TECO chief holds ocular in Subic and Pampanga

RAYMOND L.S. Wang, the representative of the Taipei Economic and Cultural Office (TECO) in the Philippines visited Taiwanese business in Subic and Pampanga on March 6.

He attended a meeting with Subic Bay Development Management Center president Jeff Lin and a number of Taiwanese businessmen who relayed their experiences in putting up their respective businesses in the country. They cited difficulties such as applying for loans, paying taxes, and renting land.

Wang, in turn, promised to do his best to provide assistance and support to the business owners, and expressed hope that the Subic Bay Metropolitan Area will continue to prosper and be a hub for international businesses.

Among the businesses Wang visited is a watermelon farm in Angeles, Pampanga owned by Victor Peng, who is known in the local Taiwanese community as the “King of Watermelons.” Peng uses agricultural technology and seeds from Taiwan, coupled with soil from the Philippines, to grow sweet and juicy seedless watermelons in his 560-hectare farm.

He also met with businessman Huang Ming-Meng, vice president of Tong Lung (Phils.) Metal Industry Co. who explained process of manufacturing locks. Tong Lung is ranked fifth among lock companies worldwide, which posted a revenue of NT$3.17 billion (P4.6 billion) in 2011. His company employs 850 workers in the Philippine factory, and produces 1.3 million units a month.

Finally, the TECO chief visited Green Gardens, an 11-hectare organic farm in Zambales owned by Johnson Huang that promotes green agriculture, which uses farming techniques and methodologies that are environment-friendly.

Mercado: Mamac: Our Man in Angeles

LIBERAL party (LP) leaders from Central Luzon Region will convene at the LP national headquarters March 28 to conduct a “Facilitators Training and Seminar on Liberal Democracy”; it was learned from Balibago chairman Tony Mamac who also heads the LP Angeles City Chapter.
Mamac perceived the regional workshop as a preparation for the next elections and as a commitment to President Aquino’s good governance agenda.
The former police major heads the city delegates to the conference and joins Central Luzon leaders in expressing confidence in the President’s reform policies.
San Fernando City Mayor Oscar Rodriquez leads provincial party leaders of Central Luzon Region and has his own plans of consolidating and expanding existing and future forces for Liberal Democracy.
During the Presidential campaign, Noynoy Aquino was overwhelmed by the mammoth crowd mobilized by Mamac upon short notice. Impressed by that spectacle, Mr. Aquino had no second thoughts in naming the Balibago chairman as head of the LP in Angeles. “He found great potentials in the former police officer as a leader and willing apostle to his future “matuwid na daan” program,” it was learned from a businessman-director of a state corporation, now in the hands of Aquino-Mar Roxas adherents.
“To us in the barangay level, we are impressed by President Aquino’s campaign to curb corruption and eliminate red tape,” Mamac reported. On the larger scale the President’s reform agenda saw discernible improvement in the national savings rate, the ability to manage inflation and increase the nation’s credit ratings by global financial institutions, he added.
He believes that the “liberal democracy” orientation will reinforce and give life to the “matuwid na daan” principle and vision of Aquino.
Mamac said even if he may not run for higher office in the 2013 polls, he would spearhead the movement of local LP forces to help confront underhanded tactics by local detractors of the President.

“I know his position and he knows mine. My beef is with the City Council which could not reasonably resolve or justify an ordinance regulating barangay clearance fees.
On the move concerning his barangay clearance fees, he said the Council has failed to accurately verify and properly validate alleged complaints and petitions received by the City Council and are, therefore, undocumented or classified as mere hearsay.
On the Ordinance creating a local motorized tricycle franchising regulatory board, he asked: Is this in consonance with the DOTC guidelines, specially its implementing sections? This issue covers transgression on the parameters of governmental powers and constitutional guarantees, he said.

Korean firm starts P200-M golf club

CLARK FREEPORT — A South Korean firm has started building a P200-million golf clubhouse in a 304-hectare area tourism estate here.
Donggwang Clark Corporation (DCC) will pour $400 million for the construction of a world-class tourism estate, including recreational and leisure projects and a golf course inside this Freeport.
DCC Chair Lee Shin Kun said the project scheme consists of 36-hole golf course, clubhouse, condominium with 330 rooms, water park, spa and gymnasium, eco park, business center, store and function, international school, golf academy and driving range, clinic and drug store, hotel, casino, 500-unit villas and shopping arcade.
Tower 1 and 2 of Donggwang’s Clark ODE County Officetel has also been inaugurated before the grounding breaking ceremonies at the former True North area Tuesday morning.
Tower 3 is expected to be completed before end of the year.
Lee told Clark Development Corporation President Felipe Antonio B. Remollo that the tourism estate project of DCC is expected to be completed by the year 2016. The company is expected to employ more than 2,000 workers.
The project is expected to boost tourism and economic activities in the Central Luzon Region and to provide employment.
The Dongwang commercial building, which is worth $30 million, has 10-storey officetel, condotel, hotel and casino. DCC is a Philippine subsidiary of Donggwang Construction in South Korea.
The construction of the officetel will generate about 730 jobs for Filipinos in the area.
The DCC also currently owns and operates three golf courses and condotels in South Korea.

Court issues TRO vs new BIR regulation

ANGELES CITY – The Regional Trial Court (RTC) here has issued a 20-day temporary restraining order (TRO) against the implementation of a Bureau of Internal Revenue (BIR) regulation.
The subject of the said regulation is on the tax administration treatment of petroleum and petroleum products imported into the Philippines, including those coming in through Freeport zones and economic zones and registration of all storage tanks, facilities, depots and terminals.
Branch 58 Presiding Judge Philbert Iturralde issued the TRO after finding merit in the petition for prohibition/injunction filed by 1st District Representative Carmelo Lazatin against Finance Secretary Cesar Purisima and BIR Commissioner Kim Jacinto-Henares.
“Respondents (Purisima and Henares) and any of its representatives and/or instrumentalities are hereby enjoined and directed to cease and desist from implementing/enforcing the assailed Revenue Regulation No. 2-2012 for 20 days,” Iturralde said in his decision dated March 16, 2012.
Iturralde also set the hearing for a writ of preliminary injunction on March 21, 2012 for presentation of petitioner’s evidence and on March 29 for respondents’ evidence.
Lazatin has asked the court to resolve the issue involving Revenue Regulation No. 2-2012, which the lawmaker believes contradicts Republic Act 7277, the law that created Subic and Clark Freeport Zones.
Earlier, Lazatin and Tarlac 3rd District Representative Jeci Lapus in a House Resolution have asked the House Committee on Ways and Means to scrutinize the new rules issued by the BIR.
“If Revenue Regulations 2-2012 would not be shelved, it is like authorizing the Bureau of Internal Revenue (BIR) to introduce amendments to Republic Act 7227, which is a clear violation of the 1987 Constitution,” Lazatin said.
The BIR issued the new regulation to combat alleged rampant oil smuggling and ensure that proper taxes are correctly collected from petroleum and other oil products imported into the Philippines, including those coming through Freeport Zones and Economic Zones.
The resolution pointed out that the latest regulation runs contrary to several provisions of RA 7227, especially Section 12 which states that: “the Subic Special Economic Zone shall be operated and managed as a separate customs territory ensuring free flow or movement of goods and capital within, into and exported out of the Subic Special Economic Zone, as well as provide incentives such as tax and duty-free importations of raw materials, capital and equipment”.
“Whereas, if Revenue Regulations 2-2012 is upheld, it will be a dangerous predecent as the BIR can impose taxes on other and all importations by Freeport and Economic Locators,” the resolution stated.
Aside from the collection of oil taxes and duties, Revenue Regulations No. 2-2012 mandates oil companies to apply for tax refunds once they show proof that the imported oil was consumed within the ecozone or exported.
The new regulation also requires oil firms to register all their oil storage facilities within Freeports and economic zones.
RA 7227 provides that in lieu of all taxes, a five percent tax on gross income shall be paid by all registered business enterprises within the Freeport Zone.
The law also states that if an importer is located inside the Freeport Zone, such importation shall not be subject to value-added tax and excise tax. In addition, if the same importer sells such petroleum products within the Freeport Zone, no tax shall be due.

Kapampangan food firm wins international award

CITY OF SAN FERNANDO — Mekeni Food Corporation, a Kapampangan firm specializing in meat processing, has been recently conferred an international award in Geneva, Switzerland for the year 2012.
Mekeni President Prudencio S. Garcia announced the good news in a letter last Monday to businessman Levy P. Laus, chairman of the Pampanga Chamber of Commerce and Industry.
“We would like to share with you and our PamCham members the good news that once again Mekeni Food Corporation had scored another first in the Philippines’ food industry by being awarded the Century International Quality Era-Gold Award,” Garcia said.
With the award, Mekeni has joined the elite group of CQE awardees belonging to top corporations worldwide, mostly included in the list of Fortune 500, Fortune Global 500, recognized for their distinct achievements in the realm of quality culture, Garcia said.
As this developed, Laus has lauded Mekeni for receiving the international award, which he described as huge and rare feat for Mekeni considering the global standard in quality culture.
“As Kapampangans and as fellow businessmen, we at PamCham are equally proud and honored by the outstanding achievement that Mekeni has reaped internationally,” Laus said in a statement.

The criteria include customer satisfaction, communication strategies, benchmarking, information and data analysis, leadership, planning and decision making, human resources, processes and production, financial outcome and business results, among others.
“The Gold Award is another testimony to Mekeni’s continuing achievement to the highest standards of food quality and safety,” Garcia said.

Kapampangan films take part in film festival

CITY OF SAN FERNANDO — Kapampangan films took part in this year’s 4th Cinema Rehiyon Film Festival in Negros Oriental, joining other films by independent filmmakers from different provinces of the country.
The event that ran from February 7 to 12 is an annual non-competition film festival. Cinema Rehiyon is a project of the Cinema Committee of the National Commission on Culture and the Arts (NCCA) during the National Arts Month.
Three Kapampangan films represented Pampanga this year. These include “Ing Babaing Mapamalit SIM” (The Switcher) by Kragi Garcia of Macabebe; “Sumangid” (Other Side) by Jason Paul Laxamana of Angeles City; and “Aliwa Mu Aku” (Not Alone) by first-time filmmaker Kirby Araullo of the City of San Fernando, now based in Davis, California.
The works of the filmmakers of the province are screened continuously for free in a public venue, such as Gaisano Mall in Davao City in last year’s edition, and Robinsons Bacolod this year. The screenings are followed by an open forum with the directors and, if present, actors.
Laxamana, who has been participating in Cinema Rehiyon since the first year it was held, expressed his envy with other provinces like Cebu, Davao, and Negros.
“During the first Cinema Rehiyon, only one Kapampangan short film represented Pampanga, even though there was really no Pampanga category then. ‘Ing Bangkeru’ (The Boatman) was placed in the category ‘Other Parts of Luzon.’ During the second year, five Kapampangan films were programmed in the festival,” Laxamana said.
Laxamana said Pampanga enjoyed a powerful presence through the two best pictures of the first Sinukwan Kapampangan Film Competition: “Balikbalen” (Homecoming) by Kragi Garcia and “Ing Magdarame” (The Penitent) by JV Trinidad.
“Pupul” (Harvest) by former Bb. Pilipinas candidate Nicolette Henson was also part of the festival, along with “Ding Musa ning Minalin” (The Muses of Minalin) by Diego Dobles and his own short film “Dusing” (Dirt).
Brillante Mendoza also graced the event to support the Kapampangan filmmakers.
The first Sinukwan Kapampangan Film Competition did not have a sequel. As a result, only one Kapampangan film, albeit a star-laden, full-length one, made it to the third Cinema Rehiyon held in Davao City. The film was “Astro Mayabang” (Astro the Proud) by Laxamana, which was a finalist in the 2010 Cinema One Originals Film Festival.
“Astro Mayabang” starred Arron Villaflor, Megan Young, John Lapus, Hermes Bautista, Marco Morales, and Crystal Herrera, and was shot mainly in Angeles City in the Kapampangan language.
Laxamana said next year’s Cinema Rehiyon will be held in Los Baños, Laguna.
“By then, hopefully there will be more Kapampangan films to represent Pampanga.
Laxamana, who happens to be the Luzon representative of the NCCA Cinema Committee, looks forward to Angeles City hosting a future edition of Cinema Rehiyon.

Guv to town execs: Help prevent another landslide tragedy

CITY OF SAN FERNANDO — Governor Lilia G. Pineda asked concerned barangay and municipal officials of Arayat town to undertake urgent precautionary measures and prevent another landslide tragedy.
The warning was issued after huge boulders were found at Mt. Arayat, which could endanger the lives and properties of the residents at the slope of the mountain.
This developed as Pineda met with Arayat Mayor Luis Espino and members of the Association of Barangay Captains (ABC) in the locality during the turn over ceremonies of tricycle units to each of the town’s 30 barangays as their service patrol vehicles.
The governor showed the local officials took some photos of the boulders found at Mt. Arayat and stressed the need to implement necessary measures and strategies as she fears the repeat of another landslide similar to what occurred at the height of Typhoon Ondoy in 2009.
She likewise invited 703rd Army Infantry Brigade Commander Col. Gregorio Catapang, Provincial Police Director Edgardo Tinio, Mayor Luis Espino and barangay officials concerned to join her in the actual inspection of the site and come up with an accurate assessment of the dangerous situation.
Pineda also took the opportunity to inspect the newly completed 57 housing units for the victims of the landslide tragedy in San Juan Bano, Arayat.
The National Government through the Department of Social Welfare and Development (DSWD) is funding the construction of the housing project; while the governor committed to shoulder the cost of labor for their construction as counterpart of the provincial Government.
Last year, the Provincial Capitol spent P5 million for the construction of 64 bunkhouses and provided other necessary relief assistance and services to the landslide victims.
Pineda assured Espino and the other officials of Arayat that the Provincial Government will provide the necessary support and services to address the peace and order, health and environmental concerns including construction of roads, schools and provision of water supply.
She also enjoined the local officials to continue their support in the various programs of the Provincial Government and ensure the maintenance of peace and order and delivery of health services and implementation of solid waste management.
The barangay officials was thankful to the governor saying that the service patrol vehicles given them would facilitate their monitoring activities in their respective communities, especially those in far-flung areas. Barangay watchmen also received uniform t-shirts.

Guagua bags 2nd in Regional Green Banner Awards

CITY OF SAN FERNANDO — The Municipal Government of Guagua bagged second place in the implementation of Nutrition Action Plan during Wednesday’s 2011 Central Luzon Regional Nutrition Awarding Ceremony at the Benigno Aquino Hall at the Capitol Grounds here.
The event was attended by Regional Nutrition Committee Andrew Villacorta, Department of Health regional director Benito Arca, Pampanga Provincial Health Committee chair Monina Laus, Department of Budget and Management Elisa Salon and Jonathan Alvardo, who represented the Provincial Government of Bulacan.
The awarding is in recognition of the 2010 Regional and Provincial Green Banner Awardees and the 2010 Regional Outstanding Barangay Nutrition Scholars.
According to Laus, Guagua ranked second among 10 local government units (LGU) that have been monitored under the Green Banner Award of the nutrition program of the region with an average score of 99.37.
Paombong town in Bulacan is this year’s first placer with a score of 103.30. Third place went to Bagac town in Bataan province with 98.63, followed by Talavera town in Nueva Ecija with 96.95.
Pampanga was adjudged as this year’s most outstanding province in the region with 92.42 percent, followed by Bataan with 88.38 and Nueva Ecija with 86.82 percent under the Regional Green Banner Award.
Tarlac City is this year’s outstanding city in the nutrition implementation program followed by San Jose City, Balanga City, Olongapo City San Jose Del Monte City, Science City of Munoz and the City of San Fernando.
The Province of Bulacan was also awarded the 2010 Consistent Regional Outstanding Winner in Nutrition (Crown) First Year Maintenance.
The Crown Maintenance award is given to a municipality, city, or province that has been adjudged by the national nutrition evaluation team as outstanding in the implementation of its nutrition action plan for more than three consecutive years.
Meanwhile, this year’s Regional Outstanding Barangay Scholars for 2010 are Edna Baldovino of Barangay Camanacsacan, San Jose City; Cresencia Cuaresma of Barangay Anao, Tarlac; and Angelina Espiritu of Barangay Abulalas, Hagonoy, Bulacan.
Rowena Kabiling of Pampanga and Elizabeth Camaya of Angeles City were adjudged as this year’s 2010 Outstanding Barangay Scholars for the provincial and city category, respectively.
The nutrition award is based on the results of the Monitoring and Evaluation of the Local Level Plan Implementation (MELLPI) of the nutrition programs of the LGUs and yearly conducted by an inter-agency group spearheaded by NNC.
The MELLPI aims to assess the efficiency and effectiveness of the LGUs in planning and implementing local nutrition programs. It also evaluates performance of the Barangay Nutrition Scholars who are tasked to coordinate the delivery of basic nutrition and related services in their area of assignments.
A highlight of the event is the Green Banner Award, which is given by the NNC to the LGU that has shown outstanding performance in the management of its nutrition program.

Finally, Mabalacat gets lawmakers’ nod to become a city

For many years since he first became mayor here in 1995, Marino Morales has been lobbying to upgrade this town’s status into a component city in pursuit of a dream.
To Morales, the only local politician who was able to serve as chief executive for 17 straight years, this town’s conversion into a component city is a long-time dream.
His efforts initially produced a glimmer of hope in March 2005 when the Department of Finance officially certified that Mabalacat, where most parts of the Clark Freeport is located, had met the annual average income of P100 million as one of the requirements to become a city.
The next step was for Morales and the municipal council to ask the provincial board to endorse this town’s cityhood bid to Congress. But some board members refused, citing the town’s failure to remit several millions of pesos in accumulated real property taxes over the years.
It took the board about three years to pass a resolution of endorsement to Congress.
Even the League of Cities of the Philippines, which had vigorously campaigned against the conversion of 16 towns in various parts of the country into component cities, did not object to Mabalacat’s bid.
Mayor Oscar Rodriguez of the City of San Fernando, Pampanga, LCP president, earlier said Mabalacat had surpassed the requirements to become a component city, which include a locally generated average income of P100 million yearly for the past two consecutive years, a contiguous territory of at least 100 square kilometers, and a population of not less than 150,000.
Only Tarlac officials are opposed to the conversion due to a pending boundary dispute between Mabalacat and Bamban town in Tarlac.
In September 2007, Pampanga Rep. Carmelo Lazatin introduced House Bill No. 2350 (Mabalacat Cityhood Bill) in the House of Representatives. The bill, however, did not become a law until the 14th Congress adjourned in 2010.
Under the 15th Congress, it was an entirely different story.
On February 7, the Senate passed on third and final reading HB 4736 that seeks to convert this town into a component city. It was an echo of the House action on June 6 last year when 241 representatives approved Lazatin’s measure.
HB 4736 was sponsored by Senators Ferdinand Marcos Jr. and Miriam Defensor-Santiago in the Senate after considering Senator Manuel Lapid’s Senate Bill No. 2926, which also seeks to convert Mabalacat into a component city. Lapid served as governor of Pampanga before he was elected senator.
In his sponsorship speech, Marcos noted Mabalacat’s rise “to become one of the most progressive municipalities in Pampanga.”
Local officials expect the town’s current P500-million income, including Internal Revenue Allotment shares, to increase to around P800 million once it becomes a component city.
“After 300 years, Mabalacat will be a component city, complete with an international airport, a freeport zone and modern expressways,” Morales said.
Once the cityhood measure is signed by President Aquino, a plebiscite will be held within a month to allow Mabalacat residents to vote on it.
