ANGELES CITY — Some 10,000 Compact Fluorescent Lamps (CFLs) will be distributed to 5,000 households here starting September 22 as part of the Philippine Energy Efficiency Project (PEEP) of the Department of Energy (DOE).
First district Representative Carmelo Lazatin, in line with his memorandum of agreement with DOE Secretary Jose Rene Almendras, will distribute two light bulbs for each family.
Lazatin will distribute CFLs in 2,200 households at the EPZA Resettlement in Barangay Pulung Cacutud on September 22; in Northville, Barangay Cutud on September 24; and in 600 households in Barangay Sapalibutad on September 25.
Councilor Bryan Matthew Nepomuceno, Lazatin’s son Carmelo Lazatin Jr., veteran news anchor Max Sangil, lawyers Nino Enriquez and Maria Imelda “IQ” Tuazon are expected to assist Lazatin during the bulb distribution.
In order to qualify for the distribution of CFLs, the 5,000 recipient households were asked to submit their electric bills to their district representative.
Former Pulung Cacutud barangay chairman Angelo De Leon expressed gratitude to Lazatin.
“We are very grateful to Congressman Lazatin for choosing our barangay as one of the beneficiaries for the CFL distribution. These CFLs will be very helpful in helping residents lower their energy consumption and save on their electric bill,” he said.
CFLs are smaller versions of the fluorescent lamps and are alternatives to the traditional incandescent bulb because they have longer lifespan and consume less energy.
Compared to incandescent bulbs, CFLs produce light more efficiently and no energy goes to waste. A 14-watt CFL produces the same amount of light as a 75-watt incandescent bulb which means that using CFL instead of an incandescent bulb will save energy and lower electric bill.
According to the CFL briefer from the DOE, at a rate of P10 per kilowatt hour, the electric bill for using an 11-watt CFL for 240 hours in one month is P26.40.
Given the same rate, the electric bill for using a 50-watt incandescent bulb for the same amount of time is worth P120.
The distribution of CFLs is part of the National Residential Lighting Program, which seeks to encourage households to replace incandescent bulbs with energy-saving CFLs, started last year.

ANGELES CITY — Representative Carmelo Lazatin (1st district, Pampanga) has cited the need to erect overpasses or footbridges near universities and schools in the city to protect students and teachers from vehicular accidents.
He earlier announced the construction of two footbridges that his office, through the Department of Public Works and Highways (DPWH) Road Board, will construct near Chevalier School in Barangay Santo Domingo and near System’s Plus College Foundation in Barangay Balibago.
Lazatin said the footbridges will cost P10 million each.
As early as February, Lazatin has been lobbying for funds for the construction of the footbridges from DPWH Road Board Executive Director Adolfo Escalona.
Lazatin said the construction of the footbridges is also part of his efforts to help minimize the traffic problems in the city.
“The areas around schools are prone to traffic buildup during rush hours because of the students who are crossing the road,” Lazatin said.
“Having footbridges for the students to use will not only help minimize the buildup, it will also ensure the safety of students,” he added.
Lazatin earlier announced his P342.9 million infrastructure project, which includes a P100-million road widening project of the West Circumferential Road.
Since 2007, Lazatin has implemented a total of P1 billion infrastructure projects in the First District of Pampanga.

PRESIDENT Benigno Aquino III will visit historical places to mark the Philippine Independence Day, a Malacanang official said Monday.
Presidential spokesperson Edwin Lacierda said the public could expect the President to move around every year visiting sites with historical importance to Filipinos.
“This is an idea of the National Historical Commission that aims to really provide meaning and emphasis to all these historical sites that play the role in the country gaining independence,” he said.
“We believe that it is also one way of imbibing the historical significance of these places. And also it’s more fun in the Philippines to visit the historical sites,” he added.
President Aquino will lead a flag raising ceremony at Barasoain Church in Malolos, Bulacan in celebration of the 114th Independence Day today, Tuesday.
Barasoain Church is considered as historical as it has been the site of the 1899 Constitutional Convention of the First Philippine Republic. It has earned the distinction as the “Cradle of Democracy in the East”.
He will also lead a wreath laying activity at the statue of the first Philippine President Emilio Aguinaldo situated in front of the church.
He is also expected to deliver his Independence Day speech in Malolos.
“He will speak about Independence…It will be a philosophical speech, I believe. Something that lays down also the philosophy of what he’s fighting for,” Lacierda said.
Last year, President Aquino went to Emilio Aguinaldo’s house in Kawit, Cavite, where the Philippine Independence from Spanish rule in 1898 was declared.
The President will proceed from Bulacan to Malacanang for the traditional Vin d’ Honneur with the diplomatic community.
“I think the President will still work on Tuesday as he has papers to catch up with,” added Lacierda.

SUBIC BAY FREEPORT – This premier free port is now a WiFi Zone after the Subic Bay Metropolitan Authority (SBMA) initiated a pilot project for a wireless local area network here.

Engr. Vergil Joseph Lansangan, manager of the SBMA Business and Investments Department for Information and Communications Technology (BID-ICT), said the pilot WiFi Zone Project was intended to welcome visitors for the Holy Week with selected commercial and tourism areas as WiFi access points.
“Free WiFi access will run until May 5, as we anticipate more visitors this summer,” Lansangan said. He added that the SBMA and PLDT-SubicTel intend to turn the entire Subic Bay Freeport into a WiFi Zone.
For the first phase of the project implementation, however, WiFi access will be available within 100 meters from the following: Lighthouse Marina, Pier One, Bayfront Hotel, NetWorx, Subic Freeport Exchange, MeatPlus, PLDT main office, Remy Field, Subic Bay Yacht Club, Royal Subic, Eastern and Petron gas stations, All Hands Beach Resort, and Zoobic Safari.
WiFi access pins will be available at designated booths in Pier One, NetWorx, and All Hands Beach. Lansangan said that more establishments have expressed their intention to participate in the WiFi Zone Project and subscribe as access points so that more visitors and tourists can enjoy wireless Internet access anywhere in the free port.

SUBIC BAY FREEPORT— Chairman and Administrator Roberto Garcia of the Subic Bay Metropolitan Authority (SBMA) encouraged youth leaders to do their part in the economic development of the country by helping promote investor confidence in the local economy.
Speaking before an assembly of Sangguniang Kabataan (SK) chapters in Central Luzon here on Tuesday, Garcia said that Filipinos, especially the youth, must do their best to take advantage of the present economic upswing.
Garcia also commented on the summit’s theme, “Braving the Challenges of Unending Youth Empowerment, Dedication and Commitment to Good Governance,” saying that this choice was very timely in light of government efforts to restore investor confidence.
“Alam ninyo, ang Indonesia noong araw ay napaka-corrupt na bansa. But with their president who went on a very strong anti-corruption campaign, investors came back with confidence,” Garcia said.
In the 1960s, Garcia noted, the Philippines was second only to Japan. But it later slid down continuously because of corruption, inefficiency, lack of infrastructure and other problems, thereby earning the description as the “sick man of Asia.”
“But with the President Aquino’s election last year, what has happened is that the Philippines is now among the VIPs (Vietnam, Indonesia and Philippines) that foreign investors are looking at,” the SBMA official said.
The Philippines, according to Garcia, is now heading for an economic upswing, with the stock market registering record highs —a sign of investors’ confidence.
He added that the Sangguniang Kabataan members should contribute their share in maintaining “good governance” as one way of helping in the programs of the President.
“As President Aquino has always said, ‘the future lies in the youth’. So we must do our best to contribute to the programs of the President to take advantage of economic opportunities so that we can provide more jobs for our countrymen,” he added.
Garcia also reminded the youth leaders that they have the appropriate skills and talent necessary for the Philippines to move forward continuously.
“So, on your conference today, I hope you can address this,” he said. More than 350 SK officers and members from provinces and cities in the region attended the three-day Second SK Central Luzon Youth Summit, which started on April 10 at Travelers Hotel in this Freeport.
