Saints’ relics venerated in Pampanga churches

CITY OF SAN FERNANDO — The relics of Sta. Monica and her son St. Agustine were venerated Friday morning in different churches in Pampanga.
The “homecoming” of the bone relics or the “ex ossibus” of the two were first taken to the San Agustin Parish Church in this city where they were welcomed by hundreds of devotees. After the veneration, the two relics were taken in separate motorcades to Lubao and Minalin.
The relic of St. Monica was taken to the recently declared national treasure Sta. Monica Church in Minalin while the relic of St. Agustine of Hippo came home to its permanent repository at the San Agustin Parish Church in Lubao.
The arrival of St. Agustine’s relic in Lubao was in time with the 440th founding anniversary of the San Agustin Parish Church and the Sampaguita Festival on Saturday, where mass celebrated by Archbishop Paciano Aniceto culminated the religious homecoming.
Sta. Monica was believed to have cried and prayed immensely for St. Agustine’s conversion to Christianity and since then becoming a doctor of the church.

Group reiterates support for Sta. Ana farmers

STA. ANA — The Butil Farmers Party has reiterated its ongoing support programs for farmers in this town in line with its advocacy dubbed “Farmer’s Security is Food Security.”
Butil Representative Agapito Guanlao told farmers here during the Farmers Congress over the weekend that Butil is an organization, which endeavors to achieve a holistic provision of support services through its institutional networks, namely: Cooperative Banks Federation of the Philippines (BANGKOOP) and the 56 cooperative banks all over the country, Cooperative Insurance System of the Philippines (CISP), and the Small Farmer’s Development Center (SFDC).
“The BANGKOOP and the cooperative banks all over the country provide approachable and accessible credit support through the provision of loans at very minimal interest rates. In addition to that, CISP ensures the crops and lives of our farmers so that they will be compensated in times of calamity and natural disasters,” Guanlao said.
He added that it will also ensure that families of farmers are not left empty-handed when death occurs in the family.
The SFDC, on the other hand, provides training and seminars and implements livelihood programs and projects geared towards providing additional source of income for our farmers.
“With all these organizations working hand-in-hand, Butil envisions that our farmers will emerge as the strongest sector in the country which contributes to the attainment of food security, because we at Butil believe that ‘Farmer’s Security is Food Security,” Guanlao said.
Guanlao also said he has filed a resolution at the House of Representatives for the creation of a committee that will look on the effects of natural disasters on the agricultural sector here.
The proposed Committee on Climate Change Mitigation shall fine tune the policy and legislative environment on natural and man-made disasters. This objective is intended to discontinue the practice of reactive disaster response.
Instead the committee shall harmonize all government and non-government initiatives on disaster mitigation and formulate a concerted legislative and Congressional action that shall guide sectors that respond to the ill-effects of climate change.
“This initiative shall also serve as basis for other specific and concrete actions to take that shall correspond to various needs and concerns such as environmental pollution, destruction of food crops and the like,” Guanlao said.
This committee shall also involve various players from industrial and agricultural sectors as well as grassroots organizations to participate in this endeavor that shall jointly review current laws and legal measures and determine their current applicability to climate change.
Currently, the resolution is supported by at least 43 members of the House of Representatives and is now referred to the Committee on Rules for appropriate action.

Mayor hosts job fair, social services

LUBAO — Mayor Mylyn Pineda-Cayabyab hosted on Friday a town-wide job fair and a host of social service missions here as part of the 440th founding anniversary of the town.
Pineda hosted a jobs fair at the Lubao Gym here participated by more than 55 local and overseas companies.
“Job fairs like this have become part of our regular service programs every year and we thank the officials of the different line agencies that have been supporting us through all the job fairs that we have organized,” Pineda said.
Aside from the jobs fair, Pineda also led the opening of a medical mission at the Escolastica Romero District Hospital where hundreds of local residents benefited from free consultations and medicines.
The event also featured free circumcision operations for young boys. Some 300 young lads from all over the town availed themselves of the free circumcision operations from volunteer doctors.
Pineda also led the opening of the first Sampaguita Festival here, which she said is a fitting start of a new tradition that will add to the already colorful history of the town.
She also highlighted during the event the importance of the old parish church here which is among the first churches to be built in the country during the Spanish occupation of the islands.
The St. Augustine Parish Church was established in 1572 in barrio Sta. Catalina but was moved to its current site in 1602 due to floods, according to a 1952 marker of the National Historical Committee.
An Augustinian friar, Fr. Antonio Herrera, led the construction of the church in 1614-1630 out of locally made bricks and sand mixed with egg albumen, records showed.
The church was occupied by revolutionists in 1898 and used as a hospital by American forces in 1899. It was destroyed by Japanese shelling in 1942 and was repaired from 1949 to 1952 under Fr. Melencio Garcia.

Pampanga electric coop now ‘Lumens Hall of Famer’

MEXICO — The Pampanga Electric Cooperative I (Pelco) based in this town was recently received the National Electrification Administration (NEA)’s Hall of Fame Electric Cooperative (EC) Award in the recently concluded 2012 Lumens Awards held in Davao City.
Along with the Hall of Fame EC Award for its 2011 performance, Pelco 1 General Manager Loliano Allas was named Hall of Fame General Manager and was again — for the last three years — awarded by NEA’s Lumens Committee, the Pedro G. Dumol Award for the Best General Manager of the Year.
Pelco 1 swept most of the major awards, 11 of about 18 this year versus last 2010’s eight prime citations for its outstanding performance as an electric cooperative besting some 108 electric cooperatives across the country.
In addition to the Hall of Fame awards, Pelco 1 this year received the Emmanuel N. Pelaez Award for Best EC; Best in System Loss Performance Award (Single Digit System Loss of 8.8 percent); Special Citation for EC with Highest Financial Performance; Special Award for EC, which had implemented effective Information Communication Technology programs and projects (Pelco 1 broadband); Certificate of Appreciation to an EC for supporting NEA and the Institute of Solidarity in Asia in the Performance Governance Boot Camp; and the Special Award for the EC that contributed to the attainment of the 1,520 sitio energization.
Pelco 1 also received two “Sunshine Region” awards for having the highest number of sitios energized and the biggest number of house connections.
According to Allas, Pelco 1 attributes its success and shares its awards primarily with is member-consumers.
“It is because of the cooperation and support of our member-consumers that we achieved all of these. Of course, the Board of Directors of Pelco 1, as well as the whole organization where there is unity, harmony in vision, mission and mandate of excellent service, has always been supportive,” he said.
He told Sun.Star Pampanga that the awards simply drive Pelco 1 to reach greater heights in the future. “We hope to make it as a grand hall of famer next year as we vow to serve our member-consumers the best way we can.”

Capitol, Agriculture department distribute mango, banana seedlings

CITY OF SAN FERNANDO – The Pampanga Provincial Government and the Department of Agriculture (DA) have recently started the distribution of mango and banana seedlings in the mountainous area of Floridablanca.
Roy Imperial, agriculture consultant of the Provincial Government, said farmers in three barangays of the said town were given 4,000 seedlings.
The seedlings, according to Imperial, will be planted in Barangays Nabuclod, Camachile and Mawacat as part of the agro-tourism project of the Provincial Government.
Imperial added that the governor is appreciative of the support and commitment of the Agriculture department headed by Secretary Proceso Alcala and director Andrew Villacorta in Central Luzon.
The remaining mango and banana seedlings are set to be given to the indigenous communities in the towns of Porac and Mabalacat.
Imperial said the DA has an ongoing tramline project in Floridablanca which aims to help improve agricultural production in the upland communities and help improve the economy of its residents.
It can be recalled that the Provincial Government has been mobilizing various agencies of the government to fully develop the area as an ideal eco-tourism destination.

Fisheries bureau to delineate Bataan, Pampanga coastal waters

CITY OF SAN FERNANDO – The coastal waters of Pampanga, particularly those in Macabebe, Masantol and Sasmuan and adjoining areas in Bataan will be subjected to delineation and mapping by the Bureau of Fisheries and Aquatic Resources (BFAR).
This was disclosed by officials led by Provincial Board Committee on Environment and Natural Resources chairman and 4th district Board Member Nestor Tolentino during a hearing at the Capitol over the weekend.
The hearing was attended by Pampanga and Bataan officials, including the Philippine National Police and some of the 10 Kapampangan fishermen recently apprehended and jailed allegedly for illegal fishing and “encroachment” in Bataan waters.
The fisher folk were bailed out by Governor Lilia Pineda at P8,000 each.
Tolentino told Sun.Star Pampanga after the hearing and investigation that the stakeholders have agreed to have the coastal areas delineated and mapped by BFAR and The National Mapping and Resource Information Authority (Namria).
“At the soonest possible time, BFAR will lead in delineating the coastal waters in Macabebe, Masantol, Sasmuan and adjoining Bataan waters. The Namria will put in place the buoy markers and floaters as well as identify overlapping areas. By doing so, we could avoid the recent incident where our poor fisher folk out to make a living were jailed because of alleged illegal fishing and encroachment,” he said.
Additionally, Tolentino said, the Bantay Dagat patrols of the towns would be strengthened to monitor and control fishing in the concerned areas.
“The BFAR has given us five motor sets for additional pump boats for our Bantay Dagat. We hope that by strengthening them, we would be able to strictly monitor fishing in Pampanga coastal waters and enhance our coastal management program,” Tolentino said.

Trader hits immigration in Clark

CLARK FREEPORT — Businessman Ruperto Cruz assailed Thursday the Bureau of Immigration (BI) for the alleged “slow processing” of passengers at the Clark International Airport.
Cruz, owner of Royal Garden Golf and Country Club, complained that there were only two immigration officers checking hundreds of passengers bound for Hong Kong and Bangkok and other international destinations.
“It took me an hour crossing the Bureau of Immigration counter,” Cruz said when he had a chance encounter with Clark International Airport Corporation (CIAC) President Victor Jose I. Luciano before the businessman boarded the aircraft bound for Hong Kong.
Cruz said the BI should add additional personnel to prevent the delay in the processing of passengers’ clearances.
CIAC has been receiving reports about the problem.
Luciano asked immigration officers to add additional lanes to prevent long queue of passengers.
Nawawi Datu-Imam, of the BI Clark Travel Control and Enforcement Unit, admitted that they lack personnel to put up additional clearance points.
Additional personnel would require clearance from the Department of Budget and Management, he said.
“Kung kami po ang tatanungin, gusto po talaga namin magdagdag ng tao kasi nahihirapan din po kamipag marami na ang mga tao nakapila,” Datu-Imam said.
Luciano appealed to BI officials to institute measures to solve the problem.

Lawmaker extends support for Sta. Ana farmers

STA. ANA — Representative Aurelio Gonzales Jr. (3rd District, Pampanga) extended Thursday P100,000 as financial support for the development programs of farmers here.
Gonzales said the fund aims to provide the immediate needs of farmers. He added that last year, he has extended the same assistance used for the purchase of bikes and other needs of farmers.
The assistance was given to the farmers during the regular Farmers Congress held at the Barangay San Roque Covered Court.
Gonzales said he is also prioritizing the children of farmers here under his Iskolar ng Dong Program. A son of a peasant farmer family, Gonzales said providing educational assistance to the children of farmers here will greatly help in the improvement of the quality of life of farmer families.

The two-term congressman also said farmers needing financial and medical assistance here would be given priority under his assistance program for indigents.
Butil, he said, will also be working hand-in-hand with his office in providing farm input assistance to farmers and farmer cooperatives here.
Gonzales said that under his fuel assistance program, a fuel subsidy fund is now available for farmers and irrigator associations in the whole district.
“I am also urging our farmers and their families to not just be contented with what they earn from their farm lands. They should also venture into other industries related to farming. They can be farmer-entrepreneurs and businessmen and our office is always ready to help them,” Gonzales said.

‘Clark airport has arrived’ – Luciano

CLARK FREEPORT – Clark International Airport Corporation President Victor Jose I. Luciano said the “Clark airport has arrived” as he leads journalists in a tour inside the busy Diosdado Macapagal passenger terminal Thursday.
During a brief tour inside the airport, Luciano showed some of the budget carriers bound for Hong Kong, Bangkok, and Singapore; and local flights to Kalibo, Davao and Palawan.
More than 600 passengers, who came all the way from Nueva Ecija, Ilocos, Biñan in Laguna, Marikina City and other parts of Northern and Central Luzon, crowded the passenger terminal waiting area when Luciano toured the mediamen.

The Clark International Airport (CIA) has posted a 781-percent increase of passengers due to the domestic operations of Air Asia and Airphil Express since March of this year.
Air Asia Philippines started their Clark-Davao and Kalibo flights last March 28 and Airphil Express with their Clark-Davao, Kalibo, Puerto Princesa and Cebu last March 29. Air Asia also started their Puerto Princesa flights last April 20.
Luciano noted a significant increase of passengers in the domestic operations with 781 percent increase since March 28.
From March 28 to April 30, Clark Airport has attracted 42,558 passengers using domestic flights via Davao, Puerto Princesa, Cebu and Kalibo.
“We expect a further increase of passengers in the coming months due to the upcoming additional flights especially in the international operations,” Luciano said.
He said Dragon Air of Cathay Pacific is slated to start its daily Clark-Hong Kong operations on May 29, which would further increase passengers at the airport.
Luciano also said the CIAC management is fast-tracking the construction of the P360-million Phase II expansion project of the terminal.
The current structure is too small to accommodate the influx of passengers due to the entry of domestic flights. The expansion is expected to be completed early next year.
“We are in the process of fast-tracking the project so as to make the terminal more spacious to our passengers. As you can see, it is full already,” Luciano told during the tour.
The current capacity of the terminal is two million passengers annually.
Luciano said President Benigno Aquino III already gave the signal to set up a P12-billion budget terminal that would accommodate at least 10 to 12 million passengers annually.
Luciano said the budget terminal is a separate building, which will be used by budget carriers operating at airport.

Angeles gets funds for ambulant vendors

THE City Government of Angeles received nego-karts livelihood funding assistance from the Department of Labor and Employment (Dole) that will be distributed to ambulant vendors in the city.
The nego-kart (Negosyo sa Kariton) project is one of Dole’s priority projects intended to provide decent livelihood for the ambulant workers in major cities of the country.
Through its Public Employment Services Office (Peso), the City Government formally received the funding from the agency during Monday’s Labor Day Job Fair at the SM City Clark Events Center.
Mayor Edgardo Pamintuan received the check amounting to P350,000 from Geraldine Panlilio, Dole assistant regional director.
Pamintuan expressed his appreciation to Dole for choosing his constituents as beneficiaries of the said livelihood project.
The mayor said the city fully supports this cause because providing skills and livelihood programs for the citizenry is part of his contract with the Angeleños.
“Kami ay umaasa ng patuloy na ugnayan sa Dole at iba pang ahensya ng ating pamahalaan kaugnay sa pagpapatupad ng mga nararapat na programa sa pagpaparami ng trabaho sa lungsod, at sa pagpapalago ng kabuhayan ng mga Angelenos,” Pamintuan said.
Peso Manager Adelina Deocales said the funds will be released to 24 beneficiaries in this city.
“Aside from the nego kart, the recipients will also get additional capital of P3,000,” Deocales said.
She added the livelihood assistance will be a big help to the beneficiaries who need support for their retail businesses.
The nego-kart assistance aims to make the vendors self-reliant entrepreneurs.
