Pineda fetes farmers on Pampanga Day

LUBAO, Pampanga – At least 2,500 farmers were recognized here as the province celebrated its 441st founding anniversary on December 11 and local officials vowed to focus on farming in 2013.
Gov. Lilia Pineda said that her government will improve assistance to farmers even if she had earlier released P14 million for the marginalized farmers for their seedlings. The governor also gave various assistance to farmers and fisherfolk affected by the recent calamities.
Pineda said he had focused on health in the first two years of her office and released P170 million for the 11 provincial-run hospitals. She added that her administration had also focused on education, livelihood and maintenance of peace and order.
“I will focus on farming next year if I am still the governor,” said Pineda, earning cheers from the audience at the jam-packed Lubao Gym.
There are between 38,000 to 42,000 farmers in the province whose chief production is rice and corn, said assistant provincial agriculturist Crispin Guintu.
“The gathering is the governor’s way of giving collective recognition to farmers, especially the old ones,” said Guintu in the dialect.
A son of a farmer in Sta. Cruz, Lubao, Pineda said she has “high regards” for farmers who had successfully sent their children to school.
Narciso Dagdag, an 81-year-old farmer from San Simon town, disclosed that he has two children who are both professionals. He added that his daughter is an accountant, while her son is an aeronautics engineer.
Asked when he started farming, Dagdag said “I think I was 14 years old then.” He urged Pineda to improve the irrigation system in San Simon.
Dagdag said “poor irrigation” in their area had negatively affected their production.
Pineda said she “will look into all the problems in the irrigation system.”
Board Members Nestor Tolentino, Salvador Dimson, Olga Frances “Fritzie” David-Dizon, Trina Dizon and Ric Yabut; Guagua Councilor Tonton Torres; and, former board member Arthur Salalila assisted Pineda in the Pampanga Day celebration.
In the same event, Pineda also gave a service vehicle to Pampanga Agriculture Fisheries Council represented by its vice chairman, Nestor Garcia.

Fernandina crowned Mutya Ning Kapampangan 2012

CITY OF SAN FERNANDO–Sheena Rhea Puno, a young, beautiful and intelligent Fernandina, was crowned as “Mutya ning Kapampangan 2012” and new ambassadress of goodwill and beauty in a coronation night held in connection with the 441st Pampanga Day Celebration.
Governor Lilia G. Pineda handed the trophy to Puno and congratulated the winners and all the candidates who shared their time, beauty and talent to make the annual search successful.
The governor is hoping that they would help the province promote not only its progress but its cultural heritage and rich history.
The new Mutya Ning Kapampangan was joined by Macabebe’s Justine Michelle Balgan, 1st runner up; Angeles City’s Marie Eugenie Abeleda, 2nd runner up; Guagua’s Apple Rose Rodil, 3rd runner up; and, Magalang’s Shanice Quizon, 4th runner up.
Candidates who got special awards were Sto. Clear, present danger to Subic Bay

The Subic Bay, one of the country’s top tourism destinations, possesses a deep harbor protected by mountains and the Grande Island, making it an ideal port for vessels and site for the once US naval base—the American government’s largest military installation outside of the mainland from the late 1940s to the early 1990s.
The bay area is now seen as a model for bases conversion, having successfully transformed itself into an economic hub run by the state-owned Subic Bay Metropolitan Authority (SBMA). Its strategic location in Asia, which puts it near emerging powers like China, has continued to make it attractive to American forces, hence the frequent visits of US vessels and nuclear submarines to the port.
But as a 2010 the Philippine Daily Inquirer report made clear, the Subic Bay remains a threatened asset. The stench emanating from the polluted Kalalake River is still unbearable to thousands of workers who go through the port’s gates every day.
The recent controversy involving allegations of waste dumping by a US Navy contractor within or near the bay has shown that a clear and present danger to the water body still exists.
As early as 2010, then SBMA Administrator Armand Arreza asked communities around the port and their leaders to heed the warning signs. “[The] Subic Bay may cease to serve as the economic lifeblood of the free port if the stresses affecting the water quality in the bay are left unchecked,” he said.
“If the degradation continues, we would lose our beautiful beaches, fishermen would have less fish to catch, the bay would become murky and silted, and ultimately, the Subic Bay Freeport would become less attractive to investors and tourists,” he added.
The Kalalake River, named by American soldiers once stationed at the naval base as “Shit River,” joins another Olongapo waterway and empties into the Subic Bay. In its current state, the river is symptomatic of the dangers and problems stemming from decades of
neglect and environmental decline.
Arreza said the Subic Bay, which forms part of the communal waters of Olongapo City, Zambales and Bataan, is considered a “threatened resource” due to patches of pollution caused by the disposal of partially treated sewage, nutrient inflows from changes in land use and inadequate treatment of industrial wastes.
Olongapo Mayor James Gordon Jr. said Subic Water—
which supplies both the city and the free port—had a provision in its contract to provide a sewerage system for the city. This would have addressed the concerns about domestic wastes coming from Olongapo into the bay, he said.
Subic Water, in a statement, said the firm was bound by its contract to rehabilitate and upgrade the existing water and sewerage facilities of Olongapo and the Subic Bay Freeport.
Timothy Desmond, president of the marine theme park, Ocean Adventure, said his firm, Subic Bay Marine Exploratorium Inc. (SBMEI), was deeply concerned about the increasing threats to the bay.
“As life-long conservation educators, the owners of SBMEI understand the unique environmental value of the bay. We strongly feel that the environmental protections for the bay are on the verge of collapse. Our business model is totally dependent on a healthy bay,” he said.
Ocean Adventure’s dolphins are kept in open water and are exposed to everything that all the other marine life in the bay are exposed to, he said. “We cannot sit quietly by while the environment that we are so dependent upon is degraded.”
The waste dumping incident involving Glenn Defense Marine Asia Philippines is “just the tip of the iceberg,” Desmond said, noting that a major oil spill in the bay happened in July but it was dismissed by the SBMA’s seaport department only as an “oil sheen.”
Berkman report
Danny Piano, president of the Subic Bay Freeport Chamber of Commerce, said preliminary results of the Programmatic Environmental Performance Report and Management Plan conducted by Berkman Systems Inc. for the free port this year were “upsetting.”
The SBMA contracted Berkman in September 2011 for the environmental study and initial results were presented to port stakeholders, including Piano, in August.
The study, which will cost the SBMA P7 million, includes the collection of air and water quality data, flora and fauna inventory and the determination of the environmental carrying capacity of the Subic Bay Freeport.
Piano said: “The level of coliform, a bacteria commonly used as an indicator of the sanitary quality of water, is unbelievably high.” Citing that the Department of Environment and Natural Resources water quality standard for total coliform is 1,000 mpn/100ml (most probable number of coliform per 100 milliliters of water), he said the average downstream coliform level in all 13 rivers (within the bay) was more than 800,000 mpn/100ml.
For heavy metals, three elements—cadmium, lead and mercury—exceeded the standards, he said.
“The alarming levels of coliform, cadmium and mercury will be very difficult and very expensive to fix. It will require tons of money, it will require political will from local governments around the bay, it will require cooperation from all stakeholders,” he said.
But SBMA Chair Roberto Garcia said the Berkman report has yet to be completed. The report, according to an SBMA official, was only in its preliminary stages and many things had to be done and clarified.
“Where were the samples taken? If it were near the Matain or the Kalaklan rivers, that was expected (to show high levels of pollutants). The domestic waste from Olongapo flows through there into the bay,” said the official, who asked not to be named for lack of authority to speak on the issue.
In a statement released last month when the Glenn Defense waste dumping issue triggered a Senate inquiry, Garcia said: “Latest tests show that the Subic Bay’s waters remain clean, safe and continue to be within normal levels.”

CAMI launches book of Kapampangan journalists

CITY OF SAN FERNANDO–The Capampangan In Media, Incorporated (CAMI) launched a 75-page book of Kapampangan Journalists which asserts and proclaims that Pampanga was a cradle of Philippine Journalism during the Most Outstanding Kapampangan Awards (MOKA) night yesterday.
Jose P. Cortez, CAMI secretary general, said that each page of the book is a veritable treasure trove of historic gems that were hidden, but added, it was fortunately found in their painstaking search for the roots of Capampangan journalism.

The book bared that the first xylographic printing presses were introduced in La Pampanga and operated in Manila, Lubao, Bacolor and Abucay, Bataan.
It says that the father of Philippine journalism, Tomas Pinpin is a Capampangan, taught by the Dominicans in the processes of printing. He produced the first newsletter, Succesos Felices antedating Western publications by scores of years
Many Kapampangans wrote in Spanish and for Spanish newspapers, despite the harsh censorship during the three centuries the country was under Spanish dominion.
It was in the latter part of the 19th century, that the genius of Kapampangan writers-revolutionaries like Juan Crisostomo Soto and the brothers Tolentino blossomed and poured forth their longings for freedom and independence from colonialism.
It says that Kapampangans like Jose Alejandrino wrote for La Solidaridad and helped Jose Rizal in publishing the latter’s novels.
The book also bared that Andres Bonifacio, the Katipunan Supremo, was of Kapampangan lineage, a scion of proletariats from Masantol, Pampanga.
“We have a noble heritage to nurture and the Kapampangan nation, though scattered throughout the whole world, has reason to be proud,” Cortez added.

Robinsons Starmills all set for Dec. 15 GLF

CITY OF SAN FERNANDO—Robinsons Starmills and the city lantern makers are all set for the culmination of the December 15 annual Giant Lantern Festival dubbed as “Ligligan Parul.”
The Ligligan Parul will showcase lantern competition from the 104-year-old tradition of lantern-making in this city.
Thousands of tourists, both local and foreign, are expected to witness an evening of kaleidoscopic displays of light and color from giant Christmas lanterns produced by craftsmen of the city.
Since 2008, Robinsons Starmills mall has played host to the annual Giant Lantern Festival organized by the San Fernando City Government. For this year’s staging of the event, the City and Robinsons Starmills entered into a Memorandum of Agreement last October 26, with Robinsons Land Group Property Manager Jodee Arroyo signing for the mall.
A total of 11 barangays are vying for the “Best Giant Lantern of 2012” title.
In an interview with Eric Quiwa, lantern maker of Barangay Sta. Lucia, he said that they are on the finishing touches of their 20 feet lantern and they will use 10 rotors.
After the competition night, the giant lanterns will be on exhibit at Robinsons Starmills over the periods December 16-21, and December 25-January 3, 2013.
A Giant Lantern Festival Photo Contest is also being sponsored by Canon, with the winning entries to be put on display at a photo exhibit on December 27-January 3 also at Robinsons Starmills.

DTI sets deadline on ICC stickers issuance

ANGELES CITY–The Department of Trade and Industry in Central Luzon (DTI-3) has set December 28 as the deadline for motorcycle riders in the region to acquire Import Commodity Clearance (ICC) stickers for their helmets.
Based on Republic Act 10054, or the Motorcycle Helmet Act of 2009, all helmets to be sold beginning 2012 must bear the ICC mark.
DTI has started issuing stickers since July 2012.
The Land Transportation Office will begin to implement the new measure in January 2013.
DTI regional information officer Wilfred Carbonell said “Section 6 of RA 10054 mandates [the trade agency] to be the lead determinant in the quality of helmets out in the market.”
Carbonell said under the law, all riders including the backriders are obliged to wear ICC-marked helmets in order to curb the rising number of deaths in motorcycle accidents that is frequently caused by the absence or substandard protective gears.
Carbonell, however, clarified that RA 10054 does not cover tricycles and other similar modes of transportation such as pedicab.
Carbonell added “for motorcycle riders whose helmets were purchased prior to 2012, they are required to go to the nearest DTI office to obtain the ICC sticker.”
The DTI will be processing ICC sticker applications for free until the end of the year. Earlier, the trade agency has set a number coding scheme to accommodate huge number of applicants.

Pamintuan slammed on renal care center ‘emergency fee’

ANGELES CITY—Mayor Edgardo Pamintuan on November 21 was called out by the son of a hospital patient for the questionable “emergency fee” being issued from the Renal Care Unit (RCU) of the Rafael Lazatin Memorial Medical Center (RLMMC), formerly known as Ospital Ning Angeles (ONA).
Chris Aquino of Barangay Tabun, whose father is availing regular dialysis treatments from RCU, complained about the P700 worth “emergency fee” being charged to patients who come to the RCU without a scheduled appointment.
Aquino explained that the service in the RCU is by schedule and patients with scheduled appointments are given slots on a given day. If a patient fails to appear for his scheduled appointment, that patient’s slot can be transferred to a walk-in patient, however, the walk-in patient must pay the “emergency fee”.
The so-called “emergency fee” is reportedly for the overtime pay and transportation allowance of RCU nurses. Patients are not even allowed to sign a promissory note guaranteeing that they will pay the “emergency fee” on a later date.
Aquino also revealed that the payment for the “emergency fee” is not made through the cashier but through the nurses. Patients are not issued with original receipts for the payment and are only provided with a charge slip that doesn’t even have a control number and was supposedly prepared by someone who signed as “Anne/KSD”.
“Alam naman nila na kung ang pasyente ay pumunta sa ONA, ibig sabihin walang kakayahang magbayad,” Aquino said, “Bakit kailangan na ang bayad sa overtime at pamasahe ng mga nurse ay ipa-karga sa mga mahihirap na pasyente?”
The P700 emergency fee, according to Aquino, does not include the P350 doctor’s fee, the P1,200 payment for Renagen (the formula used for kidney detoxification), and the actual payment for the patient’s dialysis session.
The amount charged for dialysis depends on the patient’s classification, Class 1 patients are charged P1,700 while Class 2 patients are charged P1,375. Indigent patients are considered Class 3 patients and are charged P700 for the dialysis session.
“Lumalabas na ang mga pasyente sa Renal Care Unit ay nagbabayad ng P2,000 hanggang P3,000 kung may appointment at P3,000 hanggang P4,000 naman kung wala,” said Aquino, “Samantalang pangako ni Mayor Pamintuan noong eleksyon na P500 lang ang magiging bayad sa Renal Care Unit”.
Aquino decided not to reveal his father’s name for fears that his father will be refused service in the hospital if his identity was revealed.

Keppel Subic Shipyard builds offshore platform

SUBIC FREEPORT–Keppel Subic Shipyard on Friday marked the start of construction works on a Depletion Compression Platform (DCP) for its customer Shell Philippines Exploration B.V. (SPEX) with a strike steel ceremony.
Energy Undersecretary Josefina Patricia Asirit initiated the cutting of the first steel plate to be used for the DCP that is part of the third phase of Malampaya Deep Water Gas-to-Power project.
In a statement, Keppel Offshore and Marine Chief Executive Officer Tong Chong Heong said: “We are greatly honored to have Energy Undersecretary Asirit to mark the construction milestone of this DCP with us. Her presence is an encouragement to all of us as we work together with our stakeholders on this significant Philippine project. Keppel is very happy to be entrusted with building the first such platform to be fully made in this country.”
Heong added, “With the strong support from national and local government and good teamwork between us and SPEX as well as their joint venture partners, we are confident that this undertaking will progress safely and promptly.”
For his part, Keppel Subic Shipyard President Leong Kok Weng noted “We are working as one team with SPEX towards our common goal of successfully completing the DCP. To ensure safe and efficient
operations, we have been expanding our facilities and increasing our workforce. We are pleased to enter the construction phase of the DCP and will continue to work hard towards delivery.”
Malampaya Deep Water Gas-to-Power project is one of the largest and most significant endeavors in history heralding the birth of the natural gas industry in the country.
It is spearheaded by Department of Energy (DOE) and developed and operated by SPEX in behalf of joint venture partners Chevron Malampaya LLC and Philippine National Oil Company-Exploration Corporation under Service Contract No.38 (SC 38).
Natural gas from Malampaya fuels three stations with a combined capacity of 2,700 megawatts that contributes to 40 to 45 percent of Luzon’s power generation requirements, reduce oil imports, and provide a cleaner source of energy.
In order to maintain the level of production and maximize recovery of natural gas from the Malampaya reservoir, DOE and SC 38 consortium are venturing on the next phases of development.
The strike steel ceremony is a tradition in offshore industry to mark the start of construction.
President Benigno Aquino III was not able to grace the occasion as he is overseeing rescue and relief operations in Mindanao provinces that were stricken by typhoon Pablo.
DCP will be deployed next to an existing shallow water production platform at the Malampaya gas field in Palawan.
Keppel Subic Shipyard is responsible for the fabrication of the entire DCP including integration of topside modules and production of Link Bridge between it and the shallow water platform.
DCP is designed to maintain the current availability and deliverability of natural gas from the field through regulating gas export pressure and flow rates.
It consists of gas compression facilities mounted on a barge deck that is supported by four tubular legs on base footings.

Ombudsman lifts Tumang suspension

MEXICO, Pampanga—The Office of the Ombudsman withdrew the 90-day suspension order issued earlier against Mayor Teddy C. Tumang over an administrative case filed against him and two other respondents in February 2006.
A joint review order, signed by Ombudsman Conchita Carpio Morales dated November 23, 2012, cut short the three-month suspension against Tumang, which was carried out by a resolution signed by then Acting Ombudsman Orlando C. Casimiro in 2011.
The suspension against Tumang was related to administrative and criminal case, docketed under OMB-L-A-06-0186-C and OMB-L-C-06-0270-C, respectively, which were filed by one Eduardo T. Batac and a certain Wilfredo Munar. The suspension was spurred by an alleged case of illegal quarrying on a private farmland and not on a case of plunder as detractors would maliciously impute.
On the two cases, Tumang’s legal team averred that the mayor could neither be held accountable for the alleged offenses.
With regards to the criminal complaint, it was explained that the removal of lahar deposits from the property in question “did not amount to causing undue injury to the complainant” since the lahar deposits came about as a result of Mount Pinatubo.
On the administrative case, on the other hand, Tumang invoked the “Aguinaldo Doctrine” which automatically declares moot and academic any administrative case filed against an elected official once the respondent official has been reelected to office. The cases have been filed in 2006 and Tumang had been reelected twice since that—in the 2007 and 2010 elections.
In the latest order, the Ombudsman dismissed the criminal case against Tumang there being “no probable cause” to hold the mayor for violation of Section 3(a) of Republic Act 3019.
At the same time, the Ombudman said that Tumang’s reelection as municipal mayor has rendered moot and academic the administrative aspect of the case.
Tumang said the Ombudsman’s order only set straight what has wrongfully been rendered against him.
Though he peacefully acceded to the suspension order when it was served, Tumang said he resorted to legal remedies to fight for his right and the right of the people who elected him to office.
He said he will make up for the lost time and pursue his programs which were momentarily hampered for more than a month by the suspension.
“We don’t feel bitter with all these. This is how our legal system works and we just have to find legal remedies to fight for what we think is right,” Tumang said. ●–Marna Dagumboy-del Rosario
