P60-M agriculture projects in Zambales approved

SAN FELIPE, Zambales — The Provincial Government of Zambales announced that some P60-million worth of agricultural projects had been approved by the Department of Agriculture (DA).
This was announced by Zambales Governor Hermogenes Ebdane Jr. to fishermen in a forum held in Botoal town.
He said the projects include the Salaza-San Lorenzo Communal Irrigation Project (CIP), which will irrigate 136 hectares of farmlands in the adjacent towns of Masinloc and Palauig, and the Paete-Balincaguing CIP, which will irrigate 100 hectares of farmlands in San Narciso.
Representative Omar Ebdane (2nd district, Zambales) said the projects were Agriculture Secretary Proceso Alcala’s commitment to improve the lots of local farmers.
He said this “dovetails with our efforts to introduce modern farming techniques, provide more farm inputs for sustainable yield, and attract more residents to farming and fishing industries.”
Alcala visited Zambales recently to personally see the needs of farmers and study how industry could get a much-needed boost.
The secretary also sat down with Ebdane and other local officials to set a timetable for a larger agriculture forum in the province that would “integrate and fine-tune the master development roadmap” that his department has drafted.
Governor Ebdane encouraged local farmers and fishermen to present their detailed proposals to Alcala but reminded them to prioritize projects that are really important and those that can be immediately granted by the DA.
“We can pitch in for the rest of your needs, as agriculture is a priority program of the Provincial Government, and we can also source funds from the office of Congressman Ebdane,” the governor added.
He also noted that the increase in the national agriculture budget from P21 billion last year to P61 billion this year “indicates the Aquino administration’s commitment to develop the countryside and uplift marginalized sectors in the society.”
Representative Ebdane, meanwhile, urged farmers to take advantage of existing government programs that are geared towards modernizing farming and increasing farmers’ skills and use of technology, including organic farming.

New ‘progressive’ preschool opens in Pampanga

ANGELES CITY — A new academic institution that prides itself in offering “progressive” and holistic education to young preschoolers was formally opened at Villa Angelina Subdivision here on Saturday.
Bridges Preschool is a pre-elementary institution that introduces a new paradigm in education rooted in the philosophies of experiential learning, holistic education, and life-long learning.
Bridges Preschool directress Myrna Tinio said studies have consistently shown that, in order for a child to achieve his potential to the fullest, there should be multiple dimensions of a child’s growth and development.
She said the physical, cognitive, and socio-emotional attributes of a child all need to be given importance and must progress in an integrated manner.
However, many traditional schools teach children mainly academics, losing sight of the more important things like the ability to move, think and feel.
“More than being good at reading, math or science, children need to keep their passion, their spontaneity, their creativity alive. They need to be good people who care for themselves and for others,” Tinio said.
Tinio, who worked for an international school in Manila and married a Kapampangan, named the qualities of successful people present in young children – passion, creativity, willingness to take risks, among others.
She said not everyone seem to have cultivated these traits because the traditional school system has boxed individuals to be the same.
“Schools teach children to have the same manner of thinking, same way of doing, same aspirations.
They have taught looking far too forward in the future that the relevance of the present is most of the times lost,” she stressed during the official opening of Bridges Preschool.
The school advocates for the use of play to make young children learn best because it provides a concrete and non-threatening approach to try out discovery and exploration. In play, children own their learning because they have done it themselves as opposed to the usual way wherein information is simply passed onto them. When playing, children are also given chances to practice social skills, she explained.
“We believe in the significance of raising children to be morally upright global citizens. We aim to bring children to being learners beyond the four corners of the classroom and to achieve this, the school makes children enjoy learning and discovery which leads to their total development,” Tinio added.

Lubao village chosen as model of good governance

LUBAO — Barangay San Miguel in this town was recognized Saturday by the Department of the Interior and Local Government (DILG) as a pilot area for the Barangay Performance Governance Management System, as well as model for good governance in the barangay level.
The inner Lubao village, headed by village chief Angelito Bansil, earned excellent ratings in the five areas evaluated by the DILG, which include governance, administration, social services, economic development and environmental management.
DILG Provincial Director Angie Blanco, during the synchronized Barangay Assembly where Bansil delivered his “Ulat sa Barangay” (State of Barangay Governance Report), cited in particular the village’s notable solid waste management program, with its own materials recovery facility, plus its excellent fiscal accountability and overall transparency.
“Barangay San Miguel is the first to submit its annual report. From a scale of 1 to 5, the village has rated excellently in most aspects like environment, fiscal management, peace and order, social and economic programs that is why the DILG recognized it as a model for the BPGMS,” Blanco said.
Mayor Mylyn Cayabyab congratulated the village’s officials and residents for the feat and vowed to address other aspects like unemployment in the barangay, with counterpart programs that would meet their needs.
The same pledge was made by Governor Lilia Pineda, who disclosed that Capitol will help in sustaining the barangay’s good governance practices.
DILG Regional Director Florida Dijan, for her part, branded the village as a “cum laude” because of its grades, and challenged officials there to sustain its best practices.
“Puwede palang mangyari ang ganito sa isang barangay. Kailangan lang ngayon ay gawin itong tuloy-tuloy at pagtulungan natin para na rin sa nakararami dito sa San Miguel. Congratulations sa inyong lahat,” said Dijan.

DTI Boots Cream Dory Industry

ANGELES CITY, Pampanga — The Department of Trade and Industry (DTI) is pushing for the development of the cream dory or Pangasius fish industry in the country because of its high market demand to local and foreign restaurants particularly in Europe.
Cream dory is locally known as “kanduling itim” and is a relative of the hito and the kanduli. But whereas the kanduli is silver, the cream dory is silver and black.
The DTI here said the Trade Department has launched various programs to boost the industry in Regions 3, 4A, 5, 10, 12, and 13 through the conduct of business opportunity seminars, consultancy services, and business matching referrals.
Areas in Central Luzon where it is being cultured now include the towns of Sta. Maria, San Ildefonso, and Bocaue in Bulacan; Apalit, Arayat, Sta. Ana, and Guagua in Pampanga; Maria Aurora and Baler in Aurora; Victoria and Paniqui in Tarlac; San Narciso in Zambales; the cities of Gapan and Muñoz in Nueva Ecija and Balanga in Bataan.
“The Philippines currently imports approximately 600 metric tons of fillets per month. If we could substitute this importation by producing our own via the Pangasius, P650 million worth of investments and P945 million in sales will be generated and 2,700 jobs will be created come 2016,” said DTI Central Luzon Regional Pangasius industry manager Zorina Aldana.
“Our Pangasius has global potential as a number of European restaurants find it more appealing than our Asian counterparts because it has 95 percent lean meat and is free from chemicals and antibiotics as attested by various international testing laboratories,” Aldana added.

14 minors rescued in Angeles City bar

ANGELES CITY — At least 14 minor girls working as entertainers were rescued by officials of Barangay Balibago and members of various organizations working against human trafficking and prostitution.
Balibago chairman Rodelio Mamac said they rescued the girls from the Coyote Ugly Bar after a search warrant, issued by the local court, was served with the help of Philippine National Police (PNP) Central Luzon Women’s Desk, International Justice Mission, Ima Foundation, Visayan Forum and others.
Several documents, like birth certificates, dental records, bar fine receipts, and others were recovered from the establishment, according to Mamac.
The victims were reportedly recruited as waitresses from Tacloban City, Tarlac City, Samar, and other parts of the country, Mamac said.
The village chief said they acquired the warrant after three minors were rescued from the bar 10 days ago.
The three girls managed to escape from the custody of authorities but Mamac said that he, together with the said volunteer organizations, were able to build up the case of human trafficking, child abuse, and prostitution.
Mamac said they will file charges of human trafficking and child abuse against the owners of the bar.

3 ‘robbers’ slain in Pampanga shootout

THREE suspected Akyat-Bahay Gang members were killed in a shootout with policemen in Sta. Rita, Pampanga, the other day.

This was confirmed yesterday by PNP spokesman C/Supt. Agrimero Cruz Jr.

Identities of the slain suspects who allegedly belong to the Quiambao Robbery Group are not yet available as of press time.

Belated reports reaching Camp Crame revealed the incident occurred around 4 p.m. in Bgy. San Isidro, Sta. Rita, Pampanga.

Initial investigation showed that joint elements of Sta. Rita Municipal Police Station and Pampanga Provincial Police Office (PPO) chanced upon a suspicious Toyota Corolla with no front plate number. Its back, however, has (UCE-775).

When cops tried to flag down the vehicle, the suspects allegedly opened fire at the lawmen that prompted the latter to return fire, resulting in the wounding of the suspects.

The wounded suspects were taken to the Diosdado Macapagal Hospital for treatment but were pronounced dead on arrival by an attending physician.

Recovered from the vehicle of the suspects were one M-16 rifle, a caliber .38 pistol, one improvised 12-gauge shotgun, four live ammunition for shotgun, one PNP-PNCP bull cap and one tropical fatigue jacket.

Authorities are now conducting follow-up investigation to the incident.

3 robbers killed in encounter

SAN FERNANDO, Pampanga — Three suspected members of a robbery/holdup gang were killed during an encounter with policemen in Barangay San Isidro, Sta. Rita town, Thursday.
Pampanga Police Director Edgardo Tinio said two of the suspects were identified as James Pabalan, a resident of Angeles City and V. Caringga of Negros Occidental.
Tinio said the third victim is still unidentified.
He said combined elements of the Sta. Rita Police and Provincial Intelligence Branch encountered the three suspects around 4 p.m. Thursday.
The robbers were reportedly about to rob an establishment in the area.
The suspects were members of Quimbao Robbery Group, a notorious gang engaged in robbery holdup activities in Pampanga, Tinio said.
He said the trio were on board a white Toyota Car with plate numbers UCF-775.
Prior to the incident, residents reported to the police that a suspicious car is roaming around Sta. Rita town, Tinio said.
When they were about to be flagged down by policemen, suspects fired towards the lawmen and a brief exchange of fire ensued.
The suspects, who suffered gunshot wounds in different parts of their bodies, were taken to Diosdado Macapagal Hospital in Guagua town.
Recovered from the suspects were one M-16 rifle, a .38 caliber revolver, improvised 12-gauge pistol.
Police also found a bolt cutter, four live ammunitions, Philippine National Police (PNP) bullcap and tropical fatigue jacket inside the suspects’ car.
Tinio said the group is believed to be responsible in a series of robbery/holdup incidents in the province.

3 die, 17 hurt in highway mishap

CAMP OLIVAS — Three persons died while 17 others were injured when their vehicle hit the slope of a culvert along the North Luzon Expressway (NLEx) in Barangay Suclaban, Mexico town Friday night.
In his report, Superintendent Ryan David, chief of police of Mexico, said three of the passengers of a Toyota Hi-Ace van (SKE-112) identified as Neila Bacugan, Fidela Robinson and Diosdado Basuel didn’t reach Jose B. Lingad (JBL) Memorial General Hospital alive.
The injured passengers, meanwhile, were rushed to the Angeles University Foundation Medical Center in Angeles City, Mexico Community Hospital in Mexico town and JBL were identified as Barangay councilman Romeo Rivera, 38; Romeo Palalon, 44; Mark Anthony Rivera, 11; Ronaldo Geogano, 33; Roberto Andaya, 38; Vicente Ignacio, 68; Teresita Corpuz, 67; Conrado Sabrani, 64; Lorenza Manuel, 77; Chyntia Bungares, 44; Mile Baswelt; Vangie Bacalzo, 69; Felesitas Lota, 77; Eleoteria Agustin, 68; Betty Laude; Florentina Lucasan, 65; and Manolita Bascuel, all of Caloocan City.
According to reports, driver Palalon lost control of the steering wheel while travelling along NLEx heading south, and accidentally hit the slope of a culvert and overturned. It then hit a tree on the right embankment of the road until it rested right side down facing north.
The van was registered to Barangay Bagombong, Caloocan City, the report said.
David said the van was taken to the Pulilan Storage facility in Pulilan, Bulacan.
The driver was invited to the Mexico Police Station for questioning and charges are being readied against him.
