Pampanga town stages early ‘senakulo’

PAMPANGA, Philippines – Residents in the town of Porac staged a reenactment of Jesus Christ’s passion and death or “senakulo” as early as Wednesday to meditate more deeply on Christ’s sacrifice.
There were some cast as Jews who jeered as Jesus and the two robbers passed carrying their crosses.
In Barangay Manibaug, the procession stopped and the crucifixion began.
“Para mamulat sa isipin nila kung ano ang dinanas ni Kristo nang pahirapan siya, para maliwanagan ang iba,” said the event’s organizer Remigio Sison.
Staging a “senakulo” has been a tradition in Pampanga, allowing adults and children to see what Christ’s sacrifice was like.
On Good Friday, there will be more crucifixions in Cutud in San Fernando, Pampanga where around 20 devotees will participate.
Barricades are now being positioned on the hill where the crucifixions will take place.
Other towns like San Juan, Sta. Lucia and Angeles City will also hold their own traditions and have implemented traffic re-routing schemes.

Pampanga Ready For Annual ‘Crucifixion’

CITY OF SAN FERNANDO, Pampanga – Governor Lilia Pineda has ordered the deployment of additional policemen and security personnel in places usually visited by people in the province during the Maundy Thursday and Good Friday celebration.
Pineda also urged security heads of commercial establishments like SM Pampanga and Robinsons Starmills to deploy additional security personnel in preparation for the large volume of mall goers and tourists expected to visit the province this Holy Week for the annual “crucifixion rites.”
The Motorist Assistance Centers (MAC) and Public Assistance Centers (PAC) with ambulances and fire trucks have already been put in place throughout the province.
These posts are manned by police officers in shifting schedules to ensure that folk in need of help will be immediately accommodated. However, the governor reminded the police officers that the motorists’ assistance is not their sole priority and they should not be complacent as criminals might take advantage of this Lenten break.
“We should to be more vigilant to avoid any untoward incidents that maybe perpetrated by criminal elements,” she said.
Police Senior Superintendent Edgardo Tinio, police provincial director, instructed the police chiefs during their recent assembly here to ask for the assistance of force multipliers such as barangay tanods, non-governmental organizations (NGOs) like Guardians, Civicom, and Kabalikat, to further secure highly populated areas this Lenten Season.
In a related development, a group of independent radio broadcaster has established traffic assistance centers in different entry and exit points in the province to help both private and public motorists for a week-long Holy Week observance.
The traffic assistance centers were established by the Society of Communicators’ and Networkers (SCAN) Pampanga chapter in Arayat, Apalit, San Simon, Mabalacat, Magalang, Lubao, Mexico, City of San Fernando and Angeles City.
Daniel “Dan” Ombina, SCAN president in Candaba town, said that at least 10 traffic assistance centers were established all throughout the province.
Ombina said that SCAN has organized several medical groups composed of doctors, nurses and other health related professionals to provide medical attention for motorists needing it.
In Bulacan, Governor Wilhelmino M. Sy-Alvarado said as part of the Lakbay Alalay Sum Vac Program emergency and police assistance teams and volunteer radio and rescue groups are deployed in the province from April 4 to 8.
Alvarado said additional public assistance centers have been established at the Provincial Government of Bulacan, the Divine Mercy National Shrine in Marilao, and in Barangay Kapitangan, Paombong, where thousands of local and foreign tourists are expected to arrive to witness penitents.
Meanwhile, the governor said those in emergency situations can dial the Bulacan Rescue hotline 791-0566.
In a related development, the Cavite Police Provincial Office (PPO) has set up security measures for malls and other business stores in the area for the long Lenten weekend and summer vacation.
Senior Supt. John C, Bulalacao, PPO director, met yesterday with some mall representatives and store owners in his office in this camp and had discussed with them the police security and safety and protection measures intended for the season.
Cavite, the country’s most densely-populated province, is one of the areas in Southern Tagalog with the most number of commercial stores.

Pampanga church keeps treasures in digital form

CITY OF SAN FERNANDO—How did Roman Catholic churches in Pampanga appear in 1790? What are the entries in a Bacolor baptismal book dated 1680 and widely believed to be the oldest in the Philippines? How exactly did early Kapampangans live their faith?
The answers, and many more glimpses of the past, can be found in the digital collection of Spanish-era documents and photographs in the care of the Archdiocesan Archives of San Fernando (AASF) in Pampanga.
Consisting of more than 15,000 digital pages and ready for browsing after Holy Week at the University of the Assumption (UA) in the City of San Fernando and at the Holy Angel University in Angeles City, the AASF is a big contribution to scholarship and spread of Kapampangan culture and history, Archbishop Paciano Aniceto said at the launch on March 20.
The hard copy of the collection bears his official seal through molten wax.
For the live testing, the 75-year-old Aniceto, who does not own and avoids using mobile phones, sat down before a computer, clicked the mouse a few times and shortly gained access to the files of Candaba, the neighbor of his hometown Sta. In digitizing portions of the AASF, the Archdiocese of San Fernando became the first archdiocese in the Philippines to go digital in preserving its archives, Prof. Regalado Trota Jose, head of the committee on archives of the National Commission for Culture and the Arts (NCCA), said during the launch.
“You have provided the lead,” Jose said. The first congregation to have digitized its archives is the Order of Augustinian Recollects in Manila, he said.
The Pampanga initiative had its roots as early as 1979 when then Archbishop Oscar Cruz established the archdiocesan museum and in 1983, and the AASF with the help of Jose and the late Benedictine nun Paz Katigbak. Kept at the Mater Boni seminary, the archives had been inaccessible to the public.
The digitization work took a year and four months to finish on a grant from the NCCA, and guidance from the Archdiocesan Commission on Church Heritage chaired by Auxiliary Bishop Pablo Virgilio David.

The original materials or microfilms have been obtained from Roman Catholic Archdiocese of Manila Archives, National Archives of the Philippines, Luther Parker Collection of the National Library of the Philippines, Venancio Q. Samson Collection and Filipinas Heritage Library Collection.
The AASF has more than 200,000 original, handwritten pages in its possession that are waiting to be digitized, David said.
A catalog has been printed for an orderly search and access.
Much of the materials, he said, captured the history of Christianity in Pampanga since 1572 when Augustinian friars evangelized in Betis and Lubao; 1579 when Pampanga was placed under the suffragan of Manila, then a diocese of Mexico; and 1595 when Pampanga remained among the 10 provinces under the Archdiocese of Manila.
The materials also gave a glimpse of the creation of the Diocese of San Fernando in 1948 and the formation of the Archdiocese of San Fernando in 1975 when the dioceses of Tarlac, Balanga and Iba were placed under it.
“We want to foster greater understanding of Pampanga heritage and culture,” said David on why the project was undertaken. “These are treasures.”
“Modern technology secured these for future generations,” said Auxiliary Bishop Roberto Mallari, UA president and who was assigned to set up the Center of Kapampangan Church Heritage.
This was appropriate, Mallari said, because the province produced many church pioneers.
They include Rufino Cardinal Santos (first Filipino cardinal), Don Diego Guinto (first native founder of perpetual pious trust funds or capellañas), Don Miguel Jeronimo de Morales (first native priest), Sor Bibiana Zapanta (first missionary nun sent to help evangelize Mindanao) and Sor Asuncion Ventura (first native to found an orphanage).

PAMPANGA’S OFW-TURNED-FARMER: ‘Farming is where the money is’

STA. RITA, Pampanga – Fidel David is a civil engineer who worked for six years in Saudi Arabia but decided to go back here for good in 1992.

He was a project engineer in the Middle East country and based on his profession, it is needless to point out that his salary was substantial.

But there was something else David had wanted to do: agricultural farming in his native barangay in San Matias, here.

“When I started farming, my main focus was to get very rich,” said David who was interviewed on Monday at his Kubo in his 3.2-hectare farm.

“But later I realized that it’s not only my stomach that gets hungry that I must feed. Others have to eat, too,” added David in the dialect.

DOCTOR AND TEACHER

David is fondly called “the doctor” by his fellow farmers, most of whom belong to the Bangon San Matias Multi-Purpose Cooperative (BSMMPC). The cooperative was started in 2004.

“I am sort of a doctor. I recommend to farmers on how to make a better yield or save their plants when they are in trouble or dying,” said David.

But David said he is more of a teacher based on what he does to promote organic and responsible farming.

For over eight years since he formed and chaired the BSMMPC, David has taught other farmers about the new agricultural techniques and studies based on his actual experiences and experiments on his farmland.

David is teaching them for free. Not to mention he does it with passion and dedication in order to let aspiring and veteran farmers realize that “farming is where the money is.”

“Life is too short. Why not share what you know so that others may succeed as well,” stressed David.

He established a demo farm and agricultural school on his property a few years ago. It initially received little support from government agencies and agricultural schools.

But of late, the Department of Agriculture (DA) and schools such as the Pampanga Agricultural College (PAC) visited his farm to study or ask about his latest research and techniques on farming.

Other farmers’ groups in Central Luzon also see him to study and bring home some knowledge to improve their farming practice.

David disclosed that at least P150,000 worth of equipment are in their school and are used for continuous study.

He also helps other prominent farmland owners and businessmen in developing their vegetable products. Yes, David doesn’t charge the rich as long as they are willing to invest in organic farming.

“I even spend on my gasoline just to visit their huge farms. I don’t ask for pay because I want to promote farming, particularly the safe practice,” he added.

David’s Kubo is overlooking his newly harvested palay and newly planted watermelons.

He cited “timing” as important in order for farmers to earn well and get over climate change without much damage to their crops and vegetables.

“As you know, the rains will be in late May or June. So I planted watermelons which are harvestable after about 65 days or in late May,” said David. He said he will spend about P10,000 for the .3-hectare watermelon plantation but he expects to earn at least P60,000.

“That’s my point in timing. Our farmers should simply learn what to plant on a particular season and they will get much profit,” said David.

The 47-year-old civil engineer-turned-farmer disclosed that farming had been more profitable to him than working as an overseas Filipino worker (OFW).

He said he was in high position in Saudi Arabia for six years but had failed to buy a vehicle like the jeep he is using now.

“I could send my only daughter to school and raise a decent family with my earning as a farmer. That’s enough for me,” he added.

NURTURE THE SOIL

David is widely known among Pampanga farmers as “advocate of responsible and organic farming.”

He said some farmers have a bad habit of using chemicals “most of the time” to make a better yield. This practice, he added, doesn’t nurture the soil but destroys it.

“Worse, the old saying that eating vegetables makes you live longer is no longer true. Some vegetables are borne out of too much chemical fertilizers and pesticides and this is unhealthy and dangerous,” he said.

David said a farmer is not expected to use 100 percent organic fertilizers when he decides to let go of chemicals. He added that he started by using 50 percent chemicals and 50 percent organic fertilizers.

Today, David uses at least 70 percent organic fertilizers on his plants. Most of the organic materials are made in his farm.

Roy Imperial, former director of the DA’s High Value Commercial Crops, visited David at his farm upon the instruction of Pampanga Gov. Lilia Pineda to find a better future for some 33,000 farmers in the province. He is now the consultant-adviser of Pineda.

P4.6-B flood-control project in Pampanga gets Aquino’s nod

MANILA — President Benigno Aquino III and his economic team recently approved a project that aims to address the flooding problem in the low-lying municipalities in Pampanga delta especially during the rainy season.
Spearheaded by the Departments of Public Works and Highways (DPWH) and Education (DepEd), the project involves the elevation of 26 schools and reconstruction of 232 school rooms in 47 flood-affected elementary schools, benefitting around 35,057 pupils.
To be constructed as well are 11 deep well pumps in schools without potable water source and establishment of flood control measures in the area’s rivers.
South Korea, through its Economic Development Cooperation Fund, will spend P3.9 billion or 83.77 percent of the P4.66 billion project titled Integrated Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) Measures in Low-Lying Areas of Pampanga Bay.
The Philippine government, on the other hand, will shell out P755.53 million for the project which has yet to disclose timetable.
Socioeconomic Planning Secretary Cayetano Paderanga said this project aims to reduce the flood level from 1.42 to 2.99 meters and the number of flood-affected areas from 40,150 hectares to 23,780 hectares in the low-lying areas of Pampanga Bay.
Set to benefit from the project are the municipalities of Sto. Tomas, Minalin, San Simon, Sasmuan, Apalit, Macabebe, and Masantol.
Last year, back-to-back typhoons Pedring and Quiel dumped heavy rains in these municipalities as the depth of the floodwaters hover around eight to 10 feet.
Residents in Macabebe and Masantol, both coastal towns, are currently living below sea level.

OFW farmer to governor: Create trading post in Pampanga

STA. RITA, Pampanga—Roy Imperial, former director of the Department of Agriculture’s (DA) High Value Commercial Crops Division, said Fidel David had been considered for a full scholarship grant on modern agricultural farming in Israel.
The consultant-adviser of Pampanga Gov. Lilia Pineda said David “would be the best farmer to send as he is passionately involved in organic farming,” largely patronized in Israel.
David told Imperial that “I have many things to do here and other farmers may be more qualified for the study grant.”
Imperial said David is the “wise choice” because he will surely share to other farmers what he learns in Israel.
Last year, David was featured in a Metro Manila magazine for his successful yield of Jade Lady honeydew melons.
David developed the green-colored fruits at his greenhouse donated through the DA’s High Value Crop Development program initiated by Pampanga Second District Rep. Gloria Macapagal-Arroyo.
Several farmers who received greenhouses are encouraged by David’s success in growing honeydew melons under greenhouse condition using organic fertilizers. They also want to learn David’s methodology.
But David’s success story on growing honeydew melons had been cut short by the so-called “greed and unfair market practice of some middlemen.”
He said a prominent and well-known firm had purchased his honeydew melons for P20 per kilo. A few days later he found that the private firm had sold his fruits at P120 per kilo at a mall in Pampanga.
David urged Pampanga Gov. Lilia Pineda to help farmers get a fair share in marketing their fruits and vegetables.
“We do all the work and invest our hard-earned money on our crops. But it’s the middlemen who benefit a lot when they have nothing to lose but everything to gain,” said David.
He asked the first-term governor to create a trading post similar to what Agriculture Sec. Proceso Alcala fully supported in Sariaya, Quezon. The vegetable trading post called “Sentrong Pamilihan ng Produktong Agrikultura” benefited Quezon farmers, most of whom were from the province’s Second District where Alcala was a former congressman.
Imperial said the governor had asked him earlier to make a study on the trading post or center along the Olongapo-Gapan Rd.
“Governor Pineda was inspired by the success of the trading post pushed by Secretary Alcala in Quezon. She asked me to make a thorough study of the trading center to make sure it will be beneficial, especially to farmers,” said Imperial.
Butil Farmers Partylist Rep. Agapito Guanlao of Pampanga also pushed for the creation of a trading center in the province.
David said the national government should help farmers sell their produce in a set-up where they will earn more instead of the middlemen. He said the money and time spent by the government on subsidizing farmers should be used instead in helping them market and sell their fruits and vegetables properly.
“The farmers can buy their fertilizers and other needs. The real problem is that they don’t get much profit from their products due to unfair marketing practices,” said David.
He said that if there is a trading post in Pampanga, just like the one they have in Quezon, farmers can bring their products at the trading post, selling their produce at a higher price compared to what the middlemen offer them.
David pinned his hopes on Pineda, saying “the governor has been helping her people a lot and the farmers have high hopes on her.”
He said he is ready to help Pineda on her projects designed to help farmers get a better yield and improve their lives, adding he was alarmed by his own study and survey that the average age of farmers in Pampanga is 54. He surveyed the age of at least 1,000 farmers.
He said the project of Pineda should encourage younger people to engage in the noble but rewarding profession of farming.
“As I have said, farming is where the money is. We just have to know and practise new technologies and not just rely on planting palay,” said David. “The trading post is just the missing piece.”

Mayor: Tourists should respect Holy Week

ANGELES CITY – Mayor Edgardo Pamintuan said Tuesday tourists should respect the solemnity of the Holy Week.
The mayor issued the statement in reaction to the incident where local and foreign tourists climbed up and posed on the crosses used in the reenactment of the Passion of Christ in Barangay Lourdes North West here.
Some of the pictures were even posted on Facebook, which earned the ire of many.
“The act of some tourists who posed on the cross was not countenanced nor condoned by the Tourism Office or the barangay council of Lourdes North West. According to the village chief, these photos were taken after the program last Friday,” Pamintuan said.
“Tourists should respect the solemnity of the Holy Week. The intention of the Good Friday program was to make the people remember the deeds, sacrifices, sufferings, and death of Christ to save mankind,” the mayor added.
Because of the incident, the barangay council already removed the crosses that were used last Friday, according to Pamintuan.
The mayor also disclosed that barangay officials exhausted all means to present an organized and well-coordinated Lenten presentation.
“They did not allow the holding of illegal gambling and regulated the number of stalls that sold food and beverages,” the mayor said.
The organizers even enclosed the area for security of the public and requested additional personnel from the Philippine National Police and military, medical team, and other city offices.

Injunction vs revenue bureau’s regulation issued

ANGELES CITY – A regional trial court here has issued a writ of preliminary injunction, stopping the Bureau of Internal Revenue (BIR) from enforcing “directly or indirectly” Revenue Regulation No. 2-2012 as it runs contrary to the law that created the Subic and Clark Freeport Zones.
This said regulation is about applying value-added tax (VAT) on all petroleum and petroleum products that are imported and/or brought directly from abroad to the Philippines including Freeport and Economic zones.
“This Court, in the exercise of its sound judicial discretion, finds the prayer for the issuance of the writ of preliminary injunction to be impressed with merits and hereby grants the same,” branch 58 Presiding Judge Philbert Iturralde said in his seven-page decision issued April 4, 2012.
Iturralde ordered the “BIR, its agents, representatives, or assigns, and all persons acting in its place and stead” to cease and desist from enforcing the said regulation.
Iturralde also ordered petitioner, Pampanga 1st District Representative Carmelo Lazatin, to post a P15-million injunction bond to answer for any damage that may be suffered by the BIR in the event that the Court should later determine that the lawmaker is not entitled to the relief prayed for.
Lazatin hailed the BIR and the Finance Department to court after finding that the controversial regulation contradicts Republic Act 7277, the law that created Subic and Clark Freeport Zones. Republic Act 9400 later amended RA 7277.
In his petition, Lazatin emphasized that RA 9400 provides that no national or local taxes shall be imposed on registered business enterprises within the Clark Freeport Zone (CFZ).
In his decision, Iturralde sided with Lazatin, saying “there appears to be a patent conflict between the questioned regulation and RA 9400, in order to prevent injury to the registered businesses inside CFZ, there is a need to restrain the BIR from implementing Revenue Regulations No. 2-2012 until the main case has been heard.”
Iturralde also contradicted BIR’s claim that the regulation merely intends to implement corrective measures which appears to be lacking in the basic law to stop smuggling.
“A careful examination of the statute provides a penal sanction for such act,” Iturralde said, citing Section 9 of RA 9400, which states that “Any registered business enterprise found guilty of smuggling by final judgment, either as principal, accomplice or accessory shall be perpetually barred from doing business in any freeport and special economic zone, in addition to the penalties and sanctions imposed by existing laws.”
The judge also ruled that a department regulation like Revenue Regulations No. 2-2012 cannot go beyond the terms and provisions of the basic law, as decided by the Supreme Court in the case of Philippine Amusements and Gaming Corporation vs BIR.
“Revenue Regulations No. 2-2012 cannot go beyond the provisions of RA 9400 which amended RA 7227,” said Iturralde.
