MEXICO, Pampanga — The Pampanga 1 Electric Cooperative (Pelco 1) is looking at “diamond distinctions” after sweeping this year’s Lumen Awards of the National Electrification Administration (NEA).
Hall of Famer General Manager Loliano Allas told Sun.Star Pampanga in an interview that Pelco 1 is “fully energized and equipped” to take on bigger challenges, especially that NEA shifted gears from the usual to the now more demanding calls for categorization based on Performance Key Standards.”

Allas, who started his career with Pelco 1 at 40 after engineering stints in Saudi Arabia, disclosed that Pelco 1 now is “much ready for bigger and better innovations for its member-consumers.”
“It has been years of big challenges. I came to Pelco 1 amid labor issues and calls for change. Naturally, resistance was all around. But by institutionalizing each process, clarifying our intentions on a case to case basis, we made it and we are not resting on laurels for improvements with the member-consumer foremost in our minds,” Allas said.
Allas said the recent awards will speak of what Pelco 1 is now today.
“Do I need to speak more? I thank God that all these awards will speak for themselves about what we do for our member-consumers in Mexico, Sta. Ana, San Luis, Magalang and Arayat. At Pelco 1, we have no secrets, magic or anything else but just the sheer will to serve,” Allas said.
“As we look forward to earning the NEA Lumens Diamonds awards next year, I hope that everything we hoped to be institutionalized — the care and love for work, dedication and trust — would place us where we ought to be. Rest assured, Pelco 1 would be at its best to serve, no more, no less,” Allas said.

CITY OF SAN FERNANDO — The Provincial Government consultant on agricultural concerns met on Wednesday with executives of the PhilRice Center, Pampanga Agricultural College (PAC) and Department of Agriculture (DA) in an ocular inspection on the proposed site for PhilRice satellite campus here.
Roy Imperial, a former DA director and currently the Provincial Government consultant on agriculture, said he was instructed by Governor Lilia Pineda to coordinate with the concerned executives for initial talks on the establishment of the satellite campus at PAC in Magalang town.

Joining Imperial during the ocular inspection were PhilRice executive director Eufemio Raras Jr., PhilRice deputy executive director Eduardo Jimmy Quilang, DA regional director Andrew Villacorta, and PAC president Honorato Soriano.
Imperial added that the management of PAC already identified a site, measuring not less than 10 hectares.
Soriano also promised an additional five hectares and offered the existing building being used by the farmers during trainings.
“Kailangan lamang natin i-upgrade yung farmers’s training center at pwede na nating gamitin laboratory para sa PhilRice satellite campus,” Soriano added.
On the part of the PhilRice Center, Raras stressed with the expected huge investment on facilities, machineries and laboratories including manpower, at least 50 hectares are needed for the establishment of a satellite campus.
It can be noted that Pineda envisioned the establishment of PhilRice Satellite Campus at PAC.
She believes that with a PhilRice campus in Pampanga, local farmers here will not be left behind in terms of agricultural breakthrough involving rice production, farm mechanization among others.

CITY OF SAN FERNANDO — A book on childhood memories and experiences on Kapampangan culture is now seen to help the Department of Education (DepEd) Order 74, which requires schools to offer a Kapampangan subject and use the dialect as medium of instruction in all subjects except Filipino and English.

The book “Iniang Malati Ku,” written by Jose Irwin Nucum and published through the help of the Center for Kapampangan Studies, Municipal Government of Sto. Tomas and the City Government of San Fernando, features childhood memoirs on Kapampangan traditions and culture.
The book is entirely written in Kapampangan and is set to be launched on May 25.
“Due to the contemporary orthography used, the appeal of our native games, commonality of our experiences as Kapampangan race and the 240 entertaining caricatures, ‘Iniang Malati Ku’ can serve as a resource material for children especially those from Kindergarten to Grade 3,” Nucum told Sun.Star Pampanga.
He added that the book will undoubtedly be a positive step in promoting Kapampangan language and culture.
“My own stories would most probably be the tales of each cabalen, too. Because of the book, some parents have been telling me that their children have started asking on how to play the different games we ourselves tried then,” Nucum said.
Nucum also said the book will be endorsed before the Provincial Board by the Center for Kapampangan Studies.
He hoped it will be provided and distributed at government’s expense to all the public elementary schools and libraries of each barangay in Pampanga.
The Kapampangan Pride (an association of Kapampangans worldwide) and the OKMUSICA, a group of original Kapampangan artists in various fields, have already signified to issue same endorsement letters to the Provincial Board.
Center for Kapampangan Studies executive director Robert Tantingco is positive about the new book project.
“Most important of all, these recollections carry values without sounding pedantic. This is what makes Nucum’s book an excellent instructional material, especially in light of DepEd Order 74,” Tantingco said.
Tantingco said the range of human experiences that the book covers is astounding — from birth to death, from the innocence of childhood to the wisdom of old folks, from folk to pop culture, from Beatles to Voltes V — which makes one envy Nucum for living such a charmed life.
Nucum is a native of Sto. Tomas, Pampanga. He finished his Bachelor of Arts Major in Philosophy at the Mother of Good Counsel Seminary where he received cum laude honors.
He is an Outstanding Fernandino Awardee and works as corporate communications officer in the City of San Fernando.
