Mayor, councilor trade barbs on corruption claims

MEXICO — In two separate venues, Mayor Teddy Tumang and Councilor Rex Calma of this town on Wednesday threw brickbats at each other, while answering accusations and barbs in their long-running feud.
Calma was first to hit Tumang anew, this time with additional charges and accusations of alleged corruption from purchases of medicines for municipal health units.
In his privilege speech before the municipal council at the Session Hall, Calma called on the mayor to explain to the people of Mexico the alleged funds approved by the august body for the purchase of medicines from 2005 to 2008 amounting to P45 million.

Calma named Roberto Tugade, owner of Farza Medics Distributor in Bulacan; Tumang’s secretary Luz Bondoc; the mayor’s nephew and personal driver Michael Jude Tumang; Office of the Mayor staff Lemen Sampang and Minnie Snyder; and one Rizalito Dizon as alleged accomplices of Tumang in the transactions that took place in 2005 (P12,112,027), 2006 (P12,000,000), 2007 (P9,000,000) and 2008 (P11,700,000).
From the amounts, Calma alleged, came commissions for Tumang worth P14,443,513.40.
Calma said they will file with the Ombudsman the necessary charges against the mayor and his accomplices.
Calma clarified that his move is non political: It is just consistent with our advocacy of transparency, good governance and as an avid supporter of the present administration in weeding out rampant graft and corruption within the government and in pursuit of the so-called Daang Matuwid. As a duly elected Sangguniang Bayan member, I am compelled to expose this anomalous transaction in the hope that graft and corruption can be lessened, if not totally eradicated in our hometown Mexico. Patuloy po ako at ng mga kasama kong magbabantay sa pera ng bayan at sa mga tiwalang opisyal ng ating bayan.
Tumang, for his part, threw counterpunches in a flash conference at his office at the municipal hall, first by challenging Calma and company to prove their allegations.
They have to prove their allegations and I am most willing to face them in the proper forum. Time and again I have been cleared by the proper bodies and authorizes like the Ombudsman. Alam ng taong bayan na nagtatrabaho ako ng maayos at malinis. In fact, contrary to their claim na walang pera ang Mexico, we have posted a surplus of P22 million in 2011. They could obtain documents on that from our accountant. Besides, all transactions here undergo the proper audit and are very transparent, he said.
Tumang said the alleged reason why Calma has been hitting him for the longest time since they parted ways in 2007 is when he changed his color from green to orange.
It is all rooted from my scrapping of the councilors monthly allocation of P75,000 each and twice the amount for the vice mayor [Roy Manalastas]. We found out that some councilors, including Rex Calma, ay pinepera lang itong dapat ay financial assistance and materials aid for constituents. We have documents signed by barangay captains to prove that. Only about 10 percent of that, we discovered, is being used for the right purpose, Tumang said, showing desk pads bearing the signatures of the councilors he referred to, including Calma.

Man takes nephew hostage

MEXICO — A man took his own nephew hostage with a 12-gauge shotgun owned by a guard from the Pampanga Provincial Jail in Barangay San Jose Matulid here on Tuesday.
The hostage-taker, identified as Noel Quiroz, was later on arrested by elements of the Mexico Municipal Police Station (MPS) after surrendering peacefully.
He took hostage his nephew identified as Daniel De Leon, 18, who resides in Purok 6 of the same barangay. The suspect, according to police, held the shotgun at his nephew’s back for several hours.
Quiroz surrendered after being persuaded by local officials and the police.
Taken from his possession were one Armscor 12-gauge shotgun bearing serial number B1006464 with five live ammunitions.
Further investigation showed the firearm is owned by Gerry Manalansan, guard at Pampanga Provincial Jail.
The hostage-taking was allegedly prompted by a domestic dispute involving the suspect.
Investigation on the incident is still ongoing.
Police are looking into how the suspect was able to get hold of the firearm.
The suspect, together with the firearm, was taken to Mexico MPS for proper disposition.

Man leaps to death in Angeles City

CITY OF SAN FERNANDO, Pampanga, Philippines—A Caucasian-looking man committed suicide by jumping from the rooftop of a seven-story hotel in Angeles City, north of this city on Tuesday, the police said.
Senior Superintendent Rodolfo Recomono, Angeles City police chief, identified the foreigner by his known alias Tom Miller. His real identity and citizenship could not be immediately established, having no wallet or identification card in his pocket. He looked to be in his ‘60s and big bellied.
Recomono, citing accounts of a witness, said Miller entered the coffee shop of the Grand View Hotel in Barangay Malabanias. He then went to the rooftop and leaped to his death.
“He landed at the back of the hotel … which caused his death,” Recomono said.

Man beat up by cop wants thorough police probe

CITY OF SAN FERNANDO — A man who was allegedly kidnapped and beaten up by a police officer in Pampanga is crying for justice, as he reiterated his appeal for a deeper and impartial investigation on the case.
The victim was identified as Romnick Santos, 21, a resident of B-125 lot 14 EPZA, Pulung Cacutud, Angeles City, while the suspect is Police Inspector S. Edejer, a resident of the same village who was assigned at the Sta. Ana police station at the time of the incident.
Salvador Santos, father of the victim, said it has been more than a year that their case against the police inspector has not been settled and given due justice.
“I would like to ask again the help of Philippine National Police (PNP) Chief Raul Bacalzo, Regional Director Edgardo Ladao and PNP Provincial Director Edgardo Tinio in the investigation of the case,” the elder Santos said.
He also said he will bring the case to the attention of Governor Lilia Pineda.
In his letter to Bacalzo, Santos said, “Ang buong pangyayari ay isang mabigat na alalahanin sa akin at sa aking pamilya sapagkat hanggang ngayon ay wala pa pong nangyayari sa isinampa kong kaso sa inyong pulis na si Edejer na malayang gumagala at patuloy na naghahasik ng takot sa akin bilang ama ni Romnick at ng aking pamilya.”
Cases of kidnapping and frustrated murder were filed against Edejer at the Angeles City Prosecutor’s office.
However, in a resolution, the prosecutor’s office has found no probable cause to indict the police officer for the crime of kidnapping while the case of frustrated murder was dismissed.
According to the sworn statement of the victim, he was at a corner with his friend Aries Raquel in one of the streets in their place around 7 p.m. of May 20, 2010 when Edejer arrived aboard his Pajero SUV.
Romnick said Edejer told him to get into the vehicle but he refused. Then, the police officer took out his gun and poked it at him, forcing him to board the vehicle.
While in the car, the younger Santos said that Edejer asked him who the drug pushers in their town are and when he answered he does not know anybody who sells illegal drugs, the police officer whipped him with a gun in the head.
“He also hit me on the side of my body,” Romnick said.
“He then pushed me out of the vehicle along a road in San Pablo in Sta. Ana town and then passed out,” he added.
“When I woke up, I was already at the Jose B. Lingad Hospital in the City of San Fernando,” the victim said.
He was later transferred to the Mother Theresa of Calcutta Hospital also in the City of San Fernando.
The younger Santos also said he sustained injuries in the head and other parts of the body that nearly caused his death.
In February 2011, the police Regional Internal Affairs Service dismissed the administrative case filed against Edejer.
The case was dismissed because of alleged lack of interest on the part of the complainant, the record showed.
But, Romnick said, the reason why he failed to attend a pre-hearing conference was there was no subpoena or communication received by them.
However, a record showed that the victim was notified through a radio message sent to the Angeles City Police office.
The same record also showed that the address of the complainant is different or incorrect.
Suspect Edejer supplied the address, the record said.
“Paano siya (Edejer) magkakamali when he and the victim live in the same area,” a relative of the Santoses said.
Also, the elder Santos revealed that Edejer’s warrant of arrest was held in abeyance by the judge of the Regional Trial Court Branch 56 of Angeles City.
The court said in his order: “Considering the admission of the public prosecutor that there is a pending motion for reconsideration filed by the accused with their office, in the interest of procedural due process, the accused motion to hold in abeyance determination of judicial probable cause, issuance of warrant of arrest and other proceedings is granted.”
For his part, Edejer denied the accusation. He averred that the complainant voluntary went with him to the Sta. Ana police Station and that he did not threaten nor force him to go with him.
Edejer said that while they were on their way back to Angeles City, the front door of the passenger side of his vehicle opened and that Romnick accidentally fell on the road.
He then rushed Romnick to the hospital and shouldered all the medical expenses, the police officer said.
Romnick’s friend, Aries, who was with him when the police officer picked up the victim, said in his affidavit that he saw Edejer forcibly took the victim with a gun.
“The accused has no business or authority to conduct any police investigation within Angeles City as at the time of the incident, Edejer was assigned at the Sta. Ana Police Station,” the victim said.

Man arrested for gun toting

ANGELES CITY — A 22-YEAR-OLD man was arrested after being suspected of illegal possession of firearms inside a karaoke bar situated at the Nepo Mart 2 here.
Senior Superintendent Danilo Bautista, city police chief, identified the suspect as Abdul Rahim, 22, single, of Burgos Street, Barangay Lourdes Sur East, this city.
Bautista said elements of the Police Station headed by Chief Inspector Rico Cayabyab arrested Rahim inside the Pivu Videoke where the suspect allegedly brought and displayed his Armscor .38 caliber revolver.
According to Bautista, Cayabyab’s men were patrolling Tuesday night near the vicinity of the commercial area when a security guard informed them that a drunk man was carrying a gun inside the said bar.
The police immediately responded and arrested Rahim.
Bautista said the suspect is now detained at the Police Station 2.

House urged to probe ‘missing’ cars in Subic

The House of Representatives is set to inquire into the reported disappearance of 1,800 imported second-hand vehicles kept in storage areas at the Subic Bay Freeport since 2007.
The House has approved the House Resolution 1664 filed by Quezon City 2nd District Rep. Winnie Castelo, which seeks a probe by the Committee on Ways and Means on the reported missing vehicles.
“Congress should probe the reported disappearance of 1,800 imported second-hand vehicles to rule out cases of vehicle smuggling and circumvention of Executive Order 156 that disallows resale of said vehicles,” Castelo said in HR 1664, citing the report of the Bureau of Customs at the Subic Port that some 1,800 vehicles can no longer be accounted for.
“Subic locators should then explain where these used and imported vehicles are now or come up again with the latest official inventory to account for each item or vehicle as inventoried,” Castelo said.
Reports earlier said that the missing vehicles, which include luxury cars and other imported vehicles, were covered by warrants for seizure and detention orders which means the vehicles must be returned to the special economic zone they are assigned to.
Prior to the BOC report, the LTO had cited that 172 imported luxury cars were missing from the Freeport Zone. These cars include units of Jaguar, Ferrari, Porsche, BMW, Mercedes-Benz, Land Rover and Chrysler.

CITY OF SAN FERNANDO — Governor Lilia Pineda expressed alarm Thursday over the increasing number of robberies involving miners-turned-robbers who dig into pawnshops and banks.
Pineda said culprits are also posing as workers of the Department of Public Works and Highways (DPWH), municipal engineering office, and telephone or electric companies.
The governor is set to meet municipal police chiefs who will be directed to tighten security on banks and pawnshops and conduct constant monitoring in their respective areas of responsibility.
Robbery syndicates are engaging the services of miners who tunnel their way quietly into their target pawnshops or banks.
Police investigation revealed that robbers used acetylene torches to open the pawnshop vault and gain entry through the floor by digging a hole from a nearby rented house, a drainage system or river bank.
Pineda said she will also invite the concerned officials of Department of Public Works and Highways and municipal engineers to always check and closely monitor the constructed drainage system along commercial areas particularly in pawnshops and banks.

Governor-elect accused of buying 488,521 votes

CITY OF SAN FERNANDO– Outgoing Governor Eddie “Among Ed” Panlilio has alleged Monday in a press conference that those who voted for Governor-elect Lilia “Nanay Baby” Pineda “were paid in cash and in kind in exchange of their votes.”
Pineda garnered 488,521 votes while Panlilio of the Liberal Party got 242,367 votes.
Panlilio said during the campaign period and even on election day, the camp of Pineda has allegedly been engaged in massive vote buying, which resulted to her landslide victory.
He also said that even his relatives in Minalin were reportedly “bought” by Pineda. They allegedly received free items including rice and canned goods.
“Namigay sila ng pera at mga grocery items sa mga botante. Hindi ba maituturing na vote buying iyon? Pati nga mga kamag-anak ko nabili nila,” Panlilio added.
Panlilio, meanwhile, said that for now, he has no plan to file a protest before the Commission on Elections on his allegations of vote buying.
As this developed, Pineda said that Panlilio should give a little respect and dignity to his fellow Kapampangans.
She lamented that the people should not be blamed of Panlilio’s shortcomings in running the affairs of the Provincial Government.
Pineda believed that the people have spoken in the last elections.
“Panlilio should stop issuing irresponsible statements to the public putting shame to Kapampangans. Let’s respect the decision of our Kabalens as manifested by their votes,” she stressed.

Gas station robbed, guard killed

ANGELES CITY – Four men on board two motorcycles robbed a gas station in Barangay Balibago here after killing its lone security guard Monday.
Chief Inspector Rogelio Javier, commander of Police Station 4 here, identified the victim as Jomar De Guzman, 19, who was shot in his temple with a caliber .38 pistol.
Investigation showed that the still unidentified suspects stopped at the Central Fuel Station here to refuel. After refueling, the suspects paid P500 and waited for their P300 change. Two of them proceeded to the cashier’s room and shot the guard at close range.
The suspects took the cash box containing some P21,700 and the service shotgun of De Guzman and sped up towards Don Bonifacio Subdivision.

Finnish tourist found dead in a hotel

CAMP OLIVAS – A Finnish tourist was found dead inside his rented room at Vistillana Lodge along Charlotte Street, Barangay Balibago, Angeles City on Monday.
Senior Superintendent Danilo Bautista, Angeles City police director, identified the victim as Kari Allan Pentinsaari, a tourist from Finland who was temporarily billeted at said lodge.
Bautista said that the victim was last seen on Saturday by Isabela Pineda, desk clerk of Vistillana who informed him about the time of his check-out.
Investigation showed that the victim should check-out at about 7:00 a.m. on Monday but failed to do so.
Pineda told police investigators that they tried to call Pentinsaari in his room and then knocked on the door. When the victim did not answer, the hotel management decided to open the victim’s room using a duplicate key, Bautista said.
He said that Pineda and employees of the hotel saw the victim dead.
Bautista said his men are still investigating the cause of the victim’s death.
