CITY OF SAN FERNANDO — The Provincial Government recently urged the National Food Authority (NFA) to consider establishing more palay buying stations in strategic areas in Pampanga to assist farmers in marketing their produce, especially this coming rainy season.
Governor Lilia Pineda said she would like to assure farmers that they are exhausting all possible strategies to further increase income and food production in Pampanga.
Pineda also reiterated that the development of agriculture is one of the priority thrusts of her administration.
In fact, she added, some 12,000 bags of certified seeds worth P14 million were distributed last year to farmers in various municipalities of the province.
Records show that of the total agricultural area of the province, 53,644 hectares are planted with rice, 11,433 hectares with corn and 2,622 hectares with vegetables. About 6,536 hectares are devoted to orchards while 34,466 hectares are fishponds.
More than 32,000 individuals in the province are rice farmers who reported a total of 4,562,400 cavans of rice harvested last planting season.
It can be noted that earlier, Mayor Jerry Pelayo asked NFA Administrator Lito Banayo to authorize the municipality of Candaba to establish “palay” buying stations.
Initial reports have it that only local traders are benefiting, at the expense of the farmers.
With this, Pelayo said farmers are left with no choice but to sell the “palay” to these traders.

TV5 asks court to lift suspension vs Tulfos’ show

MANILA (Updated) — Broadcast network TV5 filed Friday a petition before the Court of Appeals, asking it to stop the government from continuously enforcing a decision putting public service program “T3: Kapatid Sagot Kita” off air for 20 days.
Central to TV5’s petition is the nullification of a preventive suspension order issued by the Movie and Television Review and Classification Board (MTRCB) on Thursday that developed after “T3” hosts delivered threatening remarks against couple Raymart Santiago and Claudine Barretto.
The hosts, Erwin, Raffy, and Ben Tulfo, are the younger brothers of noted columnist Ramon Tulfo, who was recently involved in a brawl with the celebrity couple at the Ninoy Aquino International Airport (NAIA).
TV5 said the order was a breach to freedom of expression and that the MTRCB overstepped its authority when it came out with the decision.
“The Tulfos have been sanctioned, what else is there for the government to resolve? A preventive suspension suggests that the continued broadcast of the program would constitute a danger to the viewing public,” the network said on Thursday.
The station, owned by tycoon Manny Pangilinan, said the agency has no power over news and public affairs programs like “T3,” but MTRCB Chairperson Grace Poe-Llamanzares begged to disagree.
In a radio interview, Poe-Llamanzares reiterated that “T3” does not follow a straight news format, thus the MTRCB can always intervene in the program’s content.
Sun.Star tried to reach TV5 lawyer Benjamin Tolosa for comment but he was unavailable as of this posting Friday.
The MTRCB earlier said that it found probable cause to charge the show for violating Section 3(c) of Presidential Decree 1986 for “airing scenes and utterances that are indecent and contrary to law, or with a dangerous tendency to encourage the commission of violence, or of a wrong or crime.”
Court sources said the case has been raffled off to the first division comprised of Associate Justice Amy Lazaro-Javier, Associate Justice Sesinando Villon, and Appeals Court Presiding Justice Andres Reyes Jr.

De Lima’s bodyguard gunned down

MANILA (Updated) — Justice Secretary Leila de Lima confirmed that one of her security aides was found dead Friday morning in San Ildefonso, Bulacan.
Speaking to reporters, De Lima said Alister Quintos, 32, a member of the Department of Justice’s Internal Service Operations Group, died of gunshot wounds.
His remains were autopsied this morning as the Justice chief tasked the National Bureau of Investigation (NBI) to look into the case.
Prior to the incident, De Lima said Quintos was on his way home to Antipolo City when was dropped off in Cubao, Quezon City on Thursday night.
“When an unconfirmed report came out, some of my security tried to call his numbers, both Smart and Globe. His Smart line was unattended while it was a police who picked up the other phone line,” De Lima said.
She said she never heard Quintos, whom she described as cheerful and polite, talking about death threats.
“We’re all shocked (about his death),” she said.
The Palace earlier deployed members of the Presidential Security Group to ensure De Lima’s safety. Although she denied she received death threats, De Lima said these “security threats” were the result of her moves to handle high profile cases.

Palace: Let court decide on Arroyo’s medical treatment abroad

MALACANANG will let the court decide whether former President and now Pampanga Representative Gloria Macapagal-Arroyo should be allowed to seek medical treatment abroad.
“There is a plunder case. It is a non-bailable offense. It is now within the courts to decide. If they should decide to seek for medical attention that would be left to the judgment of the judge—the courts to do so,” Presidential spokesperson Edwin Lacierda said.
Arroyo, currently detained for electoral sabotage at the Veteran’s Memorial Medical Center (VMMC), was also facing charges of electoral sabotage and graft. She pleaded not guilty to both cases.
Quoting an anonymous source, the Philippine Daily Inquirer reported Friday that Arroyo has a “life-threatening” condition due to complications arising from her neck ailment.
The former President was brought to the Makati Medical Center for check-up last Thursday after complaining of difficulty in breathing and choking sensations.
The Inquirer source said “the choking sensation she experienced was due to the titanium implant that has protruded to her esophagus, causing her to choke.”
With this, the source added that Arroyo should undergo a corrective surgery abroad citing her delicate condition.
Lacierda said the Palace is still assessing the report since it has yet to be confirmed by Arroyo’s medical doctors.
“As far as we know, her condition has been getting better or has improved since November,” he noted.
Last year, Arroyo underwent three surgeries to address her severe neck and back pain.
Echoing the Palace’s statement, Justice Secretary Leila de Lima said it is up to the Pasay City Regional Trial branch 112, which hears the poll sabotage case, to allow Arroyo’s overseas trip.
“The case is now with the RTC. It will be the RTC which will determine if she has a life-threatening condition. I don’t want to comment further on that,” she told reporters.
Arroyo tried to leave the country for Singapore last November for a medical check up on her bone mineral disorder but the Department of Justice defied a travel clearance issued by the Supreme Court.

House not hurrying on FOI, RH approval

THE House Speaker on Thursday expressed doubt that the reproductive health (RH) and freedom of information (FOI) bills will be approved in the plenary before Congress goes on a sine die adjournment next month.
“I’m 100 percent aware that there are certain bills that are of importance which are pending in the mill such as the RH and FOI bills but I doubt very much that they will be completed before we adjourn on June 7,” Speaker Feliciano Belmonte Jr. told reporters.

The RH bill—debates of which started since March of last year—has yet to hurdle second reading at the House of Representatives. The FOI bill, meanwhile, is still pending with the House committee on public information.
Belmonte said the contentious issue of the FOI measure is the right-to-reply provision.
“I don’t think anybody seriously objects to the right of reply. The issue is whether it will be in the same bill or not,” he said without taking a position on the proposed law.
Nueva Ecija Representative Rodolfo Antonino, whose proposed FOI bill includes a right-to-reply provision for public officials, earlier insisted for its approval rather than House Bill 117 of Camiguin Representative Pedro Romualdo, which proposes a separate law granting the right of reply.
In a previous committee hearing, both lawmakers expressed fear on the possible media abuse on the information they may easily acquire under the FOI law.
But FOI supporter Deputy Speaker Lorenzo Tañada III said the impeachment trial of Chief Justice Renato Corona could not have taken place if this transparency measure was passed before.
Corona is accused, among others, of concealing properties and cash deposits in his statement of assets, liabilities and net worth (SALN).
“The impeachment is very important when it comes to exacting accountability from the impeached Chief Justice, but we really have to realize that if we passed the FOI long before, we wouldn’t have this issue to begin with,” Tañada said.
On the other hand, Belmonte said the House of Representatives will prioritize the enactment of a law that would increase taxes levied on alcohol and tobacco products.
Voting 46-14, the House committee on ways and means on Wednesday approved increasing sin taxes. For instance, distilled spirits with a net retail price of less than P90 will be taxed with P25 by 2013.
Cigarettes which cost P11.50 or less will soon be sold for P23.50 while cigarettes which cost P11.50 and above will be sold for P31.80 under the measure.
“Sin taxes have hurdled the committee which is actually the most difficult to hurdle but I am the first one to say that it can stand some amendments,” Belmonte said as he urged lawmakers to agree on amendments during the sine die break.
For its part, the Framework Convention on Tobacco Control Alliance Philippines (FCAP) remained hopeful the sin tax bill would gain more supporters once it is deliberated in the House plenary.
“For those who voted against the Abaya bill, we know who they are and we hope they will change their position from protecting interests of the tobacco companies to protecting the interest of the Filipinos,” said FCAP executive director Dr. Maricar Limpin.
If passed into a law, the measure is being seen as a big step to discourage smokers from continuing their vice due to high-priced cigarettes.

San Miguel profits P8.5B in Q1

DIVERSIFIED conglomerate San Miguel Corp. (SMC) said on Friday that its net income rose by 19 percent to P8.5 billion during the first quarter of this year compared to the same period of last year.
SMC said its robust first quarter earnings were due to the solid contributions from all its business units.

“San Miguel reported first quarter consolidated sales revenues of P142.0 billion, a 12 percent improvement from year-ago level, with majority of its businesses posting strong revenue growth as a result of higher volumes and better selling prices,” it said.
SMC also said its overseas volumes also improved, growing by nine percent, with Indonesia, Hong Kong, and Thailand posting good numbers and China showing much improvement.
“Operating income grew five percent to P5.3 billion with improvements in efficiency, management of fixed costs, and significant improvements in international operations,” it said.
San Miguel Brewery Inc.’s consolidated revenues reached P18.3 billion, up five percent from the previous year.
San Miguel’s Food Group, under San Miguel Pure Foods Company Inc., posted first quarter consolidated revenues of P22.4 billion, nine percent higher than in the same period last year.
The San Miguel Packaging Group, for its part, posted a three percent improvement in revenue at P5.9 billion, pushed by higher domestic sales and solid performance from its export business.
Operating income for San Miguel Yamamura Packaging improved 11 percent to P511 million, as a result of efficiency initiatives, fixed cost management and lower raw material prices.
Petron Corporation, for its part, reported a four percent growth in its sales volume, with more than 12 million barrels sold in the first quarter.
The company reported that it is consolidating its infrastructure business with the fast-tracking of the upgrading of the Boracay Airport, ongoing construction of the Tarlac-Pangasinan-La Union Expressway (TPLEX) and initiation of the MRT-7 project. Among its recent acquisitions are stakes in the firm operating the South Luzon Expressway and Skyway system.
Recently, SMC announced its entry into Philippine Airlines and Air Philippines via a 49 percent equity interest in the holding companies of both airlines.
Its oil refining and fuel flagship, Petron, has also completed the acquisition of 65 percent of Esso Malaysia Berhad and 100 percent of ExxonMobil Malaysia Sdn Bhd and Exxon Mobil Borneo Sdn Bhd.

Poll body to conduct general registrations in Armm

THE Commission on Elections (Comelec) has agreed to conduct general registrations in the Autonomous Region in Muslim Mindanao (Armm) despite its earlier rejection to hold the listings.
Comelec chairman Sixto Brillantes said the purging of the current voters’ registration will be conducted after issues were settled by senators.

“We no longer see any obstacles. So we will start preparing for a general registration in the Armm,” he said in a statement.
Earlier, the poll body expressed opposition on the plan of the Executive and Legislative departments to hold a new voters’ registration in the region, citing time constraints in the bidding of additional voter registration machines (VRMs) that will be needed for the process and the lack of funds.
Early this week, Senator Franklin Drilon, together with Senator Aquilino Pimentel III and 16 other senators, filed a joint resolution nullifying the present book of voters of the Armm in a bid to ensure clean and honest elections not only in the region but also throughout the country.
Comelec heed to the request after Senate Committees on Electoral Reforms and People’s Participation and Finance vowed to pass a Joint Resolution on the annulment of the Armm voters list and allowing direct contracting for the voter registration machines.
The resolution will also provide for the suspension of the continuing registration of voters in certain areas in the Visayas and in non-Armm areas in order to augment manpower and equipment needed in the conduct of the registration in the region.
Brillantes noted that the Senate Committee on Electoral Reforms, chaired by Pimentel, has assured them that the Resolution will be out by June, giving them time to prepare.
“The Comelec is considering July 9-18, 2012 as the period for the Armm general registration. This is timed so that the general registration period would end two days before the start of Ramadan,” he said.

Revilla, meanwhile, said that while Lakas-CMD does not have a senatorial slate, it will endorse candidates from President Benigno Aquino III’s Liberal Party and the United Nationalist Alliance (UNA) of Vice President Jejomar Binay and former President Joseph “Erap” Estrada.
“There is no need for an alliance. We can stand on our own. Our party is strong,” Revilla stressed, adding that support from constituents of its members remains strong.
Representative Magsaysay had earlier been adopted by UNA as its guest candidate.
“We are back to where we started. This is to prove that our party is still alive. We are not politically dead. The administration can expect a proactive support from us, we won’t give them headache,” Revilla said.

Corporation to remit P300M in dividends to mother firm

CLARK FREEPORT — The Clark Development Corporation (CDC) is set to remit more than P300 million worth of dividends to its mother company, the Bases Conversion and Development Authority (BCDA), state-owned officials said.
CDC chair and officer-in-charge Eduardo Oban Jr. said the state-run corporation is now capable of paying its 2009 to 2011 remittances to the BCDA after the CDC management decided to forego construction work of the proposed CDC Corporate building, which aims to consolidate all CDC offices and Moral and Welfare Recreational (MWR) facilities.

“In fact, we have requested the BCDA to extend the deadline for our remittances since we are expecting more capital expenditures in the future. But since we will forego construction work of the proposed CDC corporate headquarters, we can now use the funds to pay our obligations to our mother company,” Oban said.
CDC Public Relations Department Manager Angelo C. Lopez Jr. said that in February 2012, the CDC has turned over dividends amounting to P100 million to the Bureau of Treasury (BTR) of the Department of Finance.
The remittance of dividends is in compliance with Republic Act 7656, which requires government-owned or controlled corporations to declare dividends under certain conditions to the National Government and for other purposes.
The law requires state-owned firms to declare and remit at least 50 percent of their annual net income to the national treasury. In January 27, 2012, the CDC Board approved the remittance of 50 percent of the expected P200-million profit made in 2011.
“One of the ways the CDC strives to help the administration of President Benigno Aquino III is by complying with its financial obligations to the government and by making substantial contributions to Philippine coffers,” Lopez said.

Police: Zero crime rate in San Luis

SAN LUIS — The chief of police here said Wednesday that the town has a zero crime rate for the past two years.
Police Chief Inspector David Arcega, town’s chief of police, said there is no carnapping, shooting, riding in tandem incidents and other street crimes recorded in the local police station.

He said this is the result of the continuous dialogues and coordination with barangay officials here who are in the frontline of any potential criminal activity.
“Maganda yung pakikipag-ugnayan natin sa mga leaders sa barangay kaya kung mayroon nangyayaring kakaiba sa kanilang lugar ay kaagad nila tayong inaabisuhan,” he added.
Arcega said barangay tanods (village watchmen) had been effective partners of local police in promoting peace and order in their respective localities.
“Sila yung nagsisilbing force multipliers na katuwang natin sa pagpapanatili ng ating katahimikan dito sa San Luis (They serve as force multipliers who help us maintain peace and order in San Luis),” he said.
With this, Pampanga Police Provincial Director Edgardo Tinio, during the turnover ceremony of tricycle patrols led by Governor Lilia Pineda Wednesday, lauded Arcega and his group for a job well done in their campaign against criminality in the area.
Tinio said with the additional tricycle patrols in all the 17 barangays here, the town’s peace and order situation is expected to remain in good shape.
