Pampanga lauded for OFW programs

CITY OF SAN FERNANDO — Foreign national delegates of the World Social Forum on Migration (WSFM) and an officer of the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People lauded the efforts of the Provincial Government of Pampanga in helping overseas Filipino workers (OFWs) through the Provincial Action Center for OFWs (Pacoc).
Marg Liddell, a delegate from Melbourne, Australia, said she was impressed with the initiatives of the province for its OFWs, adding that the province has made a rather impressive accomplishment despite having established a very young action center.
Lindell was part of the WSFM group that aims to tackle issues on migration and programs for immigrants in various countries.
Pacoc unit head Eliza Muñoz said they hope to establish better networks and linkages with OFWs in the coming months to better inform them and their dependents on the programs of the Provincial Government.
Since its establishment in September 2010, Pacoc was able to serve 2,620 OFWs on various needs like repatriation, death assistance, livelihood and legal services.
Edmund Rugu of the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People also lauded the province for its strong OFW support system.
Pampanga’s Pacoc was established in recognition of the need to assist thousands of its OFWs deployed in different countries. Pampanga has an estimate 115,575 OFWs in various country’s placing only third after Quezon City and Metro Manila in the number of OFW deployment nationwide.

Pampanga BHWs attend health summit

CITY OF SAN FERNANDO, Pampanga, Dec. 3 (PNA) — The provincial government, in close coordination with the Department of Health (DOH), on Sunday conducted a community health summit to some 300 barangay health workers (BHWs) in the province to help in the implementation of integrated medical assistance.
Board member Monina “Monz” Laus, head of the provincial committee on health, said the move is part of the provincial government’s efforts to improve the delivery of basic health services in various communities here, including those in the far-flung areas.
“The BHWs play a big role in the delivery of health services in the province. Through this summit, we will equip them knowledge and skills on how to give medical assistance to those who are in need,” Laus said. During the summit, the BHWs were reminded that the safety of the people is their primary concern.
The BHWs are all volunteers and are not paid by salaries their respective local government units (LGU). As volunteers, they only receive a small allowance.
To pay back their sacrifices in helping the delivery of health services, the provincial government has earlier issued Philhealth cards to the BHWs.
It was learned that there are currently about 3,000 volunteer BHWs working in various localities all over the province. (PNA)

Capitol: P1B available for province’s development

CITY OF SAN FERNANDO — The Provincial Government said at least P1 billion is still available to support important projects intended for the development and improvement of the province.
Governor Lilia Pineda assured her constituents during a visit in different towns in Pampanga that they could expect more tangible projects from the Provincial Government that would be beneficial to the communities.
Senator Aquilino Pimentel, during his visit last Tuesday, openly admired Pineda and Vice Governor Joseller Guiao for steering the province into the right direction.
“Let me express my admiration for the many achievements of the province of Pampanga,” he said in his speech delivered before local officials.
He also cited the P1.2 billion spent by the province on various infrastructure improvements, such as the construction and renovation of district hospitals, classrooms buildings and other provincial institutions, municipal and barangay farm to market roads.
The Provincial Engineers’ Office told Sun.Star Pampanga that more than P856 million has been spent on infrastructure projects implemented through the efforts of the Provincial Government.
Olimpio Pangan, assistant provincial engineer, said the Capitol also allocated at least P562,532,277.95 for the construction of roads, bridges, hospitals and other allied structures.
Governor Pineda spearheaded the general renovation and improvement of all existing district hospital buildings in the province, including facilities and medical equipments.
The Provincial Government also funded the establishment of dialysis centers in some selected hospitals to provide cheaper treatment for patients.
In some instances, other interested groups, stakeholders and individuals also helped in the construction of these centers.
The Provincial Government already constructed some 182 newly classrooms and several covered courts in various public schools in Pampanga, with an estimated amount of P176 million and more this year.

Pampanga is leading OFW sender with P16B remittances

CITY OF SAN FERNANDO — Pampanga remains the strongest source of overseas workers for Central Luzon and the country, with P16.6 billion in remittances in 2006 and P161.2 million in donations to various organizations in the province to date.
This was stressed during the 5th World Social Forum on Migrations (WSFM) field visit at the Provincial Government on Wednesday. The forum featured the visit of some 60 foreign nationals all across the globe representing various countries where Filipino workers represent a significant population.
Edmund Ruga, focal person for the delegation, said the visit to Pampanga is in recognition of the strong role of the province in the overseas Filipino workers’ (OFWs) sector. The visit was aimed at consolidating efforts and establishing networks for better services and assistance to OFWs and their dependents.
Recent statistics show that Pampanga has some 29 percent female land-based overseas workers and 71 percent male land-based overseas workers in the whole world. This includes 69,803 permanent residents in various countries.
Based on records, there are 13,947 spouses of foreign nationals while the total number of seafarers is set at 17 percent of the total number of OFWs in the country.
Provincial Action Center for OFW Concerns head Ma. Eliza Munoz said the visit of the group will greatly help in recognizing possible areas of cooperation with the delegates of WSFM. The meeting also raises issues on the problems faced by Filipinos in various countries.
Munoz said the sheer number of OFW remittances make them a strong sector in the development of the province and its economy.
“There is a need to consolidate efforts and maintain a strong network of support for our OFWs. We hope that the delegates of the WSFM will help us in their own little ways. We for one, will continue to place stronger programs for OFWs,” Governor Lilia Pineda said.
According to its website, the WSFM is one of the thematic processes of the World Social Forum (WSF). The WSF is a global process of, and by, social movements, mass organizations, civil society, activists and advocates.
The WSFM, in particular, provides a space for democratic debate, reflection, sharing of ideas and experiences, cultural exchange, socialization, networking, enhancing solidarity, consensus-building, discussion of plans and strategies, and popularization of positions, agenda and actions on migration and mobility-related issues, according to its website.

10 outstanding Subic Freeport workers honored

SUBIC Bay Freeport: This year’s crop of “the best among the Freeport’s best” was finally known last Friday when the Subic Bay Workforce Development Foundation, Inc. (SBWFI) recognized the 2012 Ten Outstanding Freeport Workers who exemplified discipline, dedication, and commitment to excellence in their respective jobs.
The 11th batch of outstanding workers were chosen by SBWFI in cooperation with the Labor Department of the Subic Bay Metropolitan Authority (SBMA) from the more than 92,000 workers currently employed by various companies registered in Subic.
The winners were chosen by a panel of judges headed by Presidential Communications Operations Office (PCOO) Undersecretary for Special Concerns Jose Mari Oquiñena, Maribeth Gopez of the National Conciliation and Mediation Board (NCMB), and Ricardo Ednave of the Department of Education. The awarding, which was also attended by Leonida Romulo, labor attaché at the Department of Labor and Employment (DOLE), and Maria Cristina Mangalindan, officer in charge of NCMB-DOLE in Region 3, was held at the Harbor Point mall here.
This year’s outstanding Subic workers are: Gilbert Buhain of Philippine Coastal Storage and Pipeline Corp., Ryan Griva (Subic Enerzone Corp.), Charo Guerrero (Polarmarine Inc.), Mark Anthony Magno (Subic Marine Exploratorium, Inc.), Christine Manamtam (Wistron Infocomm Phils. Corp.), Dandy Millama (Wistron Infocomm Phils. Corp.), Jed Sprint Pino (Pacific Ocean Underwater Solutions, Corp.), Maria Luisa Pulanco (Nicera Phils. Corp.), Daisy Tagpines (Wistron Infocomm Phils. Corp.), and Virginia Umbina (Subic Water and Sewerage Co., Inc.).
SBMA Chairman Roberto Garcia, who was guest speaker in the event, described the outstanding workers as “heroes of the Freeport” for their role in making Subic a catalyst in the economic development of the country.
“If all the workers would follow the examples the ten outstanding workers had shown, I am confident that the Philippines would have a very bright future ahead,” he said.
“Kayo ang nagpapakita kung gaano kagaling ang mga manggagawang Pilipino,” Garcia added.
Meanwhile, Oquiñena lauded the winners for their legacy of excellence. “Because of the stories you have shared with us, you made us more proud to be Filipinos. Thank you for being a source of good news about the Filipino,” Oquiñena said.
According to SBWFI records, the 10 outstanding workers were cited for their exemplary performance on the job. Buhain, who his known among colleagues as the “Action Man,” co-authored the formulation of an activated-carbon system to eliminate gas fumes and is widely acknowledged for his accurate and precise designs and execution of innovative projects.
Meanwhile, Griva was recognized for initiating Subic Enerzone’s Adopt-an-Area Program that made power distribution in the Freeport more efficient and reliable.
Magno, an assistant supervisor at Ocean Adventure’s Creative and Performing Arts Section, conceptualized and developed artistic direction for shows that made every visit to the said marine theme park a lasting and memorable experience.
On the other hand, Manamtam is an ISO14001 coordinator who authored different ISO and departamental procedures elevating the quality of performance standard at Wistron Infocomm.
Safety supervisor Millama, meanwhile, was able to maintain company-wide zero-accident mark through the creation of effective health and safety procedures.
Pino, who firmly believes that “no job is too difficult to handle if one truly believes in his self,” is an employee who stopped a fire accident that saved the life of a co-employee, as well as company properties.
A proactive and persistent leader, Pulanco contributed excellent ideas for process improvement that greatly enhanced work flow and created an effective production system. It also gained her the highest performance appraisals from her Japanese supervisors at Nicera Phils.
Guerrero, who handles quality management system and ISO programs, managed to boost her organization’s performance to reach sales of US$852,700, which is 39% higher than that at the time she assumed the post in 2008.
A key person in the management section, Tagpines was instrumental in gaining ISO9000, ESD S2020 and DELL QPA certification, and equipping her company with fruitful knowledge both in manufacturing and after-sales service operations.
Meanwhile, Umbina, a hardworking employee who rose from the ranks to become one of her company’s dedicated supervisors, ensures that all Subicwater’s 35,757 customers are billed correctly and on time.
The search for the 10 Outstanding Freeport Workers is an annual recognition program that started in 2001. The awarding coincides with the celebration of the turnover of the former US Naval Base to the Philippine government and the start of operation of the Subic Bay Freeport.

Business jets take over Subic Bay airport

Twenty years after the last American fighter jet took off, a new breed of jets have taken over the runway and hangars of the Subic Bay International Airport—business jets.
“This is what we want to see. Our airport as a bustling hub for general aviation,” says Subic Bay Metropolitan Authority (SBMA) chairman Robert Garcia.
The former US military base turned industrial-commercial complex turns 20-years-old this November 24th. And Garcia believes that its development is right on track.
“I will go very strongly into general aviation, which includes jet charters, flight training schools,” he stressed, adding that logistical services, aircraft refurbishing and repair are the ideal businesses for the international airport.
With more than US$8 billion dollars in foreign investment, Subic Bay is the country’s top attraction in the foreign investment community.
Leading the pack in this mixed commercial and military thrust is Aviation Concepts, a jet charter firm, whose clients are as diverse as their fleet of commercial fixed wing aircraft.
“Most of our clients are in Asia. They are the corporate executives who need to shuffle from place to place quickly, efficiently, and comfortably,’ says Joel Edmondson, Aviation Concepts general manager.
Edmondson witnessed the airport’s ups and downs. A Subic Bay-based US Navy pilot for 26 years, he led Federal Express’ team as chief pilot until the courier giant decided its business was better off in China.
Still, Edmondson might hear the familiar sound of fighter jets along side his more subdued planes.
“Because of national defense considerations, we woud have to operate it as a mixed use area,” Garcia explained, “meaning it might be used as a jumping off point for figther squadrons, side-by-side with commercial jet charters.”
Just recently, the US Navy leased portions of the Airport terminal to support its troops participating in the joint American-Filipino military exercises.
Huge potential
Aviation Concepts, so far the only non-flight school locator, fits comfortably with the SBMA plan, say Garcia.
“Malaking negosyo ‘yan. (Business charter is a huge business), so, that will provide a strong commercial component for the airport,” Garcia added.
Globally, the charter industry is worth about US15 billion and is growing significantly.
The industry is forecasting nearly 10,000 new business jet deliveries worth about $250 billion from 2012 to 2022. Some 700 jets planes will be delivered to buyers this year.
The Asia Pacific region grew at double digit rates throughout the past five years.
And SBMA, together with Aviation Concepts, are preparing to catch some of the business.
“We support SBMA by working with groups to get the message out that Subic Bay is the best place to invest in,” Edmondson said, noting that companies have room to grow in this 200 hectare facility.
Operating out of a former Fedex hangar, the firm manages 7 jets, employs 51 workers, including six (6) American pilots.
“Mostly, we fly throughout Asia. We fly to other parts of the world, but our aircrafts are based here,” Edmondson explains, stressing that his company is in Subic for the long term.
Loving Subic Bay
Like Edmondson, many of their workers are former emloyees of Fedex.
Emma Bonsa, the company’s facilities supervisor and executive secretary to the President and CEO, says she is lucky.
She says the pay is higher and the company takes care of its employees like familiy members.
“There are no sirs’ and madams’ here because we are all worthy of the same respect. We call our president by his first name,” Bonsa says. But her most memorable experience was when her home was flooded by strong monsoon rains.
“Everyone affected was asked how the company can help. Afterwards, we were given financial help to tide us over our crisis. This is the first time I experienced such care from an employer, and it one that I treasure very much” she added.
Luisa Patagan, operations improvement manager and another Fedex veteran, says that everyone receives 100 dollars for every year of service.
“During our anniversary, the president gives us US$100 dollars for every year of service. So if you have worked for for two years, you get US$200 dollars,” she says.
But her biggest kick comes from providing their client with quality service.
“We meet a lot of people and you really don’t know what to expect. And surpassing our clients’ expectation gives me the boost to get up the next day,” Patagan declares.
For all three, the best come on is Subic Bay.
The place is beautiful, and to them “every work day is a vacation.”
“No traffic. No pollution. Seaside. What else can yo ask for?” Bonsa stressed.
The future is very bright
Since the US military withdrew in 1991, employment has tripled inside the former base, from 30,000 to almost 90,000. There are more than 1,500 firms inside the Freeport, ranging from manufacturing, tourism, logistics, and retail.
The Freeport also holds the distinction of hosting the country’s biggest single investment— South Korean shipbuilding giant Hanjin Heavy Industries Corporation.
“Hanjin employs 20,000 workers and exports a billion dollars worth of ships. Because of them, the Philippines is now the 4th largest shipbuilder in the world,” Garcia said, pointing outside his window, beaming with pride.
“I want Subic to be the tide that lifts the communities around us. And in partnership with these kinds of businesses, I know that the we can double, even triple our the economic strength,” Garcia pointed out.

NGCP to expand metering services in 2013

MEXICO, Pampanga — The National Grid Corpo0ration of the Philippines (NGCP) is set to expand its metering services in 2013.
Lawyer Cynthia Perez-Alabanza, NGCP spokesperson and adviser for external affairs, said the recent certification of the transmission firm as the metering services provider for the Wholesale Electricity Spot Market has “trained the spotlight onto one of the major services performed by the company.”
Alabanza, during the Power 101 seminar for mediamen at Mexico Substation on Thursday, also said the expansion of the metering services is consistent with NGCP’s move to transition toward the eventual adoption of the Smart Grid in the country that allows not only to record our customers’ energy consumption, but to communicate this data to facilitate automated and remote meter reading, remote connection and disconnection of the energy supply to the end-user, and close monitoring of the energy supply.
She told Sun.star Pampanga that the creation of 32 new metering points in 2013 is in anticipation not only of the direct connection of new power customers but also of power generators that are currently being planned and across the country.

Legarda joins call to save sea turtles

CITY OF SAN FERNANDO — Senator Loren Legarda has joined the call to save the Philippine Marine Turtles or “Pawikan” at the 2012 Pawikan Festival held at the Pawikan Conservation Center in Morong, Bataan.

Legarda, speaker at the event, remarked that the Pawikan is one of the oldest species that have survived to this day, and are among those that live the longest.
“Pawikans are majestic creatures found throughout the country. However, because of poaching, theft of their eggs for commercial purposes, and destruction of their habitat, they are in danger of becoming extinct,” she said.

“There is no denying that we have become the biggest threat to their existence and to the existence of many other species of animals,” she added.

Legarda, chair of the Senate Committee on Climate Change and United Nations Regional Champion for Disaster Risk Reduction and Climate Change Adaptation for Asia-Pacific, said the destruction of marine habitats means great losses for many sources of livelihood, including tourism, as well as depletion of food supply.

“I laud the local government of Bataan for their initiatives to protect, conserve, and rehabilitate the Pawikan population. Future generations will be thankful for the concerted action they have achieved,” she said.

The senator also urged the people of Bataan to spread their advocacy to other communities in the country to stop those who are plundering the seas for their own gain.

“The environment is threatened by the times, by the pressures of modern society, by our very species. But let this be a challenge to harness science and involve our citizens. Let us take that one vital step forward for a safe and green environment for all,” Legarda said.

PhilHealth makes widest ‘MOVES’ in CSF

CITY OF SAN FERNANDO–The Philippine Health Insurance Corporation (PhilHealth) on Monday launched its Mobile Orientation, Validation & Enrollment Scheme (MOVES), as they distributed some 2,724 health care identification cards to Fernandinos.
Accordingly, MOVES aimed to educate, guide and empower PhilHealth members, particularly the Sponsored Program members identified through National Household Targeting System of the Department of Social Welfare and Development (DSWD).
During the launching, City Mayor Oscar S. Rodriguez noted his participation on the PhilHealth MOVES project and reiterated his commitment to the program as he cited various initiatives implemented by the city government to uplift the quality of life of the Fernandinos.
“Magmula ngayon, wala nang iiyak na Fernandino nang dahil sa wala silang pampagamot dahil na rin sa kawalanan ng pera,” Rodriguez stressed.
The city mayor assured the Fernandinos that this partnership with PhilHealth in giving the people their security, will “continuously grow and will be well developed as time passes by.”
PhilHealth along with the Department of Health distributed a total of 2,724 ID’s to Fernandinos from Barangays Sindalan, Dela Paz Norte, Dela Paz Sur, Saguin, Telabastagan, Lara, Baliti and Pulung Bulu.
Annabelle Imana, Media Relations Officer of PhilHealth in Central Luzon, led the ID distribution and orientation program on the use of PhilHealth cards. She explained recent changes in the use of PhilHealth cards depending on case rates, or a payment method wherein the cost for an operation or illness incurred during hospitalization is already set.
In the previous system, the benefit cost is not set and the member still needed to determine the hospital level, qualifications of the doctors, complications from the illness and operations before they find out the amount of their benefits that PhilHealth will be shouldering.
Among the changes in the PhilHealth services is the “No Balance Billing” ordinance, which assures the beneficiaries that whatever medical and surgical cases they will undergo, they will not be charged of anything, as long as the case falls under the 23 primary case rates of PhilHealth like dengue I and II, pneumonia I and II, dialysis, and cataract surgery.
PhilHealth is rapidly expanding its program in support of the universal health care by providing health insurance coverage for 5.2 million poor families paid for by the National Government and an additional over 5 million families covered by local government units. ●Marna Dagumboy-
