CITY OF SAN FERNANDO — Thousands of Kapampangans paid respects to their departed loved ones bringing flowers and candles in both private memorial parks and public cemeteries early Wednesday.
Some spent the night at the tombs since Wednesday, October 31, extending their stay on All Saints’ Day until dawn of November 2, All Souls’ Day.
“We have deployed hundreds of our people for All Saints’ Day to make sure everything is in order,” said City Administrator Ferdinand Caylao.
Caylao said security was tight in the cemeteries, as hundreds of uniformed police and plainclothes officers monitored the situation overnight, checking that no weapons and liquor were taken inside.
Traffic was heavy but manageable in most areas where cemeteries are located.
He added more cops were stationed in strategic points to assist motorists and those trooping to burial parks under “Oplan Undas” of the Philippine National Police (PNP), Land Transportation Office (LTO), Bureau of Fire Protection (BFP), Department of Health (DOH) and volunteer groups.
“We have stationed emergency medical personnel, Oplan Habitat members and traffic enforcers to assist police to manage traffic and see to the safety of those going to parks and cemeteries. As far as the old Catholic Cemetery is concerned, we have provided sandbags and temporary foot bridges in parts that are flooded there. Just like last year, we hope that this year’s remembrance of the departed will be peaceful and solemn,” he added.
Sto. Tomas Mayor Joselito Naguit said: “The public cemetery is not flooded and is well maintained by the Municipal Government. Even the private cemetery here has been improved by us even as it has not been turned over to the municipality. We have implemented our Oplan Kaluluwa so that those going to our cemeteries here will be safe and find it convenient.”
Similar measures were also noted in Mexico, Sta. Ana, Arayat, Bacolor and other towns where police visibility was high, Naguit said.
But even as the mood seemed festive as the occasion is also a reunion time for families and friends, Archbishop Paciano Aniceto reminded the faithful of the true meaning of All Saints’ Day and All Souls’ Day.
“Let us not forget to remember our departed loved ones who have joined our Creator. Let us pray for them for as they continue to rest in peace,” Aniceto said.

STA. ANA Pampanga– Tons of garbage piled up in various cemeteries here and in neighboring towns a day after the celebration of All Saints’ Day.
Ricardo Custodio, one of the caretakers in a private cemetery here, said that people who visited the departed loved ones threw their garbage indiscriminately.
“Sa dami ng mga dumalaw sa sementeryo, bawat isa sa kanila ay nag iwan ng kanya kanyang basura na kapag pinagsamasama ay marami rin. Sana kung naging responsible lamang sila ay hindi ganun kalaki ang problema natin,” he said.
Custodio added that it would take them weeks to remove all the garbage in the area.
“Siguro ang nasa isip nila mayroon namang tulad naming na naglilinis sa mga sementeryo,” Custodio stated.
In Candaba town, public cemeteries in the Barangays of Pasig and Paralaya were also left with tons of garbage.
“Sana naglalaan din sila ng pondo sa pag aalis ng basura dahil sila din naman ang naniningil bago makapaglibing ng patay sa sementeryo,” another resident living near the cemetery stressed.

ANGELES CITY — Representative Carmelo ‘Tarzan’ Lazatin has understated his Real Property Tax/Special Education Tax (RPT/SET) receivables when he was still the city mayor here in 2005 by P105 million, according to a Commission on Audit (COA) report, said incumbent Mayor Edgardo Pamintuan.
In a press statement sent to Sun.Star Pampanga on Thursday, Pamintuan said that as per COA report of 2005, the RPT/SET receivables for the year was reported at P95 million, which did not tally with the report submitted by the City Assessor to the Department of Finance of P200 million.
“It is puzzling why then mayor Lazatin would understate the city’s tax receivables by as much as P105 million. Is it because they are giving allowance for negotiations by the big realty property owners, which include the Lazatins?” asked Pamintuan.

Lazatin is among the biggest real property owners in Angeles City and nearby areas, according to Pamintuan.

“This could be an indication that tax collections under the nine years of Lazatin as mayor is largely transactional,” the mayor said.

Pamintuan added that the P105 million, if collected, could have meant a lot for the city in terms of infrastructure and services.

“I think that foregoing that much is tantamount to criminal neglect. It is giving concession to the rich,” he said.

“The practice of condoning the tax obligations of the rich is grossly unfair to the salaried workers whose withholding taxes are automatically deducted from their pays,” Pamintuan added.

The COA observed that the actual tax collections from taxpayers as recorded in the Real Property Tax Account Register of 2003 was not reconciled with the assessment report of the City Assessor.

It admonished the city government to set up the RPT/SET Receivables based on the Certified List of Taxpayers of the City Treasurer taken from the Assessment Rolls showing names and amounts due and collectible for the year.

The COA added that the City Assessor should submit the updated Assessment Roll at the beginning of the year to update and reconcile the taxpayers’ records as basis for collecting real property taxes.

The Department of Environment and Natural Resources (DENR) conducted last Friday a public consultation with the people of Subic, Olongapo City and Zambales province to hear their concerns about the proposed US$ 1.2 billion, 600-MW coal-fired power plant which will be built by Redondo Peninsula Energy, Inc. (RP Energy) at Redondo Peninsula, Subic Bay Freeport Zone.
The public hearing was held at the Subic Bay Exhibition and Convention Center (SBECC) with more than 5,000 people attending, most of whom came from the different barangays, schools, non-government offices (NGO’s) and local government units (LGU’s) in Zambales.
In a comprehensive and easy-to-understand presentation, RP Energy development analyst David Evangelista explained how the Subic coal-fired power plant will adopt the latest environment-friendly technology to ensure there will be negligible emissions.
RP Energy noted that the majority of the people of Zambales support the building of the Subic coal-fired plant to avert power shortages in Luzon in the years to come.
According to Evangelista, “some of them expressed concerns about possible environmental problems once the plant begins to operate, and that is to be expected in a transparent, consultation process. But we assured the community that we are one with them in preserving Subic’s rich environment as we will employ the most modern technologies to ensure negligible emissions”.
Meralco Power Generation Corporation General Manager Aaron Domingo reiterated that “the project will help provide the much-needed competitive and reliable capacity to contribute to the economic development of Luzon while making sure that environmental and health concerns are addressed through proper technologies and state-of-the-art equipment”.
Earlier, Department of Energy (DOE) secretary Rene Almendras told Subic Bay Metropolitan Authority (SBMA) president Robert Garcia that the Subic power plant would play a crucial role in the long-term viability of the Luzon power grid.
Almendras said that electricity consumption will increase on the average by 4.38-percent annually from 2012 to 2018, and if no power generation plant is built on the island in the next five years, there would be substantial and recurring power shortages in Luzon.

SUBIC BAY FREEPORT – The Subic Bay Metropolitan Authority (SBMA) recently signed an agreement with the Quiz Bee Early Learning Center, giving it bigger facilities to address the school’s rapid growth.
The Quiz Bee Early Learning Center is run by the Quiz Bee Foundation, which is the proponent of the annual National Quiz Bee, a prestigious scholastic competition participated in by some of the brightest students in the country.
The SBMA agreed to give the school the rights to lease Bldg. 1154, located on Palm Street at the Gateway Park here, to provide more room to accommodate 50 students. SBMA Chairman Roberto V. Garcia and Gloria Palarca-Tayag, president of the Quiz Bee Foundation, signed the lease agreement.
The school previously occupied four rooms at Charlie Bldg. of the Subic International Hotel within the free port’s central business district, but continuous growth in its enrolment necessitated a bigger venue, said Gloria Linda Tayag, the school directress. Tayag said that they immediately grabbed at the opportunity to relocate when the SBMA offered them the building.
Tayag also said that the relocation would help the school attract more students, since it will be able to provide them with better learning environment. She added that the Quiz Bee Early Learning Center will give residents in the Subic Bay area an alternative institution where their children can avail of quality education.
“Our school promotes quality academics and values formation, and we are at par with the existing schools here in the Freeport in terms of quality, but not as expensive,” she noted. The school was founded in 2010 with 15 students. It now offers pre-school courses up to Grade 3.
