STA. RITA – Most Kapampangans here are clamoring for a fifth bout between Juan Manuel Marquez and Manny Pacquiao, after the latter’s devastating defeat at the MGM Grand Arena in Las Vegas.

Former Lubao mayor Dennis Pineda, who hosted the free public viewing of the fight in many areas here, said Pacquiao should now go back to an even more intense training and should also prepare for a possible fifth fight.

Marquez knocked down eight-division world champion Pacquiao in the sixth round on Saturday night (Sunday afternoon – Philippine time). But boxing fans here said the defeat is not the end of Pacquiao’s career.

Pineda said Filipinos, in general, would still support Pacquiao if he decides to fight again after his recent defeat.

“He became too complacent and became over confident. He needs now to reevaluate his fighting style and learn from this defeat,” Pineda said, stressing that Pacquiao would also need to look after politics.

He added that Pacquiao would have been able to defeat Marquez.

Marquez succumbed to Pacquiao’s lightning-fast skirmishes in the sixth round and got a swollen and bloody face, but somehow spotted an opening just enough to get a quick but solid shot on Pacman’s face as the Filipino boxing icon was about to launch another attack.

Athens 2004 Olympic Technical Analyst Roi Imperial said Pacquiao was able to redeem himself after being initially pounded by Marquez.

“It seems that Pacquiao has been displaying how unfocused he was not just with boxing but also with religion and politics. Now he has gone complacent,” Imperial said.

Ordinary viewers who watched the bout in Porac town also have the same opinion.

Tristan Guanzon, 29, said Pacquiao should redeem himself and live up to the expectations of his boxing fans. He said Pacquiao should start rigorous practice soon.

In social networking sites, however, most Filipinos displayed mixed reactions over Pacquiao’s defeat. Some even celebrated it and called for Pacquiao’s immediate retirement from boxing.

“He was in charge,” Pacquiao trainer Freddie Roach said. “He just got a little too careless and got hit with a punch he didn’t see.”

Promoter Bob Arum immediately said he could see a fifth fight between the two boxers, and a dazed Pacquiao seemed to agree.

“Why not?” he said.

Aside from the widely discredited Bradley decision, this was the first real loss by Pacquiao since 2005 when he lost a unanimous decision to Erik Morales.

It was only the third time he had been stopped, having suffered a knockout and a TKO early in his career.

Filipinos and Pacquiao fans around the globe may have been devastated by the outcome, but the “Pacquiao-Marquez 4” clash proved to be among the best fights in pro boxing history.

In Porac town, Councilor Mike Tapang hosted a free viewing of the fight at Babo Sacan and Sta. Cruz. He said the bouts usually bring Filipinos together as one community. But with the recent defeat of Pacquiao, many are divided on whether or not Pacquiao should continue with his boxing path.

“Many still came to watch. The outcome of the fight was a real shock to viewers,” Tapang said.

Tapang’s free viewing included raffles to the viewers who came to the venues.

Former Lubao mayor Dennis Pineda also hosted a free viewing of the fight at the Porac Model Community here, where free drinks and snacks were distributed to viewers who trooped to the venue.

Vice Mayor Dexter David said many also came to watch the bout at the Jose Songco Lapid Sports Complex.

He said that despite the defeat, Pacquiao has managed to bring Kapampangans together in one communal spirit.

David said vehicular traffic in this town and other neighboring municipalities was at a virtual halt during the duration of the fight.

Meanwhile, Candabenios admired the sportsmanship shown by Pacquiao after losing to Marquez on Sunday.

Tricycle drivers, along with other male residents here, gathered to watch the fight.

“Para sa amin, panalo pa rin si Pacman dahil sa ipinakita niyang ugali sa pagtanggap niya sa kanyang pagkatalo. Ganyan din kaming mga Candabenios, lumalaban hanggang sa huli pero marunong ding tumanggap ng pagkatalo,” Chris Galang, a tricycle driver here, told Sun Star Pampanga.

Major thoroughfares in the town plaza were empty during the fight as private and public motorists opted to witness the bout as a gesture of support to a fellow Filipino.

“Sayang talo si Pacquiao pero ganyan lang talaga ang boxing minsan panalo at minsan naman ay talo. Pero saludo kami sa ipinakita niyang tapang,” Galang said.

Another tricycle driver here stressed that no matter what happened inside the ring, what is more important is that Pacquiao has shown the world that Filipinos know how to accept defeat.

Pacquiao and Marquez’s first fight was in 2004. It ended in a draw. The subsequent rematches were in 2008 and 2011 wherein Pacquiao landed victorious.

Despite defeat, Pacquiao was guaranteed $8.6 million for the fight, but his share of pay-per-view (PPV) revenues will push his paycheck past $20 million.

Green groups ask ban on MacArthur Highway tree cutting

 

ANGELES CITY – Environmentalist groups are set to file before the Angeles City Green Court an injunction with temporary environmental protection order (Tepo) to save more than 500 full-grown trees along the MacArthur Highway or Manila North Road (MNR).

Cecil Yumul, head of the Save The Trees Coalition (STC), said the filing of the Tepo at 8 a.m. Monday will coincide with the Human Rights Day.

Environmentalists will gather in front of the fire department at the City Hall for a short program with Kapampangan musicians before proceeding to the Hall of Justice.

“We decided to file the Tepo during the Human Rights Day because our right to live is violated,” Yumul said.

She said the plan of the Department of Public Works and Highways (DPWH) to cut the trees contradicts the government’s mandate to protect the people.

The DPWH already identified trees in the province’s three cities – City of San Fernando, Angeles City and Mabalacat City – that need to be cut to give way for the widening of the MNR.

Yumul cited Section 16, Article II of the 1987 Philippine Constitution, which states “the State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”

Yumul warned that the absence of full-grown trees along the national highway will cause massive flooding and vehicular accidents.

Yumul lauded the support of the City Government, headed by Mayor Edgardo Pamintuan, to the campaign of the coalition against the cutting of the trees.

Pamintuan ordered his environment officers and task group to watch over the trees, adding he will not issue permit for the cutting of trees.

Yumul said residents along the highway support their drive and they are against the cutting.

Loren cites reports 90% of coral reefs dead or dying

ANGELES CITY- Some 90 percent of the country’s coral reefs are either dead or in danger of dying, Sen. Loren Legarda warned during the Pawikan Festival held recently in Morong, Bataan.

This, as Legarda stressed the need to also protect “pawikan” turtles which, she noted, could help revive coral reefs. She said the manure of pawikans serves as nutrient in the ocean and fertilizer in sea grass beds which, along with coral reefs, are the home and nesting sites of fishes.

Pawikans play a critical role in the ecosystem, she stressed.

Legarda, who is chair of the Senate Committee on Climate Change, lamented, however, that pawikans and other marine reptiles in the country continue to face the danger of extinction.

“Pawikans are majestic creatures found throughout the country. However, because of poaching, theft of their eggs for commercial purposes, and destruction of their habitat, they are in danger of becoming extinct,” Legarda said.

This, as she cited a report from the Department of Environment and Natural Resources indicating that 90 percent of coral reefs in the country are either dead or dying.

Legarda said that as part of efforts to increase awareness on the need to protext coral reefs and marine life, she is supporting the establishment of an audio-visual room in Palawan Conservation Corps and create a documentary on the importance of the marine reptiles, complemented by educational tours in the center for students and tourists across the country.

FORMER BARANGAY OFFICIAL INSISTS: Lazatin violated law on ‘pork use’

ANGELES CITY. – Former Barangay Sto. Cristo chairman Aymer Alvarado has insisted that First District Rep. Carmelo “Tarzan” Lazatin has violated the law on the Priority Development Assistance Fund (PDAF) in making a family-owned institution as beneficiary to his pork barrel funds, which makes him liable for graft.

Responding to statements coming from the Lazatin camp, Alvarado said that beneficiaries to the PDAF are named and determined by the congressman, not the implementing agency which, in this case, is the Technological Education and Skills Development Authority (TESDA).

“I am requesting Tarzan to tell the truth on this matter. It is very clear from the documents from the Department of Budget and Management (DBM) which I submitted to the Commission that it was him who identified the recipients of the said fund grant and one of the recipients is the Republic Central Colleges (RCC),” Alvarado said.

Alvarado said that “granting that the implementing agency determines the beneficiaries, which is not true, Lazatin could have stopped TESDA from releasing funds to RCC, knowing that his family owns the school.”

“The RCC is a private profit-oriented educational institution. Documents from the Securities and Exchange Commission state that Lazatin’s sister, Dr. Victoria Lazatin-Angeles is the chairman and Tarzan is one of the officers and a member of the board.

At the end of the day, it is still the RCC that will profit most from the fund grant whatever the amount is. Hence, this is a clear case of conflict of interest,” Alvarado explained.

Meanwhile, the Partido Abe Kapampangan also scoffed at the response of the Lazatin camp to Alvarado’s accusations as “confused and mixed up, and only tended to admit the anomalies of Lazatin in the use of his PDAF.”

The Lazatin camp, through IC Calaguas, said P200,000 from the congressman’s PDAF was released to TESDA for scholarships to a number of schools, including the RCC.

According to Calaguas, the congressman initially wanted to allocate funds for CCA (City College of Angeles), however, as per DBM regulations, the project should be handled by an implementing agency, in this case, the Commission on Higher Education (CHED). But Calaguas said that the CCA has not yet been accredited by CHED.

“By saying that Lazatin wanted to allocate funds to the CCA, it is very clear that it is the congressman who names and chooses the beneficiaries to his pork, and not the implementing agency,” said William Aguilar, deputy secretary general of Partido Abe.

According to Aguilar, Lazatin has made the local government of Magalang as implementing agency of most of his PDAF projects, including the purchase and distribution of multi-cab vehicles, used motorcycles and computers.

“Don’t tell us that it was the mayor of Magalang, as implementing agency, who chose the recipients of these equipment. Of course, it was Lazatin,” Aguilar said.

Alvarado filed a complaint-letter addressed to COA Chairperson Ma. Gracia Pulido-Tan and copy furnished Regional Head Asst. Commissioner Winnie Rose Encalado and City Resident Auditor Rowena Bucu.

In the said letter, he alleged that Lazatin violated certain laws by appropriating funds from his PDAF to benefit the RCC, particularly Sec. 3 of Republic act 3190 or the Anti-Graft and Corrupt Practices Act and Sections 7 and 7a of RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

Lumalabas na puro salita lang siya talaga at kulang sa gawa,” Alvarado said.

A report by the Philippine Center for Investigative Journalism (PCIJ) entitled “ Pigging out on pork: PDAF racket rocks ‘daang matuwid’” indicated that implementing agencies only serve as “conduits of pork money.”

The said PCIJ report stated: “The unbending rule in the use of pork endures to this day: The lawmaker decides for which projects he wants to use his pork, anywhere in the country he wants to, or whichever local government unit, and the individuals he wants to benefit from it.”

Dec. 11 non-working holiday in Pampanga

CITY OF SAN FERNANDO – This Dec. 11, Tuesday, is a special non-working holiday in Pampanga in commemoration of its 441st foundation by Spanish colonizers.

To local folk, it’s Aldo ning Pampanga (Pampanga Day) first marked by virtue of Proclamation No. 2226 of the late Pres. Marcos effective Dec. 11, 1982.

Then Gov. Estelito Mendoza initiated the approval of the proclamation after he consulted with historians on approximately when in 1571 Pampanga was founded.

It was in that year that Pampanga was founded by the Spanish conquistador, Martín de Goiti. The date Dec. 11, however, was approximated by Mendoza in consultation with local historians and writers.

Gov. Lilia Pineda urged yesterday all Kapampangans to join the activities slated for the commemoration as she noted Pampanga’s being the oldest province in the country.

The name Pampanga derived from the native Kapampangan words “pangpang ilog” meaning “riverside” with reference to early Malayan settlements along the Rio Grande de Pampanga.

In the 16th century, the Spaniards subdivided Pampanga into towns or pueblos, which were further subdivided into districts or barrios and in some cases into royal and private estates or encomiendas.

Pampanga’s territorial area then covered portions of the provinces of Bataan, Bulacan, Nueva Ecija, Pangasinan, Tarlac and Zambales. Some historians romantically referred to the area as Pampanga empire.

Pampanga which is about 850 square miles in area and presently inhabited by more than 1.5 million people, had its present borders drawn in 1873.

Many parts of Pampanga were submerged in lahar in the aftermath of the eruption of Mt. Pinatubo in 1991. The province since then has undergone significant rehabilitation.

PGKM STAND No to ex-military, politicians at CDC

ANGELES CITY – “Clark is not a pastureland for military retirees, nor is it a milking cow for politicians.”

Thus the advocacy group Pinoy Gumising Ka Movement “definitively disqualified” retired military men and former elected officials from its preferred man-profile for president of the Clark Development Corp.

This developed as the CDC presidency is vacated anew when its officer-in-charge, former Armed Forces of the Philippines chief Eduardo Oban was appointed undersecretary of the Department of Transportation and Communications.

“With due respect, military men have their jobs cut out for them. And the corporate world is nowhere near there,” PGKM chair Ruperto Cruz said.

Aside from Oban, only one other military retiree headed the CDC, former Air Force General Romeo David, during the Fidel Ramos presidency.

As to politicians, Cruz feared that the CDC could end up as “fund source for election campaigns, or a dumping ground for their campaign supporters in need of employment.”

“Politics, as we know, is the art of the compromise,” Cruz said. “And the Freeport could be easily compromised for some political ends.”

Cruz was however quick to add that PGKM had “nothing personal against politicians.” Among those reported as wanting to head CDC is Clark International Airport Corp. vice president for operations Rey Catacutan, a former three-term mayor of Bamban.

“Political loyalties can be detrimental to the Clark Freeport. Conspiracies can arise out of vested interests taking precedence over those of the Freeport and the communities around it,” Cruz said.

Cruz cited what he called the “delayed, if not stunted, development” of the Clark International Airport as “a case in point.”

The PGKM has held that an alleged “conspiracy of national politicians and Manila-based imperial dragons” is “sabotaging” the development of the CIA “in a mutuality of benefits – campaign funds for the politicians, and protection of the Manila-based businesses.”

“The Clark airport as fully operational premier international gateway will shift the center of business and commerce from the metropolis,” said Cruz. “This, the mandarins of Metro Manila could not allow.”

In his stint as DOTC secretary and chair of the CIAC Board, Mar Roxas, now Interior and Local Governments chief, was denounced by the PGKM as “anti-Kapampangan, anto-development” for allegedly “denigrating the Clark airport” to be the country’s premier gateway.

“He had all excuses, from the long distance to the need of a railway system, not to develop the Clark airport,” Cruz said.

“The fact that in his term as CIAC chairman, he never attended a single board meeting speaks of Roxas’ single-minded intention not to develop Clark,” Cruz added.

The PGKM branded Roxas then as “unfit to be President” for his alleged “unconcern for the well-being not only of Pampanga and Central Luzon but of the rest of northern Luzon.”

“Clark airport services four regions – Central Luzon, Ilocos, Cagayan and Cordillera. By apparently sitting on its development, Roxas in effect stunted the development of the millions of people in these regions,” Cruz said.

“That is no way for a President to do.”

Corporate visionary

While declining to name any candidate for CDC president, the PGKM said “the ideal is one not only experienced in the corporate world but also a visionary.”

“We have had really good CDC presidents in the past who brought the big, blue chip investments to the Freeport,” Cruz said.

He named Rufo Colayco and Tony Ng, “both non-Kapampangans but worked their hearts out for Clark,” as exemplary among the CDC presidents.

Both Colayco and Ng are known to have lost the CDC presidency due to political maneuverings of those whose interests they did not cater to.

PNoy asked not to field politicos in relief efforts

ANGELES CITY- Please do not send traditional politicians to disaster-hit areas.

This appeal to Pres. Aquino was issued yesterday by the fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) after the President instructed Interior and Local Governments Sec. Mar Roxas to check on the extent of devastation caused by typhoon Pablo in Mindanao.

“It is politically incorrect,” Pamalakaya said in a statement, adding that “it is always bad to see a traditional politician exploiting the sorry situation of the people for political agenda.”

Pamalakaya said people would inevitably see traditional politicking in the move of the President since Roxas is “being prepared by the Liberal Party for the 2016 presidential elections.”

Pamalakaya vice chairperson Salvador France said “there are other government officials in the Aquino government who have no senatorial or presidential ambition who can lead the government in addressing the situation and the urgent needs of calamity stricken areas.”

“Please spare the victims of Pablo for political advertisement of presidential wannabes like Roxas,” he said.

He noted that the President had vowed to use some P8 billion sourced from the sale of Food Terminal Incorporated (FTI) in Taguig City for relief and rehabilitation efforts in the stricken areas.

“We hope the President will not use the occasion as another photo shoot opportunity for his most favored senatorial candidates in the Liberal Party just like what he and his senatorial candidates did at the height of Habagat,” France added.

This, as Pamalakaya appealed to the influential Catholic Bishops Conference of the Philippines (CBCP) to open their churches and parishes to accommodate tens of thousands of flood and disaster victims who need temporary shelter in typhoon-hit areas.

The fisherfolk group requested the opening of churches and other church-based establishments in Compostela Valley, Davao Oriental, Misamis Oriental, Misamis Occidental, Cagayan de Oro City, Iligan City, Surigao del Norte, Surigao del Sur, Agusan del Sur, Agusan del Norte, Lanao del Sur, Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay, Leyte, Negros Occidental, Negros Oriental, Palawan, Bohol, Siquijor, Iloilo, Guimaras, Antique, Aklan and Capiz.

At the same time, Pamalakaya said the President should release more than just P6 billion from his P 21.7-B calamity funds allocated by Congress this year.

“Pres. Aquino should ready the calamity funds upon the request of people’s associations and local government units in Pablo-devastated areas,” Pamalakaya also said.

Festival dances highlight Pampanga Day opening

CITY OF SAN FERNANDO — The Pampanga Provincial Government launched on Thursday its opening of the 441st Aldo Ning Kapampangan by bringing together the various festival dances in the province in one celebration of local history.
Dubbed as “Pamamupul” (Harvest) Festival, the event featured dances from Pampanga’s rich traditional ritual celebrations of Sasmuan’s Kuraldal to the local government-invented dance celebrations of recent times.
Governor Lilia Pineda said the event aimed at providing people with the opportunity to see festival dances in one celebration as part of the overall celebration of the province’s founding anniversary.
Provincial Tourism officer Arwin Lingat said the celebration was a “harvest” of the rich festival celebrations of the province, which are only staged once a year.
“People will now have a unique opportunity to see these dance celebrations in one event and they would no longer have to wait for almost a year just to see them,” Lingat said.
Lingat said this is first time the Provincial Government has brought together all festival traditions in the province under one celebration.
Various towns trooped to the Pampanga Provincial Capitol staging their signature festival dances, which include Candaba (Ibon-Ebun Festival), Mabalacat (Caragan Festival), Floridablanca (San Jose Festival), Lubao (Sampaguita Festival), Magalang (Kamaru Festival), Mexico (San Nicolas Festival), Porac (Binulo Festival), Angeles City (Bagius Festival), San Simon (Sun-See-Moon Festival), Bacolor (Makatapak Festival), Arayat (Manga Festival), Sta. Rita (Duman Festival), and Sasmuan (Kuraldal).
Of the said celebrations, Kuraldal is considered as the oldest with the rest as recent inventions for tourism attractions.
Today, the second day of the celebrations will feature the “Aldo Ning Mangabiayan and OFW” at the Bren Z. Guiao Convention Center, simultaneous with the “Agro, Industrial, Trade, Food, Cultural, Arts and Crafts Fair” at the trade hall of SM City Pampanga.
The main highlights of the celebrations are the Mutya Ning Kapampangan Pre-Pageant (SM City Clark) and Coronation Night (Bren Z. Guiao Convention Center) on December 7 and 10, respectively, and the Most Outstanding Kapampangan Awards on December 11.

Mexico village chief, son shot

MEXICO, Pampanga – A village chief from Mexico town was killed, while his son was seriously injured, when gunmen aboard a motorcycle shot them at the vicinity of Barangay Parian near the Poblacion at 11 a.m. Thursday.
San Miguel village chief Jose Gonzales, 56, and his son, Jayson, a Youth Council official, were on their way home after attending the thanksgiving mass during the opening rites of the 441st Pampanga Day celebrations when they were attacked by the suspects.
The elder Gonzales died before he reached Mexico Community Hospital, while his son, Jason, survived and was rushed to a hospital in the City of San Fernando for treatment.
Sources, who asked not to be named, said the younger Gonzales was reportedly able to recognize one of the suspects as the bodyguard of a political figure whom his father had an altercation with three months ago.
But Senior Superintendent R’Win Pagkalinawan, Pampanga police provincial director, said Mexico police operatives are still conducting a thorough investigation on the incident to confirm reports.
Pagkalinawan also ordered the Mexico Police to conduct a manhunt operation for the immediate arrest of the killers.

Task force Gonzales formed

CAMP OLIVAS – Police created Special Investigation Task Group (SITG) “Gonzales” on Friday to investigate and identify the gunmen responsible in the killing of Jose Gonzales, village chief of Barangay San Miguel, Mexico, Pampanga.
Gonzales was shot dead while his son Jayson Gonzales wounded when armed men riding a motorcycle assaulted them at around 11 am on Thursday. The victims were on their way to Barangay Poblacion, Mexico town on board a Barangay service vehicle.
The elder Gonzales was declared dead on arrival at the Mexico Community Hospital while his son was transferred to another hospital in the City of San Fernando for treatment.
The task group will be headed by Senior Superintendent Nilo Talino, deputy regional director for operations.
Task Group “Gonzales” will be composed of Philippine National Police personnel from the Criminal Investigation and Detection Unit, Crime Laboratory Office, Regional Intelligence Group and Pampanga Police.
Meanwhile, Pampanga Rep. Aurelio Gonzales Jr. (third district) condemned the killing of the village chief.
“I condemn in the strongest possible terms this unconscionable violence in Mexico that claimed that life of a barangay leader and cause serious injury to his son,” Rep. Gonzales said on Thursday.
