CITY OF SAN FERNANDO — “It just goes to show that our quarry operations have no seasonality and is steady at the rate we projected.”
Thus said Provincial Government Environment and Natural Resources Officer Art Punsalan on Wednesday, as quarry collections for the month of April were posted at P23,520,000, pushing total revenues from January to April this year at P101,477,500.
“We had about four days of breaks last month during Holy Week, plus the Araw ng Kagitingan holiday. We are averaging at P700,000 per day in collections. That is some P2.8 million which, if added to the actual collections last month, will make more or less P25 million. It is just like our February [2012] collection, where there were fewer quarrying days, but still reached P23,782,500,” Punsalan said.
Comparing it with the same period last year — which was already under the Pineda administration — “seasonality” was out of the question contrary to claims of the previous administration, taking into consideration improvements in operations, including control and monitoring.
“April last year, we collected P19,710,000 with the same Holy Week breaks. The increase of around P4 million this year is due to improvements and enhancements in control and monitoring. Definitely, seasonality is out of the picture here as claimed by the previous administration. We are certain we could maintain the trend and make the marks as we projected,” Punsalan added.
At present, the grand total in quarry revenues stands at P459,242,500, covering the period July 1, 2010 to April 30, 2012.

“It is important that this spirit of volunteerism be instilled into our consciousness for the future of the generations to come. We must be able to make sacrifices for the interest of the many and be selfless, like our beloved Don Jose Abad Santos who chose to die for our country than to collaborate with the enemy,” he noted.
For one to successfully see a better future, Rodriguez added, means looking back at the past.
“We must always look back and give value to the past. Like the martyred chief justice and even the late Ninoy Aquino, whom I consider not just local but national heroes, we must give importance to their heroism by being volunteers who are ready to make the ultimate sacrifice,” said Rodriguez.
On the question of the exact date of Jose Abad Santos’ death, as many believe it is May 7 [thus, making that day every year a holiday in Pampanga according to law], Rodriguez quipped: “It does not really matter. What is more important is we remember his heroism and take pride that he is a Fernandino and Kapampangan.”
Amanda Abad Santos-Gana and Jose Abad Santos III, grandchildren of the chief justice from son Pepito, thanked the City Government and the people of San Fernando for always remembering their grandfather.
“We thank you so much for remembering our grandfather. We are so happy that Fernandinos and Kapampangans never forget about his heroism and what he did for the country and for the freedom we enjoy now,” Abad Santos-Gana said.

CITY OF SAN FERNANDO — Thousands of job seekers fell in line for about 22,000 job vacancies up for grabs during Tuesday’s Labor Day Job Fair at the SM City Pampanga Events Center.
Jerry Borja, Department of Labor and Employment (Dole) regional labor communications officer, said as of noon Tuesday, more than 10,000 overseas job vacancies and about 12,000 local employment opportunities were being filled up by human resource staff of some 300 employers here and abroad.
“That is for the entire region where simultaneous job fairs are ongoing. The figure represents part of the almost 400,000 jobs up for grabs. As of 12 noon, over 5,000 applicants queued for in-demand production and other professional jobs. We expect this to swell by 5 p.m. when we close; as we are aspiring to achieve the 15 percent ‘hired on the spot’ or HOTS target,” Borja said.
Dole Regional Director Raymundo Agravante told Sun.Star Pampanga that the jobs fair was part of the department’s mandate, as advocated by Malacañang, to solve unemployment.
“Sadly, unemployment in Region III (Central Luzon) rose to nine percent from eight percent in January this year. We expect a little more increase after we track down exactly how many fresh graduates seeking for jobs we have. But definitely, we will also continue with these job fairs to properly address unemployment in Central Luzon and the whole country as well,” Agravante said.

CITY OF SAN FERNANDO — Several towns in Pampanga have been awarded by Vice President Jejomar Binay a Special Allotment Release Order (Saro) amounting to P2.5 million.
These towns include Candaba, Masantol, Magalang, Sta. Rita and Minalin.
Binay personally handed the Saros to Mayors Jerry Pelayo (Candaba), Romy Pecson (Magalang) and Peter Flores (Masantol). Governor Lilia Pineda received the Saros for the two other towns during a simple ceremony held in Candaba town recently.
Binay told the mayors that the P500,000 for each town-beneficiary shall be used for the construction of senior citizens’ office.
He likewise assured mayors of other towns who did not receive SAROs of equal opportunities in the future.
“Sa mga darating na panahon ay mabibigyan kayong lahat nito,” Binay said.
Binay explained that the funding came directly from his office based on the budget allocation given by the National Government.
“Gusto ko lang linawin na ito pong pondo ay nanggaling diretso sa aking opisina. Kung magkano ang ibinigay sa akin ay buo po ninyong matatanggap,” he added.
Binay admitted that in most government transactions and projects, only a portion of the budget allocated is utilized during implementation.
“Kung minsan 30 percent lamang ang nagagamit para sa proyekto,” he said.
