ADB delegates take ‘fun’ Pampanga tour

CITY OF SAN FERNANDO — The delegates in the 45th Meeting of the Board of Governors of Asian Development Bank (ADB) experienced fun in the province, said Department of Tourism (DOT) Central Luzon director Ronnie Tiotuico.
“The 45th Meeting of the Board of Governors of Asian Development Bank (ADB) at the PICC (Philippine International Convention Center) which was attended by some 5,000 delegates from 67 member countries ended on May 5 with a ‘More Fun’ sightseeing and experiential tour of the sights and sites of Pampanga,” Tiotuico said.
Tiotuico said some 22 delegates and their companions were treated to a fun-filled day of creating awareness about what the province of Pampanga offers in the realm of travel and tourism, history, culinary arts, and trade and industry.
A few hours before the visitors arrived in Pampanga, some 50 policemen were already dispatched in strategic areas leading to the towns of Bacolor and Guagua.
Members of the Sinukwan Performing Arts showed the ADB delegates some of the native dances.
DOT personnel greeted the guests with sampaguita leis courtesy of the provincial tourism office, Tiotuico said.
A visit to the San Guillermo Church in the historic town of Bacolor awed delegates as they discovered how some 67,000 Bacoloreños struggled to overcome the challenges of Mt. Pinatubo’s eruption in 1991.
“Delegates were amazed by the community effort, as explained by Vice Mayor Atty. Jun Canlas, in rebuilding their half-buried church to become the site of frequent visitation from local and foreign tourists including the people’s unwavering campaign to start up its social development through the conduct of the Makatapak Festival (barefoot festival) now well organized more than 20 years after the volcanic eruption,” Tiotuico said.
The Betis Galleria in Guagua town also gave the delegates an on-the-spot practical lesson in the Kapampangan brand of wood carving to create a variety of religious icons, according Tiotuico.
The instructional guide was well handled by no less than the recipient of the 2009 Presidential Medal of Merit on Ecclesiastical Art, Wilfredo T. Layug, himself a Kapampangan and an advocate of community-based training and education in local craftsmanship to perpetuate the local tradition beyond his lifetime, Tiotuico said.
“Mr. Layug likes to be called a sculptor, painter and maker/designer of retablo. To help save the environment, this eclectic graduate from Seville, Spain has turned his incomparable competence to terracota or simply the art of handcrafting icons out of earth clay. It took him only 20 minutes to mold a delegate’s face out of terracotta,” the DOT official added.
The final stop at the Betis Craft was even more “fun-tastic” as the talented couple, Myrna and Boy Bituin with their three entrepreneurial siblings led the family in welcoming the guests.
The couple prepared a sumptuous native lechon, sisig topped with the so-called “ebon pugo” and many more local dishes.
A tour of the furniture factory and well-appointed showroom reveals some interesting facts: the furnishings on the famous TV show “Sex in the City” were done by Betis Craft including the bed of singer and songwriter Boy George.
Their daughters have succeeded their parents in the business of crafting Betis-designed wood products now exported all over the world.
The Sinukwan Performing Arts, directed by Peter De Vera, gave the visitors a colorful rendition of native songs and dances featuring traditional practices during fiestas and celebrated events in the province.
The famous culinary artist the province has ever had, Lilian Borromeo gave the guests a quick but lasting impression on how to prepare and muster the art of making local pastries like Sanikulas (sweet biscuit named after St. Nicolas as the saint of all bakers) complemented by her skillful use of templates or mold patterned after the images of saints and the Virgin Mary.
Multi-awarded Roland Quiambao also gave the guests a lesson on how giant lanterns are being made, using a mini-lantern complemented by an electrically operated rotor that operates the multi-colored design as shown during the lantern festival in December of every year.
The ADB delegates expressed gratitude to the Kapampangans for the festive reception during their five-hour stay in the province.
They even vowed to spread their experiences and the good news about the province when they fly back home, Tiotuico said.
Tiotuico expressed his congratulations to Governor Lilia Pineda, Bacolor parish priest Fr. Jess Manabat, Pampanga Police Director Edgardo Tinio, Bacolor Vice Mayor Canlas, De Vera and Arwin Lingat for accommodating the guests and assisting the DOT in the event.

Consumers eyed as wage board members

CONSUMERS are now being eyed to become members of the regional tripartite wages and productivity boards (RTWPBs).

Ciriaco Lagunzad, National Wages and Productivity Commission (NWPC) executive director, said consumer representation in the wage boards is necessary as they are directly affected by the minimum wage adjustments.
Aside from consumers, he said NWPC is also eyeing representatives from the Department of Agriculture (DA) and members of the academe.
He said members of the academe can provide the technical know-how on the statistical basis.

The DA, on the other hand, needs to be represented since the minimum wage rates are being set by the RTWPBs for non-agriculture workers as well as agricultural workers.

Article 122 of the Wage Rationalization Act provides that each wage board shall be composed of the Regional Director of the Department of Labor and Employment as chairman, the Regional Directors of the National Economic and Development Authority and Department of Trade and Industry as vice-chairmen and two members each from workers and employers sectors, who shall be appointed by the President of the Philippines.

The move is part of the efforts of the NWPC to expand the power of the RTWPBs in order to better address the needs of workers.

Lagunzad also said that the commission wants to enhance the RTWPBs in order to enhance promotion of productivity at work. (HDT/Sunnex)

Finance chief: Philippines back on international community’s radar screen

THE Philippines is back on the radar screen of the international community after its successful hosting of the Asian Development Bank’s (ADB) 45th Annual Meeting of the Board of Governors, official said.
Finance Secretary Cesar Purisima said that the recently concluded ADB meeting showed that “It’s more fun in the Philippines.”
“Manila 2012 has put the Philippines back on the radar screen of the international community,” he said in a statement.
The Finance chief congratulated his colleagues in the government, the private sector partners, and the many volunteers who willingly lent their time and smiles that made the event such a success.
“We have truly shown that the greatness of the Philippines rests on the greatness of the Filipino. As President Aquino said, the Filipino is indeed our nation’s greatest resource,” he said.
Purisima also thanked the ADB Board of Governors for giving the Philippines the opportunity to host its 45th Annual Meeting.
“It has been a pleasure for the country to welcome delegates from the different member governments, financial institutions, civil society, and the academe. I hope we can further build on the discussions and enrich the relationships that have been made these past few days. The opportunities that Asia faces can only be realized if we work together towards our common goals,” he said.
“We live in an age of transition. To be able to rapidly adjust to these changing times, we need to invest in the fundamentals—infrastructure, people, and institutions. Challenges and crises will come and go but these can be overcome if we strengthen our foundations,” he added.
He said it was a pleasure for the Philippines to serve the over 5,000 guests who joined in the event.
“We hope this will not be the last time and I encourage you to see more of the Philippines and experience the warmth, hospitality, creativity and efficiency of the Filipino people in our 7,107 islands,” he added.
The ADB annual meeting took place from May 2 to 5 at the Philippine International Convention Center in Pasay City.

Angeles gets funds for ambulant vendors

THE City Government of Angeles received nego-karts livelihood funding assistance from the Department of Labor and Employment (Dole) that will be distributed to ambulant vendors in the city.
The nego-kart (Negosyo sa Kariton) project is one of Dole’s priority projects intended to provide decent livelihood for the ambulant workers in major cities of the country.
Through its Public Employment Services Office (Peso), the City Government formally received the funding from the agency during Monday’s Labor Day Job Fair at the SM City Clark Events Center.
Mayor Edgardo Pamintuan received the check amounting to P350,000 from Geraldine Panlilio, Dole assistant regional director.
Pamintuan expressed his appreciation to Dole for choosing his constituents as beneficiaries of the said livelihood project.
The mayor said the city fully supports this cause because providing skills and livelihood programs for the citizenry is part of his contract with the Angeleños.
“Kami ay umaasa ng patuloy na ugnayan sa Dole at iba pang ahensya ng ating pamahalaan kaugnay sa pagpapatupad ng mga nararapat na programa sa pagpaparami ng trabaho sa lungsod, at sa pagpapalago ng kabuhayan ng mga Angelenos,” Pamintuan said.
Peso Manager Adelina Deocales said the funds will be released to 24 beneficiaries in this city.
“Aside from the nego kart, the recipients will also get additional capital of P3,000,” Deocales said.
She added the livelihood assistance will be a big help to the beneficiaries who need support for their retail businesses.
The nego-kart assistance aims to make the vendors self-reliant entrepreneurs.

Cops kill 2 suspected carjackers in Pampanga

MANILA, Philippines – Two suspected carjackers were killed by policemen in a shootout in Porac, Pampanga on Thursday morning.
Police identified one the slain suspects as Renato Pamintuan of Capas town in Tarlac province.
Pamintuan and his buddy were killed by joint teams of the Sta. Rita and Porac town police stations in an encounter in Barangay San Jose Mitla, Porac.
Police said that the suspects were about to steal a dump truck in Minalin town when the operatives pounced on them. The two suspects, however, were able to initially elude arrest and sped off on a Toyota Hi-Ace van with plate number RFN 660.
The suspects were cornered in Barangay San Jose Mitla and tried to shoot their way out of the police cordon.
Recovered from the site of the encounter were two .38 caliber revolvers, three empty shells and seven live ammunition, two empty shells of M-16 automatic rifle, three empty shells of caliber .45 handgun, one set of acetylene and oxygen tank, and an acetylene gauge.
The police also seized the suspects’ getaway vehicle.

Pampanga malls raided for software piracy

MANILA, Philippines – The Pilipinas Anti-Piracy Team (PAPT) together with the Optical Media Board (OMB) seized on Friday over 100 pirated software installers among popular shopping malls in Pampanga.
Among the malls raided were SM City Pampanga in San Fernando City, SM City Clark, Marquee Mall and Robinsons Place in Angeles City.
Several laptop brands such as HP, Acer, Samsung, Dell, Lenovo and Asus have been found installed with probable unlicensed software in different instances during the sweep, PAPT reported.
PAPT said it resumed its anti-software piracy campaign in Northern Luzon against software installers allegedly used by computer retail stores in Pampanga.
The PAPT started its Northern Luzon sweep last month by inspecting businesses operating in Pampanga and Zambales and found numerous cases of under-licensing among various banks, schools and other commercial establishments.
In revisiting Pampanga, the PAPT and OMB teams targeted computer stores inside malls and came up with violators of another form of software piracy among computer retail stores – installation of pirated software in the PCs they were selling.
“While our inspections have not yet resulted in our filing charges against erring companies pending results of further investigations, we believe we have gotten across our messages to businesses that software piracy consists not only of using unlicensed software or under-licensing on the part of companies but installing pirated software in the PCs they sell on the part of computer shops,” said lawyer Cyrus Valenzuela, executive director of OMB.
Valenzuela said OMB has been impressing upon everyone that software piracy is a violation of the Copyright Provisions of the Intellectual Property Code of the Philippines (RA 8293) and the Optical Media Act (RA 9239). Offenders will be subjected to criminal sanctions of up to nine years of imprisonment and a fine of up to P1.5 million.
The OMB executive also expressed his disappointment at these establishments that continue to sell pirated software copies as these subject compliant businesses to unfair competition, aside from causing damages on the Philippine economy.
“The use of pirated software does not only pose risks to businesses in terms of viruses and malware that may destroy any data vital to their business operation,” Valenzuela said. “It also harms the Philippine economy in terms of revenue losses for the industry, lower tax collections for the government and reduced job opportunities for our fellow Filipinos.”
Based on the 2010 Global Software Piracy Study conducted by the International Data Corporation (IDC) for the Business Software Alliance (BSA), the software piracy rate of the Philippines has remained at 69 percent for four consecutive years now, which amounted to $278 million losses in 2010.

2 men shoot student, cart away motorcycle

ANGELES CITY – A Korean student from the Angeles University Foundation (AUF) who took a midnight drive along Malabanias Road, Barangay Malabanias here was shot on his leg after which two men carted away his motorcycle, reports said.
Police identified the victim as Kang Dae Ho, 21, currently billeted at the AUF Hostel in Marisol Subdivision, Barangay Ninoy Aquino here.
The victim told police he was driving his borrowed motorcycle along Malabanias Road when he noticed two men, also onboard a motorcycle, park in the middle of the road.
Ho said that as he was getting off his motorcycle, the back rider shot him in the leg and then carted away his motorcycle.
The victim immediately sought the help of the police. Responding police went to the crime scene and spotted the suspects, according to reports.
The suspects then reportedly fled on foot, while their cohort immediately sped off on a white Yamaha Mio.
Police reports further said there was a brief chase which resulted to the arrest of two of the suspects.
Their cohort who drove off in a motorcycle, however, was able to elude arrest.
The suspects identified as Gerald Licu, 19, and Rennil Nolasco, 25, are now facing charges of Violation of RA 6539 or the Anti Carnapping Law, with Frustrated Homicide. (With Josefa Marie Navarro and Angelica Tamayo)

Binay: Beware of text scams

MABALACAT – Vice President Jejomar Binay has reminded the public not to fall prey to text messages claiming that the recipients have won in a raffle sponsored by the Office of the Vice President under its cash assistance program.
“Mag-ingat po tayo sa mga text scam. Wag tayong maniniwala sa mga pakana na ito. Wag nating hayaang maging biktima tayo,” Binay warned.
“The Office of the Vice President (OVP) neither engages in raffle games nor has a cash assistance program. Text messages saying otherwise are bogus and should be ignored,” he said.
Binay added that those who received such messages may contact his office at 832-6791 local 105 or 106 or at vp@ovp.gov.ph for verification.
“Nakakalungkot na may mga kababayan tayong gustong manlamang at gumagamit pa ng pangalan ko para makapanlinlang ng kapwa. Kung nakatanggap kayo n mga ganitong text, ipagbigay-alam kaagad ninyo sa aming opisina,” Binay said.
The Vice President also said he has ordered his office to investigate into the matter.

Old man arrested for illegal drugs

CANDABA – Police arrested on Friday a 66-year-old man for selling illegal drugs in Barangay Pulong Gubat this town.
Superintendent Henry Flores, town’s chief of police, identified the suspect as Pelagio Gonzales Castro who was caught in the act of selling illegal drugs.
The local police conducted a buy-bust operation in the said barangay relative to information received that an illegal drug trade is being perpetrated by a certain Pelagio.
Upon reaching Barangay Pulong Gubat, a police officer disguised as poseur buyer together with the informant boarded a single motorcycle and conducted surveillance.
Operatives, after confirming the involvement of the suspect in the illegal activity, swooped down on the suspect.
The police arrested the suspect after having been appraised of his constitutional rights.
Confiscated from Pelagio’s possession were two sachets of suspected methamphetamine hydrochloride also known as shabu, one cellular phone, one P500 and P100 bills both with markings.

Pampanga electric coop now ‘Lumens Hall of Famer’

MEXICO — The Pampanga Electric Cooperative I (Pelco) based in this town was recently received the National Electrification Administration (NEA)’s Hall of Fame Electric Cooperative (EC) Award in the recently concluded 2012 Lumens Awards held in Davao City.
Along with the Hall of Fame EC Award for its 2011 performance, Pelco 1 General Manager Loliano Allas was named Hall of Fame General Manager and was again — for the last three years — awarded by NEA’s Lumens Committee, the Pedro G. Dumol Award for the Best General Manager of the Year.
Pelco 1 swept most of the major awards, 11 of about 18 this year versus last 2010’s eight prime citations for its outstanding performance as an electric cooperative besting some 108 electric cooperatives across the country.
In addition to the Hall of Fame awards, Pelco 1 this year received the Emmanuel N. Pelaez Award for Best EC; Best in System Loss Performance Award (Single Digit System Loss of 8.8 percent); Special Citation for EC with Highest Financial Performance; Special Award for EC, which had implemented effective Information Communication Technology programs and projects (Pelco 1 broadband); Certificate of Appreciation to an EC for supporting NEA and the Institute of Solidarity in Asia in the Performance Governance Boot Camp; and the Special Award for the EC that contributed to the attainment of the 1,520 sitio energization.
Pelco 1 also received two “Sunshine Region” awards for having the highest number of sitios energized and the biggest number of house connections.
According to Allas, Pelco 1 attributes its success and shares its awards primarily with is member-consumers.
“It is because of the cooperation and support of our member-consumers that we achieved all of these. Of course, the Board of Directors of Pelco 1, as well as the whole organization where there is unity, harmony in vision, mission and mandate of excellent service, has always been supportive,” he said.
He told Sun.Star Pampanga that the awards simply drive Pelco 1 to reach greater heights in the future. “We hope to make it as a grand hall of famer next year as we vow to serve our member-consumers the best way we can.”
