Kapampangan experts launch language manual

CITY OF SAN FERNANDO — A group of language experts launched Monday the first ever standard Kapampangan Orthography at the Pampanga Capitol, giving the current generation of Kapampangan language learners and teachers a better chance at learning and writing in their own language.
Language experts from the Komisyon sa Wikang Filipino, Holy Angel University, Angeles University Foundation, Department of Education, Kapmapangan writers, Pampanga Language Council, Dila and the Archdiocese of San Fernando sat down to formally come out with the language manual.
Steering the group is Dr. Anicia Hizon del Corro, the foremost expert and scholar in the Kapampangan language.
The group formally presented the Kapampangan Orthography manual to Provincial Government officials here who will be encouraging its use in various public schools.
Erlinda Cruz of the Center for Kapampangan Studies said the group sat together over the course of three months.
She said the initiative will help in the promotion of the Kapampangan language among young learners who will be guided by a manual of use in the course of their study.
The DepEd Order 16, s. 2012 launches the MTB-MLE Program this school year for kindergarten, Grades 1, 2 and 3. However, it presented more problems in terms of availability of resource materials, competent instruction and a unified manual in the instruction of the language.
Kapampangan Orthography is composed of 30 letters, which are the following: Aa, Bb, Cc, CHch, Dd, Ee, Ff, Gg, Hh, Ii, Jj, Kk, Ll, Mm, Nn, Ññ, NGng, Oo, Pp, Qq, Rr, Ss, SHsh, Tt, Uu, Vv, Ww, Xx, Yy, Zz.
Del Corro said the rules in capitalization will be the same with Filipino. Like for instance, at the start of a sentence and first letter of proper nouns.
One point in the manual said that the letter “c” should be used in spelling loan words and proper nouns. The sound [k] of c in common nouns should be represented by k. Example for this rule includes Catacutan (surname) and Katakutan (afraid).
The orthography manual also provides guides on the spelling of words, capitalization, use of barrowed words, and syllabication among others.
Komisyon sa Wikang Filipino chairman Jose Laderas Santos lauded efforts of the people in making the orthography manual, stressing that this is in response to the call of the United Nations and a recognition of the place of Kapampangan in the family of languages in the country and the world.
Kapampangan is among 180 languages in the Philippines.

Lantern making masters all set to reveal ‘secrets’

CITY OF SAN FERNANDO — Giant lantern maker Eric Quiwa of Barangay Sta. Lucia said Monday that he and his fellow “Parol Masters” are all set to reveal their secrets in the Giant Lantern Festival (GLF) this month.
During the media tour facilitated by this city’s tourism and information offices, Quiwa said they are on the finishing stages of crafting the giant lanterns measuring about 20 feet in diameter for the upcoming 11 barangay tilt.
“We are now working on the rotors which will put the play of the lights with the music. For Sta. Lucia’s entry this year, we have 10 rotors that we have been working on for the past 10 days. Each costs about P15,000 to P20,000 and will put into show our secrets for the showdown,” Quiwa told Sun.Star Pampanga.
The giant lantern alone, he noted, took two months to put together, excluding months of designing. He said the lanterns have to be placed on the drawing board five years in advance.
A giant lantern costs some P500,000 and is assembled by 20 crew members, each on a respective assignment from papering, electrical installation and rotor-driving.
“Putting all of these together will take us until Friday evening when we do the final checks and testing at the GLF site. That’s the time our secrets which will set us apart will be revealed to win the crown and top prize. It will again be a combination of rotor play, self-mixed music, colors and the important human factor,” Quiwa added.
Giving a sneak peak at Sta. Lucia’s lantern, which he hopes would hit the grand slam, Quiwa said materials play an important part in the aesthetic value of the parols.
“This year, we used just white craft paper and bond paper. Kami ang gumagamit nito sa GLF. These materials allow us to stress the value of hues, shading and our secret combinations,” he said.
Showing the master plan, Quiwa said their entry hooks on “nations in unity.” To reveal the secrets, he said he personally takes on the rotors during the first round and opening salvo during the competition.
“You will be surprised and amazed on how we will portray people figures holding each other’s hands and in a variety of colors. That’s one of the secrets we will show but there are a lot more of that people will see in the GLF,” said Quiwa.
The Giant Lantern making is slated on December 15, 2012 at the Robinsons Starmills in the city.

P1.7-B for Pampanga 2013 budget on track

CITY OF SAN FERNANDO–The Sangguniang Panlalawigan is set to approve the proposed annual budget of P1.7 billion for 2013 mainly intended for the development projects of the province, Senior Board Member Cris Garbo of the First District said during the yearly “Ulat Kapitolio” held at Fontana Convention Center in Clark Freeport.
Garbo, chair of the Committee on Appropriation, said the budget which was approved by his committee would support the commitment of the governor in uplifting the lives of the poor and for countryside development.
He disclosed that the bigger pie of the P1.7-billion budget will be used for the infrastructure projects particularly in the upgrading of roads and improvement of hospitals.
The senior board member said Pineda will empower the provincial hospital, nine district hospitals and one surgical hospital through strengthening their capabilities, provision of enough medical equipment, construction of more buildings and other facilities.
“The good relationship of the provincial executive and legislative branches of the provincial government has paved the way for more infrastructure development and comprehensive delivery of social and health services to the people in need,” Garbo said.
Garbo said they have also allotted budget for flood mitigation projects as the province is perennially visited by floods.
“We will use the budget for mitigation projects to lessen, if not eradicate, the destruction brought by floods such as construction of evacuation centers, strengthening of earth dikes and other related infra projects that would help prevent destructions during calamities,” Garbo added. ●–Elaine Mercado

Health office turns over new DPMMH building to Capitol

CITY OF SAN FERNANDO — A new two-storey building inside the Diosdado P. Macapagal Memorial Hospital (DPMMH) was formally turned over Monday to the Provincial Government and the hospital’s management by the Department of Health-Center for Health and Development (DOH-CHD).
DOH-CHD director Dr. Leonita Gorgolon led the inauguration along with Governor Pineda and Dr. Eddie Ponio, hospital administrator.
Gorgolon cited the efforts of the Provincial Government in the delivery of quality health services to the people.
“The new facility is aimed at enhancing the delivery of basic health services to the Kapampangans in the whole province,” she said.
Ponio, meanwhile, said the two-storey building was conceptualized due to the continuous increase in patients, adding it is now ready to accommodate a maximum of 102 patients in PhilHealth Room, private and semi-private rooms, pedia ward, medical ward and surgical room.
He said another building is being constructed to serve as administrative offices and diagnostic clinics for CT scan and Magnetic Resonance Imaging (MRI), complete with state-of-the-art laboratory equipment and facilities.
Pineda, for her part, said the Provincial Government is thankful to the National Government, particularly to the DOH, for providing the said building.
“This is in line with our vision of making Pampanga the healthiest province not only in Region III (Central Luzon) but in the whole country,” the governor said.
The inauguration and turnover rites were also graced by other Provincial Government officials.

2,000 flock to farmers’ congress

CITY OF SAN FERNANDO — Some 2,000 farmers and cooperative officials flocked to this year’s 4th Butil Farmers’ Congress Monday, as part of the Butil Farmers Party’s annual symposium for the agricultural sector.
Butil Representative Agapito Guanlao led the event, which was held at the Northern Hilaga (Paskuhan Village) and was attended by Department of Agriculture (DA) Undersecretary for Administration and Finance Antonio Fleta, Representative Ma. Milagros Magsaysay, and DA Regional Director Andrew Villacorta.
“Their presence here is an indication of the complete trust of the people of the region in the party as a legitimate party-list group,” Guanlao said, pertaining to the recent Commission on Elections (Comelec) decision barring it for participating in next year’s polls.
Guanlao earlier slammed the “selective cleansing” done by Comelec, alleging that the disqualification of Butil and other party-list groups is whimsical, flawed and inconsistent.
The Supreme Court (SC) stopped the poll body from enforcing its disqualification decisions on Butil.
During the congress, farmers were given assistance like farm inputs, seeds, fertilizers and other farm-related equipments. The farmers were also given free raffle prizes.
Fleta and Villacorta lauded the event, saying such activities help in the promotion of DA programs for farmers, adding that cooperatives can avail of DA programs.
“The DA programs on food production could only be achieved through the help of farmers and cooperatives,” Fleta said.
Meanwhile, Guanlao said the event also serves as a consultative event to improve Butil programs and to address the needs of the farmers.
Representatives of Butil have been involved in authoring several House bills. They sought to extend the Comprehensive Agrarian Reform Program by 10 years, from 2008 to 2018. They also filed the National Food Security Act of 2008, which would create a security council to oversee food inventory; the Philippine Fruits Development Act of 2009, which would develop the fruit industry; and a pending act to develop a state emergency fund for the protection of farmers, to be called Sagip fund.
Butil has supported the Magna Carta for the Poor and the declaration of May 15 as a National Day for Farmers.

CLARK FREEPORT ZONE — Two of the most strategic defense posts of the United States, which the Philippine government turned into economic zones beginning in 1992, are now among the country’s biggest job centers, doubling or tripling the employment levels during the heyday of the American bases.
The former Clark Air Base in Pampanga province and Subic Naval Base in Zambales province — now the Clark Freeport and Subic Bay Freeport, respectively — employ a total of 117,723 workers.
Clark had 50,184 workers last month, according to records of Clark Development Corp. (CDC). Subic had 67,539 workers as of April, according to Subic Bay Metropolitan Authority (SBMA).
The number of jobs at Clark is more than double the 22,000 workers hired by the 13th Air Force up until the pullout of US troops in 1991, according to CDC president Levy Laus.
Over at Subic, the employment figure is more than thrice the 20,000 workers there until the Seventh Fleet withdrew in 1992, SBMA Administrator Armand Arreza said.
CDC and SBMA are government-owned corporations created by Congress to oversee the conversion of Clark and Subic. Their mother agency is the Bases Conversion Development Authority (BCDA).
Pullout of US forces
The government undertook the base conversion program in 1992, a year after the pullout of the US military and the eruptions of Mt. Pinatubo.
The Philippines regained control of the base lands, which cover at least 100,000 hectares, when the Senate rejected the extension of the 1947 military bases agreement in 1991.
Laus said the growing employment at Clark could be attributed to the “increased confidence of investors and locators in President Gloria Macapagal-Arroyo’s support for the development of the free port.”
Tax incentives regained
Investors regained their tax incentives in April this year when legislators, led by Sen. Ralph Recto, worked to amend Republic Act No. 7227 or the Bases Conversion Law that did not contain explicit provisions on business perks unlike those enjoyed by locators at the Subic Freeport.
In the campaign to regain the benefits, Ms Arroyo had certified two bills as urgent.
Clark has “steadily achieved the vision of President Macapagal-Arroyo to make it one of the employment capitals in the country today,” Laus said.
Growth drivers
In Clark, as of May, companies producing garments, electronic parts, furniture and other crafts were the top job generators at the free port.
They were followed by business process outsourcing (BPO) firms and tourism-related companies.
There are 107 firms in service-related businesses, 115 firms in the industrial sector, 28 in commercial, 21 in aviation, 16 in tourism, 31 in BPO and information technology, 8 in utility and 4 in housing, according to CDC records.
Their committed investments for 2006 totaled P22.3 billion. Exports in Clark last year reached more than $1 billion.
TI facility
New jobs will be generated when Texas Instruments Inc., the world’s biggest maker of mobile phone chips, starts construction of a $1-billion semiconductor facility in Clark in July or August.
The TI facility will cover eight hectares and could create a total of 10,000 new jobs at full capacity, Trade Secretary Peter Favila said last month. The facility will start production in 2008.
In Subic, the services sector accounted for the biggest number of employees with 32,599 or 48.27 percent of the total work force. The manufacturing and construction sectors came second and third, respectively.
Unlike in Clark where women workers are the majority, men hold most of the jobs in Subic. Most workers in Clark come from Pampanga while those in Subic are largely residents of Olongapo City, which is just outside the free port.
Laus said most of the Clark-based companies complied with the minimum wage law. The daily minimum wage in Central Luzon ranges from P178.50 to P228.50, according to the Department of Labor and Employment.
The Regional Tripartite Wages and Productivity Board approved in July 2006 at least P14.50 to P18.50 in additional cost of living allowance, which will be integrated in the daily wages next month.
Banner year
SBMA chair Feliciano Salonga called 2006 a “banner year” because of the “newfound vibrancy prevailing at the free port.”
Revenue collections, for one, amounted to P6.9 billion, which went to the national treasury. The registered enterprises at the Subic free port reached 981 as of April.
The SBMA directors approved 129 new projects worth $1.43 billion in 2006.
Salonga said Korean and Chinese businesses accounted for the biggest foreign direct investments (FDI) in the free port, with the entry of Hanjin Heavy Industries and Construction Co. Ltd. and Hebei Xingtai Jingniu Glass Co. Ltd., among others.
Arreza said Hanjin, one of the world’s largest shipbuilding firms, on Monday raised its employment target from 7,000 to 15,000.
Logistics hub
Ms Arroyo has envisioned Clark and Subic as a unified logistics hub that would be the “best” in Southeast Asia.
Both free ports host international airports, the biggest being the Diosdado Macapagal International Airport in Clark where at least five low-cost airlines have operated since 2006.
A Japanese government-funded 94-km highway linking the two free ports is being built on the western ranges of Central Luzon, and the BCDA is working to arrest months of delay in the project supposedly due to right-of-way problems.
The Subic Port Development Project is nearing completion, funded also by a loan from the Japanese government.
Arreza said SBMA was gearing to achieve a “much bigger performance … and drive growth and employment by aiming to attract investment pledges of up to $5 billion, creating 100,000 jobs, and posting $2 billion export by the year 2010.”

CITY OF SAN FERNANDO, Pampanga — The giant lanterns of Pampanga have invaded Hawaii as a 20-foot giant ‘Parul Kapampangan” (Pampanga Lantern) and several Christmas lanterns made in this city are now displayed at the Philippine Consulate Office in Honolulu, overlooking the main highway in the American city.

PNP poll task forces up in Pampanga, Ecija

CITY OF SAN FERNANDO—The Central Luzon police have formed special task groups in Pampanga and Nueva Ecija a few weeks after these provinces were included in the list of 15 “high risk” areas for the May 2013 elections.
Each Regional Special Operations Task Group (RSOTG) has been assigned with 300 troops gathered from provincial commands and the regional public safety battalions to ensure safe elections, said Chief Insp. Oliver Montero, head of an intelligence team in the regional police’s intelligence division.
Senior Supt. Noli Taliño and Senior Supt. Wendy Rosario, chief of the regional police’s operations and administration,
respectively, head the RSOTG in Pampanga and Nueva Ecija, Montero said.
Both will be based at the regional headquarters in Camp Olivas in this Pampanga capital.
Taliño said the Philippine National Police and the Department of the Interior and Local Government (DILG) classified the two Central Luzon provinces, as well as Maguindanao, Abra, Pangasinan, Masbate, Samar, Lanao del Sur, Ilocos Sur, Basilan, La Union, Cavite, Cagayan, Batangas and Misamis Occidental as priority provinces for the elections based on how these fared in various factors.
These include having histories of of election-related violence, presence of intense political rivalry and threat groups, and number of loose firearms and organized criminal groups.
Taliño said some 2,700 “unrenewed, expired or wanted” firearms were recorded in Pampanga. Senior Supt. R’win Pagkalinawan, provincial police director, confirmed this.
Taliño asked reporters not to refer to the “priority provinces” as “hot spots” or “areas of concerns.”
He said a province that lands in the priority list means it would receive “focus on security preparations.”
The Central Luzon police or the provincial police cannot remove Pampanga from the priority list because the selection was made at the national level of the PNP and DILG, said lawyer Lydia Pangilinan, provincial election supervisor.
The Commission on Elections was expected to come out with an election watch list of areas of concern before the campaign period starts in January 2013.
Pagkalinawan said the anticrime efforts of the Pampanga police would not be hampered because only 70 (6 percent) of 1,100 policemen in the province would be assigned to the RSOTG.
Policemen securing elected officials would be recalled to their mother units on or before Jan. 13, 2013, Taliño said.
Elected officials and candidates will not be allowed to carry firearms during the campaign period. Their private security aides may carry guns only after the Comelec issues them permits, said Pangilinan. Tonette Orejas, Inquirer Central Luzon

Pampanga gives 500 coffins to ‘Pablo’ victims

CITY OF SAN FERNANDO, Philippines—The Pampanga government and the Pampanga Mayors’ League have sent 350 of 500 wooden coffins they have donated to families whose relatives were killed in landslides and flashfloods triggered by Typhoon Pablo early this week in Mindanao.
The first batch of 110 caskets was sent on Thursday via the Philippine Air Force in Villamor Air Base in coordination with the Office of Civil Defense, said Candaba Mayor Jerry Pelayo, PML president.
The next batch of 240 coffins were delivered on Friday, also through the PAF, while the balance of 150 will be flown Saturday, he said.
Pelayo said each of the coffins cost P2,500 for a total of P1.25 million that would be pooled from portions of salaries of 20 mayors and from private donations.
“These are the least we can give to our brothers and sisters who died in the middle of the calamity. We condole with their families and keep them in our prayers in a sad Christmas,” Gov. Lilia Pineda told the Inquirer.
The coffins were all made in Sto. Tomas town, the ‘coffin capital’ of Central Luzon.
The provincial government and the PML also donated coffins to victims of Storm Sendong in Mindanao in December last year.

RP Energy gets ECC for 600MW coal plant project

SUBIC BAY freeport: The Redondo Peninsula Energy Inc. has finally secured an environmental compliance certificate (ECC) from the Department of Environment and Natural resources for its second 300-megawatt power plant inside Subic Bay Freeport.
With the ECC, RP Energy’s coal fired power plant has formally increased its 300MW plant to a total of 600-MW power plant which is expected to start commercial operations in 2016.
In a statement, RP Energy said it was issued an “amended” ECC, which it considered a “major milestone toward the completion of the project that we hope will ease the burden of Filipino consumers who need stable, reliable, environmentally responsible and cost-efficient power in their homes and businesses.”
The ECC amendment, the company added, recognized its strict adherence to the Department of Environment and Natural Resources-Environmental Management Bureau’s guidelines and its commitment to complying with the law.
“More importantly, getting the ECC amendment further strengthens our commitment to strictly adhere to the permitting process and to ensuring that the project’s construction and eventual operation is environmentally compliant and state-of-the-art,” RP Energy said.
RP Energy president Aaron Domingo said that RP Energy is finalizing the amended and restated Lease and Development Agreement with the SBMA.
RP Energy stressed the necessity of the planned 600-MW coal plant in ensuring the availability, reliability, affordability and security of power supply for the Luzon Grid.
RP Energy however is facing hurdles after the Supreme Court issued in July this year a Writ of Kalikasan to the power project.
The project has also been criticized by different organizations in the area saying the project will affect the health of whole environment including the residents of Subic, Olongapo and Zambales.
