Farmers Get P16.5-M Field Machines

SAN FERNANDO CITY, Pampanga – The Department of Agriculture (DA) and the Pampanga provincial government have awarded more than P16.5 million worth of farm machineries to various farmers’ groups in the four districts of this province.
The awarding of machineries to 58 farmers’ groups is joint undertaking of the national government through the DA, Philippine Mechanization (PhilMech) and the provincial government.
The national government provided the P14,042,000 or 85 percent share of the total amount of farm machineries while the Pampanga provincial government shouldered the P2,478,000 equivalent to 15 percent share of the farmer-beneficiaries.
The farm machineries include four wheel tractors, combined harvesters, rice reapers and threshers, drum seeders, flat bed dryers, rice seed cleaners, MPDP and hand tractors.
Governor Lilia Pineda instructed them to devise strategies and come up with a system to ensure the efficient use of the machineries in each of the four districts.
Provincial Information Officer Erlinda Yutuc said the Capitol would give priority to those who could not afford to buy the machineries as these are intended to empower the marginalized farmers and increase their farm production.
Yutuc explained that the concerned farmers’ associations will shoulder the diesel and maintenance expenses of the equipment while the provincial government will provide the necessary assistance for repairs.
Pineda assured the farmer-beneficiaries that the provincial government has millions of funds to address their needs and ensure the development of the agriculture sector.

SBMA bares bold strategy to make Subic top trade & tourism destination

The Subic Bay Metropolitan Authority (SBMA) has bared a five-year strategic plan designed to generate more employment and investment opportunities in this free port.In his first State of the Freeport Address (SOFA), SBMA chairman and administrator Roberto V. Garcia said that for the next five years, the agency will implement an audacious development program to take advantage of existing opportunities and to maximize Subic’s potentials.

“Until the end of our term in SBMA, in the next five years, we will be working on this very exciting plan, a very ambitious plan that we believe will turn Subic into a place that we will be proud of,” Garcia said.Among the strategies the SBMA will be implementing under this plan is the development of tourism niche markets, which is envisioned to turn the Subic Freeport into a major tourism destination in the Philippines.

Garcia said the SBMA will also exert all efforts to make Subic the Theme Park Capital of the Philippines, a top sports tourism destination, an eco-tourism attraction, and a cruise ship playground.

Garcia also cited as a good start the arrival in Subic last week of the London-based MV Spirit of Adventure, the first cruise ship to arrive here this year with 378 passengers on board, mostly Europeans.

“Tourism Sec. Robert Jimenez specifically told me that Subic will become a cruise ship destination. And that is true because all of the passengers expressed their happiness in coming here, especially after seeing our rich eco-tourism facilities,” Garcia said.

The SBMA official also said the SBMA will enhance the promotion of maritime businesses here by getting the support of the Department of Transportation and Communications to attract maritime logistics players to come to Subic, maximizing the Vale ore transshipment project, and developing Subic as home base for super yachts.

Garcia’s five-year plan also calls for the development of various residential types for specific markets, such as high-end residences, middle-class housing and workers’ dormitories.

The SBMA will also shift from merely being a landlord to being a developer, Garcia said, saying the agency will develop unutilized and idle properties, and will improve the ease and competitive cost of doing businesses in Subic.

Garcia said the most challenging strategy is the conversion of the Subic Bay International Airport into an integrated family-oriented tourist destination like the Sentosa, a family-oriented resort in Singapore.

“Basically, the idea is to turn the airport into world-class tourism destination with international theme parks, new golf course, duty free shops, hotels and casino entertainment complex among others,” Garcia explained.

“The opportunities that exist today are very tremendous, believe me. And our plan is very bold and very ambitious but with the support of everyone, this plan will come true,” he added.

The SOFA, an annual activity here sponsored by the Subic Bay Freeport Chamber of Commerce (SBFCC), was attended by Olongapo City Mayor James Gordon, Jr. and city councilors, Zambales Vice-Gov. SBMA seeds more ‘taklobo’ in Subic Bay

More giant clams or “taklobo” have found their way into Subic Bay through a marine resources conservation program of the Subic Bay Metropolitan Authority (SBMA) and the active participation of various stakeholders in this free port.

SBMA Chairman Roberto Garcia said the agency recently seeded the Ilanin Bay here with 200 taklobo seedlings for this year’s clam-seeding project, as part of the agency’s vision to make the Freeport an eco-urban center which merges industrial development with eco-tourism.

The SBMA purchased the giant clams from the UP Marine Science Institute in Bolinao, Pangasinan with proceeds from this year’s “Takbo para sa Taklobo” fundraising project initiated by the SBMA Ecology Center.

“This is already some sort of a social responsibility project supported by the whole Subic Bay Freeport community,” Garcia explained.

“Everybody pitches in here — from students to workers at locator-companies, to SBMA employees and Freeport Zone residents. We’re very much happy to be involved because we know we’re helping make a better world,” he added.

Giant clams (tridacna gigas), which can live up to a hundred years, are considered an endangered species and serve an integral part of the coral reef system.

SBMA marine biologist Dorothy Joyce Ardiente said their decline could have an adverse effect on the biodiversity of the marine ecosystem, which is why the SBMA has decided on clam seeding as its cornerstone marine conservation program.

The clams, which measure an average of 15 centimeters in diameter when they are seeded, can grow up to 1.5 meters in diameter and weigh up to 258 kilos.

The “Takbo para Taklobo” conservation run has caught on the Subic Bay Freeport community ever since SBMA environment specialist Rhea Jane Pescador conceptualized it in 2010 as a environmental awareness project of the SBMA Ecology Center

The event has been attended by some 1,500 runners in the inaugural run, and by more than 2,000 participants last year. The project raised P54,000 in 2010 and P84,340 last year. (MPD/SBMA)

Vice guv to build dialysis centers in 2 Pampanga towns

CITY OF SAN FERNANDO — Vice Governor Joseller “Yeng” Guiao said over the weekend that he and some private partners will build dialysis centers for the poorest of the poor in Magalang and Mabalacat towns.
“We will start with a building worth P1 million to P2 million at the Andres Luciano [formerly Balitucan District Hospital] Medical Center in Magalang. Then, we will replicate this in Mabalacat so patients from nearby towns like Arayat and Mexico could also avail of services in the dialysis centers,” he said.
Guiao stressed that the centers will have 10-bed capacities and would be fully equipped.
“Each building or center will have a capacity of at least 10 beds each. They would be completely and fully equipped. These are in support of Governor Lilia Pineda’s priority health agenda and in line with the administration’s public-private partnership thrusts,” he added.
The three-termer vice governor also said that construction will start next month.
“We are looking at having the center in Magalang operational by May this year. After that, we will move on to Mabalacat for another dialysis center, he said.
Guiao recently donated 16 motorized hospital beds to the Andres Luciano Medical Center.

ANGELES CITY- At least 150 families in this city will benefit in the recent direct land negotiated project entered into between the Angeles City Local Government and a private land owner in barangay Cutud.
The city government and Amelia Guiao, owner of the two hectare property in barangay Cutud signed a Memorandum of Agreement (MOA) that will enable residents and occupants in the said barangay to eventually own the area where they have been living at very low and affordable price.
According to Amos Rivera, officer-in-charge of the city’s Local Urban Poor Affairs and Housing Office (LUPAHO), the said project is covered under the city government’s urban poor socialized housing program and that the properties located in barangay Cutud will be sold through a direct-buy agreement.
“This means that qualified current residents and urban poor families in Cutud will directly pay the landowner at an affordable pricing and terms of payment pursuant to Republic Act 7279 or the Urban Poor Development and Housing Act of 1992” Rivera explained.
Under the MOA, the Guiao family agrees to sell their property to the beneficiaries in the amount of P300.00 per square meter if one-time full payment is to be made in cash.
However, if the beneficiaries are not capable of the one-time full payment basis, they can still make their payments at P350.00 and P400.00 per square meter payable within a period of one year and three years respectively.
The city government through LUPAHO will provide the necessary technical assistance for the said project and will handle the survey, census and tagging operation, organizing, titling and preparation of contracts for the beneficiaries.
“The payment of the beneficiaries shall start immediately after completion of the survey and execution of their respective contracts to sell,” Rivera added.
Mayor Edgardo Pamintuan expressed his gratitude to the Guaio family for their willingness to sell their properties at a lower price and for their genuine support to the city’s socialized housing program.
“This would be an early Christmas gift to the beneficiaries who have been living in this property for more than 40 years now,” Pamintuan said.
Coinciding with the MOA signing, is the awarding of land titles to nine informal settlers. The beneficiaries were from the villages of Capaya, Cuayan, Malabanias, Ninoy Aquino and Pandan.
Pamintuan said, this award is part of the ongoing processing work to qualified housing beneficiaries being undertaken in the city through its housing arm, the LUPAHO.
The nine identified beneficiaries have completed their payments under the city’s socialized housing program.
“The awarded land titles were among the various parcels of public land intended for homeless families in the city” Pamintuan added.
The mayor lauded Lupaho for working double time in delivering security shelters to Angeleños in response to a growing housing need.
Pamintuan reminded the housing program recipients to continue paying their monthly amortization for securing the ownership of their home lots.
LUPAHO reported that last year, around 1,200 families in Sitio Lambingan and San Anselmo, barangay Pampang and in Hadrian, barangay Balibago directly benefitted in the city’s land acquisition program.
