Group: No to Balikatan in Clark, Floridablanca

ANGELES CITY — A farmers group has opposed the Balikatan military exercises between the United States and Philippines, particularly those to be conducted in Clark and Floridablanca.
The Alyansa ng mga Magbubukid sa Gitnang Luson (Farmers’ Alliance in Central Luzon) or AMGL said the military exercises would also be held in Subic in Zambales; Crow Valley in Camp O’Donnel in Capas, Tarlac; and Fort Magsaysay in Laur, Nueva Ecija.
AMGL members joined the protest caravan led by Bagong Alyansang Makabayan (Bayan) against the Visiting Forces Agreement and Balikatan military exercises. The caravan, coming from Manila, proceeded to Basa Air Base and Clark.
“The areas of Balikatan exercises are usually where farmers, fisherfolk and indigenous people get their livelihood. During these dangerous exercises, they are banned from attending to their crops or fishing at the seas, thus, it affects their livelihood,” said Joseph Canlas, AMGL chairman.
The group said military reservations such as of Clark Airbase in Pampanga, Crow Valley in Tarlac and Fort Magsaysay in Nueva Ecija include lands that are being cultivated by farmers and indigenous Aetas, while the bay area in Zambales near Subic and San Antonio town are usual fishing grounds to communities along the bay.
“The Balikatan exercises treat farmers and fisherfolk as mere pests as they are totally driven off their lands. Their rights to livelihood are totally trampled upon. We totally condemn this recurring incident,” Canlas said.
Canlas said the Clark reservation covers 59,600 hectares, while Crow Valley covers 17,814 hectares. Moreover, the Fort Magsaysay military reservation covers 35,000 hectares reaching the Pacific Ocean, including the Sierra Madre mountain ranges and 12 kilometers of coastline.
In Crow Valley, the group said an Aeta community who had ancestral claim was displaced when the Department of National Defense (DND) rejected it. The American forces from Combat Logistics Battalion 3 recently constructed Camp Palacio in Crow Valley, equipped with fiber optics technology for communication.
AMGL said farmers in the region, as well as the country’s citizen have no benefit from the Balikatan exercises and VFA that led to it.
The group said its objectives are to secure its base in Southeast Asia to exploit untapped resources such as oil and natural gas, guard against China and North Korea and to use the country as its base to launch wars of aggression.
Aside from establishing its geo-political base in Southeast Asia, AMGL said the exercise aims to threaten the resurging movement of farmers in the region.
The group added that the Aquino government plans to convert major areas of Central Luzon into industrial and commercial hubs that would evidently displace many farmers. It is initiated by the implementation of Metro Luzon Urban Beltway (MLUB) and North Luzon Agri-Business Quadrangle that included the construction of North Luzon Expressway (NLEx), Subic-Clark-Tarlac Expressway (SCTEx), Tarlac-Pangasinan-La Union Expressway (TPLEx), Central Luzon Expressway (CLEx) and North Luzon East Expressway (NLEx East).
“Aside from these highway projects, president Aquino is also promoting mining that seriously damages the environment, displaces farmers and plunders our natural resources,” Canlas said.
AMGL said the Aquino government had lined up anti-farmer and anti-people policies and programs that would undoubtedly drive the region’s people to resist and protest, thus the former is using the Visiting Forces Agreement (VFA), Balikatan military exercises and its counter-insurgency program Oplan Bayanihan to thwart the looming unrest.
“President Aquino is a traitor to the people of Central Luzon and the country. He has sold the future of our children and of the next generation. The peasantry and the people of the region should join the nationwide call to junk the VFA and Balikatan,” Canlas said.

Foundation to train households on proper segregation

CITY OF SAN FERNANDO — The Mother Earth Foundation (MEF), which will undertake the city’s Ecological Solid Waste (EWSM) program, will introduce the use of the Palawan template in training households on solid waste management, particularly segregation at source.
“Our agreement with Mother Earth Foundation stipulates that they will conduct the program comprehensively starting at the barangay level. They will do the rounds and train household members on proper segregation. The garbage problem is recurring that is why the goal of the program now is to address the culture of waste disposal just like what has been done in Palawan,” city administrator Ferdinand Caylao told Sun.Star Pampanga.
There would be alternatives, Caylao added, like recycling and generating waste for extra income.
The agreement is supported by a City Council resolution sponsored by Councilor Reden Halili of the committee on environment, which notes that the P1,008,400 funding for the program will be drawn from the P2-million Performance Challenge Fund granted by the Department of Interior and Local Government for the city’s being a Pamana ng Lahi awardee.
For Association of Barangay Captains president Arnel Sicat, the agreement is “good news” for the 35 villages of the city.
“We are in the frontline of solid waste management. The agreement with Mother Earth Foundation on solid waste management will certainly be of benefit to us in the grassroots,” said Sicat.

Couple found dead in Pampanga

MANILA, Philippines – A couple was found dead inside their home in Timog Park Homes, Angeles City, Pampanga Tuesday morning, police said.
The victims, identified as Ernesto del Rosario Briones, 52; and his live-in partner Girlie Chavit, 42.
They died of gunshot wounds.
Chavit, an employee of Angeles City Hall, was reportedly 7 months pregnant.
Police consider the case a crime of passion after Chavit’s ex-husband, Bernie, was tagged as the suspect in the killing.
Investigation showed that based on the subdivision’s security logbook, the suspect was inside the subdivision at the time of the incident.
Chavit’s son, who is living with his mother and Briones, also told police that he saw his father shoot Chavit.
Police have launched pursuit operations to capture the suspect, who will face charges of double murder.

‘Bulacan, Pampanga, Maynila posibleng lumubog sa baha’

MALOLOS—Halos buong Bulacan, kasama ang pitong bayan at lungsod sa Pampanga at tatlo pa sa kalakhang Maynila ang lulubog sa baha.

Ito ang maaaring mangyari kung masisira ang dike ng Angat Dam sanhi ng malakas lindol na hatid ng posibleng paggalaw ng West Marikina Valley Faultline (WMVF) anumang oras, ayon sa Tonkin and Taylor International.

Ang Tonkin and Taylor ay ang kumpanyang kinontrata ng Power Sector Assets and Liabilities (PSALM) upang magsagawa ng pag-aaral sa katatagan ng 43-taong Angat Dam.

Batay sa inisyal na ulat ng Tonkin and Taylor, lulubog sa 10 hanggang 30 metrong lalim ng tubig ang mga barangay ng mga bayan ng Norzagaray, Bustos, Baliuag at San Rafael na nasa gilid ng Ilog Angat kapag nabugta ang dike ng Angat Dam.

Ang ilan namang barangay sa mga bayan ng Sta. Maria, Bustos. San Rafael at Baliuag ay posibleng lumubog sa bahang may lalim na lima hanggang 10 metro.

Habang lumalawak naman ang pagkalat ng tubig na raragasa, lulubog sa isa hanggang limang metrong tubig ang mga barangay na aabutin.

Batay sa pagtaya ng Tonkin and Taylor, ang mga barangay na may layong 13 hanggang 27 kilometro mula sa Bustos Dam ay maaring maapektuhan ng pagbaha.

Kabilang dito ay ang mga barangay sa bayan ng San Ildefonso, San Miguel, hanggang sa hilaga nito tulad ng mga barangay sa mga bayan ng San Luis, Candaba, Arayat, Mexico, Apalit, Macabebe, Masantol sa lalawigan ng Pampanga.

Maging ang mga bayan ng Hagonoy, Paombong, Calumpit, Pulilan, Plaridel, Guiguinto, Bocaue, Pandi, Balagtas, Bulakan, Obando, Marilao, at mga Lungsod ng Malolos at Meycauayan ay lulubog din; kabilang ang ilang barangay sa mga Lungsod ng Valenzuela at Malabon sa kalakhang Maynila.

Ayon sa pag-aaral ng Tonkin and Taylor, posibleng mangyari ang pagbahang ito kung ang dike ng dam ay masisira dahil sa lindol na hatid ng paggalaw ng WMVF.

Ito ay dahil sa ang pangunahing dike ng Angat Dam ay nakaupo sa dalawang sanga o mas makipot na bitak sa ilalim ng lupa na bahagi ng WMVF.

Batay sa mas naunang pahayag ng Philippine Institute of Volcanology and Seismology, anumang oras ay maaaring gumalaw ang WMVF at posibleng maghatid ng lindol na may lakas na 7.2.

Sa paggalaw ng WMVF, possible ring gumalaw ang sangang bitak nito sa ilalim ng dike ng Angat Dam na maaari ding maging sanhi ng pagkasira nito.

Batay sa mas naunang paliwanag ni Inhiyero Roderick Del Cruz, isang dam safety engineer ng Southern California Edison na nagmula sa bayan ng Hagonoy, ang paggalaw ng lupa sanhi ng lindol ay posibleng magbunga ng “piping” o maliit na butas sa dike.

Ayon kay Dela Cruz, sa umpisa, ang “piping” karaniwang maliit lamang, ngunit dahil sa dinadaluyan ito ng tubig mula sa loob ng dam, lumalaki ito at nagiging sanhi ng pagkabugta o pagkabuwag ng dikeng pumipigil sa tubig na naipon sa loob ng dam.

Kapag tuluyang nabuwag ang dike ng dam, raragasa ang tubig at mapipinsala ang lahat sa daraanan nito.

“Sa Amerika, may mga cases ng dam break, at minuto lang halos ang itinatagal bago humupa ang pagragasa ng tubig, pero sapat na iyon para masalanta ang bilyon-bilyong halaga ng ari-arian,” ani Dela Cruz.

Batay naman sa resulta ng pag-aaral ng Tonkin and Taylor sa Angat Dam, kapag nasira ang dike nito, raragasa ang tubig na may lalim na 10 hanggang 30 metro sa kahabaan ng Ilog Angat mula sa dam hanggang sa Bustos Dam.

Dahil sa nakaharang ang Bustos Dam sa Ilog Angat, posibleng umahon sa magkabilang gilid ng ilog ang tubig na rumagasa mula sa dam, na siyang magpapalubog sa mga barangay ng ibat-ibang bayan.

Sa gawing silangan ng Ilog Angat ay ang mga bayan ng San Rafael, San Ildefonso hanggang San Miguel, sa Kanluran ng ilog ay ang mga bayan ng Bustos, Pandi, Sta. Maria, Balagtas, Guiguinto, Malolos, Paombong at Hagonoy.

Tinataya ring mapipinsala ang malaking bahagi ng Baliuag at mga bayan ng Pampanga sa hilaga nito dahil sa pag-apaw ng Ilog Angat sa bahagi ng Baliuag.

Ang Ilog Angat ay lumiko pakanan sa Baliuag mula sa Bustos, kaya’t tinatayang masasapul ang kabayanan nito.

Para naman kay Bro. Martin Francisco ng Sagip Sierra Madre Environment Society, maaaring ang Bulacan at Pampanga ang magdusa sa inisyal na pinsalang hatid ng biglang pagbaha na bunga ng posibleng pagkasira ng dam.

Ngunit ayon kay Francisco, higit na magdurusa ang kalakhang Maynila kapag nagtagal dahil sa posibilidad na kapusin ito ng tubig inumin kapag nabugta ang dike ng dam at tumapon ang tubig na nakatinggal doon.

Inayunan din ito ni Gob. Wilhelmino Alvarado, ngunit nagpahayag siya ng pangamba sa trahedyang ihahatid nito sa libo libong Bulakenyo maaaring masawi.

“Kailangang kumilos tayo ngayon at magdasal na huwag lumidol at huwag masira ang dam, dahil kapag nangyari yan, wala na tayong magagawa, baka sa South China Sea na tayo magdebate,” ani ng punong lalawigan.

BIR: No More Deadline Extension

Respective individuals and corporations received a reminder coming from the Bureau of Internal Revenue (BIR) that they have only until today to file their 2011 income tax returns (ITRs).
Ms. Kim S. Jacinto Henares, BIR Commissioner, provided specific instructions to all revenue deputy and assistant commissioners in supervising the tax filing operations on the regional and district levels, mainly those in Metro Manila where a lot of taxpayers are based.
Including the 25% surcharge and 20% interest per year, she highlighted that April 16 is the deadline and will not be extended, if so, fines will be obligatory on late filers.
BIR chief uttered that in case of purposive or intentional neglect to file a return, the present surcharge will be increased to 50 percent of the tax due.
Whether single or married, an individual taxpayer is allowed of the basic personal immunity of P50,000 plus P25,000 for each dependent child but not exceeding four. Only the other half reporting income can get the personal immunity.
The supplementary exemption for children shall be obtained by the husband, unless he waives his right in favor of his wife.
In the case of legally separated spouses, the supplementary exemption shall be claimed by the spouse who has safekeeping of the dependents.
Required to file ITRs are Filipino citizens residing here, Filipinos residing abroad but earning income here and foreigners residing and deriving income from the country.
An individual is excused from filing an ITR if his revenue does not surpass his total personal and additional exemptions and whose income has been subjected to final withholding tax.
Also exempted from this are the minimum wage earners and Overseas Filipino Workers (OFW) as far as their earnings from such employment are concerned.
An OFW is however required to file return and pay taxes if he derives income from sources within the country, say operating a grocery store and apartment houses.
An individual is not required to file ITR but may voluntarily submit one for purposes of loans and foreign travel requirements.

Binibining Pilipinas Beauties Crowned

Janine Mari Tugonon, 22 years of age, a cum laude graduate with a pharmacy degree from the University of Santo Tomas, outdone 29 other candidates and was crowned Miss Philippines-Universe 2012 at the Smart Araneta Coliseum last April 15, 2012 (Sunday).

Schmitz is set to graduate with a double major in Law and Psychology in Australia at the end of the year.
Meanwhile, Katrina Dimaranan, 18 years old, was announced as Binibining Pilipinas Tourism 2012. She recently graduated from High School and also gotten the Miss Talent award.
Completing the winners’ circle were a 19-year-old, Annalie Forbes (1st runner-up) and 20-year-old Elaine Kay Moll (2nd runner-up).
The Big Dome was filled with a lot of enthusiasts and supporters of the 30 candidates who prepared hard for the big night over the past four months.
The pageant was hosted by Xian Lim, Iza Calzado, Venus Raj and Georgina Wilson which was started by a cheerful number as the girls whirled to heavy beating in a “more fun in the Philippines” mode.

Apalit, Pampanga bridge collapses as three dump trucks pass

A bridge in Apalit, Pampanga province collapsed on Wednesday morning as three dump trucks crossed over it. The drivers were unhurt.

The three dump trucks were part of a convoy heading for Macabebe when the bridge at Colgante village in Apalit collapsed at about 10:15 a.m., police said.

“Aming napagalaman may apat na dump truck papuntang Macabebe, dito sa dinadaanan ang Colgante Bridge. Ang naunang truck nakalipat pero … itong tatlo na sumunod sa naunang truck ay na-trap sa loob ng Colgante Bridge nang ito ay bumigay,” Apalit police head Superintendent Angelito Esteban said in an interview on dzBB radio.
Citing initial information reaching him, he said the bridge was about 10 feet above the water below.

The trucks were carrying gravel at the time the bridge collapsed.

For now, Esteban said they have discouraged motorists from using the bridge.

“Itong tulay noon pang 1970 nagawa … Wala na tayo pinapadaan,” he said.

CITY OF SAN FERNANDO, Pampanga, April 16 (PIA) – Five towns in Bataan province will be affected by the National Grid Corporation of the Philippines’ (NGCP) scheduled shutdown of some of its transmission facilities on Wednesday, April 18.

NGCP North Luzon of the Corporate Communication Division Lilibeth Gaydowen said, “affected areas are Hermosa, Orani, Samal, Abucay, and Balanga substations which the Peninsula Electric Cooperative (PENELCO) ranges.”

“The reason behind this is the corrective maintenance of partially detached conductor along the line segment of Hermosa Balanga 69kV line which will run from 7:00-8:30AM,” Gaydowen explained.

She added that “normal operations will immediately resume after work completion. And NGCP’s customers and the general public are advised to take the necessary preparations and precautions for this scheduled interruption.”

2 Quezon City Mall Heist Suspects Fall

Two of the six suspects were arrested in a town in Iloilo last Monday who was said that they were the suspects in the 14-million robbery at the money changer shop at Robinson’s Galleria in Quezon City last March 29.
Namely Willy Enriquez and Ereno De La Cruz were the 2 suspects who were arrested. According to the National Capital Region Police Office (NCRPO) chief Director Alan Purisima, the two were on a motorcycle when they were cornered in Ajuy, a town in Iloilo at about 8 p.m. last Monday.
Also, Purisima mentioned that Enriquez yielded a .45 caliber pistol and De La Cruz a .38 caliber revolver.
“They sensed the presence of policemen and were on their way to Bacolod City to while away the days when cornered. They gave themselves up peacefully,” Purisima said.
Enriquez and De La Cruz were soared to Manila yesterday afternoon and are planned to be carried to Camp Bagong Diwa in Taguig City.
Director Chief Superintendent Mario De La Vega of Quezon City Police District (QCPD) said that Enriquez was recognized by the security guard namely Roderick Relocio as one of the 6 suspects who robbed the P14 million meant for the Sanry’s moneychanger shop in the basement of Robinson’s Galleria last March 29.
A secutiry guard, Rodrigo Villa, was killed in the firefight while the 5 other guards namely Relocio, Josua Toniza, Jeremy Rabe, Paul Adrian Sarmiento, and Lea Del Mundo suffered wounds.
The suspects ablaze extensively and threw 2 hand grenades, yet only one exploded, to cover their escape on motorcycles.
De La Vega uttered that Relocio broke into tears when showed with Enriquez’s photo from the rascal’s gallery of the Pasay City police, where the asserted member of the Ozamis pilfering gang is facing burglary in band charges, also for robbing a moneychanger shop.
There was a warrant of arrest for Enriquez who was then issued by the Pasay City Regional Trial Court (RTC) Branch 110.

Village chiefs want polls synchronized

CITY OF SAN FERNANDO — In a swift move, the Pampanga Federation and Association of Barangay Captains (FABC) issued Monday a resolution clamoring for the synchronization of village elections with that of the national polls in 2016.
Resolution 001-S2012, an offshoot of the National Liga ng mga Barangay’s two proposed resolutions of the same spirit, states: “Support for His Excellency President Benigno Simeon C. Aquino III on his plan to synchronize barangay elections with the national elections and urging the Philippine Legislature for the immediate enactment of the desired enabling law.”
Pampanga FABC president and ex-officio Board Member Melchor Pingol said the resolution has been approved by the 21 heads of barangay associations in the province in a recent special assembly.
“Just like our counterparts all over the country, we agree and support the clamor for the synchronization of barangay elections with national elections in 2016. That is why here in Pampanga, we are urging Congress to immediately facilitate the passage of a bill that will extend the term of office of barangay officials to six years with re-election, but in no case shall their term of office exceed two terms,” said Pingol.
He said that together with the national federation’s two resolutions, the local Liga’s plea will be submitted to President Aquino, Senate and the Lower House. “We also would provide the Department of Interior and Local Government a copy for their review.”
Meanwhile, Pampanga FABC secretary Arnel Sicat of the City of San Fernando said that synchronizing the two polls would be advantageous to barangay candidates.
“We could save on resources if our term of office is extended. The only concern we see here is that barangays are non-partisan. If synchronized, there might be a tendency of partisanship since we will be included in the list of other higher candidates for selection and voting,” said Sicat.
He added that by the end of this month, ABCs in the municipal level will gather again to discuss such concern.
