NNC Governing Board in Central Luzon passes resolutions on enhanced ‘Operation Timbang’

SAN FERNANDO CITY, Pampanga, Dec 19 (PIA) — National Nutrition Council (NNC) Governing Board in Central Luzon approved two resolutions that enhance the annual conduct of Operation Timbang (OPT) to pre-schoolers.

These are “Adopting Guidelines on the Fabrication, Verification and Maintenance of Wooden Height Boards” and “Adopting the revised implementing guidelines on OPT Plus.”

“OPT Plus now measures the height of children two years old and above and length for children less than two years old. This is in line with our adoption of the Child Growth Standards of the World Health Organization (WHO) which recommends the use of wooden height board. Using weight and length or height in combination can help best describe a child’s nutritional status,” NNC Regional Nutrition Program Coordinator Victoria Mañez said.

“Adoption of the New WHO Child Growth Standards for Use for Children 0-5 years old in the Philippines,” was agreed by the seven provinces and 13 cities in Central Luzon for assessing children at the barangay, municipal and provincial levels.

“At present, two methods of growth assessment in communities in the country are being implemented which are Growth Monitoring and Promotion – the individual child regular growth monitoring for counselling and intervention and the conduct of mass weighing referred to as OPT,” Mañez added. “Be my laydeh…” Martin Nievera crooned as I entered the bus, this first bus I saw with a “Dau” sign on the dashboard, on EDSA near Munoz Market.

“Comfort me through all the pain and be my laydeh…” Martin seemed to serenade me as I plopped on a seat I had all to myself. It’s almost the same. Like being transported back in time, I told myself, as I surveyed the inside of this generic bus I can’t even remember the name of.

Red curtains shielded us passengers from the sun’s harsh rays. Backpacks and plastic bags were stacked overhead. The seats were covered in plastic. There was a TV overhead behind the driver, but it was turned off. The bus smelled old. The word ‘kitsch’ stuck in my head.

Then came Ric Segreto singing “Lovin’ you oh-oh is such an easy thing to do…” and I relaxed. I’ve been through this before, something like more than 20 years ago, on a bus on the way out of Metro Manila with 80s music from cassette tapes. I was on one of my “nakikiprobinsiya” trips back then, like now.

For college, I went to a university in Manila that seemed to be a melting pot of people from different regions. I gave a quizzical look the first time someone asked me, “Taga-saan ka?” “Sa Quezon City?” I answered, kinda asking myself if I gave the right answer. “Hindi, saan ang probinsiya mo?” a classmate asked. “Um, sa Batangas ang Daddy ko, pero ang Mommy ko sa Bulacan. Pero ang roots ng Daddy ko sa Ilocos. Pero ang Mommy ko dito na lumaki sa Manila. Dito na rin kami lumaki.” Lotsa “peros” or buts as the question simply couldn’t be answered in one word.

A number of my classmates though would rattle off provinces they hail from left and right: Batangas, Pangasinan, Benguet, Pampanga, Laguna, Albay, Davao, Nueva Ecija, Zambales. Those were really where their families were, and they were just staying in dorms in Manila. When sem break, Christmas break, or a long weekend would be nearing, my probinsiyano classmates seemed to be more excited and would ask each other, “Uuwi ka? Kailan?”

Then they would come back refreshed and happy with tales of their vacation, and of how traffic was light or heavy going back to Manila.

I, on the other hand, would have most likely spend vacation in –where else–Quezon City, in the comforts of our home.

And so it was that I started inviting myself to the provinces, at times “imposing” on others, employing as much charm as I could muster.

First, Christmas and summer vacations at my cousin Kuya Roger’s house in Batangas City where Ate Cory would lovingly cook longganisa and pochero for me. Then came sleepovers at my friend Erli’s house in Angeles City, Pampanga, where she introduced us to Aling Lucing’s sisig by the riles or old dilapidated train tracks. I would spend three days or more at my best friend Richelle’s house in Dagupan, and discovered Bonoan bangus. And I remember “ambushing” my friend Boy in Alitagtag, Batangas with two other “kaladkarin” org mates, and buying tulingan at the wet market.

At Nini’s in San Pedro, Laguna, we rode the sidecar after riding an 80s kitchy bus, a treat for me since there were no sidecars in our part of Quezon City. Then there was a time almost a whole jeepney-load of us went to Ching-Ching’s place in Angono to spend the night and wake up before dawn in time for the Easter Salubong. And how can I forget submerging my feet in the waters of Malay, Aklan near Marlie’s grandparents’ place after watching the Ati-Atihan festival in Kalibo?

Sometime in between starting work and raising a family, though, my provincial visits became few and far between. These came in the form of family road trips, office outings, or coverages for lifestyle articles.

Good thing my 17-year-old son had an out-of-town trip recently. It was then that I hopped on the first Dau-bound bus I saw on EDSA to visit Erli again for a sleepover and a sisig dinner, and relive those memories of a time when there was more time to explore the world.

“Doobidoobidoo bidoobidoo,” the Apo Hiking Society seemed to cheer me on while I sat smiling to my forty-something self in this old kitschy bus.

Del Pilar lantern champ in ‘LigliganParul’

CITY OF SAN FERNANDO–Barangay Del Pilar won the first place in this year’s world famous Giant Lantern Festival competition as the event attracted thousands of local and foreign tourists.
This year’s event, held at the Robinsons Starmills here over the weekend (December 15), was participated by 11 barangays namely Dolores, Sto. Nino, Sta. Lucia, San Jose, San Juan, Telebastagan, San Pedro, Calulut, Del Carmen, San Nicolas and eventual winner Del Pilar.
For its win, Del Pilar received P150,000 while 2nd placer Telabastagan, took home P60,000 and 3rd placer San Jose got P40,000. All the top 3 also received trophies and 2 scholarship packages each for their chosen constituents.
City Mayor Oscar Rodriguez said San Fernando is taking pride as the Christmas Capital of the Philippines as it is known for its unique century-old lantern making industry.
Our Lantern are made with utmost skill and creativity, displaying the unparalleled craftsmanship of Fernandinos, Rodriguez said.
The city is also home to the Giant Lantern Festival held every December where the world’s biggest lanterns compete to the delight of spectators and this event, a dynamic interplay of lights and colors with the rhythm of music and the grandest and most intricate designs, serves as magnet for thousands of tourists who flock to the city to experience a spectacular show, Rodriguez also said.
The mayor also said that Fernandinos have given birth to a tradition that continues to uniquely define our celebration of Christmas adding that from the modest attempt the essence of the star of Christ through sticks, papers and flickering flame, we have turned it into a gesture of grandeur–the Giant Lantern Festival.
Jecyl Estrada, 18, a native of Pangasinan but now a resident of the City of San Fernando, said, “now I understand why San Fernando is called the Lantern Capital of the Philippines.”
Estrada, a first time spectator, also said that “nakakadagdagngpagasasapasko in spite of the hardship we are having now.”
Another spectator Rose Martinez, also a resident of San Fernando, said that the event was “spectacular” adding that “nakakadagdagngsayasapasko.”
Lantern making was traced when Augustinians friars introduced the practice of procession of patron saints.
In 1908, San Fernando started making lanterns with Francisco Estanislao as the pioneer as based from the account of David-Quiwa Family who have continued the tradition of making Giant Lantern up to the present.
But it was only in 1931 when the first lantern competition was held with Barangay Del Pilar joined with brass band music from the Banda 31 of Sasmuan town. The competition was organized in honor of Doña Aurora Aragon Quezon.

1 wounded in San Fernando rob try

CITY OF SAN FERNANDO–One person was wounded when robbers attempted to steal the money he and a companion had just withdrawn from a bank in Barangay Dolores this city on Monday.
CelestinoSimbulan, 40, of Barangay Colgante, Apalit , Pampanga, sustained gunshot wounds on the left eyebrow and left side of the body. He was taken to a nearby hospital here.
His companion, ZenySagum-Mallari of Barangay San Agustin, also of this city, was unharmed.
As for the money, the suspects were duped into taking a bag full of clothes while the other bag containing the newly-withdrawn cash was securely stowed under the driver’s seat.
According to investigation, Mallari and Simbulan have just had their lunch in a restaurant along MacArthur Highway in Barangay Dolores here at about 2:30 p.m. and boarded their Nissan Patrol when one of the suspects suddenly appeared and shot Simbulan at point blank.
The suspects prompted the victims to hand over the money but, Mallari for some reason handed the bag containing clothes.
The victims, before taking their lunch, withdrew cash amounting to P946,000 from a nearby Metro Bank Branch.

Ex-village chair asks RCC to account Lazatin funds

ANGELES CITY – Former Barangay Sto. Cristo Chairman Aymer Alvarado has formally requested the Republic Central Colleges, the tertiary school owned by the Lazatin family, to account fund grants from first district Rep. Carmelo “Tarzan” Lazatin from 1988 to present.
In his letter dated December 14, 2012 and stamped received on the same date, Alvarado asked Dr. Victoria Lazatin-Angeles, sister of the 78-year old congressman and chairperson of the college, “for an official accounting of any funds granted and/or paid to the Republic Central Colleges.”
Alvarado asked Dr. Lazatin to account for funding grants received from the Priority Development Assistance Fund (PDAF), formerly known as the Congressional Development Fund (CDF), from 1988 to 1998 and 2008 to 2012, as well as payment from the executive budget of the City Government of Angeles from 1999 to 2007.
“I am very sure that Dr. Lazatin, the congressman’s sister, was very much well-aware of these funds. Also, I believe that the RCC has kept a proper accounting of all the funds received by the college from government sources particularly from the PDAF or CDF of Mr. Tarzan Lazatin and the executive budget from 1998 to 2007,” Alvarado said.
“And since such are public funds, we have the right to know how they were spent and who benefitted from them, Further, the RCC has the duty to account for such funds and submit the proper liquidation reports to the concerned government offices,” Alvarado added.
His letter to Dr. Lazatin-Angeles also mentioned, “May we further respectfully request that the names of beneficiaries and amount granted per beneficiary be indicated as well as certified true copies of the liquidation reports submitted to the concerned agencies.”
Earlier this month, the former barangay chief executive filed a complaint-letter addressed to Commission on Audit (COA) Chairperson Ma. GraciaPulido-Tan. In the said letter, he alleged that Lazatin violated certain laws by appropriating funds from his Priority Development Assistance Fund to benefit the RCC, particularly Sec. 3 of Republic Act 3190 or the Anti-Graft and Corrupt Practices Act and Sections 7 and 7a of RA 6713.

A report by the Philippine Center for Investigative Journalism (PCIJ) entitled “ Pigging out on pork: PDAF racket rocks ‘daangmatuwid’” indicated that implementing agencies only serve as “conduits of pork money.”
The said PCIJ report stated: “The unbending rule in the use of pork endures to this day: The lawmaker decides for which projects he wants to use his pork, anywhere in the country he wants to, or whichever local government unit, and the individuals he wants to benefit from it.”
The report further said, “The rules say as well that a lawmaker must submit his list of projects to the committees on appropriation in the Senate and the House. Their respective chairs would then consolidate all lists and then send the result to the Senate President and the Speaker, who would then transmit the consolidated lists of the two chambers to Malacañang.” ● (Press Release)

CITY OF SAN FERNANDO–Thirty Christmas lanterns from the City of San Fernando last Monday (December 17) were lit at the chancery grounds of the Philippine Embassy in Kuala Lumpur, Malaysia.
Ambassador Jose Eduardo Malaya of the Philippine Embassy to Malaysia led the Parol Lighting Ceremony together with City Councilor Alex F. Patio representing the City Government of San Fernando.
“We thank the City of San Fernando for bringing the colorful lanterns here in our newly-renovated compound,” said Ambassador Malaya. He also said that these kinds of activities strengthen the partnership between Malaysia and the Philippines.
For his part, Patio was very thankful for the opportunity to showcase the Philippine-made products. “This is a way of sharing the Christmas spirit with you and the Filipino community here in Malaysia,” Patio said, during his speech to the Diplomatic Corps in behalf of Mayor Oscar S. Rodriguez.
In an earlier meeting with Patio and this city’s Information Officer Earl Tongol, Ambassador Malaya discussed the ongoing projects and activities of the embassy, and offered insights on reinforcing relations with the Muslim community and investment opportunities.
The lighting ceremony is part of an event dubbed as “Christmas Party with Friends” of the Embassy of the Philippines in Malaysia. The program was also attended by Msgr. MarekZalewski of the Apostolic Nunciature in Malaysia.

CSC verifies JO rally against Lazatin

ANGELES CITY–The Civil Service Commission in Central Luzon (CSC-3) clarified with Pampanga First District Representative Carmelo “Tarzan” Lazatin whether the job order employees of the city government pushed through with their plans to stage a rally in front of the congressman’s district office.
In a letter dated November 22, CSC 3 Director Karen Litz Zerna verified if the rally actually took place in order to “have basis in asking for the daily time record and leave forms of the employees and take other appropriate action.”
The Lazatin camp only received the letter on December 6.
On November 14, amid threats from Angeles City job order employees under the administration of Mayor Edgardo Pamintuan that they will conduct a rally in front of his office, Lazatin wrote to Zerna and sought the assistance of a CSC representative to explain to the employees in question several pertinent rules regarding the proper conduct of government employees, particularly the observance of the eight-hour working time.
In her response, Zerna said that their office was not able to send a representative as she and the other concerned officers, Assistant Regional Director Carlos Rabang and CSCRO-III Legal Division Head Atty. Rosalinda Oliva, all had prior commitments scheduled for November 15, the day of the rally.
“Had we received your request earlier, we could have adjusted our respective schedules in order to address your concern,” Zerna wrote.
Lazatin, in response to Zerna, wrote that while he acknowledges that job order employees are not actually considered as government employees, they are still obligated to follow the eight-hour working time of government employees since their salaries are still taken from taxpayers’ money.
Section 1, Rule XVII of the Omnibus Rules Implementing Book V of the Administrative Code of 1987, heads of department or agencies are mandated to require all officers and employees under him to strictly observe the prescribed government office hours. Section 5, Rule XVII of the same Omnibus Rules also states that “officers and employees of all departments and agencies, except those covered by special laws, shall render not less than eight (8) hours of work a day for five days a week or a total of forty (40) hours a week, exclusive of time for lunch. As a general rule, such hours shall be from eight o’clock in the morning to twelve o’clock noon and from one o’clock to five o’clock in the afternoon on all days except Saturdays, Sundays and Holidays.”
On November 15, several job order employees of the Angeles City Government staged a rally in Plaza Miranda, in front of San Nicolas Public Market.
The Lazatin camp said JO employees gathered around 10 a.m. and held a program from 12 noon to 1 p.m.
The Pamintuan camp has earlier said that the JO employees conducted the rally during their one hour lunch break and that they went back to work after the rally. ●–Charlene A. Cayabyab

Special task force formed for 2013 polls

CITY OF SAN FERNANDO—The Philippine Regional Office (PRO)-3 on Monday created a regional special operations task group (RSOTG) in the province to ensure a peaceful and orderly May 2013 midterm elections.
Senior Supt. Noli Taliño, PRO-3 deputy regional director for operations, will head the RSOTG for Pampanga which has been identified as one of the 15 “priority areas” of concern in connection with the poll elections.
Taliño said the creation of RSOTG will boost the local police units’ preparations to keep the upcoming elections peaceful.
The composition of the RSOTG will have 300 personnel from the provincial command and the regional public safety battalions to ensure safe elections, he said.
The Commission on Elections (Comelec) provincial office will be part of the task force.
Lawyer Lydia Pangilinan, provincial election supervisor, said their participation “is to seek the cooperation of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) to maintain security and peace and order for the entire election period.”
Meanwhile, Senior Supt. R’win Pagkalinawan, provincial police director, said their monitoring is focused in the two towns of the province, namely Arayat and Mexico, where the incident of killings have been noted whether politically or non-politically related.
“There is also a need to put up checkpoints in all major thoroughfares as part of our intensified campaign against loose firearms,” Pagkalinawan said.
Pampanga and Nueva Ecija are the two provinces in the region that were included in the list of priority areas of concern for elections by the Department of the Interior and Local Government (DILG).
Other provinces were Maguindanao, Abra, Pangasinan, Masbate, Samar, Lanao del Sur, Ilocos Sur, Basilan, La Union, Cavite, Cagayan, Batangas and Misamis Occidental. ● (PNA)

Angeles City court order saves trees

ANGELES CITY–The Regional Trial Court here has issued a 72-hour temporary environmental protection order (TEPO) against the cutting of trees along MacArthur Highway in this city including those in Mabalacat City.
In an order issued December 10 by RTC Executive Judge Omar Viola, the Department of Public Works and Highways (DPWH) is “enjoined from cutting, earth balling or transferring trees or actions that will result to the prejudice of the subject trees” along the said highway.
Viola issued the TEPO after the Save the Trees Coalition filed a civil case against Executive Secretary Paquito Ochoa Jr., Environment Secretary Ramon Paje, Public Works Secretary Rogelio Singson and Environmental Management Bureau in Central Luzon Chief Lormelyn Claudio.
STC leaders Cecile Yumul, Eugene Orejas, Louie Reyes, Dino Jose Doliente and Nole Arcevo filed the civil case.
A road widening project of the DPWH along MacArthur Highway in Angeles City and Mabalacat City includes the cutting of 486 trees.

Renal Care Center to keep 3-shift schedule

ANGELES CITY –Mayor Edgardo Pamintuan has directed hospital officials of the Angeles City Renal Care Unit (ACRCU) at the Ospital Ning Angeles (ONA) to strictly conform to the three-shift schedule to minimize the wear and tear of the dialysis machines and the over extension of work hours of nurses.
Pamintuan has also instructed renal care staff, that henceforth only “life threatening” emergencies will be entertained after 10 p.m.
“We do not want a situation where our machines will malfunction due to overuse and our staff nurses to work beyond their scheduled shifts,” the mayor said.
Pamintuan issued this directive as ACRCU officials clarified newspaper reports that patients charged with P700 “emergency fee” are only those who undergo dialysis treatment beyond the unit’s operational hours.
Dr. Jose Ramon Suarez, head of ACRCU said that the additional fee being charged is an internal agreement between the requesting patient and some ACRCU personnel and compensates the additional or overtime hours of nurses who work beyond the unit’s operational hours, which is from 6 a.m. to 10 p.m. only.
Suarez said ACRCU has three treatment shifts per day: the first shift starts at 6 a.m. to 11 a.m.; second shift is from 11:30 a.m. to 4:30 p.m.; while the third shift commences at 5 p.m. until 10 p.m.
“Most of our nurses are performing jobs beyond their regular eight-hour duty and they are not getting extra pay if they work beyond their scheduled shifts,” Suarez explained.
“We view the P700 emergency payment as a ‘deterrent’ to patients who fail to come on their scheduled treatment appointment since they will have to pay the additional amount,” he said.
Suarez added that patients who really needed the treatment are willing to pay the said amount which is way below the daily shift compensation or salary of each nurse.
Most of the staff nurse at the ACRCU are job order employees and receives a daily rate of P400 only.
“We would like to inform the public that a dialysis treatment is not a 20-minute medical consultation but a 4 to 6 hours procedure requiring technical skills and medical knowhow of the staff,” Suarez said.
