Leaders of the House majority have welcomed into their ranks the son of Zambales Gov. Hermogenes Ebdane Jr., a loyal general and public works secretary under former President Gloria Macapagal-Arroyo, and promptly gave him seats in three committees.
The House majority, led by the administration Liberal Party (LP), voted in plenary on Wednesday to include Zambales Rep. Jun Omar Ebdane as a majority member in the House committees on aquaculture and fisheries (chaired by Cebu Rep. Benhur Salimbangon), natural resources (chaired by Rep. Francisco Matugas) and health (chaired by Rep. Alfredo Maranon III).
Committee memberships are highly coveted because they are usually accompanied by additional perks and expand the influence of lawmakers.
The younger Ebdane was declared on Feb. 5 the successor to the late Zambales Rep. Antonio Diaz who died in August 2011, after Ebdane won the special election in the second district, which covers the provincial capital Iba and the towns of Botolan, Cabanga, Candelaria, Masinloc, Palauig, San Antonio, San Felipe, San Narciso and Santa Cruz.
Ebdane garnered 62,867 votes against 56,945 votes for his closest rival, LP candidate Cherly Deloso-Montallo.
Cavite Rep. Joseph E.A. Abaya, an LP stalwart, said that Ebdane’s decision to stay with the majority arose from his personal decision to support Speaker Feliciano Belmonte Jr. “His being in the majority is a matter he conveys to the Speaker, essentially, his personal vote for the Speaker,” said Abaya in a text message.
The elder Ebdane has been implicated in alleged manipulation of the results of the 2004 presidential elections. A former national police chief, he was accused by one of his trusted aides, Senior Supt. Rafael Santiago, of being behind the covert operation to switch ballots at the Batasang Pambansa complex during the canvassing of election results.
In joining the majority, the younger Ebdane was apparently following the lead of another Arroyo loyalist, Pampanga Rep. Aurelio Gonzales Jr., who shifted to the majority to ensure continued access to his P70 million a year priority development assistance fund (PDAF) or pork barrel.
The PDAF has been withheld from five of Arroyo’s relatives and loyalists—Ang Galing Pinoy Rep. Juan Miguel Arroyo, Camarines Sur Rep. Diosdado Arroyo, the late Negros Occidental Rep. Ignacio Arroyo, Iloilo Rep. Augusto Syjuco and Zambales Rep. Milagros Magsaysay.
“History will attend to that and karma will also come in on matters like this. I think it’s bad karma for one person if he is cursed by those who depend on him,” said a frustrated Syjuco in a press conference where he made a public appeal to President Aquino to release his PDAF allotment.

CITY OF SAN FERNANDO — Archbishop Paciano Aniceto announced over the weekend that his term as head of the Archdiocese of San Fernando might be extended until the Vatican finds and approves his successor.
The prelate celebrated his 75th birthday last Friday, signaling his mandatory retirement.
“I am already impeachable based on the Canon Law,” he told Sun.Star Pampanga in jest, adding he is still waiting for the Vatican’s decision.
“There is a transition period of three to six months upon submission of my retirement. I am still waiting for the response of the Holy See. My term might be extended for two or three years until they find a successor Archbishop,” he said.
Asked what he will do when he finally retires, Aniceto said: “I will write something. Books, based on my compilations. I would stay at Domus Padtorum [Bale Pari or Home for Retired Priests at the Social Action Center of Pampanga] because I would like to live in a community and be close to God as ever.”

CITY OF SAN FERNANDO — President Benigno Aquino III, through the Department of Agriculture (DA), has given more than P14 million worth of farm machineries to farmers in Pampanga.
The Provincial Government has also allocated at least P2.4 million to further increase farm production for the next harvest season.
Governor Lilia Pineda, who met with DA officials on Saturday in Barangay San Pablo, Lubao town, said the agricultural support is part of the National Government’s Philippine Mechanization (PhilMech) program, which benefits some 53 organized farmers’ groups.
Pineda enjoined the beneficiaries to properly handle and maintain the machineries entrusted to them.
The farm machineries include four-wheeled tractors, combined harvesters, rice reapers and threshers, drum seeders, flat bed dryers, rice seed cleaners, MPDP and hand tractors.
Leaders of various farmers’ groups expressed their gratitude to the DA, PhilMech and the Provincial Government for shouldering the 15-percent counterpart of the beneficiaries.
The governor also assured the farmer-beneficiaries that the Provincial Government has millions of funds to address their needs and to ensure the development of the agriculture sector.
Last year, the Provincial Government provided the local farmers 12,000 cavans of hybrid seeds worth P14 million.

ANGELES CITY- To intensify the campaign for a sustainable environment, the city’s Task Force 1-Million Trees (ACTF-1MT) has enjoined the participation of the senior students of Francisco G. Nepomuceno Memorial High School (FGNMHS) in its Adoption Program here yesterday.
The early morning environmental crusade began with an advocacy walk joined by the students, faculty members, school administrators and barangay officials of Pandan.
It was spearheaded by Bishop Jose Briones, program head of the ACTF-1MT.
Activities like planting of additional 900 trees, rehabilitation and adoption of the previously-planted trees along the 9,400 sqm-stretch of Pandan Riverbank, and the distribution of free plant and fruit-bearing seedlings at the City Agriculture Office capped the event.
Mayor Edgardo Pamintuan said the youths play a significant role in preserving the environment and mitigating the effects of climate change.
“I am greatly pleased that you have helped in our One Million Trees program more than I expected,” Pamintuan said.
He commended the students and school officials from FGNMHS for realizing a remarkable commitment of championing the cause of the environment.
“This effort is not only for us or the present generation but most importantly for our children. We are proud to tell the whole world that we, Angelenos, understand the importance of tree planting insofar as our effort to save the earth is concerned,” he added.
Bishop Briones reported that, as of yesterday, approximately more than a hundred thousand trees were already planted on the areas of Barangays Sapangbato, Margot, Anunas, Pandan, Pulung Maragul and Pulung Cacutud.
This is through the help and support of the different city-based schools, police, civic and non-government organizations, and government workers.
“It is the vision of the mayor to involve the whole citizenry, not only on this particular project, but also to other government works.” Bishop Briones said.
The adoption program aims to seek full responsibility on the survival of the plants that were planted by the forerunners of ACTF-1MT.
Ms. Maria Celina L. Vega, Principal of FGNMHS showed her appreciation to the project by instructing and supervising her students and faculty members along the course of the tree planting and rehabilitation activity.

ANGELES CITY- “This celebration is a challenge to every woman- a challenge for their presence to be felt.” said Councilor Maricel “Marang” Morales, yesterday, as she stressed on the city’s participation in the observance of the National Women’s Month.
The celebration is spearheaded by the city’s Gender and Development Council (GAD) with this year’s theme, “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility”.

The theme endeavors to raise awareness on several social issues and empower the women’s role in environmental campaigns and activities such as waste segregation, disaster preparedness, risk reduction, recovery rehabilitation and climate change adaptation.
It aims to build gender-responsive resilient communities that are, at the same time, responsible, accountable, and prepared for any catastrophe that may come their way.
The city-wide celebration kicked off in the recent “Lingap king Balen Malinis a Sapang Balen” river clean-up drive last March 3, where a majority of the volunteers were women.
Activities will continue on March 8 with the Mass Aerobic Exercise and a city Clean Up Advocacy Drive at the Nepo Quadrangle, followed by the launching of GAD’s livelihood program and the city’s search for the Most Gender Sensitive Barangay.
According to Mayor Edgardo Pamintuan, having a gender sensitive community has always been a dream for Angeles, one which is stipulated under the Contract with the Angeleños.
“With our current efforts in promoting and empowering women’s, children’s and even gays’ rights, we are well on our way for making Angeles the most gender-sensitive city in the country.” Pamintuan said.
On March 10, Morales’ second leg of the Purple Run (a fun-run) will be held as a campaign to raise gender sensitivity.
