CITY OF SAN FERNANDO — Capitol’s first quarter collection hit a high of P77,800,000 over the weekend, with an hour or two to spare before this month’s cut-off time.
At 4 p.m. Friday, Provincial Government Environment and Natural Resources Officer Art Punsalan told Sun.Star Pampanga that collections for March were already posted at P28,262,500, with many more quarry operators and trucks buying tickets and securing permits.
“We expect that to increase by 5 p.m. So far, for the past three months, collections in March were notably the highest,” Punsalan said, adding it boosted confidence that the P400 million 2012 collection challenge posed by Governor Lilia Pineda would be met, or the least, get close to it.
Last January — where the trend was seen by Punsalan and officials of the Kapampangan A Lulugud At Matapat based on a time and motion study commissioned earlier by Vice Governor Joseller “Yeng” Guiao to stabilize at P25 million — collections started off the challenge at P25,755,000.
Then in February, which had lesser working days, Punsalan noted that collections still came close to the average, with P23,782,500.
In the first quarter of 2011, Punsalan said collections were recorded at P62,385,000.
“Evidently, there was a marked increase in the first quarter collections compared to last year in the months of January (P20,280,000), February (P20,325,000) and March (P21,780,000). We foresee collections to continuously take an upward trend especially with the start of numerous government infrastructures, plus of course private sector initiated projects,” he said.
The running rate or total collections under the Pineda administration is now posted at a whopping P435,565,000.

ANGELES CITY – The City Government here will provide jobs for 410 students from poor families this summer through the Special Program for Employment of Students (Spes) under the Department of Labor and Employment (Dole).
Adelina Deocales, Public Employment Services Office (Peso) manager, said the Spes beneficiaries will be assigned to different offices in the City Government, in barangays and in private companies.
Some 350 applicants will be designated in office works in the city government and in the villages.
The students will work on the Barangay Skills Registration of jobseekers, aiming to capture the manpower supply available for employment locally and abroad to implement employment matching.
“We intend to bring the Peso program to the barangay level to directly facilitate employment information assistance to jobseekers from the communities,” Deocales said.
The Angeles City Anti-Drug Awareness Campaign will have Spes beneficiaries to help in their anti-drug symposium, Barangay Affairs and Public Awareness Council, while the City Environment and Natural Resources Office and the City Agriculture Office will be assisted in their environmental awareness programs and tree planting activities.
The Angeles City Sports Office, Youth Bureau, City Health Office, Peso, Information, Communication and Technical Division and the City Information Office will also be provided with Spes trainees who will perform clerical duties.
Aside from the 350 slots, 45 students will be employed for business process outsourcing in partnership with Sutherland Global Services and the remaining 15 will be dispensed for food service at Jollibee Foods Inc.
As mandated by Republic Act (RA) 7323 and as amended by RA 9547, otherwise known as Special Program for Employment of Student (Spes), the program aims to make student’s vacation meaningful and productive, make students earn money to pursue their education, and to exercise and enhance the employability of the youth.
The program is open to indigent students and dropouts in Angeles City with ages 15-25 years old and with good scholastic performance during their last term of schooling and parent’s combined net income should not exceed P36,000 per annum.
Interested students may coordinate with the Peso Office located at the City Hall Compound, Pulung Maragul, Angeles City.
Deocales disclosed that 60 percent of the salaries of the Spes students would be shouldered by the City Government, while the remaining 40 percent would come from Dole.
Spes beneficiaries will start to work on April 10 until May 15, 2012 on their designated companies, barangays and offices.
Mayor Edgardo Pamintuan said the early exposure of the youth in the working environment is vital since these students will eventually be the next generation of the country’s workforce.
Peso attributes these efforts to the city’s mission of alleviating poverty through intensified public education and employment programs.
Under Pamintuan’s term, the city employment office bagged the Peso Hall of Famer award during the 11th National Peso Congress held in Davao City, for executing programs intended to provide trainings and employment to the jobless Angeleños.

CANDABA — World War II survivors who once established their camp in Barangay Mandili here have cited the generosity of the people of Candaba that they claimed led to the downfall of the Japanese imperialism in the country.
Lee Kong Hi, 89, a native from Fujin, China and member of the 48th squadron of the anti-Japanese guerilla group, recalled that their group moved to Central Luzon after marching for more than 10 nights.
“The Candaba Swamp and Mount Arayat served as the primary bases for the anti-Japanese guerilla groups. And we were warmly welcomed by the local residents,” Lee said.
Lee, together with Alfonzo Lu, 80, also a Chinese guerilla but assigned in Manila, visited this town on Friday to pay respects and honor the bravery of the people of Candaba who voluntarily provided foods and information on the movement of the Japanese in the locality.
“Mababait ang mga tao ng Candaba. Kinupkup nila kami at pinakain habang kami ay nakabase noon sa Mandili,” Lee said in the vernacular, with a Chinese accent.
Lee also narrated that when Japanese imperialists launched a war of aggression on China in the 1930s, the Chinese people waged their resistance all over the country.
“Dito sa Pampanga, ang kasama naming lumaban sa mga Hapon ay iyong Hukbalahap,” he said.
The Pacific War broke out when the Japanese carried out a pre-dawn attack on Pearl Harbor on December 8, 1941 and the Japanese Imperial Army soon launched an offensive against Southeast Asia, including the Philippines.
On this period, Lee said the Chinese in the Philippines fought side by side with the Filipino people in resisting Japanese aggression.
“Nandito kami para pasalamatan mga tao dito sa tulong nila sa amin noong panahon ng giyera,” he added.
