CITY OF SAN FERNANDO — The City Government launched Sunday evening the unique “Barkadahan para sa Kalikasan,” a youth group that will spearhead awareness on environmental protection, preservation, and solid waste management.
The initial batch of volunteers, mostly students, were sworn into office during the Earth Day Jam Concert dubbed “Rock the Earth” at Robinsons Starmills along Jose Abad Santos Avenue.
Hundreds of youth penned their way to the “barkada” and vowed to protect Mother Earth starting with this year’s Earth Day.
“This is a unique way of raising and instilling awareness regarding the environment. Through Barkadahan para sa Kalikasan, we hope to involve the youth in environmental programs of the city,” said City Environment and Natural Resources Office (Cenro) chief Rowee Siron-Freeman.
Cenro specialist Archie Gonzales added the “barkadahan” is open to all Kapampangans and not just confined to Fernandinos.
“This is open to all youth who wish to join us in environmental protection and solid waste management. Actually, we’ve suited this fourth year celebration of Earth Day for them through this concert. Everyone is welcome to join the barkada,” Gonzales told Sun.Star Pampanga.
The Earth Day Jam Concert featured several bands, including the popular Joey Ayala.

ANGELES CITY, Pampanga, March 22 (PIA) — A world-renowned Filipina pianist will be performing in Holy Angel University (HAU) in a concert today.

Cecile Licad, whom the New York Times described as “a combination of fragile grace and fiery power,” will perform for the first time in this province in a concert dubbed, “An Evening with Chopin and Liszt.”

Her performance is a tribute to her fellow Kapampangans as her father is a native of Porac town.

Licad will be playing Chopin’s Polonaise-Fantaisie in A-flat major, Op. 61; Three Mazurkas op.56. Andante spianato et Grande Polonaise Brillante in E-flat major, Op. 22; and Liszt’s Miserere du “Trovatore” de Verdi – Paraphrase de Concert and Après une Lecture de Dante: Fantasia quasi Sonata.

Cecile Licad first received international recognition in 1981 as one of the youngest musicians to receive the prestigious Leventritt Gold Medal, and she has appeared as soloist with the Chicago Symphony, Boston Symphony, Philadelphia Orchestra, New York Philharmonic and National Symphony, among others.

She is also a highly accomplished chamber musician, performing with ensembles such as the Guarneri and Takács Quartets and with the Chamber Music Society of Lincoln Center.

Her recording of Chopin’s Piano Concerto No. 2 and Saint-Saens’ Piano Concerto No. 2, with André Previn conducting the London Philharmonic, was awarded the Grand Prix du Disque Frederic Chopin in 1985, in the piano and orchestra works category by the Fryderyk Chopin Society, in Warsaw, Poland.

WE WRITE to demand a public apology from Mr. Arnel San Pedro for the callous and reckless manner with which he has maliciously depicted the City of Angeles as nothing more than a place of prostitution and gambling in his column appearing in the March 26, 2012 issue of Sun.Star Pampanga entitled “More domestic flights.”
We feel aggrieved, insulted and utterly victimized by Mr. San Pedro’s traitorous remarks that tend to pull down the emerging image of Angeles City as, according to respected columnist Mr. Bong Lacson, a place with “more than enough reasons to like, aye, to love” (“Liking Angeles,” by Bong Lacson, Punto Central Luzon, 18 October 2012).
Traitorous, indeed, if we are to point out that while Mr. Lacson hails not from our beloved city, Mr. San Pedro is supposed to be a long-time resident.
We would have forgiven Mr. San Pedro’s hollow efforts to publicize what has already been reported in both local and national media that, true enough, more and more domestic and international flights are coming into the Diosdado Macapagal International Airport inside Clark Freeport Zone.
Setting aside professional media ethics, we can only expect a pseudo-reporter like Mr. San Pedro to exploit such propitious developments to mouth mindless paeans to Mr. Victor Luciano, the president of Clark International Airport Corporation where Mr. San Pedro is gainfully employed.
We would have forgiven Mr. San Pedro’s strained efforts to also herald the increased activities at the DMIA as a glorious boon to the much-delayed aspirations of nearby Municipality of Mabalacat to become a component city.
Never mind why Mr. San Pedro suddenly goes off on a tangent. Just bear in mind that Mr. San Pedro has been profitably moonlighting as an amateur publicity agent of Mabalacat’s municipal government.
But what we cannot forgive, what utterly disturbs our sense of community with the rest of Metro Clark area, is the fact that after all his positive cerebration of current events, Mr. San Pedro goes on a rabid attack against the City of Angeles and its people without any provocation and without any sane reason for it.
First and out of nowhere, Mr. San Pedro goes out on a limb and suddenly declares that “the Clark International Airport is not located in Angeles City — only the gate of the Clark Freeport Zone is located in Angeles City.”
What is he trying to say? That Angeles City is an insignificant geographical accident to the booming Clark airport? That the large number of hotel rooms, restaurants, tourist transport operators, travel agencies and tour operators, specialty shops and other tourism establishments that can be found in Angeles City are not important considerations for airlines and passengers to come to Clark airport? Even though the Department of Tourism and everyone else in the industry have often said so?
More importantly, who cares if Clark airport is in the territorial jurisdiction of Mabalacat or Angeles or Porac or Bamban or Capas? The undeniable fact is that Angeles City was at the forefront of efforts of these local government units in lobbying for the passage of RA 7227 or the Bases Conversion and Development Act of 1992. Such lobbying efforts culminated with each LGU’s legislative branch giving their respective concurrence by resolution that paved the way for the creation of Clark Freeport Zone and subsequently the development of the Clark airport.
Clearly, with his inutile insistence that Clark airport is not in Angeles City, Mr. San Pedro betrays his myopic view that local economic development is purely anchored on parochial and personal interests.
Next and the unkindest cut of all, Mr. San Pedro blindsides Angeles City and its hardworking people by saying “we should now give emphasis on the development of our fledgling tourism industry. Tourism is not all about prostitution dens along Fields Avenue or the poker lairs that mushroom in Angeles City.”
Again, what is he trying to say? That there is nothing else worth visiting or liking in Angeles? That Mr. Bong Lacson is wrong? That Angeles City does not have “Tigtigan, Terakan Keng Dalan” attended by tens of thousands of people every year? No sizzling sisig people from all over the country and the world can’t help but come back for? No five star international hotels, giant shopping malls, world-class restaurants and coffee shops, and grand palazzos and golf course? No La Naval and Apu fiestas? No Center for Kapampangan Studies, Pamintuan Mansion, Museo ning Angeles, and Holy Rosary Church?
Again, we are perplexed why such a crude and cruel putdown would come from a supposed son of Angeles City. What has our city done to Mr. San Pedro but to be the choice of his and his family’s residence through all these years?
In the light of these and in defense of Angeles City and all Angeleños, we demand a public apology from Mr. Arnel San Pedro for his irresponsible and baseless remarks, for the undeserved damnation he has brought upon our city and its people and for belittling our people’s long history of hard work and perseverance to build and rebuild a city we can all be proud of.
In the event of his refusal to apologize to the people of Angeles City, we petition the Sangguniang Panlungsod of Angeles to issue a resolution declaring Mr. Arnel San Pedro a persona non-grata.

CITY OF SAN FERNANDO, Pampanga, Mar. 30 (PIA) — The provincial government through its Investment and Promotion Office (PIPO) and the Department of Trade and Industry (DTI) recently gathered concerned municipal and city officers to identify potential investment projects geared towards the promotion of Pampanga as an ideal investment destination and investor-friendly area.

DTI Provincial chief Leonila Baluyut said the forum aimed to come up with a list of potential investment projects in each of the municipalities and cities of Pampanga as these will be presented to both local and foreign investors during the regional and Luzon area conferences.

Baluyut shared that during the Luzon Investment Conference (LICON) last year, the province was only able to present one investment proposal, which is the Porac-Pinatubo eco-tourism park accommodation facilities which eventually gained P10 million investment.

“Given the economic and tourism potentials of Pampanga, we are very much confident that we could come up with more investment proposals,” Baluyut stated.

She further suggested that the investment and promotion officers organize working committees in their respective municipalities and cities so they could come up with well-thought out and carefully studied project proposals.

“We have a lot of things to promote, so as early as now, we would like to gather and identify projects for promotion to investors,” Baluyut stressed as she enjoined the participants to think beyond what they have at present in their localities.

DTI Provincial Specialist Lydia Rivera said that the provincial government, PIPO and the DTI work hand in hand to promote the province as an ideal destination for investors through the conduct of business conferences, business matching with prospective investors and investment missions.

Rivera explained that during the LICON, 51 investment project proposals were submitted by eight regions to both local and foreign investors in attendance. It was during this conference that the investment proposal from Porac town was able to secure the nod of investors.

The proposals varied from agribusiness, agriculture, energy, fishery, to housing, industrial park and infrastructure.

Thus said the governor in her message during the provincial health summit held at King’s Royale Promenade in Bacolor town as she stressed that without the assistance of the DOH, the provincial government would not succeed in the implementation of health programs as the health department has been providing funding support to district hospitals and rural health units from 2010 to the present.

Pineda extended her gratitude to the officials of DOH who graced the one-day summit led by Undersecretaries Dr. David Lozada, Jr., Dr. Gerardo Bayugo, Director Jovencio Ordona and Regional Director Leonita Gorgolon, among others.

Bayugo reported that through the DOH health facilities enhancement project, the province received P118,100,000 funding assistance in 2010 for the repair and expansion of Diosdado Macapagal Memorial Hospital in Guagua, the Ricardo P. Rodriguez Memorial Hospital in the City of San Fernando and the San Luis District Hospital in San Luis including the construction of three-storey buildings in both the Dr. Emigdio Cruz, Sr. Memorial Hospital in Arayat and Jose B. Lingad General Memorial Hospital in the City of San Fernando.

Of the total amount given in 2010, P92,600,000 were allotted for infrastructure development and P25,000,000 for equipping facilities.

In 2011, Bayugo said that P5 million were provided for the repair and expansion of Dr. Emigdio Cruz Sr. Memorial Hospital in Arayat and another P5 million for the expansion, repair including renovation and equipping of Magalang District Hospital in Magalang.

More so, rural health units in Angeles City, Apalit, Candaba, Macabebe, Masantol, Mexico, City of San Fernando, Sta. Ana and Sta. Rita were provided with a total of P32 million for their expansion, repair, renovation and equipping projects.

He added that this year, more than P33 million will be given to Macabebe and Porac District Hospitals.

Bayugo explained that the health facilities enhancement project is one of the strategies of the Kalusugan Pangkalahatan program of the national government which aims to provide deliberate focus on the poor to ensure that they are able to access affordable and quality health care and services in times of need.

During the summit, Governor Pineda, together with the members of the Sangguniang Panlalawigan and the Pampanga Mayors’ League signed the joint declaration of commitment to the “Kalusugan Pangkalahatan” program and ensure that every Filipino is healthy and productive.

Close to 500 municipal mayors, chiefs of district hospitals, rural health units’ physicians and nurses and health workers from the provincial, municipal and barangay levels participated in the summit sponsored by the provincial government through the initiative of Board Member Monina Laus who chairs the health committee of the provincial board.
