Town to hire ‘blue guards’

CANDABA — Mayor Jerry Pelayo coined Sunday the idea of hiring “blue guards” to augment forces in maintaining peace and order in the localities.
The mayor is planning to train the recruits on the basics of public safety, in coordination with the Pampanga Police Provincial Office for the requirements and other seminars needed.
Members of the market vendors association welcomed the idea of Pelayo, saying it also serves the best interest of local businesses in the town proper.
The vendors even promised to give contributions for the salary of the blue guards who will monitor the public market day and night.
Henry Flores, town’s chief of police, said there are only 24 active police officers assigned in Candaba.
“Apat pa dito ay retirable na (Four of them are retirable),” Flores told the business group earlier.
He said with the current available police in town, the ratio is one police assigned for every 7,000 residents.

Retired general asked: Relocate 6 PAF units in Clark

CLARK FREEPORT — A golf course and furniture owner in Angeles City has asked the newly installed Clark Development Corporation (CDC) chairman to relocate the headquarters of some six major units of the Philippine Air Force (PAF) located inside the Freeport.
Ruperto Cruz, owner of Royal Garden Golf and Country Club and Cruz Wood Industries Inc., asked Retired General Eduardo Oban Jr. to transfer the PAF units from Clark to Camp O ‘Donnell in Capas, Tarlac and Basa Air Base in Floridablanca, Pampanga.
The mandate of the Bases Conversion Development Authority (BCDA) under Republic Act 7227 (an act accelerating the conversion of military reservations into other productive uses) is to develop Clark into a special economic zone and not a military installation, according to Cruz.
A freeport with military squadrons is not conducive for investors, Cruz said, adding a contingent or a composite team is enough to support the Philippine National Police Aviation Command, Bureau of Immigration, and other government forces in securing the Clark International Airport.
“A composite team is enough, but not six major units based inside the Freeport,” he said.
Oban replaced lawyer Felipe Antonio Remollo, a former mayor of Dumaguete City who recently resigned as CDC president and chief executive officer.
Oban is the 42nd chief of staff of the Armed Forces of the Philippines. He belongs to Philippine Military Academy “Matapat” Class of 1979.

PGKM expresses confidence in new CDC exec To get PAF out of Freeport

ANGELES CITY – With a new leadership at the helm of the government-run Clark Development Corp. (CDC), an advocacy group based here has expressed confidence in the leadership of a retired chief of staff of the Armed Forces of the Philippines (AFP), who was appointed by President Benigno Simeon C. Aquino III as the CDC’s officer-in-charge and chairman of the Board.

“His appointment to run the CDC is nothing but timely,” said Pinoy Gumising Ka Movement (PGKM) Chair Ruperto Cruz, who was referring to retired AFP Chief of Staff Gen. Eduardo Oban. The new Clark official replaced Atty. Felipe “Ping” Remollo, whose resignation was accepted by President Aquino.

Being a former top ranking official in the air force, Cruz said Oban would be the “perfect instrument” in the bid to relocate the Philippine Air Force (PAF) from the Clark Freeport to several proposed areas.

For almost two decades, the PAF has expanded from a military entity into a growing residential community inside the Clark Freeport.

Cruz stressed that the prime lands occupied by the PAF can be converted to more productive sites suitable for various local or international investments.

“At the same time, the heavy presence of the air force at the Freeport implies a sort of a garrison state which is not conducive to the Freeport being a prime investment area,” Cruz said.

But Cruz stressed that he is not advocating for the total pull-out of all air force units inside the Clark Freeport. He emphasized that the air force and administrators at the Clark International Airport Corp. (CIAC) must come up with a “joint-use” scheme to utilize the airport’s runways, most especially during emergencies.

“It would be best that a contingent of the PAF should remain inside the Freeport because this will instill some feeling of security among existing and potential investors,” Cruz said.

“However, it is no longer advisable to accommodate the entire PAF, including thousands of square meters of prime lands for their housing and recreational needs.

These lands must be developed to further boost the economic attractiveness of the Clark Freeport to the international and local community.”

In a press statement, the CDC reported that Oban was instrumental in the negotiation process between government mediators and Magdalo rebels during the Oakwood mutiny in 2003.

Cruz noted that with Oban’s diplomatic skills, “he qualifies as the best person to explain to the Philippine Air Force why the lands they are occupying must be developed by the CDC into investment areas.”

“We need somebody from the PAF who, at the same time, understands the needs of the Freeport,” said Cruz.

Pamintuan nominated in 2012 World Mayor Award

ANGELES CITY — Mayor Edgardo Pamintuan has been included in this year’s nominees for the World Mayor Award.
The World Mayor award is given every two years to a mayor “who has made outstanding contributions to his/her community and has developed a vision for urban living and working that is relevant to towns and cities across the world.”
According to Pamintuan, being nominated in the prestigious World Mayor award is already an achievement.
“I am not expecting too much on this search, I just continue the work that I do as mayor of Angeles City as there are still a lot of things we need to undertake to fulfill all our campaign promises and those that are stipulated in our Contract with the Angeleños,” Pamintuan said.
Barely 21 months in office, Pamintuan has made significant accomplishments as city mayor.
He was able to stabilize the city’s financial condition with increased local revenues, solve the traffic and garbage woes and improve the delivery of services to his constituents.
A significant project that was implemented last year was the establishment of the Angeles City Renal Care Unit (ACRCU) that currently houses 19 dialysis machines and caters to poor Angeleños who are suffering from renal diseases.
The other project, which Pamintuan hopes to be operational this year, is the opening of the City College of Angeles (CCA) which will benefit indigent students who cannot afford the rising costs of education in private college institutions.
According to a report from social news network, Rappler.com, the 2012 edition of the awards will have 88 mayors around the world as initial nominees.
Aside from Pamintuan, Mayor Sara Duterte-Carpio of Davao City also made it in this year’s list of nominees.
The report added that the initial list of 88 nominees may still increase, as nominations from the public will still be accepted until May. The nominees will be trimmed down to 25 finalists in June.
The nomination is done by accomplishing an online nomination form, in which a person has to state the reasons for nominating the city official of his or her choice.
The winner will be determined and announced by the City Mayors Foundation, an international think tank on urban affairs, in December.
Since the establishment of the awards in 2004, five nominated city mayors from the Philippines made it to the final list of nominees, with three of them ranking among the top 10:
* 2005: Oscar Rodriguez of San Fernando, Pampanga (still incumbent mayor) – ranked 4th
* 2006: Jejomar Binay of Makati City (now Philippine vice president) – ranked 4th
* 2006: Carmelo Lazatin of Angeles City, Pampanga (now Pampanga representative) – finalist
* 2008: Marides Fernando of Marikina City (former mayor) – ranked 7th
* 2010: Jesse Robredo of Naga City, Camarines Sur (now Interior and Local Government secretary) – finalist

No. 1 most wanted in Mexico arrested

CAMP OLIVAS — Mexico town’s most wanted person, Fernando Dela Cruz alias “Popong Fernan,” has fallen into the hands of the police.
According to reports, elements of the Mexico Municipal Police Station (MPS) have been conducting surveillance and monitoring in Barangay Buenavista of the said town where the suspect was recently spotted.
Over the weekend, a tracker team sighted the accused at the said barangay and informed the Mexico MPS about the pursuit.
The police then proceeded to Barangay Buenavista, where an operation was conducted resulting in the arrest of Dela Cruz.
The arrest was made by virtue of a warrant issued by Judge Ofelia Tuazon Pinto of Regional Trial Court Branch 60 in Angeles City with no bail recommended.

Lawmaker uncomfortable with Senate running mates

SUBIC BAY Freeport – San Juan City Representative JV Ejercito Estrada who is seriously considering running for a seat in the Senate in the 2013 elections said he is uncomfortable with the other would-be senatorial candidates under the United Alliance (UNA) party.
In a visit here in Subic, Estrada said, “I just don’t feel comfortable with them kasi nine years kaming nasa magkabilang kampo.”
Estrada was in Subic to deliver a speech during the 2nd SK Central Luzon Youth Summit.
Asked if Representative Mitos Magsaysay, who is a known ally of former President Gloria Macapagal Arroyo, is one of them, Estrada said, “Well she is one of them, but we talk in Congress and recently, we were together in Batangas to attend a wedding.”
Meanwhile, he said former Senators Dick Gordon and Miguel Zubiri were also being considered by the UNA for the next year’s midterm elections.
But he said the final will say will be with Vice President Jejomar Binay.
He said he is seriously considering running for Senate in 2013 after a survey put him a good position.

Guv supports bigger DFA consular office in Pampanga

CITY OF SAN FERNANDO — Governor Lilia Pineda vowed Monday to support the establishment of a bigger and permanent office for the Department of Foreign Affairs (DFA) here.
She said the establishment of the consular office will further boost the service capabilities of the agency in handling needed services of overseas Filipino workers and tourists.
Pineda discussed this plan during a meeting with Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero, DFA Pampanga consular office Arturo V. Romua and DFA Office of the Undersecretary for Administration Special Assistant Elmer Cato at the Capitol here.
Pineda said the move will greatly boost the capability of the DFA in addressing the needs of Pampanga, which is known to have one of the highest overseas workers in Luzon.
“The establishment of a DFA office on its own permanent grounds that is accessible to the greater number of Kapampanngans and people coming from different regions will provide ease to our people who seek the services of the agency,” Pineda said.
She said she is committing to help in the funding of a DFA office here.
DFA officials said they will take seriously the proposal of Pineda and will discuss it with their colleagues for approval.

Group: No to Balikatan in Clark, Floridablanca

ANGELES CITY — A farmers group has opposed the Balikatan military exercises between the United States and Philippines, particularly those to be conducted in Clark and Floridablanca.
The Alyansa ng mga Magbubukid sa Gitnang Luson (Farmers’ Alliance in Central Luzon) or AMGL said the military exercises would also be held in Subic in Zambales; Crow Valley in Camp O’Donnel in Capas, Tarlac; and Fort Magsaysay in Laur, Nueva Ecija.
AMGL members joined the protest caravan led by Bagong Alyansang Makabayan (Bayan) against the Visiting Forces Agreement and Balikatan military exercises. The caravan, coming from Manila, proceeded to Basa Air Base and Clark.
“The areas of Balikatan exercises are usually where farmers, fisherfolk and indigenous people get their livelihood. During these dangerous exercises, they are banned from attending to their crops or fishing at the seas, thus, it affects their livelihood,” said Joseph Canlas, AMGL chairman.
The group said military reservations such as of Clark Airbase in Pampanga, Crow Valley in Tarlac and Fort Magsaysay in Nueva Ecija include lands that are being cultivated by farmers and indigenous Aetas, while the bay area in Zambales near Subic and San Antonio town are usual fishing grounds to communities along the bay.
“The Balikatan exercises treat farmers and fisherfolk as mere pests as they are totally driven off their lands. Their rights to livelihood are totally trampled upon. We totally condemn this recurring incident,” Canlas said.
Canlas said the Clark reservation covers 59,600 hectares, while Crow Valley covers 17,814 hectares. Moreover, the Fort Magsaysay military reservation covers 35,000 hectares reaching the Pacific Ocean, including the Sierra Madre mountain ranges and 12 kilometers of coastline.
In Crow Valley, the group said an Aeta community who had ancestral claim was displaced when the Department of National Defense (DND) rejected it. The American forces from Combat Logistics Battalion 3 recently constructed Camp Palacio in Crow Valley, equipped with fiber optics technology for communication.
AMGL said farmers in the region, as well as the country’s citizen have no benefit from the Balikatan exercises and VFA that led to it.
The group said its objectives are to secure its base in Southeast Asia to exploit untapped resources such as oil and natural gas, guard against China and North Korea and to use the country as its base to launch wars of aggression.
Aside from establishing its geo-political base in Southeast Asia, AMGL said the exercise aims to threaten the resurging movement of farmers in the region.
The group added that the Aquino government plans to convert major areas of Central Luzon into industrial and commercial hubs that would evidently displace many farmers. It is initiated by the implementation of Metro Luzon Urban Beltway (MLUB) and North Luzon Agri-Business Quadrangle that included the construction of North Luzon Expressway (NLEx), Subic-Clark-Tarlac Expressway (SCTEx), Tarlac-Pangasinan-La Union Expressway (TPLEx), Central Luzon Expressway (CLEx) and North Luzon East Expressway (NLEx East).
“Aside from these highway projects, president Aquino is also promoting mining that seriously damages the environment, displaces farmers and plunders our natural resources,” Canlas said.
AMGL said the Aquino government had lined up anti-farmer and anti-people policies and programs that would undoubtedly drive the region’s people to resist and protest, thus the former is using the Visiting Forces Agreement (VFA), Balikatan military exercises and its counter-insurgency program Oplan Bayanihan to thwart the looming unrest.
“President Aquino is a traitor to the people of Central Luzon and the country. He has sold the future of our children and of the next generation. The peasantry and the people of the region should join the nationwide call to junk the VFA and Balikatan,” Canlas said.

Foundation to train households on proper segregation

CITY OF SAN FERNANDO — The Mother Earth Foundation (MEF), which will undertake the city’s Ecological Solid Waste (EWSM) program, will introduce the use of the Palawan template in training households on solid waste management, particularly segregation at source.
“Our agreement with Mother Earth Foundation stipulates that they will conduct the program comprehensively starting at the barangay level. They will do the rounds and train household members on proper segregation. The garbage problem is recurring that is why the goal of the program now is to address the culture of waste disposal just like what has been done in Palawan,” city administrator Ferdinand Caylao told Sun.Star Pampanga.
There would be alternatives, Caylao added, like recycling and generating waste for extra income.
The agreement is supported by a City Council resolution sponsored by Councilor Reden Halili of the committee on environment, which notes that the P1,008,400 funding for the program will be drawn from the P2-million Performance Challenge Fund granted by the Department of Interior and Local Government for the city’s being a Pamana ng Lahi awardee.
For Association of Barangay Captains president Arnel Sicat, the agreement is “good news” for the 35 villages of the city.
“We are in the frontline of solid waste management. The agreement with Mother Earth Foundation on solid waste management will certainly be of benefit to us in the grassroots,” said Sicat.

Farmers storm Clark, Basa to protest Balikatan in CL

CLARK FREEPORT – Farmers and other militant folk ended their two-day protest caravan by swooping down yesterday afternoon on this former US air force base to protest the joint US-Philippine military Balikatan exercises slated here and other parts of the country.

They said hundreds of farmers and fisherfolk in Central Luzon are again likely to be barred access to their livelihood sources to give way to Balikatan under the Visiting Forces Agreement (VFA).

Some 1,000 members of the Alyansa ng mga Magbubukid sa Gitnang Luson (AMGL) and other groups, some from Metro Manila, converged amid tight security at the freeport’s main gate in Barangay Balibago in Angeles City, after also holding a protest rally at the Philippine Air Force’s Basa air base in Floridablanca town, some 20 kilometers away.

The AMGL noted that the Balikatan exercises are to be held in Clark and Basa, as well as in Subic in Zambales, Crow Valley in Camp O’ Donnel in Capas, Tarlac and Fort Magsaysay in Laur, Nueva Ecija.

“The areas of Balikatan exercises are usually where farmers, fisherfolk and indigenous people get their livelihood.

During these dangerous exercises they are banned from attending their crops nor fishing at the seas, thus, it affects their livelihood,” said Joseph Canlas, AMGL chairperson.

He also noted that the bay area in Zambales near Subic and San Antonio town, which are also slated to be used during Balikatan, are also fishing grounds for local folk.

“The Balikatan exercises treat farmers and fisherfolk as mere pests as they are totally driven off their lands, their rights to livelihood are totally trampled upon. We totally condemn this recurring incident,” Canlas said.

In a statement, AMGL said Central Luzon formers, as well as the Filipino people do not benefit from Balikatan exercises.

“The objectives of Balikatan is to secure American hold in Southeast Asia so as the Americans can exploit untapped resources such as oil and natural gas, as well as to guard against China and North Korea,” the group said.

It also expressed fears that the US government intends “to use the country as its base to launch wars of aggression.”

The AMGL said the Balikatan exercises also “aim to threaten the resurging farmers movement in the region.”
