Palparan is protected by the military, militant lawyer insists

MANILA — With the manhunt on retired Army General Jovito Palparan seemed to have reached a dead end, a militant lawyer maintained the suspected kidnapper has been elusive because he is being protected by allies in the military.
Edre Olalia, one of the lawyers of missing University of the Philippines (UP) students who are feared to be dead, said they were disappointed with the slow progress of bringing Palparan and his co-accused to justice.
Asked by Sun.Star if the lack of enough leads on Palparan’s whereabouts only strengthened suspicions that he is backed by the military, Olalia said, “Certainly.”
The Armed Forces of the Philippines (AFP) has since denied involvement in the continuous hiding of Palparan, who was implicated in the disappearance of students Sherlyn Cadapan and Karen Empeño in June 2006.
Last week, Justice Secretary Leila de Lima said they are no longer receiving tips regarding Palparan’s possible location despite the P1 million put up by the government to expedite his arrest.
“I regret to report to you that today we no longer have information about his possible whereabouts. In other words, to be honest, we don’t know exactly where he is now,” she said.
He remains at large since the Malolos regional trial court branch 14 issued arrest warrants against him and three other military officers on December 19, 2011.
The ex-soldier even tried to leave the country also last December but was stopped by immigration officers pending the lifting of a watchlist order issued by the Department of Justice.

ANGELES CITY – Representative Carmelo Lazatin (1st District, Pampanga) expressed gratitude to President Benigno Aquino III for looking into his proposal to bring a Disneyland theme park to the Clark Freeport Zone here.
“President Aquino’s order to study my proposal is a huge boost and a welcome development in our mission to bring the world-famous theme park to the Philippines,” Lazatin said.
Recently, Presidential Spokesperson Abigail Valte reiterated Aquino’s stand that if “a project is reasonable, there is no reason why we should not look into it.”
“That (Lazatin’s proposal) has to be studied. We get the general idea. It will bring in business and promote tourism,” Valte said.
Lazatin said concerned government agencies should join forces and leave no stone unturned to make Disneyland at Clark Freeport Zone a reality.
“Government agencies like the Department of Tourism (DOT) should be deeply involved in this endeavor as this would help the country become one of the favorite tourist destinations in the world,” said Lazatin, who already asked DOT Secretary Ramon Jimenez to help get the nod of Walt Disney to his proposal.
Earlier, Lazatin wrote to Thomas Staggs, chairman of Walt Disney Parks and Resorts, and offered Clark Freeport Zone as the next location for the famous park.
“The Clark Freeport Zone may interest you and Walt Disney as the next location for your famous Disneyland theme park, as it boasts of a 4,400 hectare main zone and 27,600-hectare subzone,” Lazatin said in his letter, adding that Clark Freeport Zone offers tax-free privileges to locators.
With its own world-class airport – the Clark International Airport, Lazatin informed Staggs that it would be easier for tourists to enjoy the amenities and entertainment Disneyland is famous for without the hassles of long travels.
Lazatin also mentioned to Staggs that hotels will not be a problem for visitors, as the Freeport has the best world-class hotels in its roster where visitors can enjoy the hospitality Filipinos are known for.
Staggs was also informed that the Philippines is a favorite tourist destination in Southeast Asia, with an average arrival of four million foreign visitors a year. For 2012, the government is eyeing to hit the P5-million mark.
“Together with our population of more than 90 million Filipinos, a Disneyland theme park in the Philippines could be a major income generating site for your company,” he added.
At present, Walt Disney has theme parks in Hong Kong and Tokyo.

Lawmaker cautions Labor department on shorter work hours in Mindanao

MANILA — A party-list lawmaker on Monday expressed reservation on the proposal of the Department of Labor and Employment (Dole) to shorten work hours in areas in Mindanao affected by the daily brownouts.
Democratic Independent Workers’ Association (Diwa) party-list Representative Emmeline Aglipay, a member of the House committee on labor and employment, said Dole should first consult workers to be affected by such proposal.
“The Dole guidelines issued in 2010 do not cover a shortening of the number of work hours, but instead cover alternative schedules which retain the total number of core work hours,” Aglipay said.
The party-list lawmaker was referring to Advisory no. 4 issued by Labor Secretary Rosalinda Baldoz which provides employers with three flexible work arrangements, namely, compressed workweek, gliding on flexi-time schedule, and flexi-holidays schedule.
“Arrangements covered under Advisory no. 4 should comply with the provision that states such arrangements should be entered into only with the consent of the workers, and without any diminution of benefits,” she added.
Undersecretary Lourdes Transmonte earlier said Dole is considering allowing establishments affected by the daily power outages in the South to shorten the work hours of its employees.
“We already have a flexible and compressed work week every time there is an economic crisis or in this case an energy crisis. We are now guiding companies on how adopt this so there is no problem,” Transmonte said.
Aglipay, meanwhile, said that night shift workers should be entitled to “special compensation” under the law.
“As for arrangements which shift the core work hours to the night time, without night shift differential pay, it is my position that the Dole must first decide on a maximum period for which this arrangement may be applied,” the neophyte lawmaker said.
“It is unclear whether the Mindanao power crisis will be resolved in the near future, and it would be grave injustice to expose employees indefinitely to the documented detrimental effects of nightwork without the special compensation that has been guaranteed to them under the Labor Code,” Aglipay said.

K to 12 program to be formally launched

PRESIDENT Benigno Aquino III will formally launch the Department of Education’s (DepEd) Kindergarten to Year 12 (K to 12) program in Malacanang on Tuesday.
With its launch, the enhanced K+12 Basic Education program will be implemented in all public elementary and secondary schools nationwide starting school year 2012-2013 when classes open this June.
The central feature of the K+12 Program is the upgrading of the basic education curriculum to ensure that learners acquire the relevant knowledge and skills they will need to become productive members of society. It seeks to introduce relevant skills development courses and special interest subjects that will suit the personality, strengths and career direction of each learner.
Education Secretary Brother Armin Luistro said the event is another step toward achieving the President’s 10-point basic education reform agenda he laid out when he assumed his presidency.
Luistro said the formal launch is a milestone in the commitment of the government to upgrade the basic education in the country and offer better employment opportunities for the graduates of the education reform program.
In designing the new curriculum, the K+12 Task Force considered not just local experiences and best practices but also insights from Southeast Asian neigbors.
“What we have is a curriculum proudly made for Filipinos by Filipinos, and one that would enable any Filipino to compete with the best of the world,” Luistro said.
“While we are proud of the work we have done with the curriculum, this is by no means a perfect document,” Luistro said. “We will closely monitor its implementation, and funnel learning and insights to the development and roll-out of the succeeding grade levels. The new basic education curriculum and the broader K+12 Program should only get better with time.”
Related to this, DepEd is also retooling its teachers to give them the necessary preparation for the successful implementation of the new curriculum.
“Summer training program for Grades 1 and 7 teachers began last week and will commence nationwide in May to cover more than 140,000 teachers in the public school system,” Luistro said.
He added that DepEd is also working with various private school associations to broaden the reach of the training program and serve their teachers too.

House Assistant Majority Leader and Citizens Battle Against Corruption (CIBAC) party-list Representative Sherwin Tugna said a legislation imposing higher taxes on Chinese products could be the Filipino people’s way of protesting against China’s “bullying.”
“That (legislation) is possible and we support that as a sign of protest to China’s bullying,” Tugna said.
“But if we want the ban to be implemented faster, the Bureau of Customs can impose stricter importation standards, solely on products coming from China. This will be faster compared to making a law because approval from both houses and approval by the President is needed,” he added.
House Minority Leader Danilo Suarez, for his part, wants a total ban on the ban on the importation of China-made products.
“Imposing higher taxes is an option. But we should instead go for the total ban on the importation of China-made products,” the senior legislator remarked.
Zambales Representative Mitos Magsaysay, however, opposed the proposal and instead expressed support to the government’s position to continue diplomatic talks with China.
“What will happen to workers whose companies depend on China-made products? I don’t think this will benefit Filipinos in our bid to protest to the strong presence of China in the disputed shoal,” Magsaysay said.
Cavite Representative Joseph Emilio Abaya, an ally of President Benigno Aquino III, backed the position of Magsaysay.
“I don’t think boycotting Chinese products can do much help to convince the Chinese government. It is important to continue diplomatic discussions,” Abaya said.
The standoff at the Panatag shoal in the disputed West Philippine Sea (South China Sea) started two weeks ago after the Philippine navy tried to arrest Chinese on board fishing boats allegedly carrying poached marine life.

Group warns of conflict amid Chinese sea buildup

MANILA — An international think tank said China’s deployment of more surveillance and paramilitary ships to assert ambiguous territorial claims in the South China Sea could set off more confrontations there.
The International Crisis Group said nearly a dozen Chinese maritime surveillance and fisheries agencies are dealing with China’s claims in the sea. Their competition for budget and power results in “conflicting mandates and lack of coordination.”
The group’s report was released Monday.
China has deployed bigger patrol ships that have figured in major flare-ups, including an ongoing standoff with a Philippine coast guard vessel over a disputed shoal.

Aquino: K to 12 to improve Filipino skills

PRESIDENT Benigno Aquino III formally launched on Tuesday the Department of Education’s (DepEd) Kindergarten to Year 12 (K to 12) basic education program, which aims to improve the skills of the students.
In his speech keynoting the event, the President said the launching marks a historical occasion where Filipino students are provided an opportunity to learn and absorb lessons learned in school better.
“Starting today, we can give the youths better chances to learn and to acquire new knowledge,” he said.
The central feature of the K to 12 Program is the upgrading of the basic education curriculum to ensure that learners acquire the relevant knowledge and skills they will need to become productive members of society. It seeks to introduce relevant skills development courses and special interest subjects that will suit the personality, strengths and career direction of students.
The President said that with its formal launch, the K to 12 education program will give students a solid education background which they can use to improve their lives.
“What we want is for the next generation of Filipinos to have a strong educational foundation,” he said.
He underscored the importance of this education program, which he called an “investment” to the country’s most valuable asset: the Filipino people.
Under the K to 12 program, new curriculum will be implemented in all public elementary and secondary schools nationwide starting school year (SY) 2012-2013 when classes begin this June.
The DepEd said the K to 12 program will be implemented in stages.
The universal kindergarten started in SY 2011-2012. The new curriculum for Grade 1 and Grade 7 will be enforced in SY 2012-2013 and will progress in the succeeding school years; Grade 11 will be introduced in SY 2016-201, Grade 12 in SY 2017-2018. The first batch of students to go through K to 12 will graduate in March 2018.
Aquino noted that the Philippines, which is currently has 10 years basic education, is being left behind by its neighboring economies in Southeast Asia, which have 11 to 12 years basic education.
For his part, Education Secretary Armin Luistro said that 140,000 public school teachers have started training for the implementation of the new curriculum this coming school year.
He also announced that by June this year, DepEd will be able to achieve one is to one student to textbook ratio thereby achieving a zero backlog in textbooks.

Government websites ‘attacked by Chinese hackers’

MANILA (Updated) — Three Philippine government websites being maintained by the Presidential Communications Development and Strategic Planning Office (PCDSPO) were attacked allegedly by Chinese hackers.
In a statement, presidential spokesperson Edwin Lacierda said the three attacked websites were the Official Gazette, the PCDSPO, and the Presidential Museum and Library.
“At around four o’clock in the afternoon of April 23, 2012, the PCDSPO noticed a significant spike in traffic with ‘malicious’ URL requests from forged user-agents being channeled to the Official Gazette website (www.gov.ph), to the PCDSPO website (www.pcdspo.gov.ph), and to the Presidential Museum and Library website (www.malacanang.gov.ph), causing our servers to momentarily lag,” he said.
“We determined that this was a denial-of-service attack. Information gathered through our data analysis indicated that the attack originated from IP addresses assigned to Chinese networks,” he said.
He said the PCDSPO is endeavoring to maintain its websites.
“However, please note that we can expect temporary disruption of service while the attack is ongoing,” he added.
On April 20, the state-run University of the Philippines’ website was defaced allegedly by Chinese hackers, who said that Scarborough Shoal, which they call as Huangyan Island, belongs to them.
But on Saturday, Filipino hackers who called themselves “Anonymous #OccupyPhilippines” hit back at China, with the China University Media Union website vandalized with these words: “Chinese government is clearly retarded. Scarborough Shoal is ours!”
Another website, the http://gh.rc.gov.cn/, was defaced, with the hackers’ words: “You got f**ked by the Philippines! Spratly Island is OURS!”
Deputy presidential spokesperson Abigail Valte earlier urged all Filipinos to exercise restraint following the cyber attacks on the Philippines and Chinese websites linked to the ongoing standoff in the Scarborough Shoal.

Filipino exporters told to tap Chinese market

MANILA — Not even a dispute over resource-rich Scarborough Shoal in the West Philippine Sea should stop Filipinos from tapping the Chinese market, the world’s second largest economy with a population over one billion.

Energy revenue shares to LGUs released

MANILA — The Aquino administration has released P767.2-million fund for the local government units (LGUs) as part of their 40-percent share in energy revenue collections from the National Government, budget official said on Monday.
“The P767.2-million fund release will not only allow LGUs to fulfill their role in implementing critical programs and projects in their own communities—it will also give local governments enough legroom to lower the cost of electricity across their localities. This is particularly timely, given that energy usage tends to spike during the summer,” Budget and Management Secretary Florencio Abad said.
The collections were sourced from revenues generated from coal, petroleum, geothermal, and hydrothermal operations in the LGUs’ respective localities in 2011.
The release was charged against the P2.45-billion fund under Purpose A.3 of the Allocations to Local Government Units-Special Shares of LGUs in the Proceeds of National Taxes, of which P1.8 billion has been devoted to programmed expenditures for energy resources.
Section 294 of the Local Government Code specifically states that at least 80 percent of the proceeds culled from the development and utilization of energy sources should be used solely to lower the cost of electricity in concerned LGUs.
The remaining 20 percent, however, can be used to support local development and livelihood initiatives in localities covered by beneficiary-LGUs.
Of the total amount, P646 million was released to LGUs in Western Visayas, while Mimaropa received a P57.7-million share from the fund.
Another P49 million has been directed to Eastern Visayas, while P7.5 million and P5.1 million have been released to Soccsksargen and Central Visayas, respectively.
Bicold Region also received funds amounting to P737,575.46, while Zamboanga Peninsula received P452,991.50. A total of P241,779.43 has likewise been given to Northern Mindanao and another P208,645.75 has been set for the Caraga Region.
“The Aquino administration is committed to seeking viable solutions for energy issues in the country. We trust that this release will empower our LGUs and allow them to manage electricity costs in their assigned localities, and in the end, bring direct, immediate, and sustainable benefits to the communities they serve,” Abad said.
