limited to just one million TEUs,” said Payumo, a former chairman and administrator of Subic Bay Metropolitan Authority (SBMA).
“The policy mix that JICA study is endorsing to decongest port and road traffic in Metro Manila augurs well for both Subic and Batangas ports, the capacities of which are presently underutilized,” Payumo said. “If adopted and carried out, this policy mix can stimulate the development of Southern Tagalog and Central Luzon regions.”
The JICA-funded study, which was conducted by Transport and Traffic
Planners Inc., said port usage in Subic in 2011 was 5.6 percent of its actual capacity and port utilization in Batangas, 4.2 percent.
The Manila ports, it added, handled 98.2 percent of total volume of container traffic passing through these three major ports (Subic, Manila and Batangas).
Payumo said that although both Subic and Batangas ports had begun adjusting their pricing strategies, there were still adjustments to be done, like changes in vessel-related charges.
“There is also a need for shipment consolidators as there are enough export volumes in the Subic hinterlands which still pass through the Manila ports. This is the only way to break the ‘chicken or egg’ situation for the Subic port, where few ship calls are attributed to lack of volume shipments, and where the lack of volume shipments is blamed on few ship calls,” he said.
JICA earlier estimated that the provinces of Pampanga, Zambales, Tarlac,
Bataan, Bulacan and Pangasinan generated a combined cargo volume of 1,572
TEUs per week, which would total to 786,000 TEUs a year, a volume that exceeded the combined capacities of two container ports in Subic. (Reynaldo G. Navales)

Inmates benefit from medical mission

CITY OF SAN FERNANDO – At least 200 inmates benefited from the recently concluded medical and dental mission conducted by the Provincial Government of Pampanga.
Dr. Marcelo Jaochico, provincial health officer, said 70 medical personnel coming from various districts and provincial hospitals in the province volunteered on the project, which was carried out in cooperation with the Center for Health and Development.
Most of the inmates were suffering from urinary tract infection (UTI), arthritis, diabetes, asthma, and cough. They were then treated and given free medicines.
Some 100 inmates also received free dental services, including tooth extraction and filling services, and gum infection treatment. (Herbert P. Mapiles)

Arsenia “Arcie” Torres, PhilHealth branch manager, said they were distributing PVC-type cards for their sponsored members to cut the tedious process on claims of benefits.
She added that they are also currently distributing updated yellow membership data records (MDR) and per family payment rate (PFPR).
Torres said another priority program of PhilHealth is ‘Social Health Insurance Education Series (Shines), which aims to empower the stakeholders on the concept of social health insurance.
By the start of 2013, she stressed that PhilHealth will be holding a three-day expo and a simultaneous nationwide run for mother and child protection. The same activity is aimed at reducing maternal and child mortality incidents in the region.

Clark airport eyed as Asia’s next Aerotropolis

CLARK FREEPORT — Tourism officials in the Central Luzon are eyeing Clark International Airport as Asia’s next progressive Aerotropolis.
Department of Tourism (DOT) regional director Ronnie Tiotuico said with the world’s economic center rapidly moving eastward, there is an increasing urgency to develop Clark International Airport into an aviation hub.
Tiotuico said this is the focus of a two-day conference that will be held February 21 to 22 at the Widus Convention Center inside the Freeport.
“The Case for Asia’s Next Aerotropolis” is the theme of the Clark Aviation Conference 2013, a trade gathering that will examine Clark’s compelling case as an aerotropolis, an idea in community planning where airports serve as the center for new cities growing around them.
The conference is organized by Clark International Airport Corp., in partnership with Global Gateway Logistics City, with support from the DOT-Central Luzon.
The event will highlight Clark International Airport’s critical role in easing air traffic congestion in Manila and driving economic expansion in Central Luzon.
It will also identify infrastructure and policy developments at Clark Freeport that are designed to attract airport-related businesses and investments.
Heads of government agencies—including the trade, tourism, and transportation and communications departments as well as the Bases Conversion Development Authority and private-sector representatives will look at Clark’s prospects as an aviation and investment destination in Asia.
The convention targets international investors, logistics and supply chain executives, tourism stakeholders, airline officials, import and export managers, and members of the academe.
Participants are expected to gain insights into Clark’s potentials as an aviation and investment destination in Asia and understand better its increasing role in national and regional development.
Registration fee for the day-and-a-half conference is P1,200 for early birds, P1,500 for walk-in to include three snacks, two lunch buffets, giveaway plus a chance to win a raffle prize.

Man arrested for challenging dad in duel

CAMP OLIVAS, Pampanga—This son showed no respect to his father.
A farmer challenged his father to a fight while shouting sarcastic words to him in Talavera, Nueva Ecija on Tuesday night.
The suspect identified as Norman Lopez, 24, a resident of Barangay Basang Hamog of the same town was arrested afterwards by the police.
Police said, that While Lopez’ father, Romeo, 56, and older brother Nixon, 28, were sleeping inside their house at about 1 a.m., they were awakened by a loud noise outside and saw Norman holding a gun challenging the older Lopez to a fight.
Then, Nixon immediately sought police assistance.
When police arrived they still saw the suspect holding the gun and promptly arrested Norman.
Confiscated from the suspect were a caliber 9mm pistol and a bladed weapon.
