MILF launches info drive on framework deal

MANILA – The Moro Islamic Liberation Front (MILF) has organized six groups to undertake a massive information campaign to explain to its constituents the framework agreement it signed with the government of the Philippines.
The framework deal is also called a roadmap to a final peace settlement that is expected by 2016. It grants minority Muslims in southern Philippines broad autonomy in exchange for ending more than 40 years of violence that has killed tens of thousands of people and crippled development.
Sheikh Mohammad Muntassir, head of the Da’wah Department of the MILF, said Saturday the groups were given their respective assignments to reach out to the hundreds of thousands of MILF members in southern Philippines.

Light rains expected in some parts of Philippines

MANILA — Mindanao will experience light rains due to an inter-tropical convergence zone (ITCZ) while a cold front will be across extreme Northern Luzon Saturday, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said.
An ITCZ is a merge of winds from different directions, which is also a breeding ground for a low pressure area.
Pagasa said Mindanao will be cloudy with occasional light to moderate rain showers or thunderstorms while Cagayan Valley and the Ilocos and Cordillera regions will have occasional light rains.
Metro Manila and the rest of the country will be partly cloudy with isolated brief rain showers or thunderstorms.
Also, Pagasa said moderate to strong winds blowing from the northeast will prevail over Northern Luzon and its coastal waters will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the northeast and east with slight to moderate seas.
The weather agency also said strong to gale force winds associated with the northeast monsoon may affect the northern seaboard of Northern Luzon.
“Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels alerted against big waves,” it said.
Pagasa forecaster Elvie Enriquez said there is still no weather disturbance or potential cyclone near the Philippine Area of Responsibility. (PNA)

Filipino victims in Riyadh explosion to get aid from government

THE Overseas Workers Welfare Administration (Owwa) assured help to the families of 11 overseas Filipino workers who were victims of a deadly fuel truck explosion in Riyadh, Kingdom of Saudi Arabia (KSA) last week.
OWWA Administrator Carmelita Dimzon said foremost of the agency’s concerns is the repatriation of the remains of the lone Filipino fatality in the tragedy, Florentino Santiago.
“We don’t have the date yet but we expect the repatriation to be soon since the cause of death has already been determined,” said Dimzon.
The labor official added that the family of Santiago will be receiving the death and burial benefits from Owwa worth P200,000 and P20,000, respectively.
Aside from the financial benefits, Dimzon added that Owwa will also provide livelihood assistance to the wife of Santiago and scholarship for one of his children.
On the other hand, she said Owwa will also provide assistance for the 10 other OFWs who were injured in the deadly blast.
“As of now, the injured OFWs are still in Riyadh but whatever assistance they would need we are ready to provide them,” Dimzon said.
Under OWWA rules, a member shall be entitled to disability/dismemberment benefits ranging from P2,000 to P50,000.
On Thursday, a truck carrying flammable liquids crashed into a concrete flyover in Riyadh resulting in a massive blast that resulted in the death of 23 people and injuring 111 others.

Mayor welcomes debate with lawmaker over allegations

ANGELES CITY — Mayor Edgardo Pamintuan said over the weekend that he is open to a public debate with Representative Carmelo Lazatin (1st District).
“I am open to a public debate if he wants that. That is, if he can still manage to face me in a debate,” Pamintuan said during the regular “Kapihan” with the media.
Pamintuan said the recent issues raised by the Lazatin camp are mere political noise and could easily be refuted by the sheer performance of his administration.
“I do not know how they can say that the city is bankrupt or is not managed well when in fact it is the Department of Interior of Local Government that says otherwise through the recognitions that we recently received,” Pamintuan said.
Pamintuan recently received six awards on transparency and good governance from the DILG.
The awards, which were given by DILG secretary Manuel Roxas III, include the Gawad Pamana ng Lahi Award – Highly-Urbanized City category, the Local Governance Performance Management System (LGPMS) Plaque of Recognition – Top 10 for two years in a row, and the Seal of Good Housekeeping (SGH) for 2nd straight year.
This city was also awarded certificates of recognition on performance areas of social governance, valuing fundamentals of good governance, and administrative governance.
Pamintuan said the awards are the best defense against tirades of politicians trying to vie and lead the city again.
“The awards are a source of pride and inspiration for Angeleños, coming after more than a decade of lagging behind other LGUs and cities, which zoomed past us in terms of development, governance and delivery of basic services,” he said.
Angeles City joined the list of the Top 13 provincial, city and municipal governments that gained the highest scores for 2011 in the DILG-administered LGPMS, which is being done annually.
LGPMS is a management and development tool that does not only enable local governments to determine their capabilities and limitations in the delivery of public services, but also provides information on the state of local governance performance and their state of local development.
SGH is given to local government units (LGUs) that have excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization while the Gawad Pamana ng Lahi Award is given to a province, city, or municipality that accords government recognition to exemplary performance in administrative, social, economic and environmental governance.

715 beneficiaries receive livelihood assistance

CITY OF SAN FERNANDO – A total of 715 beneficiaries from four districts of Pampanga receive NegoKarts (Negosyo sa Kariton) and livelihood assistance recently.
The livelihood assistance is under the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (Tupad) program of the Department of Labor and Employment (Dole).
The Tupad project is in partnership with the local government units and offices of congressional representatives.
Governor Lilia Pineda and Dole provincial office led by Rima Hernandez distributed 35 negocarts and some P1.7-million livelihood assistance to beneficiaries at the Bren Z. Guiao Convention Center.
“Our recipients are those who volunteered in the rehabilitation efforts after the Habagat calamity. We are happy to extend them this cash-for-work and also the negocarts to our poor but aspiring entrepreneurs,” Pineda said.
Pampanga Capitol poured in a counterpart fund of P294,957 for the program.

Father, son killed in hit-and-run

ANGELES CITY — A 46-year-old man and his 11-year-old son were killed in a hit-and-run at Wednesday dawn along Friendship Avenue.
Ramie Ragrag, 46, and Roldan Ragrag, 11, both of Purok 3 in Barangay Anunas, were on board a three-wheeler bicycle when struck by a vehicle described as a gray Innova.
Relatives of the victims appealed to the public to report any information that may help identify the suspect.
The victims were travelling along the avenue near Jun-Jun’s Restaurant when they were hit by the van.
“Naka-three wheeler po sila at may kargang kanin baboy, plastic, lata, bote, at iba pang kalakal. Nasa gilid po sila ng daan nang biglang binunggo ng isang gray Innova sa likuran,” a family member said.
“Siguro, mismong sa harapan ng 7-Eleven yung unang bunggo at sa lakas nito umabot hanggang Jun-Jun’s yung dalawang katawan,” one of the witnesses said.
Bystanders failed to get the license plates of the vehicle.
