16 finish massage course

ANGELES CITY – Sixteen out of 20 trainees earned their “degrees” in massage therapy last week.

The two-week training – for free – sponsored by the sangguniang kabataan and accredited by the Technical Education and Skills Development Authority was held at the Angeles City Hall.

Joey Charles Pamintuan, SK regional head, said the massage-therapy training is part of the livelihood programs intended “to empower the Angeleno youth with skills necessary to gain employment.”

The training started on November 12, with volunteer massage therapists as trainors.

The graduates each received a certificate from TESDA, a virtual license to practice their newly acquired skills.

Unmasked: VM behind city council rigodon Rivals stripped of committees

ANGELES CITY — Vice Mayor Vicky Vega-Cabigting was reportedly behind the recent city council reorganization that stripped three councilors of their committee chairmanships.

In an executive session in her office, Cabigting announced the reorganization of various committees of the city council even if it was not even included in the agenda or listed in the “other matters” of the regular session a few weeks ago. This according to informed sources at the council.

“She was the one who read the reorganization item and not the usual sponsor-councilor who was supposed to read it in the plenary or session,” said the sources.

It was observed that during the distribution of the committees, all the councilors who were given new committee chairmanships that were stripped from councilors Jay Sangil, Willie Rivera and Alfie Bonifacio, were not minding the proceedings and were all busy with their smart phones or texting.

It seemed that everything was pre-planned, said an observer.

Sangil’s previous committees included cooperatives, labor, public works and engineering and special economic zone. All of them were given to Councilors Jericho Aguas, Maricel Morales and Dan Lacson who are all identified with the administration of Mayor Ed Pamintuan.

Rivera, who was not around during the reorganization had been stripped of the committees on finance, peace and order, and urban poor while Bonifacio was stripped of the committees on ways and means, trade and investment, and health. Bonifacio is a dentist by profession.

He was reportedly surprised when Cabigting announced the reorganization but kept his silence and also accepted his fate like Sangil.

However, Rivera, who arrived late, complained after learning that he was stripped of his committees and even raised his voice in displeasure and slammed the door. He said the urban poor will be deprived of proper representation in the council.

Sangil and Bonifacio are running for vice mayor this coming 2013 elections challenging Cabigting.

While Rivera is believed to be supporting Bonifacio having been a lawyer of their family and his avowed political guru.

Sangil is credited for speedily solving labor-management problems since he became a councilor in 2004 up to the present.

Sources said three days before the reorganization, Cabigting, together with the majority members of the council minus Sangil, Rivera and Bonifacio were seen in a Chinese restaurant in Balibago over lunch planning the reorganization as requested by Cabigting and the young councillors.

According to a barangay captain who saw them, he was even told by one of the councilors that they are going to remove some committees from the three.

5 killed in shoot-out, Gerona police solve Baguio City carnap, murder cases

GERONA, Tarlac—In a quick-response operation, police here neutralized five gunmen who allegedly carnapped a Toyota Innova in Baguio City and whose owner was found dead in Pozorrobio, Pangasinan early Sunday morning.

In his report to Tarlac PPO director Senior Supt. Alfred Corpus, Gerona chief of police Supt Ponciano Zafra identified the victim as Atty. Roldan R. Ymson of 122 South Sanitary Camp, Baguio City.

Three of the five suspects were identified later as Dennis Magadang Y Lingbawan, 27, of #143 Purok 4, Lucnab, Baguio City; Rey Alonzo, 32, of Barangay Ba-ay and Roger Gorospe, 27, of Barangay Asibanglan both of Pinukpok, Kalinga.

Zafra said that prior to the incident, they received a telephone call from a concerned citizen reporting that unidentified armed men on board a silver Toyota Innova with plate number NDO-933 were sighted in a farm house maintained by one Bradley Bulosan in Barangay Danzo this town.

Immediately, he formed a team and proceeded to the place and at around 4 a.m., the team spotted the vehicle that was parked inside the compound of the said farm.

Zafra then, informed Bulosan through cellphone, that their target vehicle was inside their compound but the latter replied that they did not expect any visitor and denied knowledge of the vehicle.

When Zafra’s team approached the group, they were shot at with sustained firepower prompting them to retaliate and after a half-hour of firefight, “four male and one female on the enemy side were killed-in-action.”

The Scene of the Crime Operation (SOCO) team that processed the crime scene recovered the Toyota Innova 2.5 E Wagon with plate number NDO-933, two caliber 38 Smith & Wesson pistols without serial number, a caliber 45 pistol Gold Cup with SN # 114932, a caliber 38 pistol with SN # 0462, nine fired cartridge cases for caliber 38, five fired cartridges for caliber 45, one MK2 hand grenade, four fired cartridges for cal 9MM and 17 fired cartridges for caliber 5.56.

The bodies of the suspects were brought to Ilagan Funeral Homes in Tarlac City for an autopsy. The remains of Magadang were already claimed by his family.

Corpus lauded Zafra for solving the Baguio City carnapping and murder case in just about four hours after the crime incident.

Ex-Capitol exec in hot water over Ampatuan assets

CITY OF SAN FERNANDO— A former official of the provincial government here is now in hot water after the Bureau of Internal Revenue (BIR) filed a P27-million tax evasion case against him last week.

Atty. Arnel C. Manaloto, former deputy provincial attorney and former appointments secretary of then governor Among Ed Panlilio, was charged before the Department of Justice by the BIR for failing to declare properties which he acquired in 2011.

Based on the investigation of the BIR, Manaloto declared a total income of only P1.495 million in 2011 yet he bought eight real estate properties in the same year from his client Andal Ampatuan Jr. The properties are located at Una Subdivision in Davao City and Maguindanao province for which he paid P20 million according to the deed of absolute sale.

Ampatuan is one of the principal suspects in the worst election- related violence in Philippine history and worst attack on the media in history.

The BIR added that Manaloto earned P37.97 million last year but failed to pay the corresponding taxes.

Manaloto was charged with violation of Sections 255 and 275 of the National Internal Revenue Code (NIRC) while his auditor, Erwin Sicango Carreon, is also charged for “making false entries, records or reports or using falsified or false accountable reforms.”

The BIR computed Manaloto’s deficiency income and value added tax (VAT) liability at P27.56 million for 2011, including surcharge and interest.

Manaloto, whose law office is located at Sto. Entierro Street Angeles City, was reportedly hired by Ampatuan sometime in 2010, when multiple murder charges were filed against the latter for the brutal killing of 58 people in Maguindanao on November 23, 2009.

In a report from the Philippine Center for Investigative Journalism (PCIJ) last week, Manaloto was only admitted to the Bar in May 2005, raising questions about his financial capability.

Archie Reyes, also a former close aide of Panlilio, confirmed that Manaloto worked at the Capitol as deputy of Atty. Aiza Velez and later on as appointments secretary until his falling out with then Capitol administrator Vivian Dabu.

City hosts lantern contest using recyclable materials

THE City of San Fernando is now promoting a different kind of lantern competition that uses recyclable materials and household waste as a way to express the Yuletide cheer.
Conrado Pacla, one of the board of advisors of this year’s Giant Lantern Festival, said various villages in the city are now competing to produce the best lantern using local materials from household waste, recyclable and indigenous materials.
Pacla said the event is aimed at promoting the use of cost-efficient materials that are readily available to people. The event is also a side-event to this year’s Giant Lantern Festival where 11 barangays will compete to be this year’s best on December 15.
“This event is different since it promotes the use of materials that are neglected. The move aims to promote a different way of recycling in terms of creating artworks and craft,” Pacla said.
Pacla said they are urging lantern makers here to explore the possibility of using indigenous materials and even recyclable objects in making their commercial lanterns.
The lanterns from competing villages will be judged by a team of jurors assigned by the Giant Lantern Festival Committee. Other events lined up for December are inter-school lantern competitions, food fairs, photo exhibits, and lantern exhibitions among others.

Lantern festival will carry on tradition

CITY OF SAN FERNANDO — Lantern makers and organizers of the annual Giant Lantern Festival (GLF) affirmed Monday the tradition of the world-renowned festivity of lights, colors and sounds will continue.
The celebration will push through despite the recent calamities and tragedies that befell this city, like recent flooding brought about by southwest monsoon rains.
Master lantern makers like Bong Dungca said their giant parols of last year were heavily damaged by floods, rendering most parts, including wire harnesses and thousands of bulbs, useless.
“Kaya for this year po, on the GLF’s 104th year, we used new frames, new bulbs numbering a minimum of 9,000 plus new rotors, too,” Dungca said.
A giant lantern, according to executive committee members, cost some P500,000 especially for this year’s size of 20 feet in diameter, loaded with thousands of bulbs.
The City Government is subsidizing the cost at P125,000 each for the 11 participating barangays.
“We know that it is costly to craft one giant lantern. That is why the City Government is subsidizing their production. We also have our private sector partners who are sponsoring the giant lanterns just so the tradition will continue,” City Administrator Ferdinand Caylao said.
As to innovations, Caylao said they are currently working with lighting giant Philips LED bulbs for the Parul Sampernandu to make them more environment-friendly.
“Other than that, the traditional way of making the lanterns with handmade paper and making them work with rotors will remain as they are, like they used to be,” said Caylao.

Badjaos find haven in Pampanga

DESPITE the unfamiliar surroundings, optimism runs high in the active and vibrant Badjao community also known as the “Sama Dilaut” in Mabalacat, Pampanga. For Guzman Kalingalan, one of the Badjao refugees, Mabalacat has become not only a sanctuary but a beacon of hope for people like him.
The Sama people can be quite hard to classify as their nomadic nature can also be found in several countries (especially the Philippines, Malaysia, and Indonesia). In Malaysia they are called Bajaus, while other Filipinos call them Badjaos or Samals, depending on which subgroup of the Sama they belong to. 
Like the other Badjao refugees of “Sama Dilaut,” Kalingalan was forced to flee the hostile environment of Zamboanga to escape war and ethnic persecution. However, the pursuit of a peaceful life has cost the seafaring “Sama Dilaut” their homes, means of livelihood and way of life as they were forced to settle in Luzon, an unfamiliar territory. 
“Mangingisda talaga kami. Ang kabuhayan namin nasa laot. Iyon ang kabuhayan ng mga lolo namin. Napadpad na lang kami dito dahil natakot na kami. Kapag nagpupunta kami sa laot, kapag nakita kami ng mga pirata, kinukuha yung mga makina namin. Kapag hindi namin binigay ang mga makina at mga bangka namin sa kanila, pinapatay kami,” Kalingalan said.
On the fourth day of its “Bayanihan: Pamaskong Handog ng PAGCOR 2012”, the Philippine Amusement and Gaming Corporation (Pagcor) fostered hope and optimism among the marginalized sectors like the “Sama Dilaut” community in Pampanga. More than 100 Badjao families received gift packs that would address their immediate needs and provide them with some holiday cheers.
Pagcor also pledged to build two deep wells for the sustainable development of the “Sama Dilaut” community, according to the “Bayanihan” component of its ongoing nationwide Pamaskong Handog 2012 gift-giving project.
General Manager Alexander Ozaeta, Pagcor’s Casino Filipino Angeles branch in Pampanga, said they chose to extend help to the Badjao families because “we want them to feel that they are all part of our extended community.”
“For us in Pagcor, there is no such thing as cultural minority. Lahat ay pantay-pantay. This gift-giving activity for the “Sama Dilaut” is our way of letting them know that we are here to support them,” Ozaeta added. 
The family of retired artist Sigfried Ranada, also known as Ysagani Ybarra, owns the lot where the “Sama Dilaut” community resides. He said the community was established to provide the nomadic “Sama Dilaut” a sense of stability and empower them so that they can determine their own course as a people. 
He narrated that when he got stranded in Mindanao 20 years ago, the Sama Dilaut came to his aid. “Twenty years later, I had the honor of meeting some of them again and I repaid their kindness. I gave them sanctuary in our hometown to stabilize themselves, so they are able to determine their own course.”

CDC execs bolt out of CBA hearing

CLARK FREEPORT–Representatives from the Clark Development Corporation (CDC) walked out during a hearing that sought to resolve the issues of implementing the collective bargaining agreement between the management and its employees.
CDC management representatives, led by Corporate Services Group Vice President Pepito Galang; lawyers Joan Vitug-Evangelista and Bonifacio Tarenio; and Human Resource Department Manager Thelma Ocampo, together with an attorney from the Office of the Governance Commission on GOCC (GCG), walked out of the hearing called on November 28.
The hearing was called upon by Accredited Voluntary Arbitrator (AVA) Atty. Froilan Bacungan regarding the motion for execution filed by the Association of CDC Supervisory Personnel (ACSP) against CDC.
Earlier, the AVA rendered a decision in favor of the ACSP on November 5, recognizing their constitutional right to collective bargaining as provided in Article XIII, Sec. 3 of the Constitution.
However, after the mandatory 10 calendar days from receipt of award, by which it is deemed final and executory, the CDC management failed to implement the decision.
The AVA further noted that the various economic provisions of the CBA, which includes among others, salary increases, Personal Economic Relief Allowance (PERA), uniform allowance, clothing allowance and other benefits which were submitted by CDC to the President of the Philippines through the GCG for approval, should be presumed approved considering the Article 4 provision of the Labor Code.
Since it received no motion for reconsideration, temporary restraining order and/or writ of preliminary injunction, AVA ordered the immediate execution of the decision by the CDC especially the signing of bonus and other allowances.
The CDC management representatives requested for a 10-minute recess after hearing this decision, and arbitrarily decided not to come back to the hearing without informing the AVA.
The CDC management representatives have questioned the jurisdiction of the AVA to hear and resolve the labor case between the CDC and ACSP from the onset of the voluntary arbitration.
Also, the CDC management representatives insisted that the AVA has no jurisdiction over a case which questioned the non-implementation of a signed CBA between a non-chartered Government Owned and Controlled Corporation (GOCC) and its union pursuant to the enactment of RA10149 (GOCC Law) and Executive Order 7.
CDC labor union representatives viewed their walk out as “blatant disregard by the CDC management of existing procedures of the Labor Code and the basic rights of employees to CBA as enshrined in the Philippine Constitution.”
The CDC management has earlier elevated this case for review to the Court of Appeals and is requesting for a TRO from the court.
“This move on the part of management is a clear manifestation of the CDC’s bad faith in the negotiation process and intention not to implement the decision of the AVA,” Engineer Victor Barbieto, ACSP president, said.
Engineer Bernadette Mangio, chairman of the ACSP-CBA committee, appealed to the CDC management to give the rightful salary increase and other benefits of the CDC supervisory personnel in the spirit of the Christmas season.
Mangio said that the whole CBA package to date, amounts to about P5.5 million, “which is a small amount considering that the CDC supervisory employees waited five years for this increase.”
The ACSP officers lamented the total disregard of CDC management to their plight and even sued their own employees in court, instead of finding ways to resolve the issue for the benefit of all.
CDC lawyer Tarenio, defended before the AVA the CDC position not to grant any economic benefits in the signed CBA without securing clearance from the Governance Commission on GOCC (GCG) and the Bases Conversion Development Authority (BCDA) citing as legal impediments Section 9 of E.O. 7 which calls for moratorium on increases in salaries and other benefits, and the enactment of R.A. 10149 or the GOCC Law.
“[Tarenio] is nothing but consistent in his wrong position that CBAs are under the purview of the GCG and has advised the CDC management to submit the entire CBA for review and approval of the GCG,” ACSP President Barbieto said.
Barbieto also said the prolonged CBA negotiation deadlock, and non-implementation fiasco stems from this wrong premise on the part of the CDC management.
“Even the GCG Chairman Villanueva previously questioned to the ACSP, why CDC submitted the entire CBA for approval, when the GCG’s main mandate was to develop the Compensation and Position Classification System (CPCS) first,” Barbieto said adding that, “At the most, the CDC should have submitted the salary increase package of the CBA to the GCG for comments, but not approval.” ●–Charlene A. Business jets take over Subic Bay airport

SUBIC BAY freeport: Twenty years after the last American fighter jet took off, a new breed of jets have taken over the runway and hangars of the Subic Bay International Airport—business jets.
“This is what we want to see. Our airport as a bustling hub for general aviation,” says Subic Bay Metropolitan Authority (SBMA) chairman Robert Garcia.
The former US military base turned industrial-commercial complex turns 20-years-old this November 24th. And Garcia believes that its development is right on track.
“I will go very strongly into general aviation, which includes jet charters, flight training schools,” he stressed, adding that logistical services, aircraft refurbishing and repair are the ideal businesses for the international airport.
With more than US$8 billion dollars in foreign investment, Subic Bay is the country’s top attraction in the foreign investment community.
Leading the pack in this mixed commercial and military thrust is Aviation Concepts, a jet charter firm, whose clients are as diverse as their fleet of commercial fixed wing aircraft.
“Most of our clients are in Asia. They are the corporate executives who need to shuffle from place to place quickly, efficiently, and comfortably,’ says Joel Edmondson, Aviation Concepts general manager.
Edmondson witnessed the airport’s ups and downs. A Subic Bay-based US Navy pilot for 26 years, he led Federal Express’ team as chief pilot until the courier giant decided its business was better off in China.
Still, Edmondson might hear the familiar sound of fighter jets along side his more subdued planes.
“Because of national defense considerations, we woud have to operate it as a mixed use area,” Garcia explained, “meaning it might be used as a jumping off point for figther squadrons, side-by-side with commercial jet charters.”
Just recently, the US Navy leased portions of the Airport terminal to support its troops participating in the joint American-Filipino military exercises.
Huge potential
Aviation Concepts, so far the only non-flight school locator, fits comfortably with the SBMA plan, say Garcia.
“Malaking negosyo ‘yan. (Business charter is a huge business), so, that will provide a strong commercial component for the airport,” Garcia added.
Globally, the charter industry is worth about US15 billion and is growing significantly.
The industry is forecasting nearly 10,000 new business jet deliveries worth about $250 billion from 2012 to 2022. Some 700 jets planes will be delivered to buyers this year.
The Asia Pacific region grew at double digit rates throughout the past five years.
And SBMA, together with Aviation Concepts, are preparing to catch some of the business.
“We support SBMA by working with groups to get the message out that Subic Bay is the best place to invest in,” Edmondson said, noting that companies have room to grow in this 200 hectare facility.
Operating out of a former Fedex hangar, the firm manages 7 jets, employs 51 workers, including six (6) American pilots.
“Mostly, we fly throughout Asia. We fly to other parts of the world, but our aircrafts are based here,” Edmondson explains, stressing that his company is in Subic for the long term.
Loving Subic Bay
Like Edmondson, many of their workers are former emloyees of Fedex.
Emma Bonsa, the company’s facilities supervisor and executive secretary to the President and CEO, says she is lucky.
She says the pay is higher and the company takes care of its employees like familiy members.
“There are no sirs’ and madams’ here because we are all worthy of the same respect. We call our president by his first name,” Bonsa says. But her most memorable experience was when her home was flooded by strong monsoon rains.
“Everyone affected was asked how the company can help. Afterwards, we were given financial help to tide us over our crisis. This is the first time I experienced such care from an employer, and it one that I treasure very much” she added.
Luisa Patagan, operations improvement manager and another Fedex veteran, says that everyone receives 100 dollars for every year of service.
“During our anniversary, the president gives us US$100 dollars for every year of service. So if you have worked for for two years, you get US$200 dollars,” she says.
But her biggest kick comes from providing their client with quality service.
“We meet a lot of people and you really don’t know what to expect. And surpassing our clients’ expectation gives me the boost to get up the next day,” Patagan declares.
For all three, the best come on is Subic Bay.
The place is beautiful, and to them “every work day is a vacation.”
“No traffic. No pollution. Seaside. What else can yo ask for?” Bonsa stressed.
The future is very bright
Since the US military withdrew in 1991, employment has tripled inside the former base, from 30,000 to almost 90,000. There are more than 1,500 firms inside the Freeport, ranging from manufacturing, tourism, logistics, and retail.
The Freeport also holds the distinction of hosting the country’s biggest single investment— South Korean shipbuilding giant Hanjin Heavy Industries Corporation.
“Hanjin employs 20,000 workers and exports a billion dollars worth of ships. Because of them, the Philippines is now the 4th largest shipbuilder in the world,” Garcia said, pointing outside his window, beaming with pride.
“I want Subic to be the tide that lifts the communities around us. And in partnership with these kinds of businesses, I know that the we can double, even triple our the economic strength,” Garcia pointed out.

Pampanga farmers celebrate ‘duman’ bounty

STA. RITA, Pampanga—The heavy rains induced by the habagat (southwest monsoon) in August and the amihan (northeast monsoon) wind two months later had brought an unexpected bounty to local rice farmers who celebrated the ‘Duman’ Festival here on Saturday.
The lakatan malutu (red glutinous rice) variety withstood the habagat rains and had matured into a unique kind of sweetness because of the amihan (amyam to farmers here) in October.
“This enabled us farmers to make duman (soft and green native cereal),” said Councilor Felix Amio, also a farmer.
“We have enough grains this time, thank God,” said Arnel Galang, a 77-year-old duman maker.
Galang recalled that the red glutinous rice turned very scarce after Typhoons “Pedring” and “Quiel” battered Central Luzon in September and October last year. Habagat rains flooded 287 villages in Pampanga in August this year but the variety survived.
Festival
The festival, for the first time in 11 years, was moved to the spacious gasak (farmlands) at the foot of the western side of the lahar barrier, the FVR Megadike, instead of the traditional venue at the grounds of the Sta. Rita Parish Church. The venue change meant an open-air theater, backdropped by two old acacia trees and lit by the full moon.
“I am surprised that despite the change of venue, many, many people still came to watch the zarzuela,” said Andy Alviz, executive director of the ArtiSta.Rita, the private cultural organization that mounts the festival.
The new setting is the “town’s Amorsolo,” Alviz said, referring to rural landscapes painted by National Artist Fernando Amorsolo.
Aside from duman, native meals and snacks were sold during the festival. The second and third levels of the dike, designed to catch Mt. Pinatubo’s lahar, became dining areas, al fresco style. About 15,000 people came, organizers said.
“We are developing this place into a tourist destination. Here, people can view the whole of Pampanga and enjoy good food prepared by our cooks and residents,” said Mayor Yolanda Pineda.
Planted in May, the red glutinous rice variety sprouts grains before the amyam. These are planted in few plots in the villages of Becuran, Dila-Dila, San Basilio, San Agustin and Sta. Monica.
“They’re strong against the cold winds and rains but production is limited,” said Amio, 65. The harvest for every hectare averages 25 cavans, with each cavan weighing 50 kilograms.
But farmers earn from growing lakatan malutu when they opt to keep their harvest and instead hire others to produce duman for them.
While a cavan of the red glutinous rice sells for only P2,500, a wooden box of duman measured into a pati (more than a kilogram) sold for P2,200 to P2,500 on Saturday night.
The value was high because producing duman takes a week, employing more than seven people who share backbreaking tasks, said Galang.
‘Pinipig’
Amio expects more farmers to grow the red glutinous rice variety as pinipig (roasted grain) to supply the need of top ice cream maker, Magnolia.
The bulk of duman buyers are Kapampangan based abroad.
The sweet smell of duman wafted at the new venue as Galang and his team made the final pounding of the grains on Saturday. While Dominga Guanzon, 79, and Teodora Santos, 80, sold these to residents and visitors, with some coming from Metro Manila, the zarzuela (musical play) played to an appreciative audience.
The 40 homegrown artists belonging to ArtiSta. Rita, aged 10 to 60, performed with the Ima at Arti, a group of 30 or so accomplished women who turned to performing arts.
To date, these are the only groups that regularly stage zarzuelas using current themes, like fathers leaving for jobs abroad. Yearly, new funny and sad scenes, as well as songs, are added to the play.
