CITY OF SAN FERNANDO — About 700 senior high school and college students enrolled this summer under the Special Program for Employment Students (Spes) were welcomed by the City Government recently.

The Spes aims to help poor but deserving students pursue their studies by giving them jobs during summer or semestral breaks.“Education is one of our top priorities,” said Mayor Oscar Rodriguez, whose priority and flagship is anchored on education.

The Spes beneficiaries, who underwent a stringent selection process, will be assigned at the different offices of the local government unit and will receive the same salary as regular city employees.

Mark Anthony Mallari, a graduating Business Management student of Don Honorio Ventura Technological State University, along with other Spes enrollees, expressed his gratitude for the opportunity.

“The program has helped me financially with my studies. I will not be on my last year now if it wasn’t because of SPpes. Also, I am able to boost my morale because of the experience working in the local government,” Mallari said.

Another program that the City Government of San Fernando is the partnership with the Alay Lakad Foundation, where recently, 12 students received their grants from the walk for a cause project, ensuring collegiate studies are in the works.

The initiative has provided a ray of hope to the out-of-school youth and many others wanting, but are wont of, adequate finances.

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez bared Friday that an estimated P1.1 billion worth of infrastructure projects are ongoing in this city.

The City Government will spend some P300 million for some of the projects. The rest are funded by the National government through the Department of Public Works and Highways.“Yes. The mayor cited the City College building campus worth some P100 million; the Sagip Ilog Project, nearing completion at P700 million with P100 million as the city’s counterpart; the rehabilitation of Balimbing Creek somewhere at P60 million and many other works like the expansion of Lazatin Boulevard.

“Add to that national projects like the construction of the Lazatin-JASA [Jose Abad Santos Avenue] flyover, the construction of a footbridge in JASA Dolores, road upgrades and the widening of vital roads, plus of course, the construction of school buildings in most barangays, it totals to about P1.1 billion altogether,” said Rodriguez.

He said many other projects, like road widening schemes, have been submitted to the 4th City Council headed by Vice Mayor Edwin Santiago.

“I have forwarded my requests to the legislative and it will be up to them to approve of more proposals regarding infrastructure projects in the city which will benefit not only Fernandinos but other Kapampangans in neighboring towns. Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. was awarded the Quadricentennial Service Award for his important role in the 400th founding anniversary celebration of the University of Santo Tomas (UST).

During an appreciation luncheon on Wednesday at the UST Main Building Lobby, Espana, Manila, UST Rector Rev. Fr. Rolando dela Rosa awarded the Quadricentennial Service Award to Coloma for his magnanimous support the university’s 400th year celebration, rekindling the Thomasian spirit and generating a deeper appreciation of its mission and vision.

The award also recognizes Coloma’s participation as the university’s partner in reaching out and communicating with UST’s various stakeholders about the milestone celebration of its 400th founding anniversary and his reliable collaboration in the final phase of the planning and execution of UST’s Exhibition and Concert at the Unesco Headquarters in Paris, France aimed at reaffirming the university’s role in building the Church, the nation and the family through the centuries.

Also present during the event were Manila Mayor Alfredo Lim and the recognized alumni of the university who were successful in their respective fields of profession.

The same award was given to the government television network Peoples’ Television (PTV) 4.

The university was established through the initiative of Bishop Miguel de Benavides, the third Archbishop of Manila. On July 24, 1605, he bequeathed the amount of P1,500 and his personal library for the establishment of a “seminary-college” to prepare young men for the priesthood. Those funds, and his personal library, became the nucleus for the start of UST and its library.

The founding of the UST followed on April 28, 1611. The original campus was located in Intramuros, the Walled City of Manila. A person got killed while five others were injured after unidentified men held up and shot two guards delivering cash to Sanry’s Money Changer at Robinson’s Galleria in Pasig City, Thursday.

Philippine National Police (PNP) Director General Nicanor Bartolome has ordered an investigation into the robbery.

“A full-dress investigation is now underway to determine the circumstances surrounding a robbery incident that precipitated in an explosion that killed one person and wounded five others outside a busy shopping mall in Quezon City,” PNP spokesman Chief Superintendent Agrimero Cruz said.

Cruz, in a text message to Sun.Star, identified the fatality as security guard Rodrigo Villa.

Still undergoing treatment at the nearby Medical City, meanwhile, are Roderick Reloso (in critical condition), Paul Adrian, Johansen Donesia, Rabe Jeremy and Leah Del Mundo, a bank teller.

Cruz said Bartolome has designated Chief Superintendent Mario dela Vega to head the Special Investigation Task Group (SITG) to look into the incident.

“The chief PNP met with members of the SITG today to personally assess the progress of the investigation,” said Cruz.

Cruz also said that Bartolome mobilized investigative and intelligence personnel of the National Capital Region Police Office to assist the SITG in gathering more evidence that will establish the identities of those involved.

“The chief PNP wants all available resources of NCRPO be focused on the speedy solution of this dastardly crime,” said Cruz. “There may have been lapses, operational and procedural lapses, elsewhere but we do not want to engage in any fault-finding at the moment because we want to focus our efforts to the immediate solution of the case with the arrest of the suspects.”

Roseann Villegas, Robinsons Land corporate public relations manager, said in a briefing that the incident occurred before the 10 a.m. opening. The riding-in-tandem robbers even hurled two grenades at the guards while on their way out.

The mall has since reopened to the public, hours after it was closed to give way for the police investigation.

In Malacanang, deputy presidential spokesperson Abigail Valte assured that Bartolome is on top of the situation.

Traffic was snarled at roads leading to the mall as the Metropolitan Manila Development Authority (MMDA) deployed enforcers in the area.

“As of 12:47 p.m., Ortigas EB (eastbound) 1 lane (going to Taytay and Cainta Rizal is) passable,” the MMDA said on Twitter.

“Robinson’s Galleria” even became a top trending topic on the micro-blogging site, with television host Bianca Gonzales advising shoppers and motorists to “please take care or beware if you’re in the area!”

A Philippine Catholic school is witholding the diplomas of six high school boys who uploaded Facebook photos that appear to show them kissing each other, an education official said Friday.

A day earlier, a Philippine court rejected another Catholic school’s decision to bar five girls from graduation ceremonies because they had posed in bikinis for photos posted on Facebook. The cases test the limits of privacy in a conservative Catholic nation that is also among the world’s most prolific users of social networking sites.

Department of Education officer Samuel Mergenio said in an interview that the six boys told him they had taken prank photos to make it appear that their lips touched. One of the boys uploaded the pictures on Facebook and mistakenly made them available to others, Mergenio said.

The pictures were not taken at the boys’ school, Infant Jesus Academy in the Manila suburb of Marikina, but the students were wearing school uniforms, he said.

Mergenio said the school’s chancellor informed the department late Thursday that the boys will be allowed to participate in the graduation ceremonies but “the release of their diplomas will be delayed.” He said the school did not say when the diplomas will be handed over and that he was awaiting a formal written report from the school.

The school chancellor was not immediately available for comment Friday.

On Thursday, a judge in central Cebu city issued a restraining order against St. Theresa’s College High School, ordering it to allow the five students who appeared in the bikini photos to take part in Friday afternoon’s graduation ceremonies.

The school, which declined to comment to The Associated Press, asked the court to reconsider. The girls’ lawyer, Cornelio Mercado, said Friday that the school was still insisting on banning the students while its motion for reconsideration is pending.

Mercado said one Facebook photo at issue showed a girl holding a cigarette and a liquor bottle, while others showed all five girls wearing bikinis at a beach party early this year.

School officials took action against the girls for what they called “engaging in immoral, indecent, obscene or lewd acts,” according to court records. They said the students would graduate but could not participate in activities or ceremonies.

Earlier this month, the five girls were summoned by the principal and other school officials, “dressed down” and called “sluts” for their Facebook pictures, Mercado said.

The judge, Wilfredo Navarro of the Regional Trial Court, castigated school officials for calling the girls “inappropriate names” and said the students had gone through “a psychologically and emotionally devastating experience.” He said not allowing them to participate in graduation activities “would indeed be most un-Christian if not entirely inhuman.”
The mother of one girl had petitioned the court on behalf of her daughter. Mercado said the ruling applied to all five.

He said the families on Friday filed charges of “grave oral defamation” and illegal use of photos showing minors against the school and school officials.
