Former president and now Pampanga Rep. Gloria Macapagal-Arroyo’s plans to travel abroad to seek medical care for a rare bone disease has been rejected by the Department of Justice. In denying GMA’s request for an allow departure order (ADO), Secretary Leila de Lima said she has seen no exceptional reason to allow the former president to go abroad at this time as she is facing a string of charges like plunder and electoral sabotage—high crimes which are non-bailable and punishable by life imprisonment. The DOJ’s decision is significant because President Benigno Aquino III earlier announced to foreign media that his administration will file charges against GMA in November or anytime now.
Freedom of movement is a basic human right. American jurisprudence says, this “may be as close to the heart of the individual as the choice of what he eats, or wears, or reads,” which is basically what Arroyo’s lawyers are trying to point out when they insist on their client’s right to her choice of medical care wherever that may be.
To recall, GMA had a third operation last August when doctors implanted titanium around her neck. The implant was dislodged because the bones around her neck have become brittle. Women develop brittle bones as they age, but we also heard that the doctors worried about their patient’s low calcium levels. As the medical team tried to improve her situation, presumably in preparation for another round of titanium implant, we heard that she was made to wear a halo vest. The medical bulletins about GMA after her surgery last August were rather scanty, but it can be fairly assumed that she was trying to recover. Reports say the period of recovery would extend to about eight months or up to April or May next year, at which time she could be more or less prepared for another surgery.
GMA wants to go abroad for a bone biopsy, a procedure that is not available in the country. A member of the Philippine Medical Association stressed this procedure is only necessary if the patient is scheduled for operation but her medical team in St. Luke’s Medical Center is not talking about a fourth surgery. Nevertheless, medical experts pointed to “radioisotope scan, a “non-invasive” procedure which is readily available in the country.
Health Secretary Enrique Ona’s assessment concerning the former President’s situation indicate there is no life threatening reason for her to leave. A member of the Board of Governors of the Philippine Medical Association backed up Ona’s statements. Dr. Leo Olarte stressed, “there are enough doctors in the country who can treat Arroyo or any patient with metabolic bone diseases.”
Secondly, in GMA’s request for an ADO, she submitted an itinerary which Secretary De Lima described as “ambivalent.” In her previous letters to the DOJ, the former President listed United States, Singapore, Austria, Germany, Italy and Switzerland where she intends to get medical consultations. Then in subsequent communication to the DOJ, GMA indicated Singapore, Germany and Spain as her destinations.
De Lima said the itinerary raises risks that the DOJ cannot take, short of saying that the administration fears GMA will be beyond the reach of the law if she is allowed to leave town, especially because the countries that she listed had no existing extradition treaties with the Philippines. Even if these countries have extradition pacts with PH, I still think the DOJ should not take that risk.
The Arroyos have gone to the Supreme Court to question de Lima’s decision, saying that the state cannot deprive the former president’s right to travel. Take note, they are not simply leaning on legal points to argue their case. They are also out to win public sympathy by releasing the photos of the former President wearing a halo vest. It’s not clear if Arroyo is under medical instruction to wear the neck brace 24/7 but at more than 2 kilos as reported, it must be excruciatingly cumbersome.
Does she really intend to fly to North America, Asia and Europe in that condition? Even if she travels business class, the hassle of going through immigration at every point, waiting for luggage and ground transportation, not to mention adjusting one’s body to a new climate can take a toll on even the healthiest senior citizen. At 66 and having undergone multiple surgeries this year, she should take it very easy.
The DOJ decision would appear quite severe for Arroyo allies, but in the scheme of things, it would seem that Secretary De Lima has more concern for the ex-president’s health than her husband and lawyers, unless the foreign trip is merely an excuse for her to escape prosecution.

BACOLOR — The Kapampangan Development Foundation (KDF) will be launching a series of programs worth P2 million in cooperation with the Philippine Charity Sweepstakes Office (PCSO) in a bid to provide more health programs to indigents of Pampanga.
KDF president Benigno Ricafort said the programs will be launched on April 11 and will include screenings for cataract surgeries along with cleft palate and lip operations. The regular prosthesis distribution and handing of wheelchairs will also be included in the event.
“This initiative is something that we are very thankful for because the PCSO has found time to help us,” Ricafort said, adding that indigents and interested parties may visit the Jesus A. Datu Medical Center (JADMC) in Bacolor town for the registration in the different medical services being offered.
Ricafort said the programs are part of the agreement that KDF and PCSO signed last year. They signed a memorandum of agreement at the Heroes’ Hall in this city to provide a funding of P2 million for health and social services programs.
Juico said the PCSO has committed to granting a P2 million endowment fund in four batches of P500,000 each in favor of the KDF for health and medical programs at the JADMC.
With the agreement, the two organizations will launch the Healthy Pampanga Movement, the banner program under the memorandum, which will cater to patients in Northern and Central Luzon.
Ricafort, for his part, hailed the agreement signing as an unprecedented development in terms of KDF’s ongoing programs. He said the funding endowment will cover additional beneficiaries.
“What we do in KDF is something that we are proud of. We are able to bring different sector organizations together under one common goal. The tasks we have accomplished are nothing short of outstanding and we plan to accomplish more,” Ricafort said.
KDF partners have expanded to close to 300 organizations and individuals. Partner organizations include various Rotary Clubs in Pampanga, Quota International Pampanga, Mother Theresa of Calcutta Medical Center, Department of Social Welfare and Development, Department of Health, Philippine Army, Philippine Air Force, Clark Development Corporation, Physicians for Peace, HAU-Apollo, Operation Smile, Ospital Ning Angeles, Social Action Center of Pampanga and ShelterBox Philippines, among others.

SAN FERNANDO CITY, Pampanga – Ruben Enaje is near the end of his 27-year vow.
Enaje will be nailed to the cross for the 26th straight year today, Good Friday.
The “crucifixion” of Enaje and 20 other penitents has been the high point of the Good Friday observance in Barangay San Pedro Cutud, an event that draws thousands of the devout and the curious to the small village.
But the 51-year-old artist feels he is getting too old to continue the ritual. “I can already feel my body complaining,” Enaje told the Manila Bulletin in Filipino.
He looked at the huge wooden cross that he keeps in his workplace. “This will be my retirement cross. I put my heart into making this because this will be part of my last performance next year,” he said.
Next year he will have completed his 27-year vow – nine years for each member of his family.
“I think 27 years is enough… I have already told the organizers of the activity of my plan,” Enaje said.
Being nailed to the cross is his way of thanking God after he survived a fall from a three-storey building in 1985.
Remigio dela Cruz, barangay captain of San Pedro Cutud, said it would be difficult to find a replacement for Enaje.
“Every year, there are at least 14 persons being nailed here. What makes it difficult for us is to find someone with as good character as Ben’s (Enaje),” said dela Cruz.
The first time he was nailed to the cross in 1986, Enaje said he felt more excited than nervous, and even watched as the nails were driven into his palms.
“Being chosen to play the role of Jesus comes with a responsibility, and that includes being a role model for the entire community,” he said.
Enaje said one other reason he is quitting is the pressure from his neighbors who expect him to lead by example.
“One time, I shouted at a group of children playing in front of my house because they were very noisy and they were disturbing me, I was confronted later by one of the parents,” Enaje said.
“They said someone who is nailed to the cross like Jesus Christ should not be ill-mannered,” he said.
He said his neighbors also accuse him of longing for media attention and making money out of the ritual.
“Every time the media visited me for an interview, some people here would immediately ask how much was given to me as payment for an interview,” said Enaje.
Enaje said he had enough blessings to think of exploiting his vow.
Aside from the protection he and his family have been receiving from God, he said he has enough means to buy a small truck and a tricycle.
He also makes money from applying letters on streamers.
Enaje lamented what he described as the “commercialization” of the ritual.
He said he knew of at least three persons who had sold their performances in other parts of Luzon. One of them almost lost his right arm because of an infection, the other one was ostracized in the community since he would usually run wild after having a drink too many, and the third drowned in two-inch deep water.
Adriel Aguilar, of the San Fernando City Tourism Office, said the reenactment of Christ’s crucifixion in the barangay started in 1955 as part of the Via Crucis (Way of the Cross), a tableau based on the passion of the Christ written by Ricardo Navarro.
In 1962 when a quack doctor from the nearby Apalit town had himself nailed to the cross to fulfill his vision of becoming a religious leader and a full-fledged healer.
“Since then, not a year has passed without an actual crucifixion taking place during reenactment,” said Aguilar.
He said Navarro’s involvement in the tableau was passed on to his son Ricardo then to his grandson Allan who is the present director of the play.
Enaje took the lead role in the early 1990s and drew the attention of foreign communities via the internet.
It became so popular that some foreigners also had themselves nailed to the cross.
In 2006 a European, however, opted out just as was about to be nailed.
At least 20 penitents are scheduled to be crucified today.
There were advanced crucifixions. Last Wednesday, three penitents were nailed into crosses in Barangay Manibaug in Porac town.
Pampanga Archbishop Paciano Aniceto said the Church disapproves of the ritual.
“The Church does not want you to punish yourself with physical sufferings. Sincere reflection and doing good things to your neighbors are more important,” Aniceto said.
CBCP President and Cebu Archbishop Jose Palma echoed Aniceto’s view, saying that the Church would rather have people renewing their faith than inflicting pain on themselves.
“While we are trying to discourage these practices we cannot also judge their intention, especially those who have made it as their vow,” Palma said.
Palma said the Church would rather have the faithful focus on the spiritual aspect of their lives than on external manifestations of their faith.
“We do not judge and condemn [the practice] but we discourage it,” he added.

PILAR, Bataan — President Benigno Aquino III is expected to lead today, Monday, the 70th Araw ng Kagitingan rites at the Dambana ng Kagitingan here.
Upon arrival, Aquino is scheduled to offer a wreath to the shrine and afterwards pause for the tolling of the bell by a World War II veteran and a high school student.
After the ceremony, Aquino is anticipated to lead the awarding of trophies to this year’s winners of the Araw ng Kagitingan oratorical, painting and essay writing contests.
Expected to give their messages, aside from the President’s keynote address, are Japanese Ambassador Toshinao Urabe and United States Deputy Chief of Mission Leslie Bassett.
History
On April 9, 1942, about 75,000 Filipino and American soldiers stationed in Corregidor and Bataan formally surrendered to the Japanese army under Lieutenant General Masaharu Homma.
These prisoners of war were transferred to Camp O’ Donnell in Capas, Tarlac in what would infamously be known as the “Bataan Death March.”
The Dambana ng Kagitingan was built on top of Mount Samat in 1966 in memory of those soldiers.
The shrine’s most distinct feature is a 92-meter Memorial Cross, which is made up of marble, steel, and concrete.
At the base of the cross is a sculptural bas relief that depicts important historical events and battles in the Philippines.
