City workers to get additional bonus

ANGELES CITY — The local government unit here is set to dole out the second release of cash incentives stipulated under the Collective Negotiations Agreement (CNA) to its government employees next week.
Mayor Edgardo Pamintuan announced this during Tuesday’s flag raising ceremony at the city hall grounds compensating the Monday local holiday, Jose Abad Santos Day.
The CNA incentive amounting to P12,000 will be distributed to benefit City Government employees as per the negotiations between the Association of Government Employees for a New and Dynamic Angeles City (Agenda) and the city’s local government.
At present, the City Hall has 915 regular employees, 36 contractual and 375 casual workers.
City Accountant Wilfredo Tiotuico disclosed that representatives from Agenda have been discussing the release of the second tranche of the CNA incentive with the mayor.
“Mayor Pamintuan, together with the officers of Agenda and his financial team have come to the decision of releasing the said incentive amounting to P12,000. This is in return of the recognitions and acknowledgement the city has received for the past months in which our Mayor attributed to the quality and excellent performance of our employees,” Tiotuico said.
Pamintuan said that aside from the CNA, the release of the midyear bonus and the productivity pay is expected to be released on the coming week.
“Our improved expenditure and deficit management will allow us to authorize the grant of additional incentive to City Government workers on top of what they regularly receive,” Pamintuan said.
Employees of the different offices were delighted to this announcement as the enrolment season for school year 2012-2013 has already started.
“We acknowledge the financial burden of our city employees. Now that the enrolment season is fast approaching, our employees are brought into a very tight budget dilemma. From this, I believe the distribution of the incentives is timely and essential,” Pamintuan explained.
“I am hoping that these monetary incentives that will be given out will motivate and inspire us to do better in delivering prompt and quality public service,” the mayor added.
It can be recalled that the Angeles City Government and its employees inked a pact known as the CNA 2011-2014 dividing the incentive allotment three times within 2011 to 2013.

Teachers start training for K to 12 program

CITY OF SAN FERNANDO — Some 200 Grade 1 teachers and school heads from the Department of Education’s City Schools Division started their five-day live-in training and workshop on the implementation of the K to 12 basic education curriculum at the San Fernando Elementary School here.
According to City Schools Division Superintendent Dr. May Eclar, the San Fernando Division is one of the first three in the region to start on the K to 12 training up for implementation on June this year.
“The training will enhance the competence and attitude towards work of our teachers in the division. Much that the K to 12 curriculum is Mother Tongue Based [MTB] under the multi-lingual program, and since the city division has embraced the Performance Governance System and Balanced Score Card along with our road map, it is important that we move in one direction especially that K to 12 is very critical and will spell a lot of difference in learning and teaching,” said Eclar.
She told Sun.Star Pampanga that it is essential that teachers are “very well prepared and equipped for the implementation of the K to 12 curriculum.”
“The K to 12 curriculum is not yet very clear to many parents. And it is the teachers, as well as partners and advocates like you in media, who could help us disseminate vital information about K to 12. Kailangan tanggapin natin ito dahil makakabuti sa lahat because the curriculum is far reaching. It is the big challenge we must overcome,” Eclar added.
The training and workshop will tackle among others, the K to 12 curriculum and teacher; implementing guidelines of the elementary curriculum; championing change; science concepts integration; mother tongue; domains for each language and standards at the end of Grades 1 and 3; K to 12 lesson planning; micro teaching; and teaching guides and pupil activity sheets in learning areas of Health, Math, English, Filipino, Arts, Music and Physical Education. Lawmaker’s wife files for transfer of registration

CITY OF SAN FERNANDO — Elizabeth Gonzales, wife of Representative Aurelio Gonzales Jr. (3rd District), filed her Application for Transfer of Registration at the Commission on Elections (Comelec) in an apparent move to comply with the residency requirements for mayoralty candidates here.
Gonzales, a long-time actual resident of Morning Sun Subdivision in Barangay Dolores for 20 years, has asked the Comelec to transfer her registration and residency status to this city.
Gonzales is registered at precinct 0001A of Parian (Poblacion) in Mexico town.

City remembers Abad Santos in Lanao

CITY OF SAN FERNANDO — The City Government of San Fernando recently sent a delegation to Lanao del Sur to lay wreaths in commemoration of the 70th death anniversary of martyr Chief Justice Jose Abad Santos.
City Administrator Ferdinand Caylao told Sun.Star Pampanga Tuesday that the contingent was led by Lanao Muslim Traders Association president Macaslang Bitiarra and the city’s Muslim coordinator Kaiser Manguranda.
“Though Congress acknowledges May 7 as the day of our Kapampangan hero’s death, research shows it’s May 2. Nonetheless, the city sent a delegation to Malabang, Lanao Del Sur to commemorate the death anniversary of Chief Justice Jose Abad Santos,” Caylao said.
It was the same group, along with Caylao and other Muslims in the area, who helped track down and identify the exact assassination place of Abad Santos under Japanese captors during World War II, when the Kapampangan hero refused to give in to the wishes of the invaders.

Kapampangan sculptor to install altar in Rome

GUAGUA, Pampanga — Willy Layug, Presidential Merit Awardee for Ecclesiastical Art, is set to donate and install a Filipiniana altar dedicated to Filipino St. Lorenzo Ruiz and Blessed Pedro Calungsod at the prestigious Pontificio Collegio Filippino in Rome, Italy.
Layug will be the first Kapampangan to install his work at the Pontificio Collegio Filippino, sharing the same stage with classical masters whose works adorn major churches and shrines in Roman Catholic churches a few blocks away.

“The altar will be 10 feet by 10 feet and would be dominated by sawali and bamboo designs to show the unique Filipino character of the altar. Though we are greatly influenced by European wood carving designs, the altar would still show the Filipino wood carving character,” Layug said.
Layug said he presented the design of the altar to the current rector of Pontificio Collegio Filippino, Rev. Father Gregory Ramon Gaston. The altar will depict the martyrdom of St. Lorenzo Ruiz and Blessed Pedro Calungsod.
Pontificio Collegio Filippino is the college of Filipino diocesan priests studying at pontifical universities in Rome. It was formally established as an institution with pontifical rights by Pope Blessed John XXIII on June 29, 1961 through the Papal Bull Sancta Mater Ecclesia.
Also known as Pontificio Collegio Seminario Filippino, the college is officially named by the papal bull as Pontificio Collegio Seminario de Nuestra Señora de la Paz y Buen Viaje.
The seat of the institution is located at 490 Via Aurelia in the suburb of Rome where a four-storey structure designed by Edoardo Cherubini and done in the contemporary architectural design of the 1960s stands on a 238,933.44-square-meter property between the Collegio Pio Brasiliano and the Villa Pacelli.
Cardinal Rufino Jiao Santos proposed establishing the college during the meeting of the Catholic Hierarchy of the Philippines on January 26–31 1959. His plan was supported by the Philippine ecclesiastical hierarchy and approved by the Vatican.
Pope John XXIII inaugurated the modern edifice on October 7, 1961 at the Feast of Our Lady of the Most Holy Rosary. As of the year 2001, Pontificio Collegio Filippino has been a home to 522 seminarians and priests, 38 of who have become bishops.

Torture raps filed vs GMA, Ibrado

PAMPANGA — CRIMINAL charges were filed before the Department of Justice against detained former President and now Rep. Gloria Macapagal-Arroyo of Pampanga province for allegedly committing torture and human rights violations.

PAMPANGA — The Central Luzon Police Office aggressive drive to recover and seize loose firearms in relation to the “Oplan Paglalansag” program netted a total of six assorted loose firearms with several ammunitions in Angeles City and in the provinces of Aurora, Pampanga, and Tarlac.
