Group distributes slippers to indigent students

CITY OF SAN FERNANDO — The women of Quota International of Pampanga (QIP) distributed Wednesday some 1,000 pairs of new slippers to indigent elementary pupils of Maimpis Integrated School here, as part of their social service program for children.
QIP president Jennifer Lopez was joined by members of the all-women organization in distributing the slippers to the students.
She said most of the beneficiaries come from poor families would go to school daily without proper footwear.
“We would like to help these students in every little way we can. We hope that we can ease their burden of going to school without proper footwear,” Lopez said, adding that members of the club contributed their resources for the project which is part of the Quota Cares Month celebration this year.
Quota Cares Month is an annual public awareness campaign held every March.
Bonifacio said aside from the program, they are also continuing their assistance to the Special Education Class of Pampanga High School where the organization has donated a school building and appropriate funding and programs for the students.
Quotarians are known especially for their service to deaf, hard-of-hearing, and speech-impaired individuals and disadvantaged women and children.
Quota members share the values of serving and encouraging others, developing friendships, and promoting international understanding.
Lisa Lim, 13, said the slippers given to their class will greatly help her and fellow students.
“It is very difficult to walk on road pavements during noontime. We are very happy that they have come here and gave us these beautiful slippers,” Lim said in the vernacular.

Expressways to implement ‘express payment’ for Lent

CLARK FREEPORT — In order to lessen the waiting time for motorists plying along the North Luzon Expressway (NLEx) and the Subic Clark Tarlac Expressway (SCTEx), the Metro Pacific Tollways Corporation (MPTC) will implement an express payment scheme for class 1 vehicles during the observance of the Lenten season.
The program, dubbed as “Holy Week Express Lane”, will be jointly organized and managed by the Manila North Tollways Corporation (MNTC) and the Tollways Management Corporation (TMC).

Both MNTC and TMC are subsidiaries of the MPTC.
Under the program, Class 1 vehicles bound to exit Dau, Mabalacat or the Subic-Tipo toll plaza of the SCTEx may pay the corresponding fee upon entering the Balintawak Toll Plaza or at the Mindanao Avenue toll gate.
The Holy Week Express Lane is part of the “Safe Trip Mo, Sagot Ko” project, which is in line with the MPTC’s continuing road infrastructure development program.
The express lane will be implemented from 2 p.m. on Holy Wednesday to 5 p.m. of Maundy Thursday.
The prepaid set-up, according to MPTC officials, also involves the designation of special lanes at the exit points to reduce the volume of vehicles queuing up to pay their tolls.
For this Lenten season, the MPTC is expecting an increase of 15 percent of the traffic volume both at the NLEx and SCTEx.
At the NLEx, the MNTC is expecting 200,000 motorists with 25,000 expected to ply along the SCTEx, specifically on Maundy Thursday.
The special lanes allow for speedy passage of Class 1 vehicles at the exit points.
MNTC officials also added that additional tellers will be deployed at the toll plaza to facilitate transactions and inform the motorists about the express payment scheme.
TMC also added that nine ambulant tellers will be assigned in Balintawak, eight in Mindanao Avenue and 10 in Dau,Mabalacat.
They added that the spare lanes will be opened to further ease traffic flow at the Balintawak, Mindanao Avenue, and Dau toll plazas during the peak hours of the Holy Week.

DOLE issues Cease and Desist Order at North Haven Construction Project at Clarkfield

Clarkfield, Pampanga – The Department of Labor and Employment (DOLE) Regional Office No. 3 today issued a Cease and Desist Order signed by DOLE Regional Director Raymundo G. Agravante to Trass Construction Company from constructing the buildings of North Haven Pharmaceuticals at Clarkfield, Pampanga until further notice afteran accident occurred at the construction site of the respondent-company causing nine (9) casualties resulting to the deaths of four (4) employees, leaving five (5) others injured on March 2, 2012 at around 2:30 pm after the sudden collapse of a nine (9) meter height by twenty five meter length structure.

In Agravante’s report to Labor Secretary Rosalinda Dimapilis-Baldoz, the Order was executed based on the accident investigation conducted by DOLE Labor Inspectors Antonio Sicat, Jr. and Renato Pacheco.

The Order was received by Mr. Alex Diza, Project Engineer of Trass Construction Company, during a joint-meeting between the Officials and representatives of the DOLE, Clark Development Corporation (CDC), North Haven Pharmaceuticals, and Trass Construction Company at the CDC Office in Clarkfield this morning.

The same Order was also received by Mr. Cesear Mercado, President of the North Haven Pharmaceuticals, while CDC was furnished with a copy.

A Notice of Stoppage Order from the DOLE has already been posted at the construction site.

According to Director Agravante, DOLE’s initial investigation revealed that two (2) pulleys were found to be used in lifting materials during the actual construction which could have probably contributed to the sudden collapse of the vertical wall structure. In addition, three (3) more structures posed imminent danger to workers that as per observation were made from substandard materials.

Moreover, the posts and beams in supporting the structure were not fully constructed to support the walls being erected and that the installed beams in this project are of the same thickness as the hollow blocks used to support the structure.

Given the height of the wall, the materials used could not possibly hold the structure in place. Safety signages near the erected structures to warn passers-by and workers were likewise not found in the worksite, said Agravante.

Agravante also disclosed that during the course of the investigation, no proof of approved compliance to Section 5 of Department Order No. 13 on Construction, Safety and Health Program and Section 7 of the same DO on the provision of safety personnel were found.

During the said meeting presided by Engr. Mariza O. Mandocdoc, OIC/Vice President for Regulatory Services Group (CDC), Director Agravante said that the company should undergo training on Basic Occupational Safety on Construction Safety for all its forty two (42) workers which will be spearheaded by the Department of Labor and Employment, Regional Office No. 3, the Bureau of Working Conditions (BWC), and the Occupational Safety and Health Center (OSHC) and is directed to address all issues and concerns of the said accident on through a conference with the DOLE on March 6, 2012 at the DOLE Regional Office 3.

Trass Construction Company represented by Mr. Alex Diza, Project Engr. reported to DOLE and CDC that strong winds (ipo-ipo) hit one side of the said wall structure causing it to fall down and collapse towards the said involved casualties. He informed the DOLE and CDC that as of press time, the company has already extended financial assistance to the said victims and are closely monitoring the progress of injured workers at the Our Lady of Mt. Carmel Hospital, where they were immediately taken. Furthermore, they are currently working on the death benefits of those who died in the said accident.

Fatalities include Joel Villapando from Calawan, Laguna; Rico Mabaga of Sapang Bato, Angels City; Ryan Graduito of Dasmariñas, Cavite; and Erwin Laxamana of Capas, Tarlac.

Meanwhile, Rolly Sarmiento and Antonio Resores, both from Oriental Mindoro are still being observed in the hospital. Joven Mesa, Rey Calos, and Angilito Ganagnag, all from Concepcion Tarlac, have already been released from the hospital. Fortunately, Leo Navaro, was unharmed during the said incident.

“I have instructed the Technical Support and Service Division on Employment and Welfare of the DOLE Regional Office 3 and DOLE Pampanga Field Office to profile all casualties involved in this unfortunate incident for possible livelihood and financial assistance the DOLE can extend to them” said Agravante.

CDC, being a close partner of the DOLE, has also issued a similar work stoppage to Trass Construction Company until they comply with the recommendations of the DOLE. CDC has likewise extended financial assistance to the victims.

Engr. Mandocdoc said that the CDC, through its Building Utilities Regulatory Department, headed by Engr. Tarcisius Tiotuyco, will work hand in hand with the DOLE on the further investigation and outcome of the said accident and likewise intensify the implementation of occupational safety and health programs in all locators in the Clark Freeport Zone to prevent similar incidents from ever happening again.

DOLE holds Orientation on Basic Safety for 154 Contractor Workers

City of San Fernando – Days after a Cease and Desist Order (CDO) was issued by the Department of Labor and Employment (DOLE) to R.C. Ramos Construction Group and its contractors and subcontractors due to a mishap involving four (4) contractor workers sustaining physical injuries during the on-going construction of the SM City San Fernando, the DOLE Regional Office 3 conducted an Orientation on Department Order (DO) No. 13, series of 1998, for all contractors involved in the said construction firm’s Recovery Plan.

“The D.O. which is also known as the Guidelines Governing Occupational Safety and Health in the Construction Industry is part of the recommendations of the DOLE to the concerned constructions firms for them to strictly comply with before we can lift the CDO” says DOLE Regional Director Raymundo G. Agravante.

In Agravante’s report to Labor Secretary Rosalinda Dimapilis-Baldoz, Engr. Eduardo Dela Cruz, head of the Technical Support and Services Division for Labor Relations and Labor Standards of the DOLE Regional Office 3, facilitated the conduct of the said orientation which was attended by one hundred forty three (143) contractor workers of the R.C. Ramos Construction and its subcontractors who will be involved in its Recovery Plan.

According to Engr. Dela Cruz, activities involved in the said recovery plan is the step by step procedures in the demolition of the collapsed beam and removal of imminent danger in the accident site, where the said beam being constructed, suddenly collapsed causing physical injuries to four (4) contractor workers on March 9, 2012 at noon time.

“SM San Fernando Executives, R.C. Construction Group and all contractors and subcontractors have expressed their full cooperation and support with all of our recommendations” says Dela Cruz.

In his presentation, Dela Cruz stressed that safety and health must be adhered in the construction site at all cost. He furthered that all hazards must be controlled at the worksite by enforcing workers to strictly follow the company’s safety plan by wearing the right personal protective equipments (PPEs), posting of warning signs, and proper construction of scaffoldings, and the likes.

Dela Cruz also noted the duties and responsibilities of employers and employees in the construction site pertaining to the said D.O., to wit:

• Employers to furnish their workers a place of employment free from hazardous conditions that are causing or likely to cause death; illness or physical harm.

• Employers to give complete job safety instructions to all workers, especially to those entering the job for the first time, including those relating to the familiarization with their work environment, hazards to which the workers are exposed to and steps taken in case of emergency.

• The usage of approved devices and equipment at employer’s workplace.

• Every worker on the other hand shall cooperate with his employer in carrying out the provisions of the standards set by the said D.O. and shall likewise report to his supervisor any work hazard that may be discovered in his workplace.

• Any worker shall make proper use of all safeguards and safety devices furnished for his protection and that of others and shall follow all instructions given by the employer.

Dela Cruz also presented the Tool Box Meeting (TBM) which is shortly done before the start of operations. The TBM comprises management support, careful preparation, and meeting proceedings.

Contractor worker John Gabi, 43 years old and a resident of Sta. Ana, Pampanga, expressed the orientation as an opportunity for lessons learned on the implementation of safety and health in the workplace.

“Maganda itong training tungkol sa safety para sa mga tao at para maiwasan ang anu mang disgrasya. Ito ay malaking dagdag kaalaman sa para aming mangagawa” said Dela Cruz.

Calumpit Bulacan flood: 22 barangays submerged by floods, worst in 40 years

Bulacan, Philippines – Twenty-two barangays in Calumpit, Bulacan were reportedly submerged by massive floods affecting almost 26,000 families, one day after typhoon Pedring left the country.

As noted at local news sites on Friday, September 30, 2011, thousands of residents of Calumpit stayed on rooftops of their houses while others have abandoned their homes due to flood on Thursday.
Other Bulacan towns that were also affected by the flood include Bustos, San Miguel, Obando, Meycauayan, Marilao, Bocaue, Malolos and Hagonoy, but Calumpit was said to have suffered most.
“We are experiencing a flood unprecedented in 40 years. The flood hit our dike…This has never happened before.” Calumpit Mayor James de Jesustold ABS-CBN News on Friday.
According to reports, the strong current of flood started on Thursday night and some Calumpitresidents decided to stay at home since their town was noted to be a flood-prone area.
Mayor De Jesus has already instructed their municipal hall as well as some private buildings to accommodate people affected by the flood, which went as high as human chest and even higher in some places.
Rescue teams from different government agencies were already deployed to provide relief goods but some places were very hard to reach and boats can only be used as transportation.
Meanwhile, Bulacan Governor Willy Alvarado told reports that the Calumpit flood was due to the release of water from three dams namely Angat Dam, Ipo Dam and Bustos Dam.
“It’s unprecedented that a flood this high has reached low-lying areas. We need to study in the release of water in these dams.” Governor Alvarado was quoted on reports.
On the other hand, National Power Corporation (NAPOCOR) flood forecasting and warning system division manager Alex Palada said that the releasing of water from the dams caused the floods.
“It is not just the water from the dam causing the floods. Calumpit is a confluence of the Angat Dam andPampanga River.” Palada reportedly said, noting that Pampanga River gets water from Nueva Ecija andPampanga.

Aeta Families Get Tarlac Homes

CLARK FREEPORT, Pampanga — More than 20 Aeta families in Tarlac were chosen as beneficiaries of a housing project of the Clark Development Corporation (CDC) being implemented with the Gawad Kalinga Community Development Foundation, Inc. (Gawad Kalinga).
CDC will construct an initial 20 houses, mostly for Aeta families, at the Sitio Monicayo, Bamban, Tarlac this year, the state-run corporation said.
The corporation said that the start of the housing project was an offshoot of the agreement signed earlier between CDC and Gawad Kalinga for the improvement of the communities within the Clark Special Economic Zone area or the Next Frontier Project.
It added that the recipients of the housing projects are families who will be affected by the development of the Next Frontier (now known as Clark Highlands).
“The identification of the Sitio Monicayo is one of the suitable sites for the CDC-Gawad Kalinga housing projects,” it said.
The Clark Highlands covers 10,323 hectares to be managed and developed by CDC, in accordance with the master development plan for the economic zone which is subject to the agreed sharing scheme and other duties and responsibilities under the Joint Management agreement of CDC with the National Commission on Indigenous Peoples (NCIP).
The construction of houses, in cooperation with Gawad Kalinga, is also part of the corporate social responsibilities of CDC to the communities surrounding the Metro Clark area.
CDC said that more houses will be constructed for the benefit of the indigenous people residing along the economic zone.

230 families relocated after demolition in Subic Zambales

70 Pampanga police now Swat members

CAMP OLIVAS — To better enhance their combat techniques, a total of 70 police commissioned and non-commissioned officers graduated from the 45-day training on Special Weapons and Tactics (Swat) course.
Philippine National Police (PNP) Regional Director Edgardo Ladao said “the new graduates now belong to the Swat team, which is the elite tactical unit of the organization.”
“Now that these policemen are trained, they will now be able to perform high-risk operations that fall outside the capabilities of regular officers,” he said.
As a proof of their training, the graduates performed a close quarter combat (CQC) where small units engage an opponent with personal weapons in a very short range.
Ladao also said that “to further improve the skills of our PNP personnel, PRO 3 (Police Region Office Central Luzon) will be conducting a series of trainings in the coming months.”
The said course is in line with the 10-point agenda of PNP Chief Nicanor Bartolome, which is the “enhancement and specialization of skills, development of competencies, enhancement of individual skills and specialization with premium on investigation, resource management and disaster response skills.”

Village peacekeepers nabs man smoking weed

CITY OF SAN FERNANDO — Operatives of the Barangay Peace Keeping Action Team (BPATS) here recently nabbed a suspect who was caught in a pot session with two unidentified suspects in Northville Resettlement, Barangay Calulut, this city.
The arrested suspect was identified as Noel Cortez, 24, of Barangay Maimpis this city.
Investigations showed that members of the BPATS were on patrol when they spotted three unidentified men in the act of smoking suspected marijuana.
The above-mentioned suspect was apprehended but two of his companion eluded arrest.
Police requested the suspects to get what’s inside the latter’s pocket, which yielded one aluminum foil containing suspected marijuana.
The suspected marijuana was turned-over to the Philippine National Police Regional Crime Laboratory Office in Camp Olivas for examination while the suspect is now presently detained at San Fernando CPS.
Pertinent documents are being prepared for inquest proceedings.

Thieves victimize tourists

MABALACAT, Pampanga—A group of men, pretending to be policemen, on Thursday broke into the house being rented by Taiwanese and Chinese tourists at a subdivision in Mabalacat, and took their belongings at gunpoint.
Chief Inspector Fernando Cunanan Jr., Pampanga head of the Criminal Investigation and Detection Team, said the suspects, who were on board three vehicles, entered the Don Bosco compound in Mabiga village here at 1 a.m. by identifying themselves to the subdivision guards as police officers who were there to arrest a Taiwan national.
Cunanan said the thieves fled with P500,000 in cash, cellular phones and jewelry that were forcibly taken from the victims.
