SUBIC Bay Freeport: The Russian Federation is eyeing to forge closer economic ties with the Philippines and the Subic Bay Freeport in particular, as it sets its sight on wider trade with countries in the Asia-Pacific region.
Russian Ambassador Nikolay Kudashev, who visited this free port recently, told officials of the Subic Bay Metropolitan Authority (SBMA) that Russia seeks to forge more bilateral trade agreements with the Philippines.
“Right now there is much focus in the Asia-Pacific region in terms of economic growth and stability and we wanted to take advantage of that,” he told SBMA chairman and administrator Roberto Garcia during a meeting here on November 28.
He also said that they are looking at joint activities with Subic in terms of disaster-response management.
Kudashev, who was on his first visit to the Freeport, was accompanied by other Russian officials and some businessmen.
They received a warm welcome from Garcia, who gave them an overview of the developments in the Subic Freeport today and briefed them on the Freeport’s land area, lease rates, and tax incentives given to investors.
Garcia also pointed out that Subic is one of the top tourist destinations in the country, with both locals and foreigners trooping to the Freeport during weekends.
Likewise, Garcia expressed hope for some future partnership with Russia, saying it would be a great opportunity for Subic in terms of economic development and international relations.

SUBIC Bay Freeport: Camayan beach resort clarified yesterday that they did all the best to attend to a 3-year-old boy who was stung by a box jelly fish over the weekend.
Jeremy Simpson Creative Arts and Communication Director of Camayan Beach resort said that both standby lifeguard and nurse attended to the medical needs of the victim.
“The lifeguard was at the scene in seconds and the boy was up and walking in less than 2 minutes,” He added.
He added that the 3-year-old victim walked from the beach shore to the hotel after the incident.
“We assisted them in bringing the boy to St. Jude hospital, because the pediatric doctor was there.” Simpson said.
“An area of the sea is roped off to keep swimmers within sight and earshot of the lifeguards but it is only a rope-not a net and it doesn’t keep out any of the animals whose habitat we are borrowing.” Simpson added.
Signage to warn beach goers according to Simpson are posted in specific areas, “but we are considering putting up new ones,” he added.
“When you enter the water you share it with quarter of a million species and one of them unfortunately is jelly fish.” He added.
Emily Boutet the mother of the victim told subictimes.com over the phone that they did not see any signage.
“I just couldn’t believe that they said that there are signage’s. We have walked down their beach several times but didn’t see any. None in the room too, I only saw signage about monkeys and turtles,” Boutet said.
Boutet added that they have visited Camayan six times already before the incident happened and explained that “I’d like guest to be informed about the risk and that we would have received more sympathy from top management, after the incident happened.”
She also acknowledged that the lifeguard responded immediately and that she even gave chocolates to the lifeguard to thank them.
“I am truly grateful to the lifeguard who responded and attended to my son,” she added.
But Boutet said that if they knew in the first place that there was Jelly fish, she would not let her kids go swimming.
“We were not treated properly by some of the management staff, inappropriate words was said in a wrong situation, anyone would be looking for comfort in that kind of situation, instead staff there were insensitive.” she added.
Boutet added that Camayan should inform their guest properly upon check in, put leaflets in the room and put signage in strategic place where everyone could see.
“They should also have emergency vehicle on standby anytime.” she added.
Bouted said that her son is doing good despite the incident and is now in the hospital for medical checkup.
Simpson explained that Camayan prides itself with good service which include a well-trained life guard and first responders and can help get patients to professional medical help at one of many hospitals.

SUBIC BAY FREEPORT—An independent investigation initiated by the Subic Bay Freeport Chamber of Commerce has concluded that a US Navy contractor violated Philippine laws when it dumped waste from an American ship outside Subic waters in October.
The chamber also said in its Dec. 2 report that the waste dumped by Glenn Defense Marine Asia Philippines Inc., a subsidiary of a Singapore-based company, might not have been “toxic” as defined by Philippine laws but contained pollutants that exceeded sanitation and water quality limits.
It said the dumping took place “inside the Philippine exclusive economic zone which is still covered by the Philippine Clean Water Act of 2004 (Republic Act No. 9275).”
Glenn Defense had admitted that it dumped the waste 17 nautical miles from the nearest shoreline of Subic Bay.
But the chamber investigation concluded that Glenn Defense dumped the waste in an area of Philippine seas which “was 9 nautical miles short of the PCG (Philippine Coast Guard) designated dumping point.” This meant the firm might have violated the 1973 International Convention for the Prevention of Pollution from Ships, the chamber said.
Danny Piano, Subic Chamber president, said in the report that his group pursued the investigation to “make a sound judgment as to whether it would [expel] or … suspend Glenn Defense’s membership in the Subic Chamber, [or whether it would] clear it from wrongdoing, thereby retaining its membership.”
The Subic Chamber also issued a set of recommendations that may help end ocean dumping on Philippine waters.
Glenn Defense had been accused of dumping 50,000 gallons of domestic waste from USS Emory Land without the permission of authorities like the Coast Guard.
Retired Vice Adm. Mateo Mayuga, president of Glenn Defense Marine Asia Philippines, denied the charges and said the company had followed Philippine laws.
But when he was asked to react to the chamber’s latest report, through the firm’s public relations consultant, Carolyn Esposo-Espiritu, Mayuga declined to comment.
Subic Bay Metropolitan Authority (SBMA) Chair Roberto Garcia said the chamber’s report had confirmed SBMA’s own finding that “ordinary sewage water without heavy metals” had been dumped by Glenn Defense. “So that’s good,” he said, without elaborating.
Although the SBMA had investigated Glenn Defense for dumping, it had reacted strongly to descriptions that the waste that was dumped was toxic.
“There seemed to be no question that Glenn Defense committed violations when they dumped waste without the necessary permits and by not following regulations,” the Subic Chamber report said.
It said the Oct. 15 environmental inspection report of
the SBMA’s Ecology Center and the Oct. 16 testimony of Glenn Defense ship captain Edilberto Acedilla, who commands the MT Glenn Guardian, confirmed that Glenn Defense dumped waste on Philippine waters outside Subic Bay.
The investigation failed to gather vessel tracking records of Glenn Defense from authorities but accounts and narratives provided by the firm’s captain, Mayuga and other sources led it to “assume that the waste was dumped 17 nautical miles from the nearest shoreline,” the report said.

ANGELES CITY — Mayor Edgardo Pamintuan on November 21 was called out by the son of a hospital patient for the questionable “emergency fee” being issued from the Renal Care Unit (RCU) of the Rafael Lazatin Memorial Medical Center.
Chris Aquino of Barangay Tabun, whose father is availing regular dialysis treatments from RCU, complained about the P700 worth “emergency fee” being charged to patients who come to the RCU without a scheduled appointment.
Aquino said the service in the RCU is by schedule and patients with scheduled appointments are given slots on a given day. If a patient fails to appear for his scheduled appointment, that patient’s slot can be transferred to a walk-in patient, however, the walk-in patient must pay the “emergency fee.”
The so-called “emergency fee” is reportedly for the overtime pay and transportation allowance of RCU nurses. Patients are not even allowed to sign a promissory note guaranteeing that they will pay the “emergency fee” on a later date.
Aquino also revealed that the payment for the “emergency fee” is not made through the cashier but through the nurses. Patients are not issued with original receipts for the payment and are only provided with a charge slip that doesn’t even have a control number and was supposedly prepared by someone who signed as “Anne/KSD.”
“Alam naman nila na kung ang pasyente ay pumunta sa ONA, ibig sabihin walang kakayahang magbayad,” Aquino said, adding: “Bakit kailangan na ang bayad sa overtime at pamasahe ng mga nurse ay ipa-karga sa mga mahihirap na pasyente?”
The P700 emergency fee, according to Aquino, does not include the P350 doctor’s fee, the P1,200 payment for Renagen (the formula used for kidney detoxification), and the actual payment for the patient’s dialysis session.
The amount charged for dialysis depends on the patient’s classification. Class 1 patients are charged P1,700 while Class 2 patients are charged P1,375. Indigent patients are considered Class 3 patients and are charged P700 for the dialysis session.
“Lumalabas na ang mga pasyente sa Renal Care Unit ay nagbabayad ng P2,000 hanggang P3,000 kung may appointment at P3,000 hanggang P4,000 naman kung wala,” said Aquino. “Samantalang pangako ni Mayor Pamintuan noong eleksyon na P500 lang ang magiging bayad sa Renal Care Unit.”
Aquino decided not to reveal his father’s name for fears that his father will be refused service in the hospital if his identity was revealed.

CITY OF SAN FERNANDO – A 20-foot giant Parul Sampernandu is currently the highlight of the first-ever Christmas Festival at the newly dedicated “Alay sa Sakada” Lanai of the Philippine Consulate in Honolulu, Hawaii.
The Consulate General of the Philippines in Honolulu said in a statement sent to Sun.Star Pampanga that the giant lantern, courtesy of the City Government of San Fernando headed by Mayor Oscar Rodriguez, is the main feature — along with smaller Fernandino lanterns — of the festival.
The grand lighting ceremony was led by no less than Hawaii Lieutenant Governor Brian Schatz and Honolulu Mayor-elect Kirk Caldwell.
The opening ceremonies also gathered 400 of the US state’s most influential community leaders, press and media practitioners, and members of the art, business and academic circles.
“The community marveled at the display of the giant parol at the Consulate’s parking lot, which overlooks the main highway. Those in attendance noted that the parol is perhaps is largest Christmas lantern in Hawaii. Maria Etrata, chair of the Philippine Celebrations Coordinating Committee of Hawaii, the Consulate’s community partner in organizing the festival, observed that the crowd could not contain their excitement over the lighting of the parol and the display of Christmas lanterns, stressing that the ornaments are symbolic of the Filipino Christmas spirit, encapsulating the importance and heart Filipinos put into the Holiday Season,” the statement noted.
It added: “This is the first Christmas Festival held in the Consulate in over 10 years, having staged the community’s traditional Christmas celebrations at the Filipino Community Center in Waipahu for the past couple of years. This, however, is the first Christmas celebration that the Consulate organized showcasing parols from San Fernando.”
The festival, which runs until Christmas Day, also features an exhibit of the works of Arlene Guerrero, Joy Viray-Green and the Vigan-based Pichay family of D avid, Christel and Cinderella; photos of the Hawaii-Filipino-American photo group “Litratista Kme;” a Lino Brocka film retrospectives; performances of Hawaii Fil-Am talents Broadway Babies and the Maria Lauer Voice Studio; choir nights with the Honolulu Silangan Singers and Honolulu New Hope Choir; live broadcasts by top Filipino stations KNDI 1270 AM and KPHI 96.7 FM; Indie Films Night; and a ballroom night.
