CITY OF SAN FERNANDO — For almost a week, they again came jumping, leaping, singing and dancing into the limelight — that is, both frogs and humans — as the City of San Fernando celebrated the 10th “Pyestang Tugak” or Frog Festival which culminated with a grand show of Fernandino talent Saturday at Robinsons Starmills.
Themed “Pamakibage, Pamanantabe, Pamia-abe,” this year’s festival, as Mayor Oscar Rodriguez aptly put it, “reminds us of the humble beginnings from where we came and the heights that we have scaled toward a better life through giant strides, much like those vigorous leaps that frogs are capable of making. Lowly regarded yet admirable for their resiliency and flexibility are these creatures we fete with such festivities like the street dance competition, choral and frog mascot contests, the ‘padwasan and sukluban’ and frog leaping and race.”
With the frog becoming a symbol of the city’s resiliency, flexibility and leaping to greater bounds since the festival’s inception in 2003, Rodriguez stressed: “Let us also keep in mind the need to save the frogs from extinction by exercising proper care of the environment. There is an on-going campaign by the city government for practices to sustain frogs and the environment as a whole. May the Frog Festival continue to be fruitful and worthwhile as we all take a higher leap in keeping the city the best place to live in.”
Heeding Rodriguez’s call, hundreds took on the frog stance to make the festival successful. Twelve barangays trooped to the St. Jude Village Oval frog farm Wednesday for the “padwasan” where both professional and kiddie frog catchers, using the native bamboo “padwas” or rod, competed for the prize catch of P4,000.
It was eventually won by Barangay Alasas and students from San Isidro Elementary School in the kids’ division.
“Out-croaking” the competition, the San Lorenzo Ruiz Center for Schools and Studies bested five other chorales in the Frog Choral Competition Thursday for the P10,000 grand prize, followed closely by a very young choir from Juliana Elementary School in second place.
The culminating activity proved to be tough as street dancers leaped-frogged their way to the top Saturday at the Atrium of Robinsons, with Baliti Integrated School topping the elementary school level in the free dance interpretation and bagging the best costume and headdress awards.
The City College triumphed in the college division with their moves and headdresses, while San Nicolas Integrated High School was awarded as best in costume.
This year, San Nicolas Integrated School stole the crown from defending champion San Lorenzo Ruiz Center for Schools and Studies in the Frog Mascot contest, while Juliana Elementary School was named champion in the elementary school level.
“We hope that next year will be a bigger Frog Festival with many more professing to participate in the annual festivity. And we thank all who have supported us in this festival which you can only find here in San Fernando. Only in Pampanga, where leaping is more fun in the Philippines,” said City Administrator Ferdinand Caylao.

CITY OF SAN FERNANDO — The Department of Interior and Local Government (DILG) recently named and feted Pampanga towns and barangays for their excellence in the local governance performance management system (LGPMS) and other aspects of administration.
According to DILG regional director Florida Dijan, for 2011, all of the 137 local government units in Central Luzon composed of seven provinces, 13 cities and 117 municipalities have been recipients of the Seal of Good Housekeeping.
In Pampanga, Angeles City, headed by Mayor Edgardo Pamintuan, garnered the most number of recognitions, particularly in the performance areas of administrative governance, social governance, valuing fundamentals of good governance and a special recognition for the LGPMS.
A similar recognition was given to Candaba Mayor Jerry Pelayo. Lubao Mayor Mylyn Cayabyab, meanwhile, was awarded a check for “Salintubig” beneficiaries.
Given the SGH markers were Pampanga and Angeles City in the highly urbanized city category, along with Olongapo City.
Among the recipients of the 2012 performance challenge fund are Mayor Oscar Tetangco, Jr. of Apalit; Mayor Luis Espino of Arayat; Mayor Ricardo Rivera of Guagua; Mayor Marino Morales of Mabalacat; Mayor Annette Balgan of Macabebe; Mayor Romulo Pecson of Magalang; and Mayor Teddy Tumang of Mexico.
Angeles City was also named first runner up in the Gawad Pamana ng Lahi, followed by the City of San Fernando led by Mayor Oscar Rodriguez as second runner up.
Governor Lilia Pineda and the Province of Pampanga were cited as second runner up in the Gawad Pamana ng Lahi after Bulacan and regional winner Tarlac province under Governor Victor Yap.

SUBIC BAY FREEPORT — Seven municipalities and a city adjacent to this premier free port received a total of P57.4 million in revenue shares as their portion in the taxes paid by Subic Bay Freeport-registered enterprises in the first half of this year.
Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia said that the shares given to local government units (LGUs) are intended to augment local resources and enable stakeholder communities to benefit from Freeport businesses by augmenting the funds of nearby LGUs for development projects in health, education, peace and order, and livelihood generation.
The LGUs included Olongapo City, which received P13.88 million; and the Zambales towns of Subic, with P8.55 million; Castillejos, P4.92 million; San Marcelino, P6.95 million; and San Antonio, P5.06 million.
In Bataan, Morong town received P4.95 million, Hermosa P5.87 million, and Dinalupihan P7.21 million. “This is basically the SBMA’s contribution to help improve the living conditions of residents in contiguous and affected communities,” Garcia explained. “The intention is to create parallel development between the Subic Bay Freeport and its neighbors,” he added.
According to the SBMA Treasury Department, the shares released accounted for two per cent of the five per cent tax on gross income paid for by free port locators for the period January to June 2012.The other three per cent of the taxes paid are remitted directly to the national government.
The SBMA began releasing the shares directly to the LGUs, after a new tax collection scheme was implemented in August 2010 by the agency to ensure the prompt release of shares to the local government units.
Previously, corporate taxes were remitted straight to the Bureau of Internal Revenue (BIR), which remitted the same to the National Treasury. Thereafter, the Department of Budget and Management would release the two per cent share to the concerned LGUs. The LGU share is determined according to population (50 per cent), land area (25 per cent), and equal sharing (25 per cent).
Garcia said the shares given by the SBMA to the neighboring communities would benefit almost 600,000 residents in the said areas.

SUBIC BAY FREEPORT — A community relations officer of the Subic Bay Metropolitan Authority (SBMA), who initiated several community development projects for fisher folk in the Subic Bay area, will be conferred the Pagasa Award in Malacañang this month.
SBMA Chairman Roberto Garcia proudly announced on Thursday that the Civil Service Commission (CSC) has chosen SBMA employee Marilou Dungog as one of this year’s recipients of the Pagasa Award, which is given for outstanding contributions resulting from an idea or performance that directly benefit more than one department of the government. Dungog, an administrative officer of the SBMA’s Public Relations Department, will be the fifth SBMA employee to receive the Pagasa Award.
PRD manager Armie Llamas said that Dungog, who embraced the fisher folks in Olongapo City, Morong in Bataan, and San Antonio and Subic in Zambales, “painstakingly undertook several projects that helped in the economic uplift of the communities.”
Llamas said that despite limited funds for community relations projects, Dungog never complained nor showed any pessimism but instead endeavored even more to reach out to the people.
“Despite the odds, she kept going and pursued her advocacy in helping the fisher folk become self-sustaining and economically independent. And with her admirable tenacity and persistence, she was able to accomplish remarkable feats that have steered them to greater heights,” she noted.
For her part, Dungog, who placed second in the search for the 2011 SBMA Employee of the Year, attributes her success to God, for the inspiration and talent; to her family, for the reason why she strives more; and to the fisher folk without whom she could not have achieved anything significant.
“Para akong tumama sa lotto,” she remarked. “Sa likod pala ng mga hirap na dinaanan ko para ma-organize ang mga fisher folk communities dito sa Freeport area ay may naghihintay na napakalaking pagkilala at pagpapahalaga,” she added.
With the award, Dungog urged her colleagues in the government sector to have “mahabang pasensya” and not focus on what benefit could be gained from the people in the community, but rather on what one could share with them.
Chairman Garcia, meanwhile, said that the SBMA workforce has consistently produced recipients of various awards of excellence.
These include printing machine operator Randy Canlas, who received a similar Pagasa award in 2010; SBMA fire chief Ranny Magno, who also received a Pagasa award in 2010 for leading the SBMA Fire and Rescue Team in helping recover and retrieve trapped miners in Itogon, Benguet, in September 2008; the SBMA Fire and Rescue Team, which was conferred the Gawad KALASAG (National Level) in 2009 for extraordinary courage, heroism, self-sacrifice, and bravery against all odds in times of emergencies and disasters; 2007 SBMA Employee of the Year Joel Viray, who was Pagasa awardee in 2008; and 2008 SBMA Employee of the Year Edmund De Jesus, who also made it to the regional finals in 2009.
SBMA Chairman Garcia said that SBMA employees work with malasakit, excellence and passion — the agency’s core values — in support of the SBMA goal of helping in the economic development of the country and in improving the lives of its stakeholders. “And it apparently pays off for everyone, especially for those who render their best in public service,” Garcia said. “It is not surprising, therefore, that we now have several SBMA employees in the honor roll of the CSC Pagasa Award,” Garcia added.
