Pag-IBIG Reminds Of Condonation Program

CITY OF SAN FERNANDO, Pampanga – The Home Development Mutual Fund (HDMF, or Pag-IBIG Fund, here disclosed that the government office is still offering a penalty condonation program until June 30 for members who have unpaid housing loans and delinquent employers who failed to register their employees with the agency.
The agency has launched a penalty condonation program for members who have failed to make housing loan repayments for at least three months.
HDMF said the housing loan penalty condonation program aims to extend assistance to its members, especially those who were affected by typhoons and earthquakes and overseas Filipino workers (OFWs) who experienced financial woes in the Middle East and Japan, said PAG-IBIG Fund spokesperson James Cosico in a statement.
The penalty condonation program is also available for delinquent employers, or those that failed to register their employees with the agency and collect contributions from them for payment to the PagIBIG Fund, he said.
Cosico clarified that employers who deducted PagIBIG payments from workers but did not remit this are not covered by the condonation program. Employees who have previously availed themselves of the condonation program for unpaid loans are not qualified to apply.
HDMF said that eligible employers may pay contribution in behalf of their employees from the time that the latter should have been covered by the PAG-IBIG Fund.
Universal PAG-IBIG coverage was made mandatory in 2010 to assure the public of better social security services.
“The delinquent employers may pay only the employer’s contribution, as the employees may no longer be connected with the company. Employees, on the other hand, may opt to pay the fraction that they ought to contribute during the past years,” it said.
Consico also said that PAG-IBIG fund has offices in the regions and provinces all over the country that members can visit so that they can be assisted in drawing up a plan for repayment of their obligations.
Likewise, those negligent employees who have already availed themselves of the PAG-IBIG benefits and loan services but have had bad records would be ineligible for the program.

Death toll in Subic shipyard accident rises to 6

SUBIC, Zambales — Another worker who was injured Friday in an accident inside a Singaporean shipyard in Barangay Cawag Subic Zambales which instantly killed five others died Saturday in the hospital in Olongapo city.
Reports identified the latest fatality as Ronaldo Bagay who lost his leg during the accident and was rushed to a hospital in Olongapo City Friday, the death toll now total to six .
Seven other workers are still in the hospital after being injured in the same accident.
The five other victims were identified as Jaylord Reyes, Ronald Lara, Mark San Juan, Glen Miranda and Crisander Papna.
Subic Mayor Jeffrey Khonghun said the incident happened when a 42-ton steel scaffolding inside the shipyard of Keppel Shipyard Inc. gave way which fell on the workers working bellow.
The accident according to reports happened around 10:20 a.m. at the forward drydock of Keppel in Barangay Cawag in Subic town.
Reports also said that the shipyard operation is now on hold.
Keppel officials have declined to talk to the media regarding the accident. Media and even Mayor Khonghun was not allowed to enter the premises of the shipyard which was posted by several security guards.

Subic eyed as center for disaster risk-reduction training

THE Subic Bay Metropolitan Authority (SBMA) said Wednesday that it will soon be a center to train and develop emergency rescue teams in the country and will also be the regional headquarters of Red Cross for Asia-Pacific.
SBMA Chairman Roberto Garcia during the recent Luzon Island Cluster Conference of League of Municipalities of the Philippines said that Red Cross will establish its regional headquarters in Subic and develop a facility to enhance the skills of rescue workers from all over the country on emergency operation and disaster preparedness.
Garcia said that the SBMA now boasts of its own “very good fire department, rescue team and experts who are trained in disaster-preparedness and emergency operations.”
With this, the SBMA “is always ready to provide trainings, as well as assistance in any kind of emergency and rescue operation, as may be requested by local officials,” he added.
At the same time, the SBMA chairman cited the conference theme “Nagkakaisang Luzon Tungo sa Ligtas at Progresibong Pamayanan” and stressed safety and cooperation as foundations of progress.
Garcia was invited to welcome participants to the LMP conference, along with Zambales Governor Hermogenes Ebdane Jr.; Daraga, Albay mayor and LMP Luzon Island Cluster president Gerry Jaucian; Dinalupihan, Bataan mayor and LMP Bataan Chapter president Joel Jaime Payumo; and San Marcelino, Zambales mayor and LMP Zambales Chapter president Jose Rodriguez.
The three-day conference discussed issues and concerns related to climate change and disaster risk-reduction management.

SUBIC BAY Freeport — The Subic Bay Metropolitan Authority (SBMA) announced Wednesday that it will welcome an international cruise ship, which will dock here on Friday.
M/V Spirit of Adventure, a United Kingdom-based cruise ship, will arrive in Manila Wednesday and will dock in Subic on Friday to visit tourist spot in Subic.
The ship has been to Malaysia, Brunei and Borneo before docking in Puerto Princesa, Cebu, Manila and finally in Subic.

Energy firm backs Subic ambulances’ maintenance

SUBIC BAY FREEPORT — Electricity provider Subic EnerZone (SEZ) Corp. renewed its commitment to sponsor the maintenance of all ambulances of the Subic Bay Metropolitan Authority (SBMA) under its corporate social responsibility program.
SEZ represented by its senior vice president and COO Dante Pollescas and SBMA Administrator Roberto Garcia signed on Tuesday a memorandum of agreement to formalize the adoption.
Garcia said “this is a clear manifestation of how effective the public-private partnership works in which a private corporation assists the government in the implementation of a program that benefits the general public.”
He added that the eight ambulances serve a vital role in Subic Bay Freeport especially in public safety and emergency responding.
“Our ambulances are an integral part of the SBMA’s Emergency Medical Services (EMS) Program that deploys emergency response teams to any area within the Freeport zone and to any neighboring province whenever there is any given emergency situation,” Garcia said.
Pollescas expressed hope that Subic Enerzone’s Adopt-an-Ambulance program would be much appreciated by the entire Freeport community.
“We believe in the primary responsibility of the SBMA EMS and how important it is for the agency to ensure that these ambulances would be available anytime they are needed,” Pollescas said.
He added that while the P100,000 assistance will never be enough to fully maintain the ambulance fleet, it will help fast-track the purchase of much needed vehicle spare parts.

Google CEO Page gets grilled in Oracle trial

SAN FRANCISCO — Google CEO Larry Page spent nearly an hour in a federal courtroom Wednesday deflecting questions about his role in a copyright dispute over some of the technology in his company’s Android software for smartphones.
The taciturn Page often looked uncomfortable on the witness stand as he sparred with David Boies, a tenacious lawyer who made headlines for grilling former Microsoft Corp. CEO Bill Gates in an antitrust lawsuit filed by the U.S. government in 1990s.
In this trial, Boies is working for business software maker Oracle Corp., which accused Google Inc. of building its Android software by stealing pieces of the technology from Java, a programming platform that Oracle now owns.
Oracle, which is based in Redwood Shores, California, is seeking hundreds of millions in damages and royalties for Google’s future use of Android, which powers more than 300 million smartphones and tablet computers.
In a measure of the trial’s high stakes, Oracle has already called two multibillionaire executives to the witness stand. Oracle’s own CEO, Larry Ellison, appeared Tuesday, as did Page for a brief round of questioning before his Wednesday return for more extensive interrogations. In both appearances, Page sported a suit and tie, a departure from the casual attire he wears around Google’s Mountain View, California headquarters.
Page looked like he wished he could have stayed in Mountain View Wednesday. During his time on the stand, he rarely looked at Boies and frequently said he couldn’t remember seeing some of the internal Google documents that Oracle is using to build its case.
Page’s foggy memory seemed to exasperate Boies, perhaps because the haze may have worked to Google’s advantage.

Boies’ attempts to display exhibits containing inside information about Google were blocked by U.S. District Judge William Alsup because Page couldn’t recall seeing them. Although it’s unclear what was in the exhibits, it was clear Google’s own lawyers didn’t want the contents to be exposed in a public courtroom.
Some of the evidence currently being kept under court seal is believed to include disclosures about how much money Google has made from Android since the software hit the market in 2008 — a financial nugget that Google has never revealed.
Although Google gives away the software to mobile device makers, Android brings in revenue from digital advertising and sales of mobile applications that run on the system.
Boies spent much of his interrogation trying to prove Page and other Google executives realized that the company probably would have to pay a licensing fee to use elements of Java as far back as 2005. That’s when Page orchestrated the deal to buy the Silicon Valley startup that hatched Android and brought in Android founder Andy Rubin to oversee an effort to make Google’s online search engine, advertising and other services more accessible on mobile phones.
When shown emails from Rubin and others mentioning the need to license some of Java during 2005 and 2006, Page linked the references to Google’s attempts to build Android in a partnership with Sun Microsystems Inc., Java’s owner at that time. Oracle entered the picture in 2010 when it bought Sun Microsystems for $7.3 billion.
Page later elaborated on Google’s discussions Sun under while he was under more cordial questioning from one of his company’s lawyers. “We really wanted to use Sun’s technology,” Page said. “It would have saved us a lot of time and trouble to use Sun’s technology. When we weren’t able to have our business partnership, we went down our own path.”
Oracle’s case hinges on whether Android infringes on 37 copyrights for “application programming interfaces,” or APIs, that provide the blueprints for making much of Java work effectively. Other major companies, including IBM Corp, have licensed some of Java’s APIs, but Google hasn’t — one of the few things that Boies was able to get Page to confirm during his testimony Wednesday.
Google contends the Java APIs aren’t covered under U.S. copyright law because they aren’t a form of creative expression.
But various Google emails presented in the trial so far have included internal recommendations to work out a license for some elements of Java. One August 2010 email from Google engineer Tim Lindholm to Rubin mentions being asked by Page and Google’s other co-founder, Sergey Brin, to review possible alternatives to Java. Lindholm advised Rubin all the other choices “suck” and urged him to negotiate a license for Java.
When Boies asked about Lindholm’s email in Wednesday, Page wouldn’t acknowledge telling Lindholm to look into the issue, let along knowing him. Page did point out that Lindholm’s email had misspelled Brin’s first name as “Sergei.”
In an apparent attempt to cast Google’s stance on Java as hypocritical, Boies asked Page if his company copyrighted the APIs that run its services. “I am not sure,” Page responded. “I think things are copyrighted by default, but I am not a lawyer.”
Boies then asked Page if Google might use copyrights to prevent an outsider from improperly using its technology. “Google is a company based on intellectual property,” Page said. “That’s one of the major intellectual property protections.”
Page left the courtroom smiling, but still didn’t look completely relaxed. Maybe that’s because the judge told him that Oracle would probably call him back to testify before the trial is over. (AP)

Pampanga establishments urged to host disaster drills

CITY OF SAN FERNANDO — Provincial Disaster Risk Reduction and Management Council (PDRRMC) head Engr. Lulu Alingcastre urged various business establishments in Pampanga to follow the lead of SM City in hosting yearly earthquake drills to keep everyone ready to act in case of disasters.
Alingcastre lauded the preparedness measures of SM City Pampanga during its annual earthquake drill on Thursday at the mall premises participated by line agencies involved in disaster response and preparedness.
Alingcastre said the mall was able to meet current expectations in disaster preparedness, adding it should make drills on a regular basis to better make participants in the disaster response teams more agile and prepared in undertaking disaster protocols.
“The mall still has a lot of things to include in its disaster preparedness. But in general, it has met current expectations. We just hope that the participants will act the same way in real-life disaster situations,” Alingcastre said.
She said they asked the mall officials to increase their emergency warning devices inside the mall and take into consideration power failures that would be brought about by natural disasters like earthquakes.
SM City Pampanga information officer Rain Cervantes said the recommendations of the evaluation committee that handled the event will be forwarded to mall officials for proper action.
She said the mall is doing all it can to make the mall tenants and employees prepared to act in times of natural disasters.
“The mall is using available resources to have available logistical support and equipment for such kinds of disasters,” Cervantes said.

Local economy still ‘struggling’

CITY OF SAN FERNANDO — Businessman and Pampanga Chamber of Commerce and Industry Inc. vice chairman Rene Romero said recently that the local economy is “still struggling” despite some gains noted by economists.
Early this year, Romero forecasted that the 2012 economy will be “shaky but not really disastrous” because not enough money is in circulation to perk up purchasing power of workers.
One of the major factors the businessman cited was insufficient government spending.
“After the first quarter of this year — and based on paper and data from Neda [National Economic Development Authority] — the economy has reported some gains and is in upward trend. In reality and practically though, it is still struggling and we at the business sector could still feel the pinch,” he told Sun.Star Pampanga.
Romero said the situation will remain the same in the coming months unless the government puts more money in circulation through the release of funds for various infrastructure and socio-economic projects.

“Such moves, coupled with incoming investments from the business sector and related industries, will boost purchasing power in the labor segment and ripple through for a more vibrant economy,” he added.
Romero, however, sees the economy “energizing” by October this year.
“October will be start of preparations for the 2013 elections. As usual and normal as it is during the pre-election and post-poll months, money will move into the local economy. This will energize the consumer and purchasing power as well as boost production, manufacturing as well as employment. We can rebound from there,” he said.

6 firms to invest P43-M in Clark

CLARK FREEPORT — The Clark Development Corporation (CDC) disclosed that six firms are set to invest P43 million for their respective projects inside the Freeport.
The investment figure was based on the firms’ lease agreement with CDC approved on February this year.
In a report submitted to CDC Chair and Officer-In-Charge Eduardo Oban Jr., the CDC Marketing Department stated that close to 100 workers are expected to be hired by the six firms in the first year of their operations.
Among the investments signed last February were Pax Americana Food and Leisure Corporation with P30 million committed investment, and Advantest
Philippines Inc. with P10 million in investment.
Other newly signed investments are MStudy I-Communication Inc., JIMEI International Travel Company Inc., Smile Make Over Dental Clinic, Transmodal International Inc., and Clark Dent Laboratory International Inc.
Pax Americana will establish a restaurant complex including other support amenities, while Adventest will put its sales technical service and support for Advantest group’s customers in the Philippines, including installation, training, warranty support, maintenance and repair, adhoc support of semiconductor test systems, electrical measuring instruments and related computer and software and other services.
The CDC recorded 36 investments since January 2012, including 17 newly leased agreements, signed in the first two months of 2012, pouring in P2.6 billion in the next five years. The projects are expected to generate 433 job opportunities for Clark.

‘Walk for the Environment’ slated for Earth Day 2012

ANGELES CITY – As a fitting celebration of Earth Day 2012, thousands are expected to join the “Walk for the Environment” on Sunday, April 22, here.

In effect a mass rally to raise greater consciousness about the continuing degradation of the environment and generate initiatives to combat it, the environmental walk will start from Nepo Quadrangle at the city center and will end at the main gate of the Clark Freeport Zone in Balibago.Alfonso Dobles Jr., president of the Alliance for the Development of Central Luzon (ADCL) which serves as convenor of the activity, said the walk is intended to “send a strong message” to “degraders of the environment.”

“We will deliver a declaration to the Bases Conversion Development Authority (BCDA) for them to immediately stop the cutting of trees on the mountain ranges of the Clark Freeport,” said Dobles.

The “pervasive tree-cutting” that has “eroded a portion of a mountain” in Clark is reportedly perpetrated by a Korean locator developing a golf course in the area.

“This should be stopped. The mandate of the BCDA is to develop the whole environs of Clark and Subic by promoting economic activities but not at the expense of the environment.

There should be a way to promote development in total harmony with nature. There is no need to cut more trees,” Dobles said.

He added that ADCL and its allied organizations are also urging the BCDA and the Clark Development Corp. to implement the development of a watershed in the Metro Clark mountain ranges that cover parts of Capas, Tarlac and Porac, Pampanga.

The watershed is needed for the proposed bulkwater system that will sustain additional water supply to meet the growing demands of the expanding population of Clark and Pampanga.

“In the next five to 10 years, we will host five million people more in the region because of migration brought about by the job and livelihood opportunities here.

BCDA and CDC should seriously consider the development of a watershed and bulkwater system because we do not have enough ground water to meet the growing demand,” Dobles said.

And with the watershed naturally comes the total stoppage to the cutting of trees and the massive replanting, he added.

The Earth Day walk is a collaborative activity with the SUBLI Environmental Campaign, which aims to aims to promote and sustain environmental awareness, green development and healthy living in Pampanga and Angeles City.
