Dahil sa ipinapatayong two-storey school building nina Brother Eli Soriano ng Ang Dating Daan at Kuya Daniel Razon ng UNTV sa Apalit High School katulong ang Department of Education at Armed Forces of the Philippines, nabigyan ng pagkakataong makapaglingkod sa komunidad ang mga sundalo dahil sila ang pangunahing mga volunteer sa nasabing ipinapatayong gusali.
“Ang ganda ng bonding nila. It is not just the building of the structure which is important to us right now. It is being able to reach out to our people, the building of a partnerships, the building of relationships, taos sa puso ang pasasalamat namin because they have given us the opportunity to serve,” ani Major General Carlos B. Holganza, AFP Commander ng National Development Support Command (NADESCOM).
Ayon pa sa mga sundalo, ang proyektong ito ang nagbigay daan para mapalapit sila sa puso ng mga kabataan dito.
“Tuwang-tuwa ako ng pagpasok ko dito nakikita ko yung mga estudyante dito mahal na mahal ang mga sundalo, mga sundalo natin ay parang mga kuya, mga kuya kuya talaga nila. So yun, ang mga add ons na nagagawa ng mga proyektong ito,” pahayag ni Major General Holganza.
Dahil sa bagong building, ang mga kilalang tagapagbantay ng seguridad ng bansa ay naging malapit na kaibigan ng mga estudyante.

‘Mang Enteng’ comes home

ANGELES CITY—At the Holy Angel University (HAU) campus in Angeles City, he’s more known by his folksy nickname “Mang Enteng.” Among the school’s 17,000 students, they always find him on the second floor of the main building.
But as they learned, he’s no ordinary person. Their Mang Enteng, the late painter Vicente Manansala, is important on two counts: He’s a national artist and a Kapampangan.
For these reasons, the HAU honored Manansala by putting up a permanent exhibit of his more than 1,000 drawings and sketches, as well as hundreds of his memorabilia from his studio-residence in Binangonan, Rizal.
The academic institution’s respect for Manansala is so immense that it made the permanent exhibit of his works the inaugural event of the Museum of Kapampangan Arts (MKA), which is on the same campus.
“Mang Enteng has finally come back home,” Robby Tantingco, executive director of the HAU Center for Kapampangan Studies (CKS), said at the program held for the opening of the museum on March 22.
World-class pianist Cecile Licad, who has Kapampangan roots (her father, Dr. Jesus Licad, is from Lubao town), played to three encores in a concert celebrating the 10th year of the CKS.
Manansala was born in the fishing village of San Roque in Macabebe, a town at the mouth of the Manila Bay. “He bartered his drawing for some fish,” Macabebe Mayor Annette Balgan shared, citing accounts by older residents.
Two national artists in sculpture, Napoleon Abueva and Abdulmari Asia Imao, graced the event as their way of honoring Manansala, whose works mirror Philippine realities in transparent cubism.

Finally, Mabalacat gets lawmakers’ nod to become city

For many years since he first became mayor here in 1995, Marino Morales has been lobbying to upgrade this town’s status into a component city in pursuit of a dream.
To Morales, the only local politician who was able to serve as chief executive for 17 straight years, this town’s conversion into a component city is a long-time dream.
His efforts initially produced a glimmer of hope in March 2005 when the Department of Finance officially certified that Mabalacat, where most parts of the Clark Freeport is located, had met the annual average income of P100 million as one of the requirements to become a city.
The next step was for Morales and the municipal council to ask the provincial board to endorse this town’s cityhood bid to Congress. But some board members refused, citing the town’s failure to remit several millions of pesos in accumulated real property taxes over the years.
It took the board about three years to pass a resolution of endorsement to Congress.
Even the League of Cities of the Philippines, which had vigorously campaigned against the conversion of 16 towns in various parts of the country into component cities, did not object to Mabalacat’s bid.
Mayor Oscar Rodriguez of the City of San Fernando, Pampanga, LCP president, earlier said Mabalacat had surpassed the requirements to become a component city, which include a locally generated average income of P100 million yearly for the past two consecutive years, a contiguous territory of at least 100 square kilometers, and a population of not less than 150,000.
Only Tarlac officials are opposed to the conversion due to a pending boundary dispute between Mabalacat and Bamban town in Tarlac.
In September 2007, Pampanga Rep. Carmelo Lazatin introduced House Bill No. 2350 (Mabalacat Cityhood Bill) in the House of Representatives. The bill, however, did not become a law until the 14th Congress adjourned in 2010.
Under the 15th Congress, it was an entirely different story.
On February 7, the Senate passed on third and final reading HB 4736 that seeks to convert this town into a component city. It was an echo of the House action on June 6 last year when 241 representatives approved Lazatin’s measure.
HB 4736 was sponsored by Senators Ferdinand Marcos Jr. and Miriam Defensor-Santiago in the Senate after considering Senator Manuel Lapid’s Senate Bill No. 2926, which also seeks to convert Mabalacat into a component city. Lapid served as governor of Pampanga before he was elected senator.
In his sponsorship speech, Marcos noted Mabalacat’s rise “to become one of the most progressive municipalities in Pampanga.”
Local officials expect the town’s current P500-million income, including Internal Revenue Allotment shares, to increase to around P800 million once it becomes a component city.
“After 300 years, Mabalacat will be a component city, complete with an international airport, a freeport zone and modern expressways,” Morales said.
Once the cityhood measure is signed by President Aquino, a plebiscite will be held within a month to allow Mabalacat residents to vote on it.

Clarify your request, poll body tells Gloria Arroyo

The camp of former President and now Pampanga Rep. Gloria Macapagal-Arroyo should clarify which of the memorial services for her late brother-in-law, Negros Occidental Rep. Ignacio Arroyo, she intends to attend, the Commission on Elections (Comelec) said on Saturday.
Comelec spokesperson James Jimenez said the detained former President’s request for the Pasay City court to allow her to attend the lawmaker’s wake was “very vague.”
“We need the details … Her request is to attend the wake but what if the wake is … I don’t know … in Hong Kong? So does that mean she will have to travel? What if the wake is in Negros?” Jimenez said.

“We don’t know the exact dimension of this request of hers for provisional freedom so we want her to clarify it first,” he said, adding that such a clarification was necessary for the government to prepare the logistical and security requirements.
Arroyo has been under hospital arrest at Veterans Memorial Medical Center in Quezon City since Nov. 18. She is charged with electoral sabotage before the Pasay City court.
Jimenez said that “every time she goes out, we incur costs for security, logistics…”
“She can’t go [to the wake] alone. Someone must be assigned to her, so their request should be clear,” he said.
Jimenez also said it was “hard to say” if the court would give Arroyo the requested permission “because it all depends on the circumstances.”
“If they say ‘I want to attend the wake,’ the next they will say is ‘I want to attend the burial,’” he said.

CIDG solves murder case in just 10 days

MANILA, Philippines – A murder case in Abra that has turned “cold” since it was committed last year, was declared solved by detectives of the Criminal Investigation and Detection Group (CIDG) in just 10 days.
In his report to CIDG chief, Director Samuel Pagdilao Jr., Cordillera CIDG chief, Senior Superintendent Pedro Austria, Jr. said that in just 10 days since the CIDG took over the investigation of the murder of Michael Bernal, the case was cracked and a murder case was filed against the alleged killer, Vergel Villastiqui.
The CIDG said Bernal was killed on the night of Oct. 2, 2011 after he was allegedly shot by Villastiqui and two other unidentified suspects along Taft St., Zone 5, Bangued, Abra.
Austria said that the investigation on the case did not move for almost six months until the local police finally recommended the case to the CIDG for investigation last March 13.
Austria said that after careful examination of the evidence and the records of the case, the CIDG strongly concluded that Villastique and his two other companions were behind the killing of Bernal. Revenge is the possible motive of the shooting incident, he said.
The CIDG filed the case against Villastique at the Abra Provincial Prosecutor Office last Friday.

Arrest warrant issued vs ex-Palawan gov

MANILA, Philippines (UPDATE) – A Palawan regional trial court on Tuesday issued arrest warrants against former Palawan Governor Joel Reyes, Coron Mayor Mario Reyes, Jr., ex-provincial administrator Atty. Romeo Seratubias and several others for the slay of environmentalist and broadcaster Dr. Gerardo “Gerry” Ortega.
The arrest warrants were issued by presiding judge Angelo Arizala of Puerto Princesa Regional Trial Court Branch 52, as confirmed by Ortega’s counsel Atty. Alex Avisado to ABS-CBNnews.com.
The arrest warrant for ex-governor Reyes was transmitted to Makati City where he currently resides.
Reyes and the others accused are facing charges of murder, a non-bailable offense.

Adultery case filed vs Pampanga priest junked

ANGELES CITY—Citing lack of evidence, the city prosecutor here dismissed an adultery case against a Catholic priest which Church leaders in Pampanga said was the first in the province.
The complainant, husband of the priest’s alleged partner, has not filed a motion for reconsideration or taken any other legal action more than a month since Prosecutor Oliver Garcia resolved the case in February, a check by the Inquirer showed. The case was filed in October last year. According to Fr. Larry Sarmiento, head of the archdiocesan arbitration council, said it was the first adultery case filed against a priest in Pampanga.
“I have left it all to God. But I’m praying that I shall continue to have custody of my son,” said the complainant when reached by phone yesterday. He asked not to be named to protect the boy’s identity.
George Logronio, lawyer of Fr. Jeffrey Louie Maghirang and the woman, said the complainant failed to prove that the Skype account that supposedly recorded the conversation of Maghirang and the woman belonged to the priest.
“He failed to establish such fact,” Logronio said.
The complainant said it was a video recording of the conversation of the supposed lovers. “They talked of their sexual activities there,” he said, adding that he showed this to the superiors of the priest.
But Garcia said evidence for sexual intercourse, an element of adultery, was absent.
The third ground for the dismissal of the complaint was due to the issue of jurisdiction. The complainant, it turned out, did not specify where the act was done.
San Fernando Archbishop Paciano Aniceto suspended Maghirang and confined him to a retirement house for priests, an Inquirer source said.

Sun Cellular widens reach in Luzon

FOLLOWING the initial wave of its network expansion in Mindanao, Sun Cellular strengthened its signal reach in Luzon.
“This is all part of our network enhancement program to be able to meet the demand of our customers from all parts of the country,” says Charles Lim, Chief Operating Officer of Sun Cellular.
“From Kalinga Apayao up in North Luzon all the way down to Tawi Tawi in Mindanao, our kababayans can now experience the power of Unlimited as only Sun Cellular can provide, and more,” Lim added.
Covered by this phase of the expansion program are parts of Benguet, Ifugao, Isabela, Kalinga Apayao, Mountain Province, Nueva Ecija, Nueva Vizcaya, Aurora and Quirino.
Lim says these developments are made possible with the support of the PLDT infrastructure. “This is one of the advantages we get now that we are a member of the PLDT Group. Making use of synergies within our group plus enhancements to our own network help us expand our signal faster.”
Earlier, Sun Cellular also widened its reach in Mindanao in areas such as Lanao del Norte and Lanao del Sur, Basilan, Camiguin, Zamboanga, Tawi-Tawi, Dinagat Island, Compostela Valley, Sulu, parts of Bukidnon, Cagayan de Oro and Davao del Sur among others.
