Dole reiterates support to capitol labor program

CITY OF SAN FERNANDO — The Department of Labor and Employment (Dole) in Pampanga reiterated Friday its full support to the programs of the Provincial Government.
Maria Rima Hernandez, officer-in-charge of Dole-Pampanga office, said that aside from the P1.5 million previously given by the department for summer employment opportunities of students, there will be another P500,000 allocated for the same purpose.
“Yung 60 percent na dapat sana ay counterpart ng kapitolyo ay manggaling na sa Tesda (Technical Education and Skills Development Authority) kaya walang na pong gastos dito ang probinsiya,” Hernandez said.
It can be recalled that the first P1.5 million benefited at least 527 working students who were tapped by Pampanga Public Employment Services Office under the Special Program for Employment of Students.
These students were deployed all over the province to conduct a house to house census of skilled workers.
This is in support to the “Skills Registry System,” which the Provincial Government would like to implement in order to provide job opportunities for Kapampangans.
For the additional P500,000, Governor Lilia Pineda plans to assist cultural minority students.

Bank declares holiday, offline

FRANCISCO Badana, 60, a liaison officer of Saint Paul Machine Shop Inc., was worried about where to transact the company’s payroll after the Export and Industry Bank (EIB) Cebu IT Park branch notified him that the bank was “offline” and could not handle any transaction.
Badana said nobody from the bank’s staff explained why.
“All they said was that they were offline,” he said in an interview. He was supposed to facilitate the company’s payroll for the upcoming payday.
“I’m worried for the workers, considering that it’s already payday. The company has been a client of this bank for three to four years. We never expected this to happen and nobody has notified us,” he said in Cebuano.
EIB went on a bank holiday yesterday after the Bangko Sentral ng Pilipinas (BSP) declared its closure and placed it under PDIC receivership.
The Monetary Board, in a statement, said the bank was placed under receivership for its “inability to meet obligations as it becomes due because of insufficient realizable assets to meets its liabilities and inability to continue its business without involving probable losses to its depositors and creditors.”
According to BSP deputy governor Nestor Espenilla Jr., the BSP had assessed that the bank was already insolvent, since its reported assets of P25 billion were not enough to meet its liabilities.
EIB has about 50,000 depositors with over 50 branches nationwide, mostly located in Manila. The bank is engaged in commercial banking, trust and funds management.
EIB was a result of the merger of the closed Urban Bank Inc. and Urbancorp Investment Inc., which were both under receivership of the BSP and the Philippines Security and Exchange Commission (SEC).
Effective yesterday the EIB was placed under the PDIC receivership.
In a statement, PDIC president Valentin Araneta has directed the corporation to marshal all resources needed to ensure that the receivership and the payment of deposit insurance are done swiftly.
Araneta said all insured depositors are assured that PDIC will pay insurance on all valid deposit accounts as soon as possible.
PDIC said payments for accounts with balances of P10,000 and below comprising 62 percent of the bank’s total deposit accounts of 50,052 is targeted to start at the end of May. Holders of these accounts who have no outstanding loans and who have updated their addresses in the bank in the past year, need not file deposit claims.
For depositors with account balances of more than P10,000, claim forms will be distributed during the depositors’ forum to be conducted nationwide starting May 2.
Claims servicing operations for accounts of over P10,000 are expected to start by June.
While banks are vulnerable to closure if not managed well, the Cebu Bankers Club (CBC) has been advising depositors to regularly check the financial status of their banks and to be cautious in choosing which bank to entrust their money with.
CBC said it is important to check on the bank’s history, ownership, annual reports and validate even the interest rates offered.
“The closure of EIB will have minimal effect on the banking system as the banking public has already been aware of its status when the bank was the subject of acquisition by bigger banks about two years ago. I guess the acquisition did not materialize, hence, the decision of the Monetary Board to close it to protect the public and preserve the remaining assets of the bank,” Cebu Chamber of Commerce and Industry president and former CBC president Prudencio Gesta said in a text message yesterday.
EIB is one of the smallest commercial banks in the banking system. Its total asset size is at 0.3 percent of the country’s P7 trillion banking industry.
Sun.Star Cebu called the Export Bank-Ayala Cebu and IT Park branches but neither would comment. They said they were awaiting an advisory from their main office in Manila.
When Sun.Star visited the Export Bank in Ayala Cebu branch at past 2 p.m. yesterday, at least 20 depositors were gathered in the area.
The Export Bank Management said they will conduct a depositors’ forum on Wednesday, May 2.
PDIC representative Christine Concepcion started talking with the depositors at 3:30 p.m.
Concepcion explained to depositors how they can claim their deposits from PDIC.

Angeles City endorses Disneyland Clark bid

THE City Council of Angeles City has approved a resolution supporting and endorsing Pampanga Representative Carmelo Lazatin’s (1st district) invitation to Walt Disney Parks and Resorts to consider establishing Disneyland inside the Clark Freeport Zone.

The resolution, sponsored by councilors Will Rivera, Maricel Morales, Edu Pamintuan, Jericho Aguas, Alex Indiongco and Joseph Dimapilis, was unanimously approved during the council’s regular session last April 24.
According to the resolution, the world-famous theme park will help the Department of Tourism meet, if not surpass, its target in terms of tourist arrivals now pegged at five million visitors a year.

“A Disneyland theme park shall help generate local employment and other businesses, thus spurring the growth of country’s economy,” the resolution added.

Earlier, Lazatin wrote Thomas Staggs, chairman of Walt Disney Parks and Resorts, and offered the former US military base as the next location for the famous park.

“The Clark Freeport Zone may interest you and Walt Disney as the next location for your famous Disneyland theme park, as it boasts of a 4,400 hectare main zone and 27,600-hectare subzone,” Lazatin said in his letter, adding that Clark Freeport Zone offers tax-free privileges to locators.

In a privilege speech, Vice Mayor Vicky Vega-Cabigting congratulated and thanked Lazatin for coming up with the idea, saying the City Council is behind his endeavor to bring Disneyland to the country.

“We believe in what Congressman Lazatin is doing and we firmly support his call to have our very own Disneyland in Pampanga, particularly in Clark,” Cabigting said.

“Ito po ay napakagandang ideya, this will help a lot of people. If this will materialize, hindi lang po mga Angelenos ang makikinabang kundi ang buong Pampanga and the whole country as well,” she added.

The vice mayor also advised Lazatin not to be bothered by critics, pointing out that in every good vision, there will always be skeptics that will try to destroy it.

Appellate court okays criminal case vs firm owner

MABALACAT – The Court of Appeals (CA) has allowed the filing of syndicated estafa charges against Globe Asiatique (GA) owner Delfin Lee and his co-accused in connection with a P6 billion loan obtained by its property buyers from the Home Development Mutual Fund (HDMF or Pag-ibig).
The said decision to allow the Department of Justice (DOJ) to file charges was hailed by Vice President Jejomar Binay, calling it a “welcome development.”
“Now we can finally continue our quest to seek justice for the ordinary workers defrauded by Globe Asiatique,” Binay said.
Associate Justice Franchito Diamante of the appellate court’s 17th Division ruled in a 21-page decision that Pasig City Regional Trial Court (RTC) Branch 167 Judge Rolando Mislang committed grave abuse of discretion when he issued orders preventing the DOJ from filing a criminal case against Lee and several others.
The same judge also issued an order preventing the DOJ from proceeding with the preliminary investigation of another case against Lee.
“I laud the CA for not allowing one person to stand in the way of justice for the thousands victimized by Globe Asiatique and the fulfillment of President Aquino’s promise to end corruption. It is a campaign that we are pursuing vigorously in the housing sector,” Binay said.
The criminal case against Lee alleged that GA used fictitious and “ghost buyers” to secure the Pag-ibig loan for the firm’s Xevera housing project in Mabalacat town.
The DOJ had previously recommended the filing of syndicated estafa charges against Lee and several others after an investigation ordered by Binay revealed that GA used “ghost borrowers” and fake documents to obtain over P6.5 billion in loans from Pag-ibig.
Binay is the Chairman of the Housing and Urban Development Coordinating Council (HUDCC) and the HDMF.
Mislang issued a preliminary injunction stopping the DOJ from filing the information for syndicated estafa against Lee, his son Dexter and three others in September last year.
Acting on the orders of the Vice President, the Pag-ibig Fund filed an administrative complaint with the Supreme Court against Mislang for preventing the DOJ from indicting Lee.
The complaint accused Mislang of gross ignorance of the law, grave misconduct and knowingly rendering an unjust order in issuing two TROs in favor of Lee.
According to the complaint, Mislang demonstrated bad faith and malice when he issued the TRO even when the DOJ panel of prosecutors had already previously denied a similar Petition to Suspend Proceedings filed by Lee on January 27 last year.
Pag-ibig also alleged that Mislang issued the TRO “based on mere unsubstantiated allegations of Lee” and that he “acted prematurely” in issuing the TRO considering that Lee had already admitted on August 26 that he has yet to receive a copy of the Review Resolution on August 10 indicting him and several others.
Binay said they will continue to monitor the progress of the case against Lee.

Education office develops alternative learning modules for Aetas

CITY OF SAN FERNANDO – The Department of Education (DepEd) is developing modules unique for Aetas who want to study under the Alternative Learning System (ALS).
Arnold Montemayor, who represented DepEd in a forum attended by the Aetas or members of the indigenous cultural community in the province, said they are almost done with the formulation of ALS modules designed for the concerned group.
He said their department is also conducting a regular basic literacy program in various indigenous cultural communities to prepare the Aetas for the eventual community development and encourage them to avail of the Alternative Learning System of the department.
Montemayor told the Aeta barangay councils and tribal leaders to help their respective constituents in securing elementary and high school equivalent diplomas through ALS.
“Kapag naipasa nila and ALS Accreditation and Equivalency test ay bibigyan sila ng diploma at pwede na silang mag-college kung high school level ang naipasa (If they pass the ALS Accreditation and Equivalency test, they will be given diploma and they can already enroll in college),” he said.
ALS is a free education program implemented by DepEd under the Bureau of Alternative Learning System, which benefits those who cannot afford formal schooling.
The program provides a viable alternative to the existing formal education instruction, encompassing both the non-formal and informal sources of knowledge and skill.
The system was created to help people like Aetas finish the equivalent of elementary or high school in their own time, at their own pace, and as close to their barangay as possible.

School to house PhilRice extension center

CITY OF SAN FERNANDO — Officials of the Pampanga Agricultural College (PAC) agreed to house the PhilRice Research Extension Center and a demonstration farm.
PAC president Dr. Andres Soriano Jr. and his team told Governor Lilia Pineda that the premier agricultural institution would initially allot some seven to eight hectares for the demonstration farm and research facility, where Kapampangan farmers could be trained.
Recently, the governor visited PhilRice at the Central Luzon State University in Muñoz, Nueva Ecija, where she told CLSU president Dr. Ruben Sevilleja that she is eyeing a 50-hectare land for her proposed PhilRice Campus at the PAC.
Some 30 farmers are currently on training at the Science City campus. An overjoyed Pineda told officials: “Now, with the demonstration farm and research center at PAC, hindi na tayo mauubusan ng mga magagaling na magsasaka. We just sent about 30 farmers to PhilRice for training that cost us some P100,000. But kung dito na sa PAC iyung demo farm at research center, we could allocate the funding for PAC at makatulong tayo sa kanila.”
According to provincial consultant Roy Imperial, the research center will be a big boost to the Capitol’s agricultural development programs.
“Definitely it will be of great help to our farmers in Pampanga. There are so many different high-yielding varieties of rice nowadays and technology that could boost production. As the governor said, the extension center at PAC is a welcome development,” Imperial said.

Angeles City awarded best LGU on mayor’s permits issuance

ANGELES CITY – The city was awarded by the Central Luzon Growth Corridor Foundation Incorporated (CLGCFI) as the region’s Best LGU for its excellent implementation of the streamlined procedure on the issuance of mayor’s permits.
“This is a clear indication that our city is really serious in providing fast, accountable and transparent public service, and this award is a manifestation of our efforts,” Mayor Edgardo Pamintuan said during the 6th Recognition of Outstanding Local Government Units (LGU) Implementing the Streamlining Program in Mayor’s Permit Issuance held Wednesday at the Fontana Leisure Park, Clark Freeport Zone.
Angeles City emerged as the sole recipient of the award in the highly urbanized city category. The city was also nominated for the Best One-Stop-Shop (BOSS) in Central Luzon.
This award recognizes cities that provide simple, effective, transparent and fast delivery of services to investors and business applicants. Such initiative makes transactions with the City of San Fernando more customer-friendly, thus elevating the level of competitiveness of Central Luzon as an investment destination.
“With this recognition, we can say that we are fostering significant growth in Angeles City because we are making applications and transactions for business permits and licenses faster in our city.” Pamintuan said.
Pamintuan attributes this award to the city’s compliance to the provisions of the Department of Trade and Industry (DTI) of re-engineering the business processes and transactions through computerization.
“This recognition will surely earn the trust of our constituents and prospected investors. We will generate greater income for the city in effect,” the mayor added.
The city received a plaque of recognition and a P25,000 cash award.
At present, Central Luzon is projected to have 100 percent compliance to the Streamlining Program.
Angeles City is among the eight pioneer-LGUs complying with the program.
The streamlining program is a flagship project of the CLGCFI, in cooperation with the DTI and the Department of Interior and Local Government (DILG).
DTI regional director and CLGCFI member Blesilda Lantayona said the annual recognition seeks to acknowledge the efforts of local chief executives and their Business Permits and Licensing Office (BPLO) staff to eliminate red tape and reduce the cost of doing business in their respective municipalities and cities.
Lantayona added that turn-around time, client feedback, internal monitoring system and organizational development served as the criteria in the selection of awardees.

Enhanced website gives virtual tour of city

CITY OF SAN FERNANDO — The recently re-launched website of this city gives a virtual tour of San Fernando, its facilities and processes in transacting with the city government.
This was disclosed by chief of staff Rowee Siron-Freeman, after the improved website was presented to city officials led by Mayor Oscar Rodriguez and Fernandinos on Monday at city hall.
“There are a lot of improvements made in the website. It is now fully updated as Pampu [Public Affairs and Media Production Unit], together with the MIS, are managing it. For one, it gives you a virtual tour of the city and its facilities like Heroes Hall and actual sites,” Freeman said.
She told Sun.Star Pampanga that aside from facilities, information on the city’s programs, projects, contracts, bids, job vacancies and information on the Performance Governance System have been uploaded in the website and are updated regularly.
“One of the more notable highlights of the enhanced website is its new feedback mechanism. It is very interactive and we received a lot of feedback already from those inquiring on how to transact with the different departments of the city government like how to get birth certificates, permits and many other processes. At least before they come to city hall, they are already provided with information that cuts time and inconvenience,” added Freeman.
Although she said the city government is still working on on-line transacting, the website has now become more accessible.
“We are still working on the possibility of on-line transacting given the technology on hand. We will certainly get there. For now, we are making the best out of our resources to make the website more accessible to everyone,” quipped Freeman.

Tax bureau bares tips to avoid suits

CITY OF SAN FERNANDO — The Bureau of Internal Revenue (BIR) bared tips on how taxpayers can avoid tax-related cases under the Oplan Kandado program.
BIR regional director Aracelli Francisco said VAT Taxpayers with under declaration of sales/receipts by more than 30 percent might find themselves in trouble under the Oplan Kandado program.
She said taxpayers may find themselves in trouble with the law if they have very low Value Added Tax (VAT) compliance for TY 2010-2012 and failed to issue VAT Receipts/Invoices and file their VAT Returns.
Taxpayers are also in trouble if they sales/receipts over P1.9 million who failed to register as VAT taxpayers.
“Taxpayers can avoid Oplan Kandado if they amend ITR to reflect correct sales receipts and pay correct VAT and income tax, declare true sales/receipts and pay correct monthly/ quarterly VAT due and file monthly and quarterly VAT returns,” Francisco told Sun.Star Pampanga.
Francisco said another effective way of beating the Oplan Kandado program is the issuance of VAT receipts and payment of correct monthly and quarterly VAT.
Francisco added the business establishment must now comply with the payment of all standing obligations with the BIR or face legal actions.
The BIR Oplan Kandado is an intensive campaign which seeks to padlock businesses with unpaid tax dues, as well as those who are engaged in illegal practices such as failure to register, understatement of taxable sales by more than 30 percent and the refusal to issue receipts.
It is also designed to instill the “fear factor” on non-compliant and recalcitrant taxpayers. Based on experience, according to BIR, under-declaration can go as high as 80-90 percent.
Under the Oplan Kandado Program, business establishments that fail to pay the right taxes are temporarily padlocked by the BIR.
BIR officials also noted that for so many years, taxpayers only declare what they want to declare. With Oplan Kandado, the BIR now literally padlocks business establishments that evade payment of correct taxes.
