Agri office to provide 20,000 seedlings to farmers

CITY OF SAN FERNANDO — The regional office of the Department of Agriculture (DA) promised to provide at least 20,000 banana and mango seedlings to communities in the mountainous area in Pampanga.
Fernando Lorenzo, a DA official who represented Director Andrew Villacorta in a meeting with the upland villages officials on Wednesday, said they support the agricultural programs being implemented by the Provincial Government.
He also encouraged village leaders to relay to the agency their agricultural needs to improve their yield and living condition.
“Huwag po kayong mahihiyang lumapit sa gobyerno (Don’t hesitate to approach the government if you need help),” Lorenzo told the local leaders.
He also stressed that this initiative is in line with the National Government’s greening program.
“Mayroon programa sa high value crops. Namimigay din tayo ng free seedlings para sa gulayan. Mayroon din libreng seedling para coffee program po natin,” he added.
Lorenzo also said the department is giving carabao and horse to qualified farmers in the province.

AC poised to retain ‘top performing LGU’ status

ANGELES CITY – After an in depth study of its capabilities, the city has improved its capacity to render basic services and promote good governance to its constituents.

This was shown during the recent Utilization Conference for the Local Governance Performance Management System (LGPMS) for profile year 2011 held Monday at the Shanghai Palace Restaurant, Balibago, this city.

According to Mayor Edgardo Pamintuan, while awards and citations “make the city proud and boost our bragging rights”, the local government shouldn’t be complacent and continue to improve its stand against other competing local government units.

“Whether there is an award or reward at stake, we should still strive to deliver the best services to our people,” Pamintuan said.

At the same time, he lauded the efforts of the Department of Interior and Local Government for the staunch implementation of the LGPMS, adding that it is an effective tool to assess the LGUs strengths and capitalize on their gaps & weaknesses.

“I believe that, [through the LGPMS], we have achieved a higher level of cooperation among all our program units, particularly in delivering our ‘Contract with the Angeleños’ commitments,” the mayor said.

“If you want to start good governance, ibigay mo yung nararapat sa mamamayan. Let us continue doing the things that benefit our constituents – and continue improving the implementation of these activities as well,” Pamintuan added.

For her part, Vice Mayor Vicky Vega-Cabigting affirmed the statement of the mayor in that, the city, despite its great performance in the previous year “shouldn’t rest on its laurels.”

Vega-Cabigting said that good governance and transparency always starts when the people approach the local government and transact with it.

“Let us make the people feel that they are always welcome,” the vice mayor said.

Lerrie S. Hernandez, Monitoring and Evaluation Division OIC-Chief of the DILG – Region III said that she is proud to acknowledge the fact that Angeles City rigidly follows and implements the guidelines, recommendations and provisions stated by the LGPMS.

She also recognizes the fact that Angeles is first to have its Utilization Conference this year, which manifests the local government’s prompt compliance with the self-assessment tool.

During the conference, Engineer David D. David, head of the City Planning and Development Office, stated that the final score for profile year 2011 reached 4.88 out of 5.

This score is .12 points higher than what the city acquired back in 2010 which was 4.76.

David confirms that the increase can be attributed to the improvements done by the local government in providing quality health care services and advocating several environmental causes, especially on the establishment of the Angeles City Renal Care Unit and the monthly conduct of the Sapang Balen clean-up drive respectively.

The LGPMS is a self-diagnostic tool that can be used by the management specifically in planning, budgeting, legislation and monitoring and evaluation of the performance and productivity of the various development offices/ service providers in order to identify areas for decisions and actions.

The tool allowed Angeles City to land 4th among 122 highly urbanized cities and was awarded by the DILG with the Seal of Good Housekeeping which recognized the city’s exemplary performance in governance, transparency and accountability.

Villagers’ role in drive vs lawless groups cited

CITY OF SAN FERNANDO – Pampanga Police Regional Director Edgardo Tinio recognized Tuesday the role of village officials in the success of the police operations against lawless elements for the first quarter of this year.
Tinio said they were able to neutralize several lawless groups in various towns in the province with the timely information provided by the residents.
He claimed that the more than eleven incidents have been prevented with the timely intervention of the local police upon information given by the people.
These include high profile groups victimizing banks, pawnshops and other establishments in the business central district in the province.
Tinio narrated one incident in Arayat town, wherein a group of individuals rented an apartment owned by a local doctor. They gave advance payment of rents so that the owner will not think of any irregularity.
However, the said individuals were not appearing in the apartment.
With this, the owner using a duplicate key entered the apartment, which led to the discovery of a hole inside on it including tools commonly used by the “DagaDaga” gang.
The police chief also cited the recent botched hold up in a burger shop in Sta. Ana town.

Trade department bags excellence seal

CITY OF SAN FERNANDO — The Department of Trade and Industry (DTI) in Central Luzon was awarded the Client Satisfaction Seal of Excellence Award by the Civil Service Commission (CSC).
The awarding was held at the Board of Investments in Makati City last April 18.
DTI Secretary Gregory L. Domingo and CSC Chairman Francisco T. Duque III attended the occasion together with other CSC and DTI officials.
CSC Chairman Duque said the Citizen’s Service Center Seal of Excellence aims to promote prompt, excellent, honest and courteous frontline service in government.
This is given to government agencies that have obtained the highest ratings in the report card survey conducted by the CSC as required by law specifically the Anti Red Tape Act of 2007 (RA 9485).
He said that a survey was done by CSC representatives equipped with a questionnaire and an inspection checklist, interviewing clients who finished their transactions with DTI.
The surveyor checks compliance to the basic requirements of the ARTA provisions, Frontline service provider, Service Quality, Physical Working condition and overall satisfaction, which are openly expressed in the posted agency citizen’s charter, the implementation of an anti-fixers measure, a help desk, and the observance of the “no lunch break policy” in its frontline services.
DTI based on its compliance to requirements in the Report Card Survey (both the checklist and the feedback gathered in the client interviews), has achieved a final weighted grade of 95.08.
According to Duque, this is so far the highest rating given to a government agency. He projects that the other regions will emulate the region.

Survey: 63% of Pinoys believe Corona has hidden wealth

MANILA (3rd Update, 4:45 p.m.) — Chief Justice Renato Corona brushed aside the results of a survey showing six in 10 Filipinos believe he has hidden wealth based on the undeclared money and assets in his statement of assets, liabilities and net worth (SALN).
The survey, conducted by the Social Weather Stations (SWS) from March 10 to 13, gathered 1,200 adults from Metro Manila, the balance of Luzon, Visayas and Mindanao.
“What more have they not invented versus me? Let’s just laugh it off. Nothing we can do about it. Part of the psywar, I guess,” he said in a text message.
Many of those who think Corona has hidden wealth come from Manila (77 percent), followed by the Balance of Luzon (63 percent), Mindanao (61 percent), and Visayas (55 percent).
The highest percentage points of those who agree that the Chief Justice has hidden wealth are college graduates.
House prosecutors believe that their strongest case against Corona was his alleged failure to truthfully declare his SALN since his appointment to High Court in April 2002.
Meanwhile, Senator-judges Aquilino Pimentel III and Sergio Osmeña III reiterated that the survey, will not, in any way, affect their judgment on the case.
“Senator-judges will not be swayed by surveys. We will decide on this through evidence presented during the trial,” Pimentel said in a text message to Sun.Star.
The survey also found out that 58 percent of the respondents think Corona intended to help former President Gloria Macapagal-Arroyo and her husband, Jose Miguel, to flee the country to elude charges such as graft and electoral sabotage.
Corona has been accused of displaying partiality toward the former President when he led the Supreme Court last November to allow her to seek medical treatment abroad despite being placed under a government watch list for alleged crimes.
Fifty-seven percent of the respondents, meanwhile, say Corona accepted favor like discounts in the condominium and plane tickets, while 46 percent believe if the Senate does not convict Corona, then people power should be used to force him to step down.
Corona was impeached by 188 members of the House of Representatives in December 12 last year as the senator-judges will determine if there are enough grounds to impeach him.
At least 16 votes are needed to remove Corona from his post in just one of the three articles of impeachment.

Senator: Not all opposition members are pro-Arroyo

MANILA — Politicians who are critical of the policies of the Aquino administration should not be easily branded as allies of former President Gloria Macapagal-Arroyo, whose near-decade rule was marked by allegations of massive corruption and poll cheating.
Senator Alan Peter Cayetano, an opposition member, said the pro-Arroyo faction is only one out of the many that form the opposition bloc in Congress.
The senator pointed out that reducing the politicians’ loyalty to either Arroyo or Aquino only worsens existing political conflicts.
Earlier, Vice President Jejomar Binay’s credibility as an anti-Arroyo figure cropped up after he invited Zambales Representative Mitos Magsaysay, an Arroyo ally, to join his senatorial ticket in the 2013 midterm elections.
But the minority leader noted that Arroyo’s former party-mates and allies are, indeed, holding administration positions, which have since turned their backs on the detained leader.
“This is how politics works in our country. But if the President wants this to change, we will engage him in that,” he said.
Cayetano however said the administration cannot hope to achieve change in this regard if he continues to lump all opposition parties into a pro-Arroyo bloc.

ANGELES CITY — The Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU) has granted Level IV accreditation to six academic programs of Angeles University Foundation (AUF).
AUF President Lawyer Joseph Emmanuel L. Angeles said PAASCU granted the highest accreditation status to AUF’s BS Biology, BS Psychology, AB Communication, BS Nursing, BS Elementary Education and BS Secondary Education programs.

CITY OF SAN FERNANDO — Public and private partnership can work in Pampanga.
This holds true as the Provincial Manpower Training Center (PMTC) sponsored trainings and seminars on various employable sectors in cooperation of private entities.
Francis Maslog, PMTC Officer-in-Charge, said they have likewise lined-up the conduct of training on carpentry for the production of needed school desks for the Department of Education.
This is in partnership with the Chamber of Furniture Industry of the Philippines-Pampanga chapter (CFIPP), he said.
Earlier, CFIPP administered upholstery training participated in by some out of school youth.
PMTC in partnership with Holy Cross Training and Assessment Center, (HCTAC) a Manila-based private training outfit also started a 15-day pilot training on backhoe loader operation in Lubao town in line with the Provincial Government’s desire to provide employment and livelihood opportunities to its constituents.
Some 25 qualified individuals benefited from the first-ever training on heavy equipment operation conducted in Pampanga.
HCTAC shared the use of its backhoe, needed fuel including the training venue as part of its corporate social responsibility commitment, Maslog said.
He claimed that after the training, the management of Holy Cross also promised to assist the trainees in gaining employment in both local and foreign companies.
Governor Lilia Pineda disclosed Tuesday that the Provincial Government will likewise conduct training intended for the tricycle drivers on motorcycle engine mechanic.
Maslog reported that trainings on electrical installation and maintenance in Guagua, barangay Pulung Gubat in Candaba and Mexico towns, including welding in Apalit have been conducted by the PMTC.

Philippine-China dispute to be discussed in 2+2 meeting

THE maritime impasse with China over Scarborough shoal will take center stage in the “2-Plus-2” meeting between the Philippine officials and their United States counterparts in Washington, D.C. on April 30.

In a press briefing, Department of Foreign Affairs (DFA) spokesman Raul Hernandez said that Foreign Affairs Secretary Albert del Rosario will lead the Philippine delegation, which is also composed of Defense Secretary Voltaire Gazmin and Armed Forces chief Jesse Dellosa.
The “2-Plus-2” meeting is the final step in scheduling President Benigno Aquino III’s visit to Washington either in late May or early June. During this assembly, the Philippine delegation will meet with their US counterparts, including Secretary of State Hilary Clinton and Defense Secretary Leon Panetta, to discuss regional issues.

“The Scarborough shoal will be on the agenda during the ‘2-Plus-2’ meeting in Washington at the end of the month… I don’t know what role can the US play, but I think the US is also concerned about what is happening because of the freedom of navigation and the unimpeded commerce that could be affected if this whole issue, and what China is doing there would affect this two issues,” Hernandez said.

Hernandez said the Scarborough issue was not originally included in the US agenda because it was not firmed up until the last minute.

Asked what the Philippines may want from the US in including the shoal issue in the agenda, he said the DFA secretary simply thought of “apprising the US of what is happening the Scarborough shoal issue.”

Responding to a question on whether the DFA was hoping that the impasse will be broken with the mediation of the US, Hernandez said the government is still committed to resolving the issue through our discussions with the Chinese side.

Del Rosario told ANC that the Philippines will reiterate its position of pursuing a legal track to end the standoff by bringing the matter before the attention of the Itlos, despite an apparent rejection of China of such tack.

He said that during his briefings with the Chinese foreign minister Yang Jiechi and Chinese vice president Xi JinPing last week, he was given the impression that China wanted to resolve the matter bilaterally. Since then, he said, no further discussions took place between China and the Philippines.

“The response I received was that, ‘We should undertake to settle this bilaterally, and not use a settlement mechanism, let’s not go the legal way; let’s do this the friendly way.’ So effectively, they said no to our suggestion that we take it to an international arbitration,” he said.

China is rejecting the arbitration track because their arguments of historical claim over the shoal would not hold water before the Itlos.

Del Rosario said other nations should be paying attention as to what is happening in the West Philippine Sea because of the message that China is sending to the region.
“The bigger picture is that anybody can be targeted. What’s the message? The message is: I can set the rules for anybody,” he said.

The DFA secretary said that if the issue further escalates, then the Philippines would consider bringing the matter before the UN general assembly.

He said the country will stand up for its sovereignty. “We have no intention of leaving. We will leave when we are ready to leave, not because we are told to leave.”

Hernandez, during the DFA briefing, said the Philippines is prepared to raise its sovereign claim over the shoal before the Itlos unilaterally if Beijing refuses to accept Manila’s invitation for arbitration. Under this forum, China would be compelled to categorically state its territory, which would then be verified by the international body.

The DFA spokesperson also said that Ambassador to the Philippines Ma Keqing was less than truthful when she relayed to Beijing about the Philippines agreeing to withdraw its Coastguard patrol ship from Scarborough when no such agreement was ever reached during her last talk with Del Roasario last April 16.

“There was no such agreement. That was still being discussed. There was also no agreement on the poaching of the Chinese fishing ships which illegally collected big amounts of endangered species in the area,” said Hernandez.

The agreement between the two officials was for “no actions that would tend to escalate the situation,” he added.

Also during the press briefing, Hernandez said that three Chinese fishing vessels were spotted inside the lagoon, with one Chinese surveillance ship standing guard. The fishing vessels were the same ones seen on April 8 that triggered the standoff with the Philippine Navy warship BRP Gregorio del Pilar.

On Sunday, four Chinese fishing vessels and two Chinese government ships were in the area.

The lone Philippine Coast Guard cutter BRP Pampanga is still monitoring the activities in the area, including poaching and other activities deemed illegal under the Convention on International Trade in Endangered Species (Cites) and the Philippines’ own Fisheries Code, said Hernandez.

Pampanga receives best gov’t practices award

CITY OF SAN FERNANDO – The Luzon Growth Corridor Foundation Inc. (CLGCFI) has adjudged the province of Pampanga as a model of best practices in the issuance of Mayor’s Permit.
Aurora Governor Bellaflor Angara-Castillo, president of the CLGCFI, wrote to Pampanga Governor Lilia G. Pineda informing her of the province’s inclusion in the local government units which will be recognized in said program.
Rommel Pineda, Provincial Investment and Promotion Office (PIPO) head, said that this is a positive step in the streamlining efforts of the Provincial Government, towards making it a truly business-friendly and ideal investment destination, which is a goal of Governor Pineda’s administration.
“This is another feather in the cap of the provincial leadership and a result of the cooperative efforts done by the PIPO, and the provincial offices of the Departments of Trade and Industry (DTI) and the Interior and Local Government (DILG),” Pineda said.
Pineda explained that Pampanga’s recognition is due to its full compliance to Component 1 of the BPLS, which requires the adoption of the BPLS unified form, maximum of five steps, maximum of five days processing time for new applications and one day for renewals, and maximum of two signatories in the issuance of Mayor’s Permit.
Governor Pineda, for her part, commended the municipalities and cities of the province for their full compliance to the BPLS requirements and the joint efforts of the PIPO, DTI and DILG, and enjoined all stakeholders to continue promoting Pampanga as an investment haven.
Expected to attend the awarding ceremonies are Angara-Castillo, Governors
Wilhelmino M. Sy-Alvarado of Bulacan, CLGCFI vice-president; Victor A. Yap of Tarlac, secretary; Enrique T. Garcia, Jr. of Bataan, member; Aurelio M. Umali of Nueva Ecija, member; Hermogenes E. Ebdane Jr. of Zambales, member; and Pampanga’s very own Governor Pineda, treasurer and recipient of the award.
The awarding will be held on April 25 at the Jasmine Function Room, Fontana Leisure Park Convention Center, Clark Freeport Zone.
