MANDALUYONG CITY – Lucio Tan-owned AirPhil Express, formerly known as Air Philippines, is expected to operate and fly out of Clark this October via the Diosdado Macapagal International Airport (DMIA).

“This is a landmark day for Clark International Airport Corp., a special day, a special moment,” said CIAC President and CEO Victor Jose Luciano during the contract-signing with executives of AirPhil Express at the Edsa Shangrila hotel here on Friday.

Luciano said that some 25 million people from northern and Central Luzon will benefit from the agreement. He lauded the efforts of AirPhil Express saying that its new domestic and international routes, mostly Southeast Asian, augur well for Clark.

Citing the increasing congestion at NAIA, Luciano said the budget airlines’ decision to fly at the DMIA will complement Ninoy Aquino International Airport’s operation.

“Clark is not only for northern and Central Luzon but for the whole country. We’d like to see Clark connected with the whole world,” he said.

Luciano noted that DMIA’s two parallel runways could accommodate A-380 aircraft, known to be the largest passenger planes in the world.

The entry of AirPhil Express has also diffused perceptions that Tan is cold to proposals to transform DMIA as the country’s premiere gateway.

Central Luzon leaders have perceived and at times openly criticized Tan as a stumbling block to the entry of foreign LCC’s into the DMIA amid the demand of his company for other foreign carriers to work out “reciprocity” of rights in their countries of origin.

AirPhil Express Senior Legal Counsel Jonathan Andrew Lim said he was not aware of such perception of Tan among Central Luzon folk. However, he noted that AirPhil’s entry into Clark manifested Tan’s support to develop DMIA.

“The reciprocity issue was a demand for fair play with foreign carriers,” he said.

Alfredo Herrera, AirPhil Express senior vice president for Marketing and Sales, said that their pending operation at the DMIA was an indication that Tan has “arrived” at Clark.

EXPANSION

Herrera said that at least two airlines will fly at Clark this year and another four next year.

He also said that their continuing expansion outside Metro Manila “is good for consumers because of the competition.”

“This is all in line with our expansion process and consistent with our growth strategy to solidify our position as a key player in the local budget airline market,” Herrera said.

However, he declined to reveal the routes that AirPhil Express would have once it starts operations at the DMIA, merely saying this would be a “surprise.”

Herrera also said that they are also offering 10-percent discount on airfare for students.

Airphil Express has seven Airbus A320s, three Q300s and five Q400. It flies to 25 domestic and two international destinations. It is the low cost carrier (LCC) sister company of Philippine Airlines which is owned by the Lucio C. Tan Group of Companies.

Angeles City Mayor Edgardo Pamintuan announced recently that it has instructed the city’s finance team to release available funds that can be used for the productivity bonus.
The productivity bonus, which was approved via the Budget Circular No. 426 of the Department of Budget and Management (DBM), is in recognition of the support of the city hall employees in helping meet the development agenda of Pamintuan’s administration.

He said, “With improved revenue collection during the first month of 2012, it is just proper for us to reward or compensate the good work rendered by our city workers.”
“I commend you for being resilient and determined in taking your individual part as we move forward to meet our goals,” Pamintuan added.
Budget Circular No. 426 authorizes the “granting of one-time payment of productivity incentive benefits to full-time permanent, temporary and casual employees, including contractual employees with appointment in the nature of regular employment, who have rendered at least one year of service in the government.”
City Human Resource Officer Elizabeth Lagman said the productivity bonus will be released to qualified employees who have rendered at least one year of service as of December 31, 2011 and are being paid from their respective departments’ personnel services budget.

MALACAÑANG assured Tuesday that there will be no whitewash on the investigation on the case of a veteran journalist who was shot in Pasig City Sunday night.
Deputy presidential spokesperson Abigail Valte, in a news briefing, said Local Government Secretary Jesse Robredo is “taking a personal hand” in directing the investigation on the attack against Fernan Angeles, a Palace beat reporter of The Daily Tribune.
“This is something that has shocked all of us. This is something that is a point of grave concern and certainly, we will not tolerate any whitewash on this incident,” she said.
Some journalists, including members of the Malacañang Press Corps (MPC), raised concern on the possible whitewash in the probe in light of the initial statement by National Capital Region Police Office (NCRPO) Chief Superintendent Alan Purisima that police were eyeing personal grudge as the possible motive behind the attempt to kill Angeles.
Valte said Malacañang would ask Purisima to clarify on his initial statement and to continue to look into other possible motives of the attack.
“Perhaps, we can ask him also to clarify the statement and to continue to look into other avenues and not to shut the door on any possible avenues while the investigation is yet ongoing,” she said.
On the call to allow Task Force Usig to conduct an investigation on the incident, Valte said it will be discussed with Robredo. On the proposal to allow the National Bureau of Investigation to conduct a parallel probe, she said the police will be the one to do it for now.
Valte said President Benigno Aquino III was “very surprised” when he learned of what happened to Angeles.
“In fact, when we met with him yesterday, he was the one who initiated the discussion on the incident. He asked us about the attendant circumstances — what had been already reported to us — and the President expressly maintained that assistance should be provided to Fernan and to his family,” she said.
Periodic updates were also being submitted to the President regarding Angeles’s condition and developments on the case, she added.
At the Department of Justice, former National Press Club president Benny Antiporda is hoping that the government is not paying lip service on the issue.
“We have been hearing the government’s assurances for several times already. When can we hear them saying this will be the last in the series of violence against journalists?” he told reporters.
Valte said the Department of Interior and Local Government has already extended security assistance to the family as Angeles’s wife claimed that her husband told her that an influential person was behind the attack.
“We are monitoring the situation very closely. In fact, we have received an update on the progress of the investigation. However, we are not at liberty at the moment to disclose. We will let Secretary Jesse Robredo divulge the details at the time that he determines,” she said.
Angeles was already conscious at the Pasig City General Hospital, but the doctor could not say yet whether he was on a stable condition already, Valte said. (SDR/Virgil Lopez/Sunnex)

LEADERS of the House of Representatives may have violated the Anti-Graft and Corrupt Practices Act by pressuring members of the House majority to sign the impeachment complaint against Chief Justice Renato Corona.
Submitting to questions from Senator Miriam Defensor-Santiago, Navotas City Representative Tobias Tiangco recounted how he felt threatened into signing the complaint, which he eventually refused to do.
In his testimony on Monday, Tiangco said House Speaker Feliciano Belmonte Jr. had told the majority that Corona’s impeachment was “non-debatable”.
“He was trying to convince us that there was a probable cause, but to be convinced, I needed to see documents,” he told the impeachment court Monday.
He added that aside from those asked by Muntinlupa City Representative Rodolfo Biazon and Cagayan De Oro City Representative Rufus Rodriguez, no questions were entertained during the December 12, 2011 caucus.
Santiago then read from Section 3(a) of the Anti-Graft and Corrupt Practices Act, which prohibits “persuading, inducing or influencing another public officer to perform an act constituting a violation of rules and regulations duly promulgated by competent authority or an offense in connection with the official duties of the latter, or allowing himself to be persuaded, induced, or influenced to commit such violation or offense.”
Santiago asked Tiangco if he felt that this applied to his colleagues at the House.
“So, you’re alleging your colleagues are guilty of violating the Anti-Graft and Corrupt Practices Act?” Santiago said.
Tiangco replied in the affirmative but made clear that he only meant “those who spoke at the majority caucus.”
Santiago then read from Article 286 of the Revised Penal Code, which imposes a penalty “upon any person who, without any authority of law, shall, by means of violence, threats or intimidation, prevent another from doing something not prohibited by law, or compel him to do something against his will, whether it be right or wrong.”
Tiangco said this applies to House Majority Leader Neptali Gonzales II, whom he said threatened him with expulsion if he testifies as a witness for the defense.
Before Tiangco testified, Gonzales said the decision to volunteer as a witness was up to the Navotas lawmaker but warned “if he dishonors the House members, it may constitute disorderly behavior and warrant disciplinary action such as expulsion.”
News reports on Tuesday quoted Gonzales as saying many House members were offended at the perceived slight on the integrity of the House of Representatives. On December 12, 2011, 188 members of the House endorsed the impeachment complaint against Corona. Gonzales has been quoted as saying Tiangco should prepare for expulsion proceedings.
Santiago, who has been critical of the House prosecution panel in the past, told Tiangco that depending on how things develop because of his testimony, “you will either end up a national hero to the public or a traitor to your colleagues.” (Jonathan de Santos/Sunnex)

CITY OF SAN FERNANDO — Vice Governor Joseller “Yeng” Guiao said over the weekend that he and some private partners will build dialysis centers for the poorest of the poor in Magalang and Mabalacat towns.
“We will start with a building worth P1 million to P2 million at the Andres Luciano [formerly Balitucan District Hospital] Medical Center in Magalang. Then, we will replicate this in Mabalacat so patients from nearby towns like Arayat and Mexico could also avail of services in the dialysis centers,” he said.
Guiao stressed that the centers will have 10-bed capacities and would be fully equipped.
“Each building or center will have a capacity of at least 10 beds each. They would be completely and fully equipped. These are in support of Governor Lilia Pineda’s priority health agenda and in line with the administration’s public-private partnership thrusts,” he added.
The three-termer vice governor also said that construction will start next month.
“We are looking at having the center in Magalang operational by May this year. After that, we will move on to Mabalacat for another dialysis center, he said.
Guiao recently donated 16 motorized hospital beds to the Andres Luciano Medical Center.
