P5-Billion Irrigation Systems Completed

SAN FERNANDO CITY, Pampanga — The Bureau of Soils and Water Management (BSWM) has completed more than P5 billion worth of irrigation systems mostly for farming communities in Central Luzon and Region 1 that cannot be served by large-scale irrigation systems.
Engr. Teresita S. Sandoval of the Water Resources Division the BSWM, said the government office undertook four types of irrigation systems: Small Water Impounding Projects (SWIPs), Small Diversion Dams (SDDs) Small Farmer Reservoir (SFR) and Shallow Tube Wells (STWs).
Sandoval said projects undertaken from 1974 to 2010 by the BSWM covered 199,727 hectares benefitted 148,647 farmers nationwide.
“Without the establishment of these irrigation projects by the BSWM, many small farming communities not reached or serviced by national irrigation systems would not have water to grow crops, which could affect national food output and security,” BSWM Executive Director Silvino Tejada said.
For SFRs, the BSWM established 22,282 from 1974 to 2010 costing P170 million, covering also 22,282 hectares and benefitting the same number of farmers.
Sandoval said Central Luzon has the most number of SFRs established with 5,903 followed by Region 1 (3,734 SFRs), Region 2 (2,961 SFRs) and CAR (1,825 SFRs).
“For shallow tube wells, the BSWM invested P1.85 billion for 30,588 units covering 91,589 hectares and benefitting 60,968 farmers. Region 3 lead the regions with the biggest number of STWs established with 5,326 followed by Region 1 (4,664 STWs), Region 2 (3,893 STWs) and Region 6 (2,623 STWs). The BWSM also spent nearly P40million for the rehabilitation of 566 STWs nationwide covering 1,698 farmers and benefitting 1,132 farmers,” Sandoval said.
“The small farmer reservoirs have also made a big impact on farmers that cannot be reached by national irrigation systems, and these can be easily established in far-flung areas where farming is the main source of livelihood,” Tejada said.
Tejada said that under the administration of President Benigno S. Aquino III, and through the stewardship of DA Sec. Procy J. Alcala the BSWM will continue to establish SWIPs, SDDs, SFRs and STWs for small farmers who live in areas that cannot be reached by national irrigation systems, and this is one way of showing that the government cares for the welfare of small farmers.
“I believe that the four infrastracture projects of the BSWM can greatly contribute to the achievement of the vision of Agriculture Secretary Proceso J. Alcala to achieve rice self-sufficiency by 2013 and make the country’s agriculture sector a major pillar of rural and national development,” the BSWM head said.
For SWIPs, the BSWM completed 2,060 units with the Cordillera Administrative Region (CAR) getting 228 followed by Region 2 (211 SWIPs), Region 1 (196 SWIPs) and Region 3 (170 SWIPs).

“SWIPs have proven their impact in regions where there is pronounced wet and dry seasons like the northern part of the Philippines. During the wet season, excess water is impounded by the SWIPs and then used during the dry season,” Tejada said.
The BSWM spend almost P3 billion to establish the 2,060 SWIPs nationwide from 1974 to 2010, covering 84,168 hectares and benefitting 64,266 farmers.

Old Train Station Promises Tourism

SAN FERNANDO CITY, Pampanga — The city government here is optimistic of the potential of the historic San Fernando Train Station to become a major tourist attraction in Central Luzon.
The city government has recently signed a Memorandum of Agreement (MOA) with the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) for the transformation of its defunct historic train station into a tourist attraction.
Under the agreement, TIEZA will undertake the rehabilitation of the train station before turning it over to the city government for continuous maintenance and operation.
Located in Barangay Sto. Niño, the San Fernando Train Station was inaugurated by Governor-General Eulogio Despujol and Manila Archbishop Bernardino Nozaleda on February 23, 1892.
According to historical accounts, Dr. Jose Rizal debarked from the station on June 27, 1892 and again the next day en route to Bacolor town.
It was the ending point of the infamous 1942 Death March from which Filipino and American soldiers were carted to their final destination- Camp O’Donnell in Capas, Tarlac.
Prior to the MOA signing, San Fernando Mayor Oscar Rodriguez led the lighting of the “Apoy ng Katapangan” at the Bataan Death March stone marker in the train station as part of the commemoration rites of the heroism and greatness of the Filipino fighters.
Rodriguez stressed that every Filipino owes the freedom they enjoy at present to people who gave their lives to fight oppressors.
“It is our obligation to inform the public about these things. We must instill in the mind of our youth the sacrifice and self-denials of these heroes,” Rodriguez said.
Heritage and Culture preservation is included in the 8-point agenda of Rodriguez administration. This includes the restoration and preservation of historical sites to perpetuate their important contributions to our glorious past.
Rodriguez said the train station is one of the many historic sites and structures that the city intends to preserve.

Mayor presents multi-sectoral council in Geneva forum

Rodriguez, at the conference dubbed “Cities, The Laboratories of the Future,” presented insights on “Horizontal Governance” and “Making Governance a Shared Responsibility: The Case of the Multi-Sectoral Governance Council (MSGC) of the City of San Fernando.”
In his presentation, he described in detail shared governance in the Philippine setting according to the Local Government Code of 1991 and the reality that it only acts as a “rubber stamp” where people’s participation in the local development council (LDC) in most places in the country has not gone beyond “tokenism,” where members merely give a stamp of approval on what has already been prepared by the local government unit through the City Planning Office.
“No real ownership happens because, oftentimes, the LDC only goes through the motions of approving programs funded from the 20 percent local development fund without real debate or discussion. In an attempt to cure this malady, I began involving private sector representatives in governance by creating many different venues where this could happen. However, there was no concrete organizational expression of shared responsibility in governance. The council automatically disintegrated as soon as its reason for being was served,” he said.
“Soon after, on January 16, 2006, leaders from different sectors of the City of San Fernando were gathered for the first time in a Consultative Working Session on the Public Governance System. Fellows from the Institute for Solidarity in Asia or ISA came to discuss the principles of the Public Governance System. This, in turn, evolved, to become what is known today as the Performance Governance System or PGS, the local adaptation of the Balanced Scorecard System of the Harvard Business School,” he said.
“The consultative working session on the PGS was followed by a Multi-Sectoral Governance Summit that publicly launched the multi-sectoral coalition of San Fernando. Built on the principle that good governance is not the monopoly of government officials but a shared responsibility between the governors and the governed, all cities being initiated to the PGS process are expected to form multi-sectoral coalitions,” Rodriguez added.
He shared in the forum that Executive Order No. CMO2006-04 created the MSGC and was institutionalized by the City Council, with standing committees on environment, health, education, culture preservation and sports, public safety and order, trade, industry and economic development, transportation and infrastructure.
The MSGC has created a new governance “environment” where premium is put on the strategic themes “effective government, responsible citizenship, and sustainable development,” and where “all stakeholders are given the opportunity to serve their fellow citizens.
He also said the PGS has helped the City Government cope with trials and challenges in governance and was a significant step towards harnessing public-private partnership.
“The PGS has been used as a tool for initiating and pursuing a public governance improvement program with the participation of key stakeholders,” the mayor said.
Rodriguez joined 13 other mayors from Africa, the Americas, Asia and Europe in Geneva for the forum and series of workshops concentrating on the increasing importance of cities as innovators in managing global issues from climate change and growing inequalities, to migration, health and safety.
The forum was sponsored by Geneva City Mayor Pierre Maude and the Geneva Graduate Institute of International and Development Studies.
The gathering of global mayors highlighted the key role of cities in the international arena much that cities are increasingly being recognized as laboratories of the future, representing a tangible level of government where ideas are promoted, debated and implemented, and are spaces where global issues are tackled in innovative and creative ways.
It also featured a public conference around the theme “Cities and Global Governance,” as well as debates on the challenges international entities face when working at the city level.
Aside from Rodriguez’s presentation on horizontal governance, mayors from around the world shared best practices in global and city governance as well as in facing challenges like climate change and growing inequalities, migration, health and safety in panel sessions moderated by the Graduate Institute’s faculty.

Groups join forces for environmental campaign

ANGELES CITY – A huge coalition of private organizations, companies and concerned individuals is set to launch a sustainable mass campaign for environmental awareness and protection, green development and healthy living.
Led by the Pampanga Arts Guild, Holy Rosary Parish-Sagip Sapang Balen and the Alliance for the Development of Central Luzon (ADCL), the campaign will be officially launched on Tuesday (April 17), 8:00 a.m. at the Holy Rosary Parish Church Hall in Angeles City.
The campaign dubbed as “SUBLI,” a Kapampangan word which literally means “return or to return,” is a homage to Mother Earth – that is, returning what we reaped from Mother Nature by actively working for its protection and regeneration.
SUBLI covers activities, programs and proposed projects for environmental awareness, green development and health and wellness.
This event is the first in Pampanga where a number of groups gather and act together for an environmental campaign.
For the longest time, several non-government organizations such as Sagip-Sapang Balen of the Holy Rosary Parish, Save the Trees Movement and ADCL have campaigned and walked the streets calling for reforms in environmental programs and implementation of environmental laws but still, less has been accomplished through government intervention.
But with the birth of SUBLI, the new coalition of concerned stakeholders, private groups and individuals who have embraced the calling for a greater cause to work in line with the environmental advocates, a strong line has been marked to boldly address the issues on environment.

Minerva Arceo, SUBLI media relations officer, said representatives of the lead organizations are set to sign a memorandum of understanding (MOU) stating their commitment to campaign and work for the protection of the environment.
The MOU will also include the community’s call for the passage of various legislations and proposed programs for the local government units in Pampanga, particularly in Angeles City.
These legislations include among others, the affirmation of strict compliance of local government units on existing national environmental laws, the proposed creation of Parks and Recreation Office that will yield to the development of family-oriented parks and the adoption of Green Architecture among the new and renovated buildings along the major roads of Angeles City.
Arceo said there are also other activities lined-up for the SUBLI kick off campaign this April.
These are the following:
Walk for the Environment to be led by ADCL, scheduled on April 22, 5 a.m.-9a.m. (Assembly point: Nepo Quadrangle, End point: Clark Main Gate).
Musikerong Kapampangan Concert-Metung Yatu on April 20, 7 p.m. at the Wishing Well Bar in Balibago, Angeles City.
SUBLI Holy Mass to be celebrated by Bishop Pablo “Ambo” David on April 22, 7:30 p.m. at the Holy Rosary Parish
SUBLI Earth Day Concert on April 22, 8:30 p.m. in front of the Holy Rosary Parish Curch, also in Angeles. Joey Ayal and Asin’s Lolita Carbon will lead the SUBLI concert.
Arceo added that a series of lectures and fora for the environment, green development and healthy living will be scheduled in May at the Camalig Restaurant in Angeles City.
Meanwhile, schedules for tree-plating activities will be announced by May and June, she added.

Girl used as ‘sex slave’ by stepfather

MABALACAT – A 14-year-old girl was reportedly used a “sex slave” by her stepfather for several years.
The victim’s mother caught her live-in partner raping her daughter inside their residence in Barangay Dau here on Friday.
Inspector Jesus Dungca, Dau police commander, said the suspect (not named to conceal the girl’s identity) threatened to kill the victim if she reported to her mother that she is being abused sexually.
“Every time he abused the girl, he pointed a knife at the victim,” Dungca said.
After she caught the suspect abusing her child, the girl’s mother asked for police assistance and Dungca immediately ordered for the suspect’s arrest.
The case was later turned over to the Women’s Desk of the town police for the filing of charges against the suspect who is now detained at the Mabalacat Police Station.
The girl revealed that the suspect has been abusing her for several years now.
The suspect will be charged with statutory rape and child abuse, according to Dungca.

Flood-prone CL Barangays Identified

SAN FERNANDO CITY, Pampanga — The Office of Civil Defense (OCD) in Central Luzon has identified 987 flood-prone barangays with 255,159 families in Region 3.
Pampanga topped the list with 231 flood-prone barangays in 15 towns and 71,881 families followed by Nueva Ecija with 235 barangays in 24 towns and 71,881 families.
In Tarlac, there are 14 flood-prone barangays in 14 towns and 41,857 families facing threat. In Bulacan, 133 barangays in 18 towns and 3,346 families may be affected by high floods.
In Aurora, 106 barangays in 8 towns with 27,596 families at risk while in Bataan, 87 barangays in 11 municipalities with 34,514 families have been listed.
Zambales posted the smallest number with 54 barangays in seven towns and 13,748 families at risk.
As part of the disaster risk reduction planning, the provinces have also identified the number of schools to be occupied as evacuation centers and what areas are also designated as evacuation centers in case disasters hit the areas.
In Aurora, eight elementary schools, covered courts, the municipal buildings, churches and identified higher grounds are ready for occupation by evacuees.
There are 23 schools, the Dinalupihan Sports Complex, the Provincial Capitol, the Peoples’ Center and municipal covered courts are assigned evacuation centers in Bataan.
Meanwhile, Nueva Ecija identified Days Hotel, the Convention Center and Sports Complex in Palayan City, the Ladies Dormitory in Palayan City and 505 schools as evacuation centers. Cabanatuan City designated the Transport Central Terminal, NFA Cabanatuan compound, barangay halls, gyms, covered courts, chapels and the Ladies Dormitory and 31 schools.
The Provincial Capitol Grounds, the Pampanga Sports Complex, and covered courts in the municipalities and 135 schools are considered higher grounds in Pampanga while the Gabay Diwa Rehab Center and seven schools will accommodate evacuees from Angeles City.
For Olongapo City, the Multi-Purpose Skills Training Center, the East Tapinac Oval Track, the Remy Fields at the SBMA, Upper Mau Camp (SBMA), barangay halls and five schools will serve as evacuation centers. Identified in Zambales as potential centers are covered courts, barangay halls, community livelihood centers, municipal auditoriums, gyms, the public malls and 82 schools.
Some 15 schools, the Paniqui and the Moncada evacuation centers, barangay halls, covered courts, and productivity centers are slated to be shelters in Tarlac in times of calamities.
For Bulacan, evacuees may occupy the provincial gym, SM Baliuag, Provincial Engineering Office, and the Bulacan Sports Complex.
Office of Civil Defense (OCD) Regional Director Josefina Timoteo said part of disaster preparedness is the location of resources and infrastructure and their capacities.
“It is for this reason that it became imperative for local disaster management units to identify evacuation centers,” she said.

Bulacan Capitol Eyes Recycling Plant

MALOLOS CITY, Bulacan — Capitol employees will soon have to segregate their office trash.
This is after Governor Wil¬helmino M. Sy Alvarado an¬nounced that the Provincial Gov¬ernment of Bulacan will build their own Materials Recovery Facility (MRF) at the compound of the Bulacan Medical Center which will be managed by the Bulacan Environment and Natu¬ral Resources Office (BENRO) in coordination with the Pro¬vincial General Services Office (PGSO).
Alvarado recently issued Memorandum No. 52 directing all department heads, capitol employees and owners of estab-lishments within the provincial capitol compound to segregate garbage which will then be hauled to the proposed MRF at the BMC compound.
The governor also instructed department heads to delegate an “ecology officer” who will coordi¬nate with BENRO for the system¬atic disposal of office trash.
Alvarado said that BENRO will train the designated “ecology offi¬cers” to inform employees on the proper ways to segregate and dis¬pose office trash.
BENRO and PGSO will also brief establishment owners within the capitol compound with regard to the proper disposal of wastes and garbage.
He said that those who will not follow the guidelines on proper waste management will be meted with appropriate penalties and fines.

Binay: Boost Carabao Dairy Industry

SCIENCE CITY OF MUÑOZ, Nueva Ecija — Vice President Jejomar C. Binay on Thursday said that the national government should develop the local carabao dairy industry in the Philippines.
Time has come to strengthen the dairy industry in the countryside and the carabao as an instru¬ment to alleviate poverty, he said.
“I see the carabao as the ally of our farmers, just like where I grew up,” Binay said.
He also underscored the sig¬nificant role of the carabao as an important commodity in ushering additional income for thousands of farmers and in ensuring the even¬tual food security in the country.
Binay also cited the vital role of the Philippine Carabao Center (PCC) in the promotion and devel¬opment of local dairy industry.
Binay, who served as guest in a short “Ugnayan at Talakayan” program at the PCC headquarters here, said that the PCC is an im¬portant tool that could help uplift the lives of the dairy farmers.
Some 700 farmer-members of dairy cooperatives in Nueva Ecija attended the program.
He emphasized the importance of close cooperation and linkage between the farmers and the gov¬ernment agencies such as PCC to sustain development programs that can surely usher in progress in the lives of farmers.
The vice president hails from Isabela, which is one of the major agricultural producers in the coun¬try.
He also cited the many benefits that the carabao raisers can obtain from the venture. He even enumerated the salient features of major products from the carabao such as milk and meat.
He also said that through the right government programs and the farmers’ cooperation, “we can expect a progressive state of our local dairy industry.”
Likewise, he stressed the government’s stand on protecting the welfare of dairy farmers, among other frontline workers in the country’s economic backbone.

3 suspected robbers killed in shootout

ANGELES CITY – Three suspected robbers were killed in a shootout with policemen inside a posh subdivision in Barangay Pampang here at dawn Sunday.
Senior Superintendent Rodolfo Recomono Jr., city police director, said the suspects were about to rob a gasoline station in the area when they encountered joint elements of the Angeles City Police Station 2 and Criminal Investigation and Detection Group (CIDG) regional office along Arayat Boulevard inside the Forest Park Subdivision here.
The fourth suspect, who was reportedly wounded in the gun battle managed to escape.
Recomono said the suspects, who were riding two motorcycles, were believed to be remnants of a notorious robbery syndicate called Dan Muslim Group, which is operating in this city and other parts of Pampanga.
Investigators are still establishing the identities of the suspects as of presstime.
Mayor Edgardo Pamintuan has commended the city police and the CIDG for neutralizing of the crime group.
The City Government recently acquired patrol cars and motorcycles and other equipment to improve the capability of the city police in terms of distress calls and operation.

Travel group helps promote Pampanga’s old churches ANGELES CITY—The Alliance of Travel and Tour Agencies of Pampanga (Attap) joined Gov. Lilia Pineda in promoting Pampanga’s old churches, saying they are the “main products of the province for tourism.”
Attap President Gilda Padua led her group’s tour of the 10 old churches over the weekend in time for Holy Week when Roman Catholics visit their places of worship in a tradition called Visita Iglesia.
The churches in Betis, Guagua and Minalin towns have been declared National Cultural Treasures.
Padua said Attap named its project as “Huwag Maging Dayuhan sa Sariling Lalawigan [Don’t Be a Stranger in Your Own Province].”
“Attap initiated the project to inform our members of Pampanga’s tourism products. Its takeoff project was a journey to the 10 churches of Pampanga,” said Padua, who operates the two Ties That Travel agencies at SM Clark and Pandan, this city.
She said Attap plans to develop tour programs of the churches by working closely with the Pampanga tourism office.
Pineda welcomed the Attap project to boost tourism in the province. The first-term governor said, “Our churches should be the prime attraction in our province.”
The churches visited by Attap were (First District) Holy Rosary Parish in Angeles City; (Second District) Sta. Lucia Parish, Sasmuan; St. James the Apostle Parish, Betis, Guagua; St. Augustine Parish, Lubao; and Sta. Rita Parish, Sta. Rita; (Third District) San Guillermo Parish, Bacolor and Metropolitan Cathedral, City of San Fernando; (Fourth District) Sta. Monica Parish, Minalin; San Luis Gonzaga Parish, San Luis; and St. Peter the Apostle Parish, Apalit.
Padua said the Attap’s tour was a “dry run” to check its timing to improve the itinerary of the package trips for local and foreign tourists.
“Look, the trip to old churches has big potentials,” said Attap member Agnes Gomez, pointing to three fully loaded buses whose passengers were in the midst of a tour of the 10 churches.
“If Attap and all stakeholders help in promoting it, then there will be more tourists in Pampanga,” said Gomez, who operates the Travel Shop Co. based here.
