EdPam nominated in 2012 World Mayor Award

ANGELES CITY- Mayor Edgardo Pamintuan has been included in this year’s nominees for the World Mayor Award.

The World Mayor award is given every two years to a mayor “who has made outstanding contributions to his/her community and has developed a vision for urban living and working that is relevant to towns and cities across the world.”

Pamintuan said being nominated in the prestigious World Mayor award is already an achievement.

“I am not expecting too much on this search, I just continue the work that I do as mayor of Angeles City as there are still a lot of things we need to undertake to fulfill all our campaign promises and those that are stipulated on our Contract with the Angelenos,” Pamintuan said.

Barely 21 months in office, Pamintuan has made significant accomplishments as city mayor.

He was able to stabilize the city’s financial condition with increased local revenues, solve the traffic and garbage woes and improved the delivery of services to his constituents.

A significant project that was implemented last year was the establishment of the Angeles City Renal Care Unit (ACRCU) that currently houses 19 dialysis machines and caters to poor Angeleños who are suffering from renal diseases.

The other project, which Pamintuan hopes to be operational this year, is the opening of the City College of Angeles (CCA) which will benefit indigent students who cannot afford the rising costs of education in private college institutions.

According to a report from social news network, Rappler.com, the 2012 edition of the awards will have 88 mayors around the world as initial nominees.

Aside from Pamintuan, Mayor Sara Duterte-Carpio of Davao City made it in this year’s list of nominees.

The report added that the initial list of 88 nominees may still increase, as nominations from the public will still be accepted until May. The nominees will be trimmed down to 25 finalists in June.

The nomination is done by accomplishing an online nomination form, in which a person has to state the reasons for nominating the city official of his or her choice.

The winner will be determined and announced by the City Mayors Foundation, an international think tank on urban affairs, in December.

Since the establishment of the awards in 2004, five nominated city mayors from the Philippines made it among the finalists, with three of them ranking among the top 10:

2005: Oscar Rodriguez of San Fernando, Pampanga (still incumbent mayor) – ranked 4th

2006: Jejomar Binay of Makati City (now Philippine vice president) – ranked 4th

2006: Carmelo Lazatin of Angeles City, Pampanga (now Pampanga representative) – finalist

2008: Marides Fernando of Marikina City (former mayor) – ranked 7th

2010: Jesse Robredo of Naga City, Camarines Sur (now Interior and Local Government secretary) – finalist

DFA: No need to ask US help in Panatag standoff, for now

(Updated 11:35 a.m.) At least for now, the Philippines does not need to ask the United States for help in resolving the latest territorial row with China over the Panatag (Scarborough) Shoal in the West Philippine Sea.

Department of Foreign Affairs spokesman Raul Hernandez on Thursday said talks between the Philippines and China are still ongoing, with hopes high for a diplomatic solution.
“Hindi pa napapanahon na humingi ng tulong sa ibang bansa. Kaya natin ito (It is not appropriate at this time to seek help from other countries. We can handle this),” Hernandez said in an interview on dzBB radio, when asked if the Philippines will turn to the US for help at this time.

For now, he said DFA Secretary Albert del Rosario continues to communicate with Chinese Ambassador to Manila Ma Keqing in looking for a diplomatic solution.

He said Manila understands Ma will have to relay what they discussed to her superiors in Beijing and await further instructions on what options are “acceptable to both sides.”
n the meantime, he said the situation at the shoal appeared to be “calm.”

‘Bulacan, Pampanga, Maynila posibleng lumubog sa baha’

MALOLOS—Halos buong Bulacan, kasama ang pitong bayan at lungsod sa Pampanga at tatlo pa sa kalakhang Maynila ang lulubog sa baha.

Ito ang maaaring mangyari kung masisira ang dike ng Angat Dam sanhi ng malakas lindol na hatid ng posibleng paggalaw ng West Marikina Valley Faultline (WMVF) anumang oras, ayon sa Tonkin and Taylor International.

Ang Tonkin and Taylor ay ang kumpanyang kinontrata ng Power Sector Assets and Liabilities (PSALM) upang magsagawa ng pag-aaral sa katatagan ng 43-taong Angat Dam.

Batay sa inisyal na ulat ng Tonkin and Taylor, lulubog sa 10 hanggang 30 metrong lalim ng tubig ang mga barangay ng mga bayan ng Norzagaray, Bustos, Baliuag at San Rafael na nasa gilid ng Ilog Angat kapag nabugta ang dike ng Angat Dam.

Ang ilan namang barangay sa mga bayan ng Sta. Maria, Bustos. San Rafael at Baliuag ay posibleng lumubog sa bahang may lalim na lima hanggang 10 metro.

Habang lumalawak naman ang pagkalat ng tubig na raragasa, lulubog sa isa hanggang limang metrong tubig ang mga barangay na aabutin.

Batay sa pagtaya ng Tonkin and Taylor, ang mga barangay na may layong 13 hanggang 27 kilometro mula sa Bustos Dam ay maaring maapektuhan ng pagbaha.

Kabilang dito ay ang mga barangay sa bayan ng San Ildefonso, San Miguel, hanggang sa hilaga nito tulad ng mga barangay sa mga bayan ng San Luis, Candaba, Arayat, Mexico, Apalit, Macabebe, Masantol sa lalawigan ng Pampanga.

Maging ang mga bayan ng Hagonoy, Paombong, Calumpit, Pulilan, Plaridel, Guiguinto, Bocaue, Pandi, Balagtas, Bulakan, Obando, Marilao, at mga Lungsod ng Malolos at Meycauayan ay lulubog din; kabilang ang ilang barangay sa mga Lungsod ng Valenzuela at Malabon sa kalakhang Maynila.

Ayon sa pag-aaral ng Tonkin and Taylor, posibleng mangyari ang pagbahang ito kung ang dike ng dam ay masisira dahil sa lindol na hatid ng paggalaw ng WMVF.

Ito ay dahil sa ang pangunahing dike ng Angat Dam ay nakaupo sa dalawang sanga o mas makipot na bitak sa ilalim ng lupa na bahagi ng WMVF.

Batay sa mas naunang pahayag ng Philippine Institute of Volcanology and Seismology, anumang oras ay maaaring gumalaw ang WMVF at posibleng maghatid ng lindol na may lakas na 7.2.

Sa paggalaw ng WMVF, possible ring gumalaw ang sangang bitak nito sa ilalim ng dike ng Angat Dam na maaari ding maging sanhi ng pagkasira nito.

Batay sa mas naunang paliwanag ni Inhiyero Roderick Del Cruz, isang dam safety engineer ng Southern California Edison na nagmula sa bayan ng Hagonoy, ang paggalaw ng lupa sanhi ng lindol ay posibleng magbunga ng “piping” o maliit na butas sa dike.

Ayon kay Dela Cruz, sa umpisa, ang “piping” karaniwang maliit lamang, ngunit dahil sa dinadaluyan ito ng tubig mula sa loob ng dam, lumalaki ito at nagiging sanhi ng pagkabugta o pagkabuwag ng dikeng pumipigil sa tubig na naipon sa loob ng dam.

Kapag tuluyang nabuwag ang dike ng dam, raragasa ang tubig at mapipinsala ang lahat sa daraanan nito.

“Sa Amerika, may mga cases ng dam break, at minuto lang halos ang itinatagal bago humupa ang pagragasa ng tubig, pero sapat na iyon para masalanta ang bilyon-bilyong halaga ng ari-arian,” ani Dela Cruz.

Batay naman sa resulta ng pag-aaral ng Tonkin and Taylor sa Angat Dam, kapag nasira ang dike nito, raragasa ang tubig na may lalim na 10 hanggang 30 metro sa kahabaan ng Ilog Angat mula sa dam hanggang sa Bustos Dam.

Dahil sa nakaharang ang Bustos Dam sa Ilog Angat, posibleng umahon sa magkabilang gilid ng ilog ang tubig na rumagasa mula sa dam, na siyang magpapalubog sa mga barangay ng ibat-ibang bayan.

Sa gawing silangan ng Ilog Angat ay ang mga bayan ng San Rafael, San Ildefonso hanggang San Miguel, sa Kanluran ng ilog ay ang mga bayan ng Bustos, Pandi, Sta. Maria, Balagtas, Guiguinto, Malolos, Paombong at Hagonoy.

Tinataya ring mapipinsala ang malaking bahagi ng Baliuag at mga bayan ng Pampanga sa hilaga nito dahil sa pag-apaw ng Ilog Angat sa bahagi ng Baliuag.

Ang Ilog Angat ay lumiko pakanan sa Baliuag mula sa Bustos, kaya’t tinatayang masasapul ang kabayanan nito.

Para naman kay Bro. Martin Francisco ng Sagip Sierra Madre Environment Society, maaaring ang Bulacan at Pampanga ang magdusa sa inisyal na pinsalang hatid ng biglang pagbaha na bunga ng posibleng pagkasira ng dam.

Ngunit ayon kay Francisco, higit na magdurusa ang kalakhang Maynila kapag nagtagal dahil sa posibilidad na kapusin ito ng tubig inumin kapag nabugta ang dike ng dam at tumapon ang tubig na nakatinggal doon.

Inayunan din ito ni Gob. Wilhelmino Alvarado, ngunit nagpahayag siya ng pangamba sa trahedyang ihahatid nito sa libo libong Bulakenyo maaaring masawi.

“Kailangang kumilos tayo ngayon at magdasal na huwag lumidol at huwag masira ang dam, dahil kapag nangyari yan, wala na tayong magagawa, baka sa South China Sea na tayo magdebate,” ani ng punong lalawigan.

22 soldiers hurt in Basilan blast

ZAMBOANGA CITY — Twenty-two government soldiers were wounded in a landmine blast in Basilan province Tuesday morning.
Armed Forces of the Philippines spokesman Colonel Arnulfo Burgos said one of the troops who were on clearing operation accidentally stepped on a landmine, which exploded and wounded the soldiers.
The explosion took place at a hilly portion of Barangay Baywas in Sumisip municipality, he said.
A radio report said five soldiers have sustained severe injuries and are now in critical condition. The injured were airlifted to the nearest hospital for treatment, Burgos said.

Zambo Takes Over Pink Shores

ZAMBOANGA CITY (PNA) –- The city government is putting up millions of pesos worth of tourism oriented projects, including a P27-million dancing fountain at Paseo del Mar, a kilometer east from city hall, and will soon start the development of the big Sta. Cruz Island fronting the port of Zamboanga.
The Great Sta Cruz Island is famous worldwide for its pink sands and is being used as a picnic spot for mainlanders since it is just about 30 minutes away from the local port on board a motorized banca.
While other beaches boast of white sands, the islands pink sands are so colored by bits and pieces of red corrals eroded or pulverized by waves on the shorelines of the island.

On the other hand, nearby Small Sta. Cruz Island, with its white sands, is occupied by elements of the Philippine Navy and is off limits to uninvited guests.
The city has been hankering to develop the island for its tourism potential but the island is managed by the Philippine Tourism Authority (PTA) and the city government is stymied from developing its own islands for tourism purposes.
But not anymore, said City Mayor Celso Lobregat in a press conference at City Hall.
The mayor announced that Mark Lapid, chief operation officer of the Tourism Infrastructure and Enterprise Zone Authority has confirmed to him the turnover of the island to the local government of Zamboanga.
Top Tourism officials have promised to turn over the big Great Sta. Cruz island to the city government for the past several years but the mayor said that it is only now that the city government got the official word for its possession of this atoll along the Straits of Basilan.
With this development, the mayor has organized Task Force Adelante Sta. Cruz to help plan the development of the island. (Adelante is Spanish-Chavacano word for forward.)
Anticipating the PTA turnover of the islands to the city government since years ago, Lobregat said the city has an initial amount of P20 million to update Sta. Cruz for international and local tourism purposes.
As a start, the United Architects of the Philippines (UAP) – Zamboanga Chapter will be tasked to conduct a competition among architects to design infrastructures for Sta. Cruz island.
Chapter President Shiralee Pajarito said the competition will be opened to all certified architects and students or graduates of architecture courses will be eligible to compete in the design.
The deadline for the submission of entries , on two categories, should be before June 18 where the Task Force Adelante Sta. Cruz will decide on the winners.
Pajarito said the best design submitted by a certified architect will receive P100,000 prize while a P50,000 prize awaits the designer from the student or graduate category.
She said the design for the development of Sta. Cruz Islands should include structures suitable and adaptable to the conditions in the island, environment friendly and of world class standing.

On the matter of security, Lobregat said the local police force, the maritime police, barangay and others law enforcement agencies will take care of the matter.
The two Sta. Cruz islands are under the jurisdiction of Mariki Barangay, a coastal barangay about two kilometers east of City hall.
The mayor is concerned about security in the islands because it is located along the Basilan Straits, and just about 10 nautical miles away from Basilan — notorious for its pirates , terrorists, kidnappers and the extremist Abu Sayyaf.
In fact, sometime in the 1977, the island became known to the world when a Japanese tourists, Yoko Seki, on a honeymoon in the city was kidnapped in the island by armed men and brought to Basilan. She was later released by her kidnappers.
Not withstanding the danger, local folks regularly visit the island for swimming and relaxation. Snorkeling and scuba diving are excellent diversions for the sun worshipers with lots of colorful marine life to experience since the water is clear.
There are regular banca trips from Lantaka Hotel by the Sea, the city’s oldest hotel (formerly Bayot Hotel) and a mini wharf at nearby Paseo del Mar.
Little motorized bancas also wait for picnickers at the R.T. Lim Boulevard that is also facing the two islands. The boulevard with its white sands is off limits to picnickers because the Department of Environment and Natural Resources has declared the area polluted and unsafe for swimming and frolicking in the sand.
There is no freshwater source in the island and all water to be consumed must be brought there by picnickers or tourists. Of course, small stores there sell the precious fluid at double the price compared to mainland rates.
Aside from water, there is no electricity in the island although entrepreneurs there have provided their own portable generators to run refrigerators and freezers in the island for storage of good and food items for visitors to Sta Cruz.

Top trader tells graduates: Stay focused, determined

CITY OF SAN FERNANDO – “The next 10 years after graduation are critical. That is why you must stay focused, determined and continue to work harder because success does not come easy.”
This was what Laus Group of Companies chairman and chief executive Levy P. Laus said as he spoke before hundreds of business graduates of the University of the Assumption in this city during the institution’s 47th commencement exercises over the weekend.
Laus is also chairman emeritus of the Pampanga Chamber of Commerce and Industry, Inc. and an Assumptionist.
Laus said Catholic education – as noted in the graduation theme “Headed to Shine in Life Mission, Armed with Catholic Education” – plays an important part in one’s success as it instills the vital values, virtues, traits and character in realizing one’s dream.
Laus gained further Catholic education from Don Bosco Academy-Pampanga and later at San Beda College.
“It is these values instilled by both the university and your parents that will guide you onwards. It is the greatest legacy from parents as you continue to stand on their shoulders. Hope, positivity and making the impossible possible all lies in Catholic education. Let it flourish spiritually, morally, mentally and emotionally. You will never know how good you are until you do so,” Laus said.
Sharing his own success story, he said graduates today, especially those eyeing business careers, must be “daring” and must have the “will” to catch opportunities along the way.
“I started young. I was your typical ‘palengke boy’ who sold sweepstakes at the public market where my parents’ modest dry goods store was located. It was both my playground and classroom where I learned the rudiments of business. I became a banker and youngest manager at the age of 25 until I came into the crossroads of a promotion and my dream of being an entrepreneur,” he said.
“But I chose to stay in Pampanga, starting small and overcoming challenge after challenge. Lessons were learned the hard way and I discovered success has its price. But the daring and the passion to take risks has its rewards, too,” he added.
Laus said apart from business, he continues to seek growth in other avenues like being a public and social servant.
“Crises after crises, like saving San Fernando from the devastation of Mt. Pinatubo, had driven me to continually grow. These challenges allow you to shift gears and share hope with others. Time and again, I go back to Thomas Stanley’s book ‘The Millionaire’s Mind’ to continue growing every day. Nurturing positivity resonates a good future,” he shard.
Laus shared to the graduates the top ten best points of the book, which include honesty, discipline, getting along well with others, support, hard work, love in career and work, organization, marketing of good ideas.
“At the bottom of the list are two other tips worth noting: the advantage of being at the top of the class although everything now is on a level playing field. Then there’s luck. But being lucky requires a lot of preparation so you would not miss opportunities when they come your way. Really, what is very important is to stay focused, alert on the changing environment and be the best you are,” he said.

Subic Techno Hub To Create 20,000 Jobs In Five Years

SUBIC BAY FREEPORT, Philippines — A plan to develop a technology center patterned after the Ayala Techno Hub in Manila is seen to create around 20,000 jobs within the first five years of its operation inside this premier Freeport.
Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia said the agency is all ready to convert an area inside this premier free port into a business process outsourcing (BPO) center.
“The SBMA is already developing what we call the Subic BPO City, which will be similar to the Ayala Techno Hub. We believe can already provide BPO services here because we now have a workforce that’s well-trained in ICT,” Garcia said.
The Ayala Land Techno Hub is a 20-hectare information technology center located in Quezon City. It is listed as an IT Park by the Philippine Economic Zone Authority (PEZA), which gives incentives to investors in information and communication technology (ICT).
Garcia added that all technical infrastructure for the Subic BPO City “are all there already.” The SBMA will also provide housing for the ICT professionals and call center agents who will work in the center.
Garcia said the idea of putting up a techno park in Subic started after the Philippines was ranked number one in business process outsourcing in the world.
“We have already surpassed India in the field of BPO, and because of this the future looks very bright for the Philippines,” Garcia said.
He pointed out that the country now has more than 700,000 seats for call center agent services and business processes outsourcing.
Garcia also pointed out that the BPO sector is growing by about 25 percent a year, remitting US$13 million to the Philippine economy and is fast catching up with the US$20 million remitted annually by overseas Filipino workers.

Reform SK, JV Challenges Youth

SUBIC BAY FREEPORT, Philippines — “Reform the SK now.” This was the statement made by San Juan City Rep. Joseph Victor “JV” Ejercito during the 2nd Sangguniang Kabataan (SK) Central Luzon Youth Summit held at the Traveller’s Hotel inside this premier Freeport.
Ejercito said the clamor of the majority of congressmen for the SK’s total abolition is growing strong, adding that the youth’s voice in local governance is currently under grave threat.
“We need to give our youth a chance by reforming the SK,” the former youth leader said.
“The current SK system is admittedly flawed but I believe there is a strong chance to improve it. Both the SK National Federation and lawmakers cannot fight for the existing law, that’s why the SK Reformation bill should be really ensured to be logical, sound, and would resolve the deeply entrenched problems within the SK system,” Ejercito said.
He propositions included in the SK Reformation bill are: age bracket adjustment of youth leaders, from 15-17 years old, leaders should be 18-24 years old; abolition of SK at the regional level; authorizing fiscal autonomy to the SK so as not to beholden them with partisan activities of local authorities; depoliticizing the SK by introducing a provision that would bar candidates with 3rd degree relations, by consanguinity or affinity, with incumbent SK leaders and government officials; mandatory trainings for new SK leaders in order to familiarize them with their functions and responsibilities; settling overlapping functions of the SK and National Youth Council officials; and sanctioning the SK to come up with concrete platforms of government and significant community projects.
“This fight for SK reformation is far from over with the filing of a house measure. We expect more storms to come with its series of hearings in the House of Representatives,” Ejercito said.
He added that both the SK and Congress should continue to stand by the Filipino youth in banking upon its power in nation building, and active participation in local governance.

Philippines-US Balikatan kicks off today

CAMP AGUINALDO, Quezon City – The 28th Philippines-United States Balikatan Exercises 2012 (BK12) will formally open today, Monday.
It will be attended by Defense Secretary Voltaire Gazmin, US Ambassador to Manila Harry Thomas Jr., Armed Forces of the Philippines (AFP) Chief of Staff General Jessie D. Dellosa, and several top security officials and advisers with trainings set in Luzon and Palawan.
The joint military exercises by the AFP and United States Armed Forces, which will run until April 27, calls for a more responsive partnership with the community focusing on Humanitarian Assistance and Disaster Response (HA/DR) Training.
The AFP, in a statement sent to this reporter, said the opening ceremony to be held at the AFP Commissioned Officers’ Club will feature the unfurling of the Balikatan Flag and messages from US Exercise Director Lieutenant General Duane D Thiessen and RAdm Victor Emmanuel C Martir.
Presentations by Regional Development Councils, AFP’s National Development Support Command, United States Marine Corps Forces Pacific (USMARFORPAC) Experimentation Center, and the Department of Science and Technology will also highlight the event.
Invited to attend the ceremony are Senator Panfilo Lacson, chairman of the Senate Committee on National Defense and Security; Representative Rodolfo Biazon, chairman of the House Committee on National Defense and Security; Representative Al Francis DC Bichara, chairman of the House Committee on Foreign Affairs; and Undersecretary Edilberto Adan, Executive Director of the Presidential Commission on the Visiting Forces Agreement Commission.
Science and Technology Secretary Mario Montejo is also expected to attend, along with Undersecretary Jos Brillantes of the Office of Special Concerns; Assistant Secretary Patricia Ann Paez of the Office for American Affairs; Undersecretary Benito Ramos of National Disaster Risk Reduction Management Council; and chairman Francis Tolentino of the Metro Manila Development Authority.
Thomas will be accompanied by Colonel Kevin Clark, Chief of the Joint US Military Assistance Group. The third HA/DR focused Bilateral Exercise (the first in 2008 and the second in 2010) of the Philippine-US Balikatan Exercise 2012 is a combined joint military exercise based on the 1951 Mutual Defense Treaty.
Although BK12 officially opens Monday, its Civil-Military Operations (CMO) activities, particularly the Engineering Civic Action Program already started last March 12 as military engineers from the AFP and USAF are currently constructing school buildings and facilities in some areas in Palawan.
Over 22 thousand village folks from six Puerto Princesa communities are said to benefit from the BK12 CMOs.
In preparation to the Balikatan proper, the AFP conducted a unilateral table top exercise last March 26 to 29 with the Metro Manila Disaster Coordinating Council, National Disaster Risk Reduction Management Center, Office of Civil Defense, and Philippine Red Cross and representatives from the local government units of Quezon City.
BK12 is designed to enhance both military forces’ interoperability in the conduct of not only traditional military training but also on non-traditional aspects that reach out to communities in need of urgent assistance.
The activity is conducted every year to serve as a venue for joint and combined training between the Philippine and United States militaries.
The joint military exercise will be conducted simultaneously in different areas in the country.
The first event is Humanitarian and Civic Assistance projects in Palawan, designed to improve the Philippine and US military civic action cooperation, and train civil-military personnel to work together focusing on civic assistance and HA/DR.
The AFP and US personnel will construct classrooms in five barangays and will conduct multiple medical, dental, veterinary civic action projects in identified communities.
The second event, which involves cross-training and field training exercises in mainland Luzon and Palawan province, is designed to improve the interoperability of the Armed Forces of the Philippines and the US military.
A Command Post Exercise will also be conducted to test the current HA/DR concept plans of the AFP and other concerned government agencies.
The activity seeks to identify gaps and solutions from previous disaster situations that occurred recently in the Philippines and anticipated future calamities.
It will be participated by the National Disaster Coordinating Council, Office of Civil Defense, Metro Manila Disaster Coordinating Council, AFP, United States Agency for International Development, United States Pacific Command, United Nations Country Team, United Nations Office of the Coordination of Humanitarian Affairs, World Food Program, International Federation of the Red Cross and the Philippine Red Cross.
The conduct of BK12 affirms a long and lasting partnership founded firmly on mutual assistance as freedom-loving countries committed to the preservation of liberty, democracy and human life.
The end goal of the exercise is to further promote and foster the existing friendship between the people of the Philippines and the United States and advance the security and stability in the region.

Pampanga Readies P1B For Wastes

SAN FERNANDO CITY, Philippines — Pampanga is expected to spend at least P1.4 billion annually for garbage collection as the condition of the open and controlled dumpsites in the province has reached an alarming state, the Provincial Environment and Natural Resources Office (PENRO) reported Friday.
PENRO Chief Arturo Punzalan said the amount will be used for the hauling of garbage in various sanitary landfills in Pampanga to the Kalangitan Sanitary Landfill in Capas, Tarlac.
Punzalan said that the province spends P15,000 for every truck of garbage produced by different towns in the province.
He said the province has already spent thousands of pesos in the establishment of clustered material recovery facilities (MRFs) in various localities.
Governor Lilia Pineda, meanwhile, is still pushing for the establishment of clustered MRFs in villages to reduce the volume of garbage to be hauled in Tarlac. (Mark Anthony N. Manuel)
